A commission appointed to probe the excessive use of force during the Gen-Z agitation of September 8-9 in Nepal will summon ousted Prime Minister KP Sharma Oli for an explanation. Officials gave this information on Thursday (January 1, 2025).

At least 19 youth were killed in police firing during a protest against the Oli government in Kathmandu on September 8. 77 people lost their lives in the unrest that lasted for two days across the country. Human Rights Watch (HRW) and other concerned organizations have alleged that security forces used disproportionate and unlawful force, including indiscriminate shelling, against protesters. Due to this movement, Oli’s coalition government had to be ousted from power.

Commission chief Gauri Bahadur Karki told reporters on Thursday that after the completion of the process of recording the statement of the then Home Minister Ramesh Writer, preparations are underway to seek clarification from CPN-UML president and former Prime Minister Oli.

Bahadur Karki said the commission is working as per the plan to submit its final report within the extended deadline of January 21. The three-member inquiry commission was constituted through a Cabinet decision on September 21. However, Oli has raised questions on the validity and impartiality of the commission and said that he will not appear before it.

The Commission has also lifted the travel ban imposed on the Nepali Congress leader and writer. He was banned from leaving Kathmandu Valley and going abroad. The author had said before the commission on Monday that he takes full moral responsibility for the deaths and other losses on September 8. However, he claimed that the vandalism and arson that took place across the country on September 9 was not spontaneous, but the result of a ‘planned conspiracy against democracy and the nation’.

Nepal’s former Home Minister Ramesh Lalkar appeared before the high-level inquiry commission formed to investigate the violence and atrocities during the Gen-Z protests on December 29, 2025, and recorded his testimony. This demonstration took place in September, in which 77 people died allegedly due to excessive use of force.

‘Orders were issued to security agencies to use minimum force’

The author told the commission that he had given instructions to the security agencies a day before the demonstrations that there should be no casualties and minimum force should be used.

The author, who was the Home Minister in the coalition government of former Prime Minister KP Sharma Oli, is accused of allowing the use of excessive force during the Gen-Ji rebellion.

Investigative agencies can also summon former Prime Minister

The inquiry commission formed by the current interim government of Sushila Karki to probe the incidents of September 8 and 9 during the Gen-Ji movement has already recorded the statements of the chairmen of security agencies and senior administrative officials. As part of the investigation, the commission summoned the former home minister author. Commission officials have said that they are planning to summon former Prime Minister Oli as well.

What statements did the author make before the Commission?

Testifying before the commission of inquiry set up to probe the incidents, the author claimed in a written reply to the commission that he had not issued any written or verbal order to use force against the protesters.

He said, ‘No law gives the Home Minister the right to issue instructions for the use of force.’

The author said that he had instructed the security agencies a day before the Gen-ji protest to ensure that there were no casualties and no situation was created that could lead to the death of any person. According to him, during the Central Security Committee meeting held on September 7, no decision was taken to use more force.

The author said, ‘I had also instructed the security agencies to remain vigilant against infiltrators.’

‘Violent elements hijacked the peaceful movement’

He blamed certain groups for hijacking the peaceful Zenji movement and turning the protests violent, leading to the death of many youth on September 8. He reiterated his claims while speaking to journalists after appearing before the Commission on Monday.

Many public properties were damaged in the movement

During the Gen-ji movement, many government institutions were vandalized and set on fire. These include buildings inside Singhadharbar, the main administrative center of the Government of Nepal, the Supreme Court, many government offices across the country, police posts, houses of political leaders and properties of many business companies. After the killing of protesters on the first day of the movement, these properties were targeted on the second day.

The author claimed that in reality, it was a well-planned conspiracy. This was a preplanned attack against the country and democracy. He also demanded that those responsible for this devastation should be punished.

What has former Prime Minister Oli said?

The Commission is preparing to record the statement of former Prime Minister Oli. Meanwhile, the former PM, adamant on his stand, has said that he will not testify before the commission because the investigating body is one-sided. In a television interview last week, the former Prime Minister said, ‘The interim Prime Minister and the chairperson of the commission (Gauri Bahadur Karki) have taken my name and said that this and that should be done to me. Why should I give a statement when they have already declared the result?

