Nepal India Bilateral Relation: Nepal’s Foreign Minister Shishir Khanal has given a big statement to resolve the ongoing dispute regarding Lipulekh Pass. He said on Sunday that Nepal wants to resolve its border dispute with India with an open heart. Khanal gave this statement while talking to journalists. He said that Nepal wants to resolve issues with India through diplomacy.

Khanal said in his statement that we see India with an open heart, clear vision and a transparent agenda. This should include economic development transformation of Nepal.

The statement of Nepal’s Foreign Minister has come amid the controversy, when Kathmandu had expressed concern over the decision to restart relations and trade routes between India and China. In fact, last year, India and China had announced the resumption of direct flights, visas and Kailash Mansarovar Yatra in an effort to improve relations again.

What is Nepal’s claim?

Here, Nepal, sandwiched between India and China, had raised objection. A statement was also given by Kathmandu especially regarding Kalapani and Lipulekh area. Khanal says that pilgrimages take place from different borders. The main concern is regarding the use of Kalapani and Lipulekh areas by India and China. Nepal says that this land is ours. Without the consent of Nepal, both the countries cannot make those agreements on their own.

Nepal said in its claim that Lipulekh Pass has been a subject of dispute between India and Nepal for a long time. This controversy increased further in 2020, when Nepal released a political map. In this, Limpiyadhura, Kalapani and Lipulekh have been shown as Nepali areas. Nepal says that this is its territory as stipulated in the Sugauli Treaty of 1816.

India rejected Nepal’s claims

However, in a change in 1865, the British administration in India shifted the border near Lipulekh to the watershed of the Kalapani stream. It later came to be known as Kalapani area. After independence from the British Raj, these areas came into India. Here, India has completely rejected these claims of Nepal. Nepal’s unilateral and unfair action regarding the 2020 map has also been condemned. New Delhi says that this part belongs to Uttarakhand. After the India-China war of 1962, India also claims these areas on the basis of control and administration. However, on this entire dispute, the Ministry of External Affairs of India has said that India is committed to resolve this issue through peace and diplomacy.

Nepal Citizens Demand for PM Balen Shah Resign: The issue between India and Nepal is not one-sided. The politics of his own country has heated up over the statement of newly appointed Prime Minister of Nepal Balendra Shah. On this, opposition parties have demanded his resignation. Besides, students have also demanded his resignation. In such a situation, Balen Shah, who reached the post of PM riding on the wave of protest, is facing opposition in the country.

In this entire controversy, attention has been drawn to the India and Nepal border issue, especially towards the areas of Kalapani, Lipulekh and Limpiyadhura. Kalapani, Lipulekh and Limpiyadhura are important parts of India. The Ministry of External Affairs has reiterated its point on this several times. Also, India’s stand in this matter has been made clear.

People got angry on this statement of Balen Shah

On the border dispute, Balen Shah said in Parliament on Sunday that Nepal has intruded into Indian territory at many places on the border. A big controversy has arisen due to this matter. It is reported that both the countries were appealed to trust historians, surveyors and experts to solve this matter. Apart from this, he mentioned the diplomatic notes made with India. It has even been suggested to join the UK because of the colonial era maps. Apart from this, there is a need for mutual understanding instead of one-sided allegations.

What has the Government of India said on the whole matter?

Here, the Government of India has issued a statement on this entire matter on Tuesday. It has been said that no third party has any role in any matter of India-Nepal border. There is complete bilateralism on the issue related to border. These are being resolved through the systems of both the countries.

The Balen government of Nepal has expressed strong objection to the route of Mansarovar Yatra. With this, the Lipulekh dispute between India and Nepal has again come into limelight. India and China have agreed to resume the Kailash Mansarovar Yatra via Lipulekh Pass. The Balen government says that this visit cannot be organized without the consent of Kathmandu, because Lipulekh is a part of Nepal.

Regarding this, the Nepal government has sent a diplomatic note to India as well as China. India has already been rejecting Nepal’s claim. China has also not taken any steps towards accepting Nepal’s situation. Analysts believe that Nepal took such steps on the Lipulekh controversy in the last few years, due to which the matter kept worsening.

The root of the dispute is the tri-junction of Limpiyadhura, Lipulekh and Kalapani, which is part of India and is also controlled by India. Nepal claims this area as its own and cites the Sugauli Treaty of 1816. Nepal says that neither India nor China can trade or travel through Lipulekh without its consent.

India had started resolving the dispute
PM Modi was ready to talk about this during his initial tenure, hence he also visited Nepal in the year 2014. During that time, the foreign secretaries of both the countries were entrusted with the responsibility of talks. However, later such circumstances arose due to which not a single meeting could be held. In May 2020, Nepal’s Oli government took such a step that the situation worsened.

Oli government made a blunder
The Oli government released a map showing these three areas within the borders of Nepal and the Parliament also approved this map. After this, in June 2020, Nepal amended its constitution, so that the map can be included in the national emblem. India strongly opposed this. Nepal’s then Foreign Minister Pradiya Gyawali said while talking to Kathmandu Post that India had asked Nepal not to include the territorial dispute in the constitution. In return, political level talks were proposed but the Oli government did not agree and the amendment was passed with an overwhelming majority.

China’s side
China is also a party in this entire dispute and Nepal’s experience with it is also not good. Kathmandu has repeatedly requested since 2015 not to allow trade or transit through Lipulekh, but Beijing is doing just that. Last year, when Prime Minister Oli went to China, he raised this issue during his meeting with Xi Jinping in Tianjin, but Xi clearly said that Nepal should resolve this issue with India.

Statement of former Nepali diplomat
Former Nepalese diplomat Shambhu Ram Simkhada, while talking to Kathmandu Post, said that we failed to understand the political wisdom of Indian Prime Minister Narendra Modi, who can play an important role in solving this. He said that as Indian politics is becoming more right-wing, Nepal will have to understand this ground reality.

India and China have agreed to start business again through Lipulekh Pass. The decision was taken during the India round of Chinese Foreign Minister Wang Yi on 18 and 19 August. After the arrival of Wang Yi to India, the trade will also start from Shipki La and Nathu La Pass. Nepal has objected to this. India has also given a befitting reply to Nepal’s objection. According to the PTI report, Foreign Ministry spokesman Randhir Jaiswal said that the two countries have been trading from here for decades.

Nepal said on Wednesday (August 20) that this region is its inseparable part and its Official Map has also been included. The Nepali Foreign Ministry said, “The Nepal government is clear that Limpiadhura, Lipulekh and Kalapani, located east of the Mahakali river, are inseparable parts of Nepal. They have also been officially recorded in the Nepali map and also included in the Constitution.

India gave a befitting reply after Nepal’s objection

Reacting to the statement of the Government of Nepal, India’s Foreign Ministry said that such claims are neither appropriate nor based on historical facts and evidence. Indian Foreign Ministry spokesman Randhir Jaiswal said, “The border trade between India and China started in 1954 through Lipulekh Pass and continued for decades. In recent years, there was a hindrance in business due to Corona and other incidents. Now both sides have agreed to resume it. ”

Chinese Foreign Minister’s visit to India

Foreign Minister S.K. along with Chinese Foreign Minister Wang Yi A joint document released on Tuesday (August 19), after a comprehensive talks between Jaishankar, National Security Advisor Ajit Doval and Prime Minister Narendra Modi, said that the two sides agreed to resume the border trade through three business points – Lipulekh Pass, Shipki La Pass and Nathu La Pass.
