<p class="pf0" style="text-align: justify;"><span class="cf0">Union Home Ministry (</span><span class="cf1">MHA) </span><span class="cf0">In an important decision, the Government has taken away the existing Delegated Financial Power from the Lieutenant Governor of Ladakh, which will now be used by the Home Ministry of the Government of India. According to the new guidelines, </span><span class="cf1">MHA </span><span class="cf0">have now </span><span class="cf1">LG </span><span class="cf0">It will have the power to approve already existing schemes and projects up to Rs 100 crore. </span></p>
<p class="pf0" style="text-align: justify;"><span class="cf0">Similarly, the administrative secretary has the financial power to approve projects up to Rs 20 crore. </span><span class="cf1">MHA </span><span class="cf0">While chief engineers, department heads, including deputy commissioners and superintending engineers, have also been barred from exercising the delegated power to approve individual works worth between Rs 3 crore and Rs 10 crore. </span></p>
<p class="pf0" style="text-align: justify;"><span class="cf0">Based on instructions received from the Union Home Ministry, Lieutenant Governor of Ladakh Kavinder Gupta has issued an order in this regard. Public Private Partnership (</span><span class="cf1">PPP) </span><span class="cf0">Under the mode, approval of schemes/projects up to Rs 100 crore, which was earlier with the Lieutenant Governor, will now be given by the Union Home Ministry. </span><span class="cf0">The powers of the Lieutenant Governor to grant administrative approval and expenditure up to Rs 100 crore and the powers of the Administrative Secretary to grant approval up to Rs 20 crore have also been changed. This approval now </span><span class="cf1">MHA </span><span class="cf0">Will give.</span></p>
<p class="pf0" style="text-align: justify;"><strong><span class="cf0"><span class="cf1">These powers went to MHA</span></span></strong></p>

The power to approve different works up to Rs 10 crore and Rs 3 crore by the Chief Engineer and Superintending Engineer has also been given to the Ministry of Home Affairs.</span></p>
<p class="pf0" style="text-align: justify;"><strong><span class="cf0">What did the Union Home Ministry say in its order?</span></strong></p>
<p class="pf0" style="text-align: justify;"><span class="cf0">The order states, &#8220;All new proposals for appraisal and approval of projects/schemes will be submitted to the Ministry of Home Affairs for necessary approvals.&#8221; For appraisal of new projects/schemes including administrative approval and sanction of expenditure. </span><span class="cf1">MHA </span><span class="cf0">All proposals submitted to Ladakh will be sent through Planning Development and Monitoring Department, Ladakh. </span></p>
<p class="pf0" style="text-align: justify;"><span class="cf0">However, it was clarified that all ongoing scheme/project works, including those for which </span><span class="cf1">MHA </span><span class="cf0">Administrative approval has already been given or tender has been done or has been completed before the order is issued, will continue to operate under the powers given earlier. </span></p>
<p class="pf0" style="text-align: justify;"><span class="cf1">LG </span><span class="cf0">Ladakh will have full power to incur contingent and miscellaneous expenditure, including administrative approval and sanction of expenditure, within the budgetary limit, provided the financial limit is in accordance with the rules of the General Financial Rules. </span><span class="cf0">Similar powers for Chief Secretary up to Rs 1 crore, Finance Secretary up to Rs 75 lakh, Administrative Secretary up to Rs 50 lakh and </span><span class="cf1">H.O.D </span><span class="cf0">For Rs. 30 lakhs.</span></p>

<p style="text-align: justify;">India and China held another high-level military talks on maintaining peace and security along the Line of Actual Control (LAC) in eastern Ladakh. The Corps Commander level meeting took place on October 25 at the Moldo-Chushul point on the Indian side of the Line of Actual Control. This was the first such conversation between the two armies after the Special Representatives talks between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi in August.</p>
<p style="text-align: justify;"><strong>India-China agree to maintain peace on LAC</strong></p>
<p style="text-align: justify;">The Foreign Ministry said that the talks took place in a friendly and cordial atmosphere. The ministry said that both sides took note of the progress made since the 22nd round of Corps Commander level meeting in October 2024 and agreed that peace and harmony have been maintained in the India-China border areas. &#8220;Both sides agreed to continue using existing mechanisms to resolve any ground issues along the border to maintain stability,&#8221; the ministry said.</p>
<p style="text-align: justify;"><strong>Efforts to improve relations between India and China</strong></p>
<p style="text-align: justify;">India and China have initiated several measures in the last few months to normalize their relations after India and China ended more than four years of military standoff along the LAC in eastern Ladakh in October last year. The standoff effectively ended after the withdrawal of troops from the last two friction points of Demchok and Depsang was completed.</p>
<p style="text-align: justify;">Chinese Foreign Minister Wang Yi visited India on 19 August 2025. India and China subsequently announced several measures for stable, cooperative and forward-looking relations, including jointly maintaining border peace, reopening of border trade and promoting investment flows.</p>
<p style="text-align: justify;"><strong>Corps Commander level talks held in Ladakh </strong></p>
<p style="text-align: justify;">The Ministry of External Affairs said on the corps-commander talks, &#8220;This was the first meeting of the general-level mechanism in the western sector since the 24th round of talks of Special Representatives held on August 19 last.&#8221; A Chinese statement on the corps-commander talks said the two sides held active and in-depth dialogue on the management of the western side of the China-India border.</p>
<p style="text-align: justify;">It said that both sides have decided to maintain communication and dialogue as per the decision of Prime Minister Narendra Modi and Chinese President Xi Jinping. &#8220;They agreed to continue communication and dialogue through military and diplomatic channels under the guidance of the important consensus reached between the leaders of the two countries, and to jointly maintain peace and tranquility in the China-India border areas,&#8221; China&#8217;s Defense Ministry statement said.</p>
<p style="text-align: justify;"><strong>60 thousand soldiers still deployed</strong></p>
<p style="text-align: justify;">Both sides have withdrawn their troops from the conflict areas, but have not withdrawn frontline forces from the border. Currently, around 50,000 to 60,000 troops from each side are deployed along the Line of Actual Control in the eastern Ladakh region.</p>
<p style="text-align: justify;">The military standoff in eastern Ladakh began in May 2020 and resulted in a deadly clash in the Galwan Valley in June the same year, severely straining relations between the two neighbours. The decision to revive various dialogue mechanisms between India and China was taken at a meeting between Modi and Xi in the Russian city of Kazan in October last year.</p>

