On Wednesday night, an attempt was made to carry out a deadly attack on former Chief Minister of Jammu and Kashmir and President of National Conference, Dr. Farooq Abdullah. He had come to attend the wedding of a lawyer at Hotel Royal Park in Greater Kailash area of Jammu. Meanwhile, the attacker fired at the former CM from very close range. Officials said the incident occurred when Farooq Abdullah, Deputy Chief Minister Chaudhary and Chief Minister’s advisor Nasir Aslam Wani were leaving the venue. The accused who opened fire has been identified as Kamal Singh Jamwal.

The attacker Jamwal is a resident of Purani Mandi area. He reached behind Farooq Abdullah with a pistol and fired. Two officers of the security branch of Jammu and Kashmir Police—an inspector and a sub-inspector—captured him. Deputy CM Chaudhary has called this incident a lapse in security. According to news agency PTI, officials said that Jamwal is over 70 years old and was in an intoxicated state at the time of the attack. He said he fired one shot before his weapon was snatched away by the security personnel and he was thrown to the ground. However, no one was injured in the firing.

Police surprised by attacker’s claim

The accused is also surprised by the claims he has made before the police. Jamwal told the police that he was planning to kill Farooq Abdullah for the last 20 years. Although he called it a personal agenda. Security personnel have recovered a pistol from him, which he is claiming to be a licensed one.

Any terrorist aspect in the incident? Police told

According to officials, Farooq Abdullah and Choudhary had come to congratulate JKNC leader BS Chouhan on his son’s marriage and were present at the venue for more than an hour. City South Superintendent of Police Ajay Sharma said in a post on ‘X’, ‘An incident of firing from a licensed weapon took place at a wedding ceremony in the presence of former Jammu and Kashmir Chief Minister Farooq Abdullah. The accused has been arrested and detailed investigation is underway. There is no doubt about the terrorist aspect in this.

Video of this attack surfaced

A video of this incident has also surfaced, in which the accused can be seen going very close to Farooq Abdullah and firing. As soon as he fires, the security personnel present there knock him down and control him. Jammu and Kashmir Cabinet Minister Satish Sharma while talking to ABP News said that this incident should be investigated. He said that Farooq Abdullah is a great leader of India, there should be security like his. This is a security lapse although they are absolutely fine. When he came out of here, there was not a wrinkle on his face.

Expressing concern over the incident, the Deputy Chief Minister told the journalists that you should ask the security personnel and the police as to how such a big mistake happened. He said, ‘This is a huge lapse in security. When former Chief Minister, Deputy Chief Minister and advisors of the Chief Minister are present in a function and someone can enter inside with weapons, then you can imagine what the security arrangements would have been like.

Omar Abdullah expressed displeasure over the incident

Expressing displeasure over this attack, Jammu and Kashmir Chief Minister Omar Abdullah said, ‘Allah is merciful. My father narrowly escaped. He said in a post on The Chief Minister said, ‘The security squad of the inner circle foiled the attack attempt. At this time there are more questions than answers, including how someone got so close to the former Chief Minister, who has NSG protection with Z Plus category.

Pakistan’s army is training Islamic State (IS) terrorists. Pakistani Army is not only providing weapons to IS terrorists, but is also providing special training to the commanders of the terrorist organization. Pakistan’s aim is to use ISI terrorists against its neighbours. For this, Pakistan has prepared four camps. Experts say that Pakistan may gradually divert some terrorists of Islamic State Khorasan Province (ISKP) towards Jammu and Kashmir.

Since the increase in tension with the Afghan Taliban over the Durand Line, the closeness between Pakistan and ISKP terrorists has increased in recent times. This is the reason why Pakistan has also carried out air strikes in Afghanistan and Taliban also gave a strong response to it.

Training to more than 1,000 ISKP terrorists

In recent months, the number of training camps has increased in Pakistan specifically to train ISKP terrorists. Intelligence Bureau officials say that ISI is planning to train more than 1,000 ISKP terrorists with the intention of attacking the Afghan Taliban. Indian agencies say that different types of training are being given to terrorists.

Terrorists are being trained to fight on the ground, so that they can face Taliban fighters. Experts say that there is also a training camp for suicide bombers. Many current and former officers of the Pakistan Army are involved in this training process.

ISKP’s objective is to end Taliban rule

Ever since ISKP came into existence, it has been in conflict with the Taliban. The aim of ISKP is to overthrow the Taliban regime and rule Afghanistan. According to experts, many members of ISKP are being brought from Afghanistan to Pakistan and then they are being sent to camps located in the tribal areas of Balochistan and Khyber Pakhtunkhwa.

Afghan security officials arrested a man named Mohammad. Mohammad’s arrest confirmed the claim that Pakistan has become a training center for ISKP terrorists. The detained terrorist told the security officials that he had taken combat training in Quetta, Pakistan. When he entered Afghanistan with a fake identity card, his name was Mohammad. ISKP had made a lot of efforts to influence him with its ideas.

