This rule applies in the city of Carmel-Bai-C-C in California, USA. This rule was implemented in 1963 and behind it is the reasons for the city’s safety and structure.

Carmel is a small, beautiful coastal city, with old houses, narrow streets and walks of walking. The trees, Cyprus and Montere pine here grow over time and their roots make the pavement and foot route bumpy.

Wearing high and thin heels can be dangerous to walk on this bumpy path. Due to this many accidents had happened, especially with tourists who did not know the way to the city.

For this reason, the city imposed a legal ban on high heels due to security. According to the rule, if a woman wants to wear 2 inches or higher heels, then it is mandatory to take government permits.

This rule is designed only to ensure security and prevent accidents. Although the law is tough, the police do not take much strictness in implementing it. Many tourists do not follow this rule due to lack of information.

There is no restriction on wearing cowboy boots or other shoes in Carmel, provided their heels are less than 2 inches and the lower part of the heel is 1 square inch or more.
