Bahujan Samaj Party (BSP) was once one of the most powerful political parties in Uttar Pradesh but now it is going through its worst phase. The situation is such that in the year 2026, BSP will be completely out of the country’s Parliament for the first time. BSP does not have a single member in the Lok Sabha and now the tenure of the only MP in the Rajya Sabha, Ramji Gautam, is also about to end.

Ten MPs from Uttar Pradesh are retiring from Rajya Sabha in November 2026. Of these, eight Bharatiya Janata Party and one Rajya Sabha MP each from SP and BSP will retire. Among these, the names of BJP MPs Brijlal, Seema Dwivedi, Dinesh Sharma, Neeraj Shekhar, Chandraprabha, Hardeep Singh Puri, Arun Singh and BL Verma are. At the same time, the tenure of SP’s Ram Gopal Yadav and BSP’s Ramji Gautam is also ending.

Let us tell you that BSP was founded by Kanshi Ram on 16 April 1984. Within a few years of its establishment, the voice of BSP started resonating from Parliament to Legislative Assemblies. But now this will be the first time when BSP’s vote in Parliament, the temple of democracy in the country, will be reduced to zero.

BSP’s voice will be lost in Parliament

Ramji Gautam is the only BSP MP left in Rajya Sabha. Who went to elections in the year 2019 with the support of BJP. After six years, his tenure as MP will end in November next year. After which, along with the Lok Sabha, BSP’s position in the Rajya Sabha will also become zero.

In such a situation, this will be the first time after 36 years that there will not be a single member speaking for BSP from both the Houses of Parliament. Looking at the equation of Rajya Sabha elections, it is not possible for BSP to get even a single seat in next year’s elections. BSP has only one MLA. Whereas according to the equations, support of 37 MLAs is necessary for one Rajya Sabha seat.

BSP is going through its worst phase

Bahujan Samaj Party was formed in the year 1984, after which BSP progressed rapidly and became the largest political party of Dalits. BSP not only became strong as a regional party but its stature in national politics had also become quite strong. In 2009, BSP won 21 Lok Sabha seats with 6.17% vote share and emerged as the third largest party at the national level.

In 2014, amid the Narendra Modi wave, BSP did not win a single Lok Sabha seat but the party secured 4.19% votes. In 2019, BSP-SP contested the elections in alliance and BSP won ten seats. But after a few days BSP broke the alliance.

By 2024, BSP continued to decline and the party’s vote share fell to 2.07% and could not win even a single seat. At the same time, the situation of BSP in UP Assembly is also very bad. In 2022, only one MLA of BSP could win the election. Last year, BSP also came to a position of zero in the Legislative Council because the tenure of the party’s only MLC Bhim Rao Ambedkar also ended.

The central government seems to be preparing for major changes in the rural employment policy. A proposal has come forward to repeal the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) and bring a new law for rural employment. Copies of a bill in this regard have been distributed to Lok Sabha MPs. According to sources, this bill can be introduced in the current winter session of Parliament.

Proposal to bring a new law in place of MNREGA
According to the draft of the bill, the government is preparing to repeal the MNREGA Act of 2005 and replace it with ‘Developed India-Employment and Livelihood Guarantee Mission (Rural) Bill, 2025’. Its objective is said to be to redefine the rural employment system.

New mission related to the vision of ‘Developed India 2047’
The bill states that its objective is to create a strong rural development framework in line with the national vision of ‘Developed India 2047’. Under this, it is proposed to provide a statutory guarantee of 125 days of wage employment in every financial year to the adult members of every rural family who voluntarily do unskilled manual labour.

The goal of rural India empowered by employment and prosperous
The objective of the new law is to promote rural empowerment and overall development through guaranteed employment and livelihood, so as to create a prosperous and capable rural India.

Bill may be presented in Parliament soon
This bill has been made available to the Lok Sabha members and it is expected to be introduced in the House soon. The winter session of Parliament will begin on December 1 and end on December 19.

MNREGA: The world’s largest work guarantee program
MNREGA was started by the Ministry of Rural Development in the year 2005. This is one of the largest employment guarantee programs in the world. By 2022-23, 15.4 crore active workers were registered under it. The objective of this scheme has been to address the root causes of poverty through a rights-based framework. There is a provision under MNREGA that at least one-third of the beneficiaries should be women. This has promoted women empowerment in rural areas.

Legal guarantee of work in 15 days
The most important feature of MNREGA is that there is a legal guarantee of providing employment to any rural adult within 15 days of seeking work. If this does not happen, there is also a provision for giving unemployment allowance. Panchayati Raj institutions were given a central role in the planning and implementation of works under MNREGA. Gram Sabhas got the right to suggest works and implementation of at least 50% of the works was made mandatory at the local level, which strengthened decentralization.
