Only after assuming charge on Saturday (22 November), he held a meeting with the Secretary and officials of the department and issued important instructions. He has given a big statement saying that at many places the work is not being completed on time. He has also raised questions regarding the quality of construction materials. There was also mention of forming a committee to review the work done at the Panchayat level.</p>
<p style="text-align: justify;">Panchayati Raj Minister Deepak Prakash said while talking to the media, &#8220;I have got a huge responsibility. Got an opportunity to work under the leadership of PM Narendra Modi and CM Nitish Kumar. I have assumed charge. Extensive discussions have been held with the Secretary and other officials of the department. There was a detailed discussion on whether the ongoing schemes should be implemented properly and whether new schemes should come in future. <h3 style="text-align: justify;">Quality of work is not good in many places – Deepak Prakash</h3>
<p style="text-align: justify;">He further said, “The need was felt to issue some instructions to the department officials. One of them is that recently the construction work of Panchayat buildings is going on in the entire Bihar. It has been seen at many places that the quality of work is not as it should be. Either the quality of the construction material is low. And at many places it has also been found that the work is not being completed on time. </p>
<h3 style="text-align: justify;">&#8216;A committee will be formed to review the works at Panchayat level&#8217;</h3>
<p style="text-align: justify;">The minister said, &#8220;So that whatever work is being done at the Panchayat level can be properly monitored, a committee will be formed with representatives of various political parties at the Panchayat level.&#8221; The work of this committee will be to review the work done at the Panchayat level. This will also ensure accountability and the representatives will also get their share in strengthening democracy. </p>
<h3 style="text-align: justify;">Emphasis on building assets on Zilla Parishad lands</h3>
<p style="text-align: justify;">He also mentioned the Zilla Parishad lands. He said, “Another issue is the Zilla Parishad lands at the district level. There is a total of about 35 thousand acres of land in Bihar including all the districts. Revenue generating assets should be developed on these lands, for this either these lands should be given on lease directly or buildings should be constructed on those places. For example, shops should be built in small slots, which can be given on rent for employment. </p>
<h3 style="text-align: justify;">&#8216;Vacant posts in Panchayati Raj Department will be filled soon&#8217;</h3>
<p style="text-align: justify;">Deepak Prakash said that development in the form of assets will provide a source of revenue to the department. Along with this, employment will also be created by taking it on rent or lease. He also said, &#8220;The third thing is that whatever vacancy is there within the department, there should be reinstatement as soon as possible.&#8221; For this also, instructions have been given to the officials of the department. Please note that Minister Deepak Prakash is the son of Upendra Kushwaha and at present is not a member of any House.</p>

<p style="text-align: justify;">Bihar Chief Minister Nitish Kumar on Friday (21 November 2025) distributed departments in his cabinet, under which Deputy Chief Minister Samrat Chaudhary has been given the charge of Home Department. This is the first time during Nitish Kumar&#8217;s tenure as Chief Minister that he will not have the Home Department. Before this, this department had remained with him throughout his tenure. If we look at the complete list of division of departments in Bihar, the Home Ministry may have gone to BJP&#8217;s account, but JDU has many important departments.</p>
<p style="text-align: justify;"><strong>These big departments will remain with JDU</strong></p>
<p style="text-align: justify;">JDU&#8217;s Bijendra Yadav is the oldest minister in the Bihar cabinet, he was given the responsibility of finance, commercial tax, energy, planning development. Vijay Chaudhary has been assigned the Department of Water Resources, Building Construction and Parliamentary Affairs. Apart from this, Ashok Chaudhary has been given the responsibility of Rural Affairs Department, Sunil Kumar has been given the responsibility of Education Department. These are all such departments, which are considered very important from the development point of view of the state.</p>
<p style="text-align: justify;"><strong>BJP has the highest number of ministers in the new cabinet</strong></p>
<p style="text-align: justify;">NDA government has been formed for the 8th time under the leadership of Nitish Kumar. In the current cabinet, 14 leaders from Bihar, 9 from JDU, 2 from LJP (R), one each from HAM and RLD have been made ministers. Chief Minister Nitish Kumar has the responsibility of general administration, cabinet secretariat, monitoring, elections as well as all such departments which have not been allotted to anyone.</p>
<p style="text-align: justify;"><strong>Home department went to BJP&#8217;s account</strong></p>
<p style="text-align: justify;">The power of the Bharatiya Janata Party, which emerged as the largest party by winning 89 seats in the Bihar Assembly elections, is clearly visible in the Nitish cabinet. The responsibility of law and order of Bihar will now be on Samrat Chaudhary. BJP had been wanting this department for a long time. Second Deputy Chief Minister Vijay Kumar Sinha has got important departments like Revenue and Land Reforms and Mines and Geology.</p>

