The High Court on Tuesday (October 28, 2025) has given a big decision regarding the Rashtriya Swayamsevak Sangh (RSS). Along with this, the High Court has also issued a notice to the state government. In fact, the Karnataka government had ordered to ban the activities of Rashtriya Swayamsevak Sangh (RSS) in the state and make it mandatory to take prior permission for gathering of more than 10 people in public places, on which the High Court has now given a major decision. <p style="text-align: justify;">This decision of the state government was challenged in the Karnataka High Court and it was alleged that it was against the fundamental rights of the citizens. Hubli based Punashchitna Seva Sanstha had filed a petition in the High Court. At the same time, the Karnataka government led by Chief Minister Siddaramaiah has announced to challenge this decision of the High Court. Chief Minister Siddaramaiah said that the state government will file an appeal in the division bench of the High Court against the interim order of the Dharwad bench.</p>
<p style="text-align: justify;"><strong>Petitioner&#8217;s lawyer argued in court</strong></p>
<p style="text-align: justify;">A single bench of Justice Nagaprasanna has issued an order to put an interim stay on this order of the government and said that the next hearing in this case will be on November 17, 2025. On behalf of the petitioner, senior advocate Ashok Harnahalli argued in the court, &#8216;The government has ordered that permission will have to be taken for any gathering of more than 10 people. This is a restriction on the fundamental rights given by the Constitution. Even if a party is held in a park, that too will be considered an illegal gathering as per the government orders.</p>
<p style="text-align: justify;"><strong>Government order was issued in the beginning of this month</strong></p>
<p style="text-align: justify;">This government order, which was postponed by the Karnataka High Court, was issued earlier this month. In the order issued by the state government, guidelines were given that no private or social organization can organize any program, meeting or cultural event in government or public properties like government schools, college grounds or other institutional premises without written permission.</p>
<p style="text-align: justify;">In this order, the district administration was also directed to ensure that the rules are strictly followed and in case of any violation, action should be taken under the Karnataka Land Revenue Act and Education Act.</p>

<p style="text-align: justify;">The Karnataka government is preparing to ban the activities of Rashtriya Swayamsevak Sangh (RSS) in government schools and college campuses in the state. State government minister Priyank Kharge said in this regard on Thursday (October 16, 2025) that the Karnataka Cabinet has decided to bring new rules to ban the activities of RSS.</p>
<p style="text-align: justify;">A day before this statement of Minister Priyank Kharge, on Wednesday (October 15, 2025), Karnataka Chief Minister Siddaramaiah had said that his government is considering ways to ensure that no organization harasses people.</p>
<p style="text-align: justify;"><strong>Minister Priyank Kharge gave information</strong></p>
<p style="text-align: justify;">Priyank Kharge told news agency PTI after the cabinet meeting, &#8216;The rules that we are going to bring will be related to public places, government schools, colleges, government premises, government-owned institutions and aided institutions. We will make a new rule by bringing together the orders issued earlier by the Home Department, Law Department and Education Department. In the next two to three days, this new rule will be implemented within the ambit of the law and the Constitution.</p>
<p style="text-align: justify;"><strong>If you want to do anything, you will have to take permission from the government &#8211; Kharge</strong></p>
<p style="text-align: justify;">This decision of the Karnataka government is being considered as a big step towards banning the activities of RSS in government and government-aided schools and colleges of the state. Kharge further said, &#8216;We cannot control any organization, but from now on no organization will be able to do anything of its own free will in public places or on the streets. If you want to do anything, you will have to take permission from the government.</p>
<p style="text-align: justify;"><strong>Priyank Kharge wrote a letter to Chief Minister Siddaramaiah</strong></p>
<p style="text-align: justify;">Karnataka Minister Priyank Kharge had earlier written a letter to Chief Minister Siddaramaiah demanding a ban on RSS activities in government schools, colleges and state-owned temples. He had alleged that RSS was influencing the minds of the youth and promoting ideology against the Constitution.</p>
<p style="text-align: justify;">In a letter written to the Chief Minister, Kharge requested that like Tamil Nadu, such restrictions should be implemented in Karnataka also. After Kharge&#8217;s letter, Siddaramaiah directed the Chief Secretary to review the action taken on this matter.</p>