Former Prime Minister of Nepal KP Sharma Oli on Sunday (19 October 2025) alleged that the current Sushila Karki government is trying to arrest him without any concrete reason. He claimed that the present government is not serious about holding the general elections to be held on March 5, 2026.

KP Oli will demand restoration of dissolved House of Representatives

After the removal of the post, KP Oli said in Kathmandu that his party CPN-UML will demand restoration of the dissolved House of Representatives. KP Oli had resigned in early September after violent protests by the Gen-Z group against his government over the issue of corruption and ban on social media. After this, former Chief Justice Sushila Karki was appointed interim Prime Minister on 12 September and President Ramchandra Paudel dissolved Parliament on her recommendation. The next general elections are to be held on March 5, 2026.

My phone was confiscated: KP Oli

KP Oli said that when Nepali Army rescued him from the Prime Minister’s residence after the attack by the protesters, his mobile phone was confiscated for a few days. He criticized the government for withdrawing some of its security personnel and said that the government had failed to ensure a secure environment for free and fair elections.

Violence caused by external elements: KP Oli

The former Prime Minister claimed that during his tenure the law and order situation was better and the media was more secure. He accused the media of ignoring the vandalism and arson done in the name of Gen-Z. He alleged that the violence during Gen-Z protests was due to infiltration from outside elements.

Commenting on the Napo-Kids movement launched by Nepal’s youth along with his protests, Oli said, “I cannot accept the Napo-Babe campaign launched by Gen-Z, which has created terror among the Nepali people.”

A high-level inquiry committee investigating the recent violence in Nepal recommended a travel ban on several former top officials including former Prime Minister KP Sharma Oli, which has been approved by the government. The committee believes that this step is necessary to ensure a fair investigation into the role of these leaders.

Apart from former Prime Minister Oli, the committee asked former Home Minister Ramesh writer, former Home Secretary Gokarnamani Duwadi, former National Investigation Department Head Hosraj Thapa and former Chief District Officer of Kathmandu to ban Foreign Travel of Chitra Rizal and ban him on leaving Nepal without prior permission. Taking a decision on this, the Ministry of Home Affairs has decided to suspend the passports of KP Sharma Oli and four others. Along with the foreign travel ban, the ministry has also banned the leaving Kathmandu Valley without prior permission.

Demand for arrest of former PM KP Sharma Oli

The interim government of Nepal, led by Sushila Karki, has formed a three -member panel to investigate the violence in Nepal. A total of 72 people were killed in this violence and KP Sharma Oli had to resign from the post of PM due to the performance of ‘Gen-Z’. This panel constituted by the government is being chaired by former Supreme Court Justice Gauri Bahadur Karki.

During the Nepal performance, one of the major demands of the ‘GEN-Z’ group was also formed to investigate the government’s works. Now the Commission has been asked to submit its report within three months. At the same time, during the protest on September 8, 19 people died in firing by the police, due to which the group has demanded the arrest of former Prime Minister Oli and former Home Minister Ramesh writer.

Former PM Oli dismisses allegations

Former Nepal’s former PM KP Sharma Oli on Saturday (September 27, 2025) dismissed the allegations of ordering the protesters to shoot the protesters during the ‘GEN-Z’ group protest. Oli said this in his first public remarks after resigning as Prime Minister on September 9 amid violent demonstrations against the government over the ban on corruption and social media.

Nepal Communist Party (Integrated Marxist-Leninist) president Oli addressed some party leaders and workers at his private residence in Gundu area of Bhaktapur district, saying, “I did not order the ‘GEN-Z’ protesters to shoot on the protesters during the agitation.”

Former Nepal Prime Minister KP Sharma Oli has given a statement publicly for the first time after the violence in the country and his coup. He lashed out at the new Gen Z administration on Saturday (September 27, 2025) after his first public presence. He addressed the interim government of Nepal under the leadership of Sushila Karki, former Chief Justice of Nepal, as the Jane Z government. He said that this interim government is a ‘government to show off’.

