<p style="text-align: justify;">A major incident came to light on Monday evening from the Juvenile Observation Home in RS Pura area of ​​Jammu. Three minors confined here attacked the policemen on duty and then escaped from there. There is panic in the entire area after the incident.</p>
<h3 style="text-align: justify;">The attack took place at 5:15 pm</h3>
<p style="text-align: justify;">According to sources, there was sudden chaos inside the Observation Home at around 5:15 pm on Monday (February 16). Three minor prisoners locked inside took advantage of the opportunity and attacked the two policemen present there. Both policemen were injured in the attack. After this, the three minors escaped from there by jumping over the wall or in some other way.</p>
<h3 style="text-align: justify;">Two Pakistani citizens also included</h3>
<p style="text-align: justify;">According to Jammu Police, two of the three absconding minors are Pakistani citizens. They have been identified as Ehsan Anwar of Punjab and Mohammad Suna-ullah of Muzaffarabad.</p>
<p style="text-align: justify;">The third accused is said to be Karanjeet Singh alias Gugga, who is a resident of Dablehar area of ​​RSpura. According to the police, all three were lodged in a juvenile home in a case.</p>
<p style="text-align: justify;">Two policemen on duty were injured during the attack. He was taken to the hospital for treatment. At present his condition is said to be out of danger. After the incident, questions have also been raised on the security arrangements as to how three minors escaped amid such strictness.</p>
<h3 style="text-align: justify;">Special teams are conducting raids</h3>
<p style="text-align: justify;">Jammu Police has taken the matter seriously and started investigation. Special teams have been formed to search for the absconding accused. These teams are conducting raids in different areas and possible targets are being raided. Since it is a border area, security agencies have also been alerted.</p>

<p style="text-align: justify;">Once again the debate regarding education and religion has intensified in the politics of Jammu and Kashmir. PDP President and former Chief Minister Mehbooba Mufti has seriously accused the present government of discriminating against educational institutions on the basis of religion. He said that Baba Ghulam Shah Badshah University (BGSBU) is being continuously and deliberately cut funds. Due to which the university is suffering serious losses.</p>
<p style="text-align: justify;">Baba Ghulam Shah University, located in Rajouri district of Pir Panjal region, was established by the J&#038;K government as a state university in 2002. It was registered by the University Grants Commission and more than 2500 students study in its different faculties. But Mehbooba Mufti warned that the institution was being systematically neglected and pushed towards managed decline. He said that due to systematic reduction in funds given by the UT administration in the last five years, its existence is under serious threat.</p>
<h3 style="text-align: justify;">There is a worrying decline in the funding of BGSBU – Mehbooba Mufti</h3>
<p style="text-align: justify;">Mehbooba Mufti said that the one who was considered a light of higher education in Pir Panjal and a bringer of social and economic change, is now being abandoned institutionally. Official data on capital infusion into BGSBU shows that there has been an alarming decline in funding over the last few years.</p>
<p style="text-align: justify;">The funding was Rs 562.50 lakh in 2019-20, which increased to Rs 848.43 lakh in 2020-21 and Rs 703.88 lakh in 2021-22. Then it dropped sharply to Rs 422.98 lakh in 2022-23, to Rs 183.11 lakh in 2023-24 and to a shockingly low Rs 44.00 lakh in 2024-25. He said the nominal increase of Rs 187.00 lakh in 2025-26 is too little to repair the damage caused by years of underfunding.</p>
<h3 style="text-align: justify;">University infrastructure is becoming hollow due to lack of funds &#8211; Mehbooba Mufti</h3>
<p style="text-align: justify;">Mehbooba Mufti alleged that these figures show a shocking pattern of neglect. Capital infusion which had crossed Rs 700-800 lakh during 2020-22. It has been reduced to only Rs 44 lakh in 2024-25. This is not budget wise. This is a deliberate abandonment of the institutional.</p>
<p style="text-align: justify;">Mehbooba Mufti reminded that BGSBU was established by former Chief Minister Mufti Mohammad Sayeed to uplift the historically marginalized and strategically important sector through access to good quality higher education. He said that repeated cuts in funds are continuously hollowing out the academic capacity, research ecosystem and infrastructure of the university. Weakening institutions by ignoring them is as harmful as closing them.</p>
<h3 style="text-align: justify;">BGSBU was established to uplift a backward area – Mehbooba Mufti</h3>
<p style="text-align: justify;">The PDP Chief appealed to the Jammu and Kashmir Government to immediately accept this persistent shortcoming and reverse this trend in the coming budget and warned that continued neglect could cause irreparable damage to one of the most important institutions of Pir Panjal. Mehbooba Mufti said in a post on X that BGSBU was established to uplift a backward area. Depriving it of funds is a betrayal of that vision and should be corrected immediately.</p>

<p style="text-align: justify;">In a written reply to Starred Assembly Question No. 651 asked by MLA Rameshwar Singh, the J&#038;K government has confirmed that hundreds of employees have retired in the last two years and their gratuity, GPF and other claims are still pending payment. The total outstanding liability for outstanding gratuity and GPF claims as on January 31, 2026 is Rs 1,635 crore and Rs 3,471 crore, respectively. The total is more than Rs 5,106 crore.</p>
<h3 style="text-align: justify;">Bills related to Gratuity and GPF are being cleared from time to time – Government</h3>
<p style="text-align: justify;">The government said that bills related to gratuity and GPF are being cleared from time to time as per the availability of resources. But no specific time limit was given to clear the entire backlog. When asked when the outstanding liabilities would be cleared, officials replied that the clearance of bills related to gratuity and GPF of employees depends on the overall liquidity position of the government.</p>
<h3 style="text-align: justify;">Retired employees depend on gratuity and GPF for survival</h3>
<p style="text-align: justify;">The revelations also highlight the financial constraints faced by the Union Territory Administration and the hardship experienced by retired employees, who are dependent on these statutory benefits for their post-retirement living. Gratuity and GPF payments are legally mandated benefits meant to provide financial security to government employees retiring after decades of public service.</p>
<p style="text-align: justify;">The government&#8217;s acceptance that clearance depends on liquidity. Raises serious concerns about J&#038;K&#8217;s financial health and its ability to meet its basic legal obligations towards its former employees.</p>

