Because Railways has made arrangements for TDR i.e. Ticket Deposit Receipt for refund in such a situation. Through this, passengers can tell that they have not traveled and want a refund. Whereas passengers with counter tickets can go to the reservation office of the station and fill the TDR form. In such cases, refund is usually available in 7 to 21 days.