He said, ‘This is Jane Z government, which has not been made according to the provisions of the Constitution of Nepal, nor the people have chosen it by voting. This government has been formed through the incident of violence, sabotage and arson.

Former PM raised questions on Nepal’s interim government

During this, former Prime Minister of Nepal KP Sharma Oli also questioned the intention of the current leadership of the country. He said, ‘What does the government think that we will run abroad by handing over the country in their hands? We have to make this country. We have to make this country constitutional and democratic and bring the politics here back on track. We will bring the rule of law again in the country.

KP Oli also made a statement on rumors related to violence

The former Prime Minister of Nepal has also made a statement about the rumors related to violence during this period, which is being associated with them. He said, ‘Another rumor has been raised by taking my name. People are being provoked to say that give me a gun, I will kill him, give me a sword, I will cut it and give me a drone, so I will attack him. All these things are being spread with great enthusiasm. But what was my role in this?

He said, ‘Hearing the news of firing, I gathered information about it. I was told that only rubber bullets were used, but later I came to know that 14 people had died. I want to ask how did those people get shot in their heads? How can I stop it?’

In front of Sushila Karki, the head of the Atmim government in Nepal, the pussy is maintained to bring law and order again in the country. Sushila Karki has taken a big decision amidst the earliest action on the leaders involved in corruption including former PM KP Sharma Oli from GEN-Z.

No leader will be able to run away from Nepal

Nepal’s interim government is preparing to suspend passports of KP Sharma Oli, former Home Minister Ramesh writer and other top leaders. Former Prime Minister Sher Bahadur Deuba and his wife’s names are also included in this list.

Sushila Karki has assured the people of the country that she will establish the rule of law in Nepal. It is going to be challenging for Sushila Karki to hold elections in Nepal within six months. In Nepal, Gen-Z and their leaders are demanding to put corrupt leaders in jail including KP Oli.

The interim government of Nepal is currently getting full support of Gen-Z. Sushila Karki has constituted a three-member inquiry committee headed by the former Justice of the Supreme Court to investigate the order to be shot at Gen-Z during the protest, in which 72 people were killed.

Nepal now becomes a infamous country: KP Sharma Oli

Former Nepal Prime Minister KP Sharma appeared on Tuesday (23 September 2025) among his supporters and activists after Oli Takhtapalat. During this, he said, “He expressed concern over the current situation of Nepal and the incident of arson in the Central Administrative Building.”

On GEN-Z’s protests, KP Sharma Oli said, “Nepal has now become a infamous country. Many countries have stopped giving visas and work to our people, which is tarnishing Nepal’s image.” In view of the protests in Nepal, KP Sharma Oli left his official PM’s residence on September 9 by army helicopter.

Nepal’s newly appointed Prime Minister Sushila Karki included four new ministers in his interim cabinet on Monday (September 22, 2025), increasing the number of ministers to eight. At a function held at the President’s Office Sheetal Niwas, President Ramchandra Paudel administered the oath of office and secrecy to former Judge Anil Kumar Sinha, National Invention Center founder Mahavir Pun, journalist Jagdish Kharel and expert Madan Pariar.

With the involvement of four new ministers, the number of members in the Council of Ministers led by Prime Minister Sushila Karki (73) has increased to eight. The Prime Minister has kept many important departments with him. Sinha is the Minister of Industry, Commerce and Supplies, while Karel is the Minister of Communications and Information Technology. Pariyar is the Minister of Agriculture and Livestock Development, while again is the Minister of Education and Science and Technology.

Only 11 members suggested in the interim cabinet

According to the Constitution of Nepal, the Council of Ministers may have a maximum of 25 members including the Prime Minister. However, Karki recently suggested that his interim cabinet could have only 11 members. The President’s Office announced on Sunday (September 21, 2025) that 5 new ministers would take oath on Monday. However, Sangeeta Kaushal Mishra was later removed from the list due to her controversial background.