<p style="text-align: justify;">A new case has come to light on Sunday (September 7, 2025) regarding the socio-economic survey to be held in Karnataka. The Apex Body of Lingayats has asked members of the influential community of Karnataka to reveal themselves as Veerashaiva-Lingayat in the upcoming socio-economic survey. This is because people of this community politically influential are demanding recognition from Hindus as a different religion.</p>
<p style="text-align: justify;">The official letter in this regard has come out a few weeks before the caste calculation process starting from 22 September. Karnataka Chief Minister Siddaramaiah is going to start this survey in the state on the instructions of AICC, including Leader of Opposition in Lok Sabha, Rahul Gandhi. Apart from this, a target has been set to complete this three months after the start of this survey process.</p>
<p style="text-align: justify;"><strong>BJP&#8217;s Hindu vote bank may hover in danger</strong></p>
<p style="text-align: justify;">If the people of the Lingayat community accept the call made by their apex institution, then it will make a large number of different numbers from the main Hindu vote bank of the Bharatiya Janata Party (BJP).</p>
<p style="text-align: justify;"><strong>Lingayat community population claims to be 11 percent in the state</strong></p>
<p style="text-align: justify;">The All India Veerashaiva-Lingayat Mahasabha has made this call for the Lingayat community after the reports came to light, according to which the number of their communities in Karnataka was 11 percent in the state&#8217;s total population in the last survey conducted in the state, this figure is much lower than the state&#8217;s 18 percent SC population and 13 percent of the population of Muslims.</p>
<p style="text-align: justify;"><strong>Lingayat community leaders objected to data</strong></p>
<p style="text-align: justify;">However, leaders of the Lingayat community have often claimed 17 percent stake in the total population of the state. Leaders of Lingayat community from North Karnataka, MB Patil and Lakshmi Habelkar, had openly disagreed on the population figures being claimed based on estimates. He emphasized that the population of the community is much more of the data mentioned in the report.</p>

<p style="text-align: justify;">A conflict between two senior state government officials posted at Karnataka Bhavan in Delhi has created a big political controversy. The confrontation between the two officers at Karnataka Bhavan took place on Tuesday (July 22, 2025). It included Karnataka CM Siddaramaiah&#8217;s Special Duty Officer (SDO) and Assistant Resident Commissioner C. Mohan Kumar and Deputy Chief Minister and Karnataka Congress state president DK Shivkumar&#8217;s SDO H. Anjanaiya.</p>
<p style="text-align: justify;"><strong>Sdo </strong><strong>H. Anjaniah complained in the case</strong></p>
<p style="text-align: justify;">According to an official complaint filed by H. Anjaniah, the dispute between officials in Karnataka Bhavan in Delhi had increased so much that SDO C. Mohan Kumar had threatened to even kill him. The entire dispute took place in the presence of all other employees in Karnataka Bhavan. During this, a senior officer Pramila was also present.</p>
<p style="text-align: justify;">SDO H. Anjaniah has made a formal complaint about the case to Resident Commissioner of Karnataka Bhavan, Imkongla Jamir and Karnataka Chief Secretary Shalini Rajneesh. In the complaint, he has accused C. Mohan Kumar of harassment, misuse of his rights and repeatedly causing problems. He has also demanded criminal action in this matter.</p>
<p style="text-align: justify;"><strong>Karnataka Chief Secretary sought report</strong></p>
<p style="text-align: justify;">On the complaint of SDO Anjaniah, Karnataka Chief Secretary Shalini Rajneesh has taken the matter seriously. He has ordered an official inquiry into the matter and has also sought a report on this from the Resident Commissioner.</p>
<p style="text-align: justify;"><strong>After all, why the dispute between the two officers</strong></p>
<p style="text-align: justify;">SDO H. Anjaniah alleged in his written complaint C. Mohan Kumar not only used abusive language, but also threatened to kill him, which he has described as a direct attack on his dignity. He said, &#8220;He threatened to kill me in front of everyone in the office chamber, if there is an accident with me, C. Mohan Kumar will be responsible for this.&#8221;</p>
<p style="text-align: justify;"><strong>C. Mohan Kumar dismissed the allegations made by H. Anjaniah</strong></p>
<p style="text-align: justify;">The allegations made by H. Anjaniah in this case have been rejected by SDO C. Mohan Kumar. In contrast, Mohan Kumar has accused Anjania of indiscipline and misbehavior. C. Mohan Kumar also cited several complaints already made against H. Anjaniah on behalf of other employees of Karnataka Bhavan.  </p>
<p style="text-align: justify;">It is noteworthy that this conflict between the officials is also showing the inner political tussle between Karnataka Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivkumar.</p>
