The terrorist organization Islamic State Khorasan (ISKP) has taken responsibility for the suicide attack on Shia Mosque Qaiser Khadijatul Kubra in Pakistan’s capital Islamabad on Friday (February 6) afternoon, which has been given shelter by Pakistan’s intelligence agency ISI to attack India in collaboration with Baloch fighters in Balochistan and Lashkar-e-Taiba in Khyber Pakhtunkhwa.

In a statement issued by ISKP’s official propaganda channel Amaq Agency, Islamic State Khorasan said that it had carried out a suicide attack on a Shia mosque yesterday because Pakistani Shia fighters are fighting against it in Syria by forming the Zainbyon organization. Along with the statement, ISKP has also released a picture of the suicide bomber with his face blurred.

Terrorist attacks have happened before too
This is not the first time that the Shia community has been attacked in Syria for fighting against ISKP. Earlier in December 2015, Lashkar-e-Jhangvi, a proxy of terrorist organization Sipah-e-Sahaba, had carried out a suicide attack on the Shia community in Parachinar of Khyber Pakhtunkhwa province, in which 25 Shias were killed and 30 were injured. Even at that time, Sipah-e-Sahaba in the name of Lashkar-e-Jhangvi had threatened that if the people of Pakistani Shia community did not stop fighting ISKP on behalf of Zainbyon by going to Syria and Iraq, then even more painful attacks would be carried out on them.

What is Sipah-e-Mohammed?
Pakistani Shias had formed a terrorist organization named Sipah-e-Mohammad Pakistan in the year 1994 to fight the terrorist organization Sipah-e-Sahaba, which used to attack the big commanders of Sipah-e-Sahaba and its proxy Lashkar-e-Jhangvi, who attack Shia people, and target the Sunni Muslims who help Sipah-e-Sahaba. Pakistan had banned Sipah-e-Sahab in 2002, but till 2010, the terrorist organization of Pakistani Shia community, Sipah-e-Mohammad Pakistan, remained strongly active in different provinces of Pakistan. This organization had the help of Iran and the Republic Guards of Iran (IRGC) used to provide training and money to these Shia terrorists.

What is the role of Iran?
In 2012, at the behest of Iran, more than 2 thousand fighters of Shia terrorist organization Sipah-e-Mohammad Pakistan were sent to Syria and Iraq to fight against Islamic State and America. Also, in Syria and Iraq, this new organization was named Liwa Zainbyon or Lashkar-e-Zainbyon. There were more than 2 thousand terrorists in Lashkar-e-Zainbayon who worked for the Shia terrorist organization Sipah-e-Mohammad Pakistan in Pakistan against Sipah-e-Sahaba in Punjab, Balochistan, Khyber Pakhtunkhwa, while around 1,000 such fighters were also trained by Iran to join Lashkar-e-Zainbyon who were Pakistani Shias but were living illegally in Iran.

Currently, more than 5 thousand terrorists work in Liwa Zainbyon or Lashkar-e-Zainbyon. Their chief at present is Abid Hussain Turi alias Tehran Turi who lives in Upper Kurram of Khyber Pakhtunkhwa province. Also, in Khyber Pakhtunkhwa, there is a clash every day between the boys of Abid Hussain Turi alias Tehran Turi and the fighters of Sipah-e-Sahaba.

Where is ISKP active in Pakistan?
Islamic State Khorasan (ISKP) in Pakistan is active and has bases in Mashtung area of ​​Balochistan and Khyber district of Khyber Pakhtunkhwa. ISKP is operated in Balochistan by its chief Shahab Al Muzahir in collaboration with ISI asset, former terrorist commander of Lashkar-e-Taiba and chief of Musallah Difa Tanzeem, Mir Shafiq Mengal. Besides, Sipah-e-Sahaba and Lashkar-e-Jhangvi are also part of this network. The main group of ISKP, operating from Mashtung in Balochistan, carries out terrorist attacks in Central Asia and South Asia including Afghanistan, Iran, Uzbekistan, Tajikistan and targets Baloch fighters and Shia population of Pakistan.

Preparations to infiltrate terrorists into India

Now the command of the joint headquarters of Lashkar-e-Taiba and Islamic State Khorasan has also been given to this Hafiz Zubair Mujahid. Its work is to infiltrate terrorists having Afghan citizenship into Jammu and Kashmir of India so that Afghan terrorists can also be recruited into the already existing 12-member module of Islamic State-Lashkar-e-Taiba.

While at present the three commanders of this module, Abu Huraira, Mohammad Omar alias Rabin and Mohammad Rizwan alias Abu Dujana, all three are Pakistanis and are commanding a group of 4-4 terrorists, then under the new strategy, by expanding this module, ISI has set a target of keeping 15-20 terrorists in each group in the next 6 months and for this, to add 45-60 terrorists from Afghanistan, ISI has set up ISKP in Tirah Valley of Khyber Pakhtunkhwa. And the joint headquarters of Lashkar has also been setup.

Pakistan planning to attack India

According to sources, under the new system, where 45-60 Afghan terrorists are to be prepared to attack in India and linked to the hybrid module of ISKP-Lashkar, then ISI will use the remaining members against TTP in Khyber Pakhtunkhwa and will get ISKP to attack the bases of Tehreek-e-Taliban Pakistan (TTP) like ISI in Balochistan with the help of ISKP, Baloch Liberation Army (BLA) and BLF. (Baloch Liberation Front). That means, from the joint headquarters of ISKP-Lashkar established in Tirah Valley, ISI will kill two birds with one stone.

According to sources, this joint module is the brainchild of Lieutenant General Amir Ehsan Nawaz, chief of X Corps of Pakistan Army and Sector Commander in ISI’s PoK, Brigadier Faiq Ayub. Eight months after Operation Sindoor, not only have these two prepared it along with their other officers, but have also made it operational.

Order will be given from Rawalpindi

According to sources, the work of infiltrating the Afghan terrorists of this joint brigade of Lashkar-e-Taiba and Islamic State Khorasan (ISKP) into Indian Jammu and Kashmir will be done only by Rafiq Nai and Shamsher Nai, who have been working to infiltrate the terrorists of Jaish-e-Mohammed and Lashkar-e-Taiba into India for the last two decades. Abu Dujana and Umar Lone became friends during training in Baramulla in 2018. Umar Lone was killed by security forces in Bandipora in June 2024.

What is ISI’s strategy?

Investigation by intelligence agencies has revealed that-

• After Operation Sindoor, in May 2025, ISI had ordered to stop all the activities of Lashkar for a short time and to keep the terrorists low profile.
• In August 2025, PoK Sector Commander Brigadier Faiq Ayub (known as the Butcher of Punjab) held a meeting with top Lashkar commanders Saifullah Sajid Jatt and Huzaifa Bakarwal.
• In the meeting, orders were given to include 10-12 fidayeens in ISKP and to carry out attacks through them, so that Pakistan’s ‘deniability’ (ability to deny) remains intact.
• This module was created with the help of Huzaifa Bakarwal, resident of Rawalpindi, and Nazim-e-Aala Rana Ashfaq of Lashkar. Huzaifa Bakarwal is currently running this group.

ISI made strategy of joint module

According to retired Colonel Shailendra Singh, defense expert and advisor to the Global Counter Terrorism Council, India had decided after the Pahalgam attack that every terrorist attack would be considered an act of war. Only ISI can make the strategy for the joint module of Lashkar-Islamic States. It is Pakistan’s compulsion that despite the presence of terrorist and commander Lashkar in the new strategy, the name will be ISKP.

After this joint module became active in Jammu and Kashmir, Lashkar has again openly threatened India.