According to sources, the anti -corruption organization Akhtiyar misuse research Commission, Nepal (CIAA) is investigating a case of corruption related to Mishra. Karki became the Prime Minister of Nepal on 12 September and the ongoing political uncertainty in the country ended.

Appointment to these posts after taking charge

After the demonstrations against the youth under the leadership of the youth on the issue of corruption and social media, Prime Minister K.P. Sharma Oli had to withdraw from the post, which created a political crisis. Soon after assuming the charge, Karki appointed Kulma Ghising as the Minister of Energy, Water Resources and Physical Planning, Rameshwar Khanal as Finance Minister and Om Prakash Aryal as Home Minister. The interim government will work till the general election to be held on March 05 next year.

In Nepal, the ‘GEN-Z’ group demanded the arrest of former Prime Minister KP Sharma Oli and then Home Minister Ramesh writer on Saturday (September 20, 2025) over the alleged role in the firing during the anti-government firing. 19 people were killed in this firing.

Dr. Nicholas Bushlas, one of the advisors of the ‘GEN-Z’ group, who led the protests, said in a press conference held at Sambali here that Oli, writer and Kathmandu Chief District Officer Chitra Rizal should be arrested immediately, as he was directly responsible for firing in Naya Baneshwar, in which 19 workers were killed.

Demand for formation of high-level inquiry commission

Bushla also demanded the formation of a high-level inquiry commission to investigate the property of all highly placed leaders and government officials since 1990. Apart from this, the workers of ‘Jane Z’ staged a sit -in demanding the arrest of Oli and the author in the Maitighar Mandla near the Singh Darbar Secretariat here. It was from here that he started his protest rally on September 8.

At least 72 people, including three policemen, were killed during the violent protests on September 8 and 9 against the alleged corruption and the ban on social media website. On Friday (September 19, 2025), former Prime Minister Oli denied that he ordered a firing during the performance of ‘Jane Z’.

Former PM KP Oli denied allegations

He said that the protesters were fired with automatic guns, which were not with the police. Oli demanded an inquiry into the case. In his first public statement after resigning from the post of Prime Minister, Nepal Communist Party (Integrated Marxist-Leninist) president Oli blamed the intruders for the violence during the ‘peaceful protests’ of ‘Jane-Z’.

In a message issued on the occasion of Constitution Day, Oli (73) said, “The government did not order the protesters to shoot.” Meanwhile, Supreme Court Chief Justice Prakash Man Singh Raut said on Saturday that the court has not issued an order to ban the social media website.

Regulation of social media website request

He said that the Supreme Court had urged the government to make necessary laws and regulate the social media website, which is a common international practice. The former government -led government, led by Oli, banned 26 social media site, citing the Supreme Court order, which was opposed by the ‘Jane Z’ group on September 8.

The ban imposed on the social media site on the night of 8 September was lifted, but the performance continued and Nepal PM KP Sharma Oli had to resign. ‘Jane Z’ is called a generation that has been born between 1997 and 2012.

On the first day of ‘Gen-Z’ protests in Nepal on September 8, 2025, 19 people were killed in an automatic weapons firing. Former Prime Minister KP Oli has made a big claim on this. On Friday (September 19, 2025), he said that the police had neither automatic weapons nor his government had given any order to shoot directly at the protesters.

He said that the protesters should be investigated for the use of automated weapons. KP Oli resigned from the post of Prime Minister on 9 September after violent protests in Nepal. The former Prime Minister claimed that the youth died in the violence by conspirators infiltrating during the protests.

72 people killed in ‘Gen-Z’ protests

He said that such a large number of people were not killed in the same day in the last movements. According to the police, at least 72 people have been confirmed in ‘Gen-Z’ protests. Those killed are also included in the Bhatbhatni Supermarket burnt by the crowd who were found dead.

KP Oli says that during violent protests, the reason behind the arson in the offices of the government’s Chief Administrative Center, Singh Darbar, Parliamentary Building, Supreme Court Bhawan and other court complexes, business establishments, political parties is a conspiracy behind the arson.