ISKP also has its eye on Jammu and Kashmir

Experts believe that at present ISKP’s entire focus is on Afghanistan. Experts have warned that this may affect the entire region in future. ISKP also has its eyes on India and in the coming time, it can expand its area of operations outside Afghanistan also.

When ISKP was established, its focus was to defeat the Taliban. However, he had also made it clear that he was interested in establishing a caliphate, which would also include India. This terrorist group has shown great interest in creating tension in Jammu and Kashmir.

ISKP can target Indian youth

Experts say that Pakistan may gradually send some ISKP terrorists to Jammu and Kashmir. ISI feels that apart from Jaish-e-Mohammed and Lashkar-e-Taiba, having another terrorist group in the valley will strengthen their fight. The way Pakistani Army is openly training with terrorist organizations, this has definitely raised another concern for Indian agencies.

There is speculation that ISKP will target Indian youth from the border areas and brainwash them and send them to Pakistan for training. According to recent census, at least 21 people from Kerala have left the country and joined ISKP in Afghanistan. They were being trained so that later they could be sent back to India and carry out terrorist attacks.

In a major decision following the suspension of the Indus Water Treaty with Pakistan, the Union Ministry of Environment, Forest and Climate Change has given environmental clearance to the long-pending Sawalkot Hydropower Project on the Chenab River in Jammu and Kashmir. An official said, ‘The 40th meeting of the Expert Environment Assessment Committee (EAC) for river valley and hydropower projects was held on September 26 and the final approval was given on Thursday (October 09, 2025).’

Officials said that the Centre’s Environment Committee held extensive discussions before giving the approval. “The EAC has recommended environmental clearance without the need for new cumulative impact or carrying capacity studies, assessments that are typically mandated to evaluate the combined impacts of multiple projects within a river basin,” an official said.

Project designed as 1856 MW Hydropower Station

This relaxation is expected to speed up the implementation of the project. The approval comes at a time when India has suspended the Indus Water Treaty (IWT) following the Pahalgam terrorist attack in April 2025 and has renewed focus on harnessing the hydropower potential of Chenab.

According to official reports, the project, operated by NHPC, is designed as an 1856 MW hydropower station consisting of a 192.5 meter high concrete gravity dam and a reservoir spread over an area of more than 1100 hectares. After completion, Sawalkot will be one of the largest hydropower projects located on the western rivers of the Indus system.

Approval processes may be affected

In June, the Ministry of Home Affairs (MHA) had described the project as being of ‘strategic importance’ and had urged the Environment Ministry to grant it expeditious approval. The power ministry had also warned that the new basin-wide studies could have an impact on the approval processes already initiated.

The Forest Advisory Committee (FAC) had already given the relaxation in July, saying that the guidelines for cumulative studies were issued in 2013, while the Sawalkot project was first started in 1984 and the rules cannot be applied retrospectively.

So many trees will be cut to build the dam

Under this project, 847.17 hectares of forest land in Udhampur, Ramban, Reasi and Mahour districts will be used and more than 2.22 lakh trees will have to be cut, of which more than 1.26 lakh will be in Ramban alone. This dam will be built in two phases, which will generate 1406 MW and 450 MW electricity.

Environmentalists in Jammu and Kashmir have expressed concern over the ecological impact of this project. In a report submitted to the State Pollution Control Board in 2016, they argued that classifying Sawalkot as a run-of-the-mill project is misleading, as its huge reservoir would alter the natural river flow and submerge vast tracts of land.

These livelihoods will be affected by the construction of the dam.

He also said that there are already many big dams on Chenab river including Dulhasti, Baglihar and Salal. NHPC said it has updated the baseline environmental data to meet current needs and collected new primary data during the monsoon 2022, winter 2023 and pre-monsoon 2023 seasons.

The company said the updated data addresses concerns that the original 2016 environmental studies were out of date. Experts have warned that large dams like Sawalkot could affect downstream river flows, fish migration and sediment transport, destabilizing agricultural lands along the river channel and flood plains.

Project delayed due to centre-state disputes

Large reservoirs in the steep valleys of the Himalayas can also increase slope instability and landslide risk. As per the Environment Ministry’s own guidelines, projects that do not get in-principle forest clearance within 18 months will have to update their baseline studies.

Sawalkot has been facing delays for decades due to Centre-state disputes and objections under the Indus Water Treaty. Pakistan had earlier sought information about the project, but India refused, saying that as per the treaty, information was required six months before the start of construction.

Promise of electricity and employment to the people

Now with the treaty suspended, the government has included Sawalkot among its strategic core priorities. Tenders have already been issued for several components, making the project a test case for striking a balance between national security and environmental protection.

For communities living along the Chenab River, the project promises electricity and jobs, but also threatens the loss of forests, land and riverine habitats that have shaped local life for generations.
