<p style="text-align: justify;">Pink cold is knocking in many parts of the country, while morning fog is being seen in Delhi-NCR since Diwali. Continuous rain continues in the southern and western parts. According to the India Meteorological Department, heavy to very heavy rainfall has been recorded in many parts of South Karnataka, Kerala, Manipur and Tamil Nadu in the last 24 hours. </p>
<p style="text-align: justify;">There is a possibility of clear sky in Delhi on Friday (24 October). Light mist or fog may be visible in the morning. The maximum temperature in Delhi is likely to be between 31 to 33 degrees Celsius and the minimum temperature is likely to be between 17 to 19 degrees Celsius. The air quality of Delhi has deteriorated significantly and the slow wind has worsened the situation. Anand Vihar recorded an air quality index (AQI) of 428, the highest among all the monitoring stations. Air quality at most other stations in Delhi remained in the &#8216;very poor&#8217; category, while at only 6 out of 48 stations it was found in the &#8216;poor&#8217; category. </p>
<p style="text-align: justify;"><strong>Mercury will fall in UP</strong><br />At present the weather in Uttar Pradesh is clear and dry. According to the Meteorological Department, at present there is no active weather system in effect in the state. Changes can be seen in the weather of southern Uttar Pradesh from October 29. Meteorologist Atul Singh said that at present the weather will remain dry in the entire state till October 28. </p>
<p style="text-align: justify;">In the next 3-4 days, the minimum temperature is likely to drop by 2 to 3 degrees Celsius in Western Uttar Pradesh and by 3 to 4 degrees Celsius in Eastern Uttar Pradesh, while there will be no significant change in the maximum temperature. Western and central parts of the state are likely to record 16 to 18 degrees Celsius, while many parts of the eastern and central regions are likely to record 20 to 22 degrees Celsius. Overall, the weather will remain dry and pleasant in the state for the next few days. However, by the end of the month, the weather pattern may change due to the possibility of light rain in the southern and eastern districts.</p>
<p style="text-align: justify;"><strong>How will be the weather of Bihar during Chhath Puja?</strong><br />There is a change in the weather in Bihar even before Chhath Puja. According to the Meteorological Department, there is a possibility of light rain and cloudy sky in many parts of the state in the next few days. IMD says that the weather will be normal on the days of Nahay-Khay and Kharna, but there may be light clouds and drizzle during the evening Arghya and morning Arghya.</p>
<p style="text-align: justify;">According to IMD, there are chances of rain from October 27. There is a possibility of rain in Jamui and Bhagalpur on this day. There is a possibility of sporadic rain in Nawada, Jamui and Banka districts on October 28. </p>
<p style="text-align: justify;"><strong>Rain and snowfall in Uttarakhand</strong><br />Signs of change are visible in the weather of Uttarakhand. According to the Meteorological Department, there is a possibility of rain and snowfall in many parts of the state. Light rain is expected in hilly areas, while snowfall may occur in high altitude areas. The effect of rain and snowfall in the mountainous areas can also be felt in the plains below, due to which there will be a drop in temperature. According to IMD, there is a possibility of light rain in Dehradun, Uttarkashi, Chamoli, Pithoragarh, Bageshwar and Rudraprayag today.</p>
<p style="text-align: justify;"><strong>rain in south india</strong><br />According to the Meteorological Department, a new low pressure area is likely to develop in the south-east and nearby East-Central Bay of Bengal on October 24. IMD said that there is a possibility of light to moderate rain and thundershowers in Tirunelveli, Kanyakumari, Tenkasi, Vellore, Tiruvannamalai and nearby valley areas of Coimbatore and Tiruppur districts of Tamil Nadu. </p>

<p style="text-align: justify;">In Bishnupur district of Manipur, terrorists attacked the Assam Rifles vehicle on Friday evening. Two soldiers were killed and at least three others were injured in this attack. The incident took place in Nambol Sabal Leikai area around 6 pm when the vehicle of the soldiers was going from Imphal to Bishnupur. The injured were rushed to the hospital with the help of police and local people. </p>
<p>Giving information about the case, the senior security officer said that two soldiers of Assam Rifles were killed in the attack of terrorists in Bishnupur district of Manipur, including a JCO and a soldier. Two soldiers are injured. After attacking the vehicle of the soldiers on the busy road, the terrorists escaped in a white van. The soldiers retaliated with restraint so that no civilian casualties were there. The security force has started a search operation to catch the terrorists hiding behind the attack.</p>

