About six to seven weeks after conception, the Y Chromosome becomes active, which causes the embryo to begin developing in the male direction. Testes develop first. From about the ninth week, this hormone brings about changes in the development of the genitals and brain of the fetus. But the thing to note is that nipples develop even before the Y Chromosome becomes active, hence they remain in the male body.

In scientific language, men’s nipples are called vestigial organs. It means an organ which has no special use in the present body.