Union Home Ministry officials met with members of LAB and KDA in Leh on Wednesday (October 22, 2025). Talks between the two sides lasted for about three hours in Leh. In which many issues were seriously discussed.</p>
<p style="text-align: justify;">Leh Apex Body and Kargil Democratic Alliance said that the talks with Union Home Ministry officials were very positive. In the meeting that lasted for about three hours, the government listened carefully to our demands and also assured to consider them seriously. Along with this, the government has also been assured by us that we will not take any such step in the state, which is wrong in the eyes of the government and administration.</p>
<p style="text-align: justify;"><strong>Members of both groups attended the meeting</strong></p>
<p style="text-align: justify;">Three members each of Leh Apex Body and Kargil Democratic Alliance participated in the meeting held with Home Ministry officials. Along with this, Ladakh MP and KDA founder Mohammad Hanifa Jaan and his lawyer also attended the meeting.</p>
<p style="text-align: justify;"><strong>What issues were discussed in the meeting</strong></p>
<p style="text-align: justify;">LAB and KDA said that the main objective of this meeting with the officials was to provide full statehood to Ladakh and constitutional protection under the Sixth Schedule of the Constitution. Apart from this, we demanded the removal of the National Security Act (NSA) imposed against environmental activist Sonam Wangchuk and her immediate release from jail. We have also reiterated our demand for the release of the youth who were imprisoned by the Ladakh Police after the violence on 24th September.</p>
<p style="text-align: justify;"><strong>Curfew lifted in Leh, situation becomes normal</strong></p>
<p style="text-align: justify;">Meanwhile, Leh Deputy Commissioner Romil Singh Donk said that the situation in the district has now become normal. The curfew has been lifted and the internet has also been restored. Schools and colleges are also opening as before. However, Section 163 of BNSS is still applicable.</p>

<p style="text-align: justify;">The Supreme Court has issued a notice on a petition challenging the custody of Ladakh social activist Sonam Wangchuk. In the petition of Wangchuk&#8217;s wife Geetanjali Angmo, his custody under NSA has been described as illegal. A bench of Justice Arvind Kumar and Justice NV Anjaria has asked the Central Government, Ladakh Administration and Jodhpur Jail Superintendent to file a reply on the petition.</p>
<p style="text-align: justify;">Senior advocate Kapil Sibal, appearing for Gitanjali Angmo, said that he was not given a copy of the detention order. Responding to this, Solicitor General Tushar Mehta said that all the information has been given to Wangchuk. His brother has also been met in Jodhpur jail. On this, Sibal said that Wangchuk&#8217;s talk to his brother and lawyer was made only on intercom.</p>
<p style="text-align: justify;">Sibal said that according to the law, the family of the person detained should be told in writing on the basis of custody. Only then can he give him a legal challenge. This did not happen in this case. Sibal urged that documents related to custody should also be given to Wangchuk&#8217;s wife.</p>
<p style="text-align: justify;"><strong>Copy of order copy to family</strong><br />The court said that the government should consider providing a copy of the custody order to the petitioner. On this, Mehta said, &#8216;Under the law it has been given to the prisoner. We will also consider giving a copy to the wife. We do not have any special objection, but we do not want to challenge custody by making it a new basis later.</p>
<p style="text-align: justify;"><strong>Possible meeting with wife soon</strong><br />The Solicitor General also told the court that the petitioner (Wangchuk&#8217;s wife) has applied to meet him in jail. His request is being considered. On this, Justice Kumar said that the Jodhpur jail administration should take a decision on this according to the jail rules.</p>
<p style="text-align: justify;"><strong>&#8216;Claims about drugs are false&#8217;</strong><br />Mehta questioned the fact that Sonam Wangchuk has been denied necessary medicines. Mehta said, &#8216;He himself has said in front of the medical officer that he is not on any medicine. All this is being done only to create an emotional atmosphere in the media. On this, the court directed that the prisoner should be given necessary medical facilities as per the jail rules.</p>
<p style="text-align: justify;"><strong>What is the matter?</strong><br />Magsaysay Award -awarded environmental scientist Sonam Wangchuk is the main face of Ladakh&#8217;s movement for a long time. This movement is related to the demand for state status to Ladakh and special status under the Sixth Schedule of the Constitution. The movement took a fierce form in the past. The Ladakh administration accused Sonam of working for foreign powers. On 26 September, he was detained and sent to Jodhpur Jail in Rajasthan. He is accused of keeping contact with Pakistan&#8217;s intelligence agency, illegal donations from abroad.</p>