<p style="text-align: justify;">Nitish Kumar, who has been the Chief Minister for the longest time in Bihar, took the oath of office and secrecy for the tenth time on Thursday (20 November 2025). 10 new faces along with old experienced leaders have been included in the 26-member cabinet of the new government, in which special attention has been paid to ethnic and regional balance. Many senior ministers of JDU and BJP were given a second chance in the new government.</p>
<p style="text-align: justify;"><strong>10 MLAs became ministers for the first time</strong></p>
<p style="text-align: justify;">Of the 26 members of the Council of Ministers, 10 have become ministers for the first time. Senior BJP leaders Samrat Chaudhary and Vijay Kumar Sinha, who were Deputy Chief Ministers in the previous government, have been retained in Nitish Kumar&#8217;s cabinet. At the same time, JDU has also retained its old ministers Bijendra Prasad Yadav, Vijay Kumar Chaudhary and Shravan Kumar in the cabinet.</p>

Jaiswal and Narayan Prasad lost their posts due to Nitish&#8217;s sudden separation from NDA in the year 2022 and even when JDU returned to NDA last time, they did not get a place in the cabinet.</p>
<p style="text-align: justify;"><strong>Message from Nitish cabinet to Yadav and EBC?</strong></p>
<p style="text-align: justify;">Among other NDA allies, HAM (Secular) has again made Santosh Kumar Suman, son of former Chief Minister Jitan Ram Manjhi, as its minister. The new faces include BJP MLA from Jamui and former shooting player Shreyasi Singh, Aurai MLA and Rama Nishad, daughter-in-law of former Union Minister Jai Narayan Nishad. These are being seen as steps to increase the party&#8217;s reach towards the EBC seafarers community.</p>
<p style="text-align: justify;">Deepak Prakash, son of RLM chief Upendra Kushwaha, has also got a place in the cabinet, although he is not an MLA. It is expected that Deepak can be sent to the Legislative Council within six months. Senior BJP leader Ram Kripal Yadav has also returned to the cabinet. He defeated RJD&#8217;s Ritlal Yadav from Danapur assembly seat.</p>
<p style="text-align: justify;">Sanjay Kumar Singh and Sanjay Kumar from LJP (Ram Vilas) have been given ministerial posts. There are three women ministers in the cabinet, including JDU&#8217;s Lacey Singh and first-time ministers Shreyasi Singh and Rama Nishad. Jama Khan is the only Muslim minister. Political analysts say that the composition of the cabinet clearly reflects Nitish Kumar&#8217;s efforts to maintain social balance.</p>
<p style="text-align: justify;"><strong>NDA&#8217;s caste equation </strong></p>
<p style="text-align: justify;">Of the total 27 members, eight are from upper caste, five from Dalit, one from Muslim and 13 from OBC/EBC categories. On party basis, BJP has got 14, JDU has got 8, LJP (Ram Vilas) has got 2, while HAM and RLM have got one ministerial post each. Former ministers Nitish Mishra, Jeevesh Mishra and Sanjay Saraogi have not got a place in the new cabinet. The maximum limit of the state cabinet is 36 members including the Chief Minister.</p>

