These days a new controversy is deepening in the world famous Dargah of Khwaja Moinuddin Chishti of Ajmer. After the recent order of the Dargah Committee, the conflict between the servants and the committee has intensified. The matter is related to the decision to make license mandatory for conducting Ziyarat in the Dargah, which has been strongly rejected by the Khadim community.

The Dargah Committee had issued an advertisement on December 1, the last date of which has been fixed as January 5, 2026. It has been said that now the servants conducting Ziyarat will have to obtain a license and it will be mandatory to apply for it.

The servants of the Dargah have opened a front against this order. Anjuman Committee Secretary Syed Sarwar Chishti termed this decision as unfair and said that this Dargah does not belong to anyone’s father. This is the Dargah of Khwaja Garib Nawaz. There is a tradition of service of servants here for centuries, unilateral decision of any committee will not be accepted.

Tughlaqi’s decree will not be followed – Sarwar Chishti

Sarwar Chishti further said that this Dargah is an Islamic institution that has been running since the Mughal period, and Khadim are its real servants. He alleged that the committee is issuing orders arbitrarily and the employees are neither consulted nor their rights are respected.

He also said that on issues like encroachment and security in the Dargah, the committee makes rules only on paper, but does not take ground action. Chishti said that there is talk of installing cameras but no one thinks that when something happens, who will take care? These are all Tughlaqi’s orders. No such thing as license will be taken.

Security of pilgrims is necessary – Committee

On the other hand, Nazim Bilal Khan of Dargah Committee clearly said that the entire order is within the ambit of rules and law. He told that this process has been started only after the consent of the Supreme Court and the Central Government.

Bilal Khan said that the criminal background of many employees has come to light. Therefore, investigation is necessary before issuing the license. This decision is only for the safety and convenience of the pilgrims.

He also claimed that the Ajmer administration is taking action to remove illegal encroachments inside and outside the Dargah, and most of these encroachments are said to be of Khadims.

Urs is going to start from 17th December. Every year lakhs of pilgrims reach here, hence the continuous increase in disputes is a matter of concern for both the administration and the committee. At present both the sides are adamant on their stand. The committee is talking about security arrangements and following the rules, while the workers are considering it as an attack on their rights.

CAG Investigaion Ajmer Dargah: Khwaja Moinuddin of Ajmer will investigate the CAG income and expenses in the dargah of Chishti. The CAG will now investigate both the Anjumans of the dargah khadim. The Central Government has issued an order regarding this for CAG investigation. At the same time, approval has also been taken from the President for this CAG investigation. Actually, the approval of the President is necessary for the CAG investigation of private institutions. Additional Solicitor General of India informed about getting approval from the President during the hearing in the High Court.

During the hearing in the Delhi High Court, informed the court and the advocate of Anjumans Ashish Kumar Singh and showed the order copy. The High Court has asked the President’s approval and the Central Government’s order to be brought on record. The investigation will start soon after the order is issued.

There are two Anjuman or institutions of Khadim at the dargah of Khwaja Moinuddin Chishti in Ajmer. How much money is spent at the dargah out of the money given to Khadim. The CAG will now investigate how many works are done for the welfare and whether there is any financial help from the zerines i.e. devotees. Whether or not the Khadim is registered and what happened according to the rules, it will also be investigated. Whether the Anjumans have the right to take money from the zerines or not. Currently, there will be an audit of the last five years of income and offerings. After the approval of the President, the Finance Department of the Central Government has also issued an order. According to sources, the team of two CAG officers has also been nominated for investigation and audit. The CAG usually does not investigate private institutions. The CAG only examines government institutions, government -run institutions and public money used institutions. The President’s order is necessary to investigate private institutions.

On March 15 last year, a notice was issued by the Ministry of Minorities of the Central Government under section twenty C to the Anjumans of the Dargah. This notice was issued on the advice of the Union Home Ministry. Through the notice, a reply was sought for the CAG to investigate the income and expenses of Anjumans.

Complaint of misuse of money was received
According to sources, the Ministry of Home Affairs had received complaints about foreign funding and the amount received in lieu of Jiyarat being used in wrongdoings. Anjumans of Khadim responded to the notice of Rajasthan High Court advocate Ashish Kumar Singh and also challenged the notice in Kodilli High Court. The notice of the Ministry of Minorities was challenged in the Delhi High Court on 23 May last year.

‘Zarine gives joy with joy
The response to the notice and the application filed in the High Court said that instead of giving darshan to the khadims, devotees give Bakhshish ie Dakshina. With this money, the expenses of the family of Khadim are run. Khadim works with service in the Dargah and helps the devotees. It was said in the Delhi High Court that the CAG investigation of a private institution cannot be conducted without the approval of the President.

Central government-Haikourt should file answers
It was also said in the High Court that the notice has not sought answers on any special points. The Delhi High Court had asked the central government to file a reply in this matter. Answer was not filed by the central government on many dates. In the hearing held recently, the Additional Solicitor General of the Central Government told the court that the petition of the Anjumans has become justified as the President has approved the investigation in this case and the central government has also issued orders.

Hearing may be held next week
Additional Solicitor General also showed its copy to the court and the petitioner advocate Ashish Kumar Singh. The court has asked to bring it on record and give a copy of the order to the advocate of the petitioner Anjumans. The Delhi High Court is expected to be heard next week in this case. The notice issued by the Minority Ministry by the Anjumans was challenged, the order has been issued. In such a situation, Anjumans will now have to amend their petition or file a new application.