<p style="text-align: justify;">Continuous heavy snowfall in Jammu and Kashmir has badly affected the normal life. On Tuesday (January 27), the Jammu-Srinagar National Highway was closed and all flights from Srinagar airport had to be cancelled. People had to face a lot of trouble due to complete stoppage of road and air traffic. It also affected the movement of emergency services and armed forces.</p>
<p style="text-align: justify;">A total of 58 flights have been canceled at Srinagar airport. Which included 29 arrival and 29 departure flights. According to officials, the runway was not safe due to continuous snowfall. Therefore operation of flights was not possible. Due to this, hundreds of tourists got stuck in Srinagar and surrounding areas.</p>
<h3 style="text-align: justify;">Jammu-Srinagar National Highway closed due to snowfall</h3>
<p style="text-align: justify;">Light to moderate snowfall occurred in most areas of the valley, while heavy snowfall was recorded in the higher reaches. A thick layer of snow has accumulated at famous tourist places like Sonamarg, Gulmarg and Pahalgam. Jammu-Srinagar National Highway has been closed due to heavy snow accumulation between Qazigund and Banihal. The work of removing snow from the road is going on. But at present no vehicle is being allowed to pass.</p>
<h3 style="text-align: justify;">Many trains canceled due to snowfall</h3>
<p style="text-align: justify;">Snowfall has also affected railway services. Some trains between Banihal and Budgam had to be canceled earlier. However, after the tracks were cleared, services were resumed within a few hours. The district administration and police have issued control room and helpline numbers to help the people. At many places, policemen were seen carrying patients on stretchers to hospitals on snow-covered roads.</p>

Even today, she sees her son alive in the statue of her son Gurnam Singh installed at the village crossroads and she takes care of him as she used to do in real life. <p style="text-align: justify;">During the Vaishno Devi Yatra in Jammu and Kashmir, heavy rains and cloudbursts created a ruckus. At least 41 people died in the natural disaster on Tuesday (August 26) and Wednesday in Reasi and Doda districts. Most of these devotees were traveling to the Vaishno Devi temple. The heavy rains recorded in the last 24 hours in Jammu region caused havoc in the area. Raising the question of Omar Abdullah on the death of pilgrims, he said that despite the warning of the Meteorological Department, why the Vaishno Devi Yatra was not stopped?</p>
<p style="text-align: justify;">On Tuesday, 34 devotees lost their lives in the sudden cloudburst near Ardhkunwari. At the same time, four people died in Doda district due to heavy rains and sudden floods in the morning. Other people have been injured at various places and the police and disaster management team is engaged in relief and rescue operations.</p>
<h3 style="text-align: justify;"><strong>Why did the board not get alert after warning &#8211; Omar Abdullah</strong></h3>
<p style="text-align: justify;">After this incident, Jammu and Kashmir Chief Minister Omar Abdullah expressed deep grief over the death of the pilgrims and questioned the officials that when the Meteorological Department had already issued a warning, why the journey was not stopped. Omar said in a conversation with the media that &#8220;When we received a warning from the Meteorological Department, could we not take any steps to save the lives of those people? Why were these people on track and why were they not taken to a safe place?&#8221; He clarified that the matter will be discussed seriously later.</p>
<h3 style="text-align: justify;"><strong>CM sought answers from responsibilities</strong></h3>
<p style="text-align: justify;">The Chief Minister also said that despite knowing before the disaster, adequate steps were not taken to ensure the safety of the devotees, which is a matter of concern. He said that it is sad to know precious and an answer will be sought from the responsibilities for this.</p>
<h3 style="text-align: justify;"><strong>No answer from the board so far </strong></h3>
<p style="text-align: justify;"> Vaishno Devi Yatra is conducted by Shri Mata Vaishno Devi Shrine Board, headed by Lieutenant Governor of Jammu and Kashmir, Manoj Sinha. This board monitors pilgrims in the Trikuta hills. However, despite the questions of Omar Abdullah, there is no official statement from this board as to why the journey was not stopped despite the weather alert.</p>
<p style="text-align: justify;">This incident has raised serious questions about the disaster management policies of the administration and the safety of pilgrims. Amid relief work, the authorities have said to take additional steps for the safety of the devotees and the local people.</p>

<h3 style="text-align: justify;">Possibility of landslide in hilly areas- Meteorological Department</h3>
<p style="text-align: justify;">According to the Meteorological Department, due to heavy rains in recent times, there was a possibility of landslide in the hilly areas. The administration had already advised pilgrims to take precautions and travel with weather information. Currently, the rescue operation continues.</p>
<h3 style="text-align: justify;">Four people died in Doda district</h3>
<p style="text-align: justify;">On the other hand, four people died in heavy rains in Doda district of Jammu and Kashmir on Tuesday itself. At the same time, the flood situation in Jammu division worsened due to continuous rains for the last 24 hours. Officials said that two people died in the sudden flood due to continuous rains in Doda district. However, information about the death of two others has also been received.</p>

A Thar train going fast in Gandhinagar area hit an elderly man going on a scooty from behind. After this collision, the elders fell on the road and stopped at a short distance after hitting the elderly rider.</p>

He said that the driver deliberately hit an elderly person, turned the car backwards and hit the victim again.