<p style="text-align: justify;">His father took oath as Chief Minister for the record 10th time on Thursday (20 November). In a brief conversation with journalists including &#8216;PTI Video&#8217; at the swearing-in ceremony held at Gandhi Maidan, Nishant said, &#8220;Salute and best wishes to the people of Bihar. I thank and congratulate from the bottom of my heart. The way people worked, the way women voted, their special participation is very important for Bihar.&#8221;</p>
<h3 style="text-align: justify;">What did Nishant say on the question of coming into politics?</h3>
<p style="text-align: justify;">During this time, when he was asked when he would enter politics, Nishant smiled and left from there. Nishant has never contested any election and unlike the heirs of many political families, he has so far stayed away from public life. Nishant&#8217;s political debut was also discussed a lot in this election.</p>
<p style="text-align: justify;">His father and Janata Dal United (JDU) chief Nitish Kumar took oath as the Chief Minister of Bihar for the 10th time. Nitish held the reins of Bihar for almost two decades and has created a special women vote bank.</p>
<h3 style="text-align: justify;">BJP made a strong comeback in the elections</h3>
<p style="text-align: justify;">The National Democratic Alliance (NDA), an alliance of Bharatiya Janata Party (BJP), JDU, LJP (Ram Vilas) and two other parties, returned to power by winning 202 seats in the 243-member assembly.</p>
<p style="text-align: justify;">BJP emerged as the largest party with 89 seats. After this, JDU got 85 seats, while LJP (Ram Vilas) got 19, Hindustani Awami Morcha got five and Rashtriya Lok Morcha (RLMO) got four seats.</p>
<h3 style="text-align: justify;">Women voted enthusiastically</h3>
<p style="text-align: justify;">According to Election Commission data, women voted more than men. The voting percentage of women was more than 71 percent, while among men it was 62.9 percent. In seven districts, women voted 14 percentage points more and in 10 other districts this difference was more than 10 points. National Democratic Alliance (NDA) leaders cited this as the reason for the alliance&#8217;s decisive advance.</p>
<p style="text-align: justify;">Senior NDA officials attributed the “women mandate” to Nitish&#8217;s welfare rule. This included everything from the 2016 prohibition policy (which received widespread support from women affected by alcohol-induced domestic violence) to large-scale economic assistance schemes given before the elections.</p>
<p style="text-align: justify;">The previous NDA government had given Rs 10,000 each to over 1.21 crore &#8216;Jeevika Didis&#8217; to start micro businesses and had promised additional assistance of up to Rs 2 lakh for their ventures.</p>
<h3 style="text-align: justify;">Benefit from &#8216;Jeevika Didi&#8217; project</h3>
<p style="text-align: justify;">The government was running the World Bank-assisted project &#8216;JEEVIKA&#8217; through an autonomous body, Bihar Rural Livelihood Promotion Society (BRLPS), which aims at social and economic empowerment of the rural poor. The women associated with this project are called &#8216;Jeevika Didi&#8217;.</p>
<p style="text-align: justify;">In a state that often grapples with caste divisions, JDU leaders said women had emerged as a voter category that overcame many obstacles. They became the demographic group that reshaped the election results and strengthened the foundation for Nitish Kumar&#8217;s return to power.</p>

JDU has been given a balanced and adequate representation as per its proportion of seats.</p>
<p><strong>Most ministers from BJP quota?<br /></strong>BJP has got two Deputy Chief Ministers and apart from this, twelve more leaders have been made ministers. These include Mangal Pandey, Dilip Jaiswal, Nitin Naveen, Ramkripal Yadav, Sanjay Singh Tiger, Arun Shankar Prasad, Surendra Mehta, Narayan Prasad, Rama Nishad, Lakhendra Roshan, Shreyasi Singh and Pramod Kumar.