<p style="text-align: justify;">Gitanjali Angamo, wife of jailed climate activist Sonam Wangchuk, since the violence in Ladakh, has written a letter to President Draupadi Murmu on Wednesday (October 01, 2025). Gitanjali has also sent copies of this letter to Prime Minister Narendra Modi and Home Minister Amit Shah. </p>
<p style="text-align: justify;">In the letter, he has dismissed the allegations made against Sonam Wangchuk, demanding unconditional release. Wangchuk&#8217;s wife said that on September 26, Leh Inspector Rigjin Gurmet informed him that Wangchuk was detained under Section 3 (2) of NSA and sent to Jodhpur Central Jail. </p>
<p style="text-align: justify;"><strong>Ladakh is loyal to its nationalism and Indian Army</strong></p>
<p style="text-align: justify;">He wrote in the letter, &#8216;I was assured that after reaching Jodhpur, he would call me and talk to my husband. He also told me that this is not arrest, because no FIR has been registered, but they are in custody under NSA. </p>
<p style="text-align: justify;">Gitanjali Angamo said that however, till date no talk has been made to Sonam Wangchuk. Wangchuk&#8217;s wife further said that Ladakh is known for his nationalism and loyalty to the Indian Army. He further said that Wangchuk is making shelter for the Indian Army in this region. </p>
<p style="text-align: justify;"><strong>Wife Gitanjali&#8217;s question to Sarkar</strong></p>
<p style="text-align: justify;">Angmo wrote, &#8216;My husband Sonam Wangchuk has always been in favor of India&#8217;s solidarity, strengthening our borders and a strong democratic system.&#8217; He raised the question whether it is a crime in Ladakh to fight for the interests of the people. Wangchuk&#8217;s wife said, &#8216;His Majesty, you will be better than the feelings of the people of Leh Ladakh, being from a tribal background.&#8217;</p>
<p style="text-align: justify;">During this, Geetanjali Angmo has also asked four questions to President Murmu. She has asked if she has the right to meet Wangchuk on the phone and personally, can she help her husband, know about the reasons for her arrest and their legal rights, can she know the position of her husband and whether he is responsible citizens of India, she has the right to peaceful expression and freedom of traffic.</p>
<p style="text-align: justify;"><strong>Demand for release of Sonam Wangchuk</strong></p>
<p style="text-align: justify;">Angmo also condemned the behavior done by the government and agencies. He wrote, &#8216;This is a violation of the spirit of the Constitution of India. Article 21 and 22 give every citizen fundamental rights of legal representation. Surprisingly, we have been completely denied this minimum right. </p>
<p style="text-align: justify;">Wangchuk&#8217;s wife further said, &#8216;His Majesty, we appeal to intervene as the head of the state and raise the voice of Vivek in this chaotic situation. As the President of India, you are a symbol of the principles of equality, justice and discretion. He demanded the unconditional release of Sonam Wangchuk, saying that he can never become a threat to his nation.</p>

LAB President Thupastan Chhewang said on Monday (29 September 2025) that under the current circumstances, when people are facing difficulties and being tortured in Ladakh, it is impossible to interact with the Center.</p>
<p style="text-align: justify;"><strong>&#8216;No conversation in Ladakh until the situation becomes normal&#8217;</strong></p>
<p style="text-align: justify;">Announcing that Leh Apex will not negotiate with the High Planned Committee (HPC) of the Ministry of Home Affairs until peace and normal situation in the body sector. Thupstan Chhewang said that the members of the body will not attend the meeting to be held on 30 September and the main meeting with the Minister of State for Home to be held on 6 October.</p>
<p style="text-align: justify;">He said, &#8220;We expected that Jammu and Kashmir would be partitioned and people would get justice after making Ladakh a union territory, but they made us union territories without any law. After this article was canceled, all that protected our rights and identity, all that was over.&#8221;</p>
<p style="text-align: justify;"><strong>&#8216;People of Ladakh are feeling danger&#8217;</strong></p>
<p style="text-align: justify;">He criticized the central government, saying that the people of Ladakh had constitutional guarantee and security through Article 370 and 35A under the erstwhile Jammu and Kashmir state, but now they are feeling in danger.</p>
<p style="text-align: justify;">He said, &#8220;We had formed Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA0) for our rights to fight. We had to oppose. Initially the central government assured, but nothing happened later.&#8221;</p>