<p style="text-align: justify;"><strong>Governor&#8217;s strong condemnation<br /></strong>Manipur Governor Ajay Kumar Bhalla strongly condemned the attack. In a statement issued by Raj Bhavan, it was said that two brave soldiers of Assam Rifles were martyred while protecting the country. The Governor expressed deep condolences to the families of the martyrs and prayed for the early health benefits of the injured. He said that such disgusting attacks will not be tolerated under any circumstances. </p>
<p style="text-align: justify;"><strong>Former Chief Minister N Biren Singh&#8217;s statement</strong><br />Former Manipur Chief Minister N Biren Singh also condemned the attack. He said, &#8216;The attack on brave soldiers of our 33 Assam Rifles is sad. The news of the martyrdom of two soldiers and the injuries of others has been deeply shocked. The courage and sacrifice of the martyrs will always be remembered. Criminals should get severe punishment.</p>
<p>It is believed that this attack may be the result of a big conspiracy. At the same time, the investigation is also focused on whether there was any negligence in the security system in the path of the convoy of Assam Rifles.</p>

Shiv Sena (UBT) MP Sanjay Raut has reacted to this. He said that if you are going to Manipur, then what is the big thing, is the Prime Minister, they are going after two to three years. When Manipur was burning, violence was provoking, then he did not dare to go. Now it is time for Modi ji to leave the post of Prime Minister, so they are going to do tourism there.  </p>

<p style="text-align: justify;">Meanwhile, Churachandpur district of Manipur has been declared a &#8216;drone prohibited area&#8217;. According to an order issued by District Magistrate Dharun Kumar S, this decision has been taken to tighten the security during the visit of VVIP (very important person). </p>
<h3 style="text-align: justify;">Ethnic violence erupted in May 2023</h3>
<p style="text-align: justify;">This will be the Prime Minister&#8217;s first visit to Manipur since the ethnic violence erupted in the state in May 2023. More than 260 people have been killed and thousands have become homeless in the conflict between Meeti and Cookie communities in the state. Churachandpur, which has been declared a &#8216;drone prohibited area&#8217;, is a stronghold of the cookie community and is adjacent to Mizoram. </p>

<p style="text-align: justify;">On Monday (August 11, 2025) in the Rajya Sabha, the opposition Leader of Opposition Mallikarjun Kharge protested against the demonetisation of three Bills in the opposition&#8217;s uproar on the issue of special intensive revision of the voter list in Bihar, protesting that this does not happen in democracy. At the same time, the leader of the House JP Nadda said that democracy must be protected but the House cannot be made hostage.</p>
<p style="text-align: justify;">After a one -time adjournment, the Manipur Budget and Manipur Goods and Services Tax (Amendment) Bill 2025 and the Commercial Ship Transport Bill were approved by the Development of the Upper House at 2 pm.</p>
<p style="text-align: justify;">When the Manipur Budget and Manipur Goods and Services Tax (Amendment) Bill were being discussed in the House briefly, the opposition MPs wanted the Leader of the Opposition to be allowed to speak Mallikarjun Kharge. These members were raising uproar and slogans against the ongoing SIR process in Bihar.</p>
<p style="text-align: justify;"><strong>Sitharaman criticized opposition for opposing Manipur&#8217;s budget</strong></p>
<p style="text-align: justify;">Finance Minister Nirmala Sitharaman criticized the opposition for opposing Manipur&#8217;s budget. He said that the opposition speaks about Manipur, but when his budget and GST Bill is being discussed, he is not only opposing any other issue, but also votes against him. Opposition MPs were heard saying &#8216;no&#8217; during the voice polling on the bill.</p>
<p style="text-align: justify;">After this, the Minister of Ship Transport and Waterways Sarbananda Sonowal introduced the &#8216;Commerce Shipping Bill, 2025&#8217; to discuss and pass. Meanwhile, Kharge was allowed to speak from the seat. Kharge said that there is no system in the House, there is a ruckus, yet important bills are being passed. He said, &#8220;This does not happen in democracy.&#8221;</p>
<p style="text-align: justify;"><strong>Could not make the house hostage- JP Nadda</strong></p>
<p style="text-align: justify;">On this, the House leader JP Nadda said, &#8220;Democracy should be protected. Of course it should be. But the House cannot be held hostage. ”Nadda said that the opposition, who agreed to pass the bill in the work advisory committee, obstructed it. He said that efforts are being made to bring peace in Manipur for two years and today when two Bills of Manipur were discussed in the House, it is surprising to see the behavior of the opposition.</p>
<p style="text-align: justify;">Opposition members protested strongly on this matter of Nadda and the uproar intensified. Presiding Chairman Surendra Singh Nagar adjourned the meeting till 3 o&#8217;clock at 50 minutes. When the meeting started again at three o&#8217;clock, Kharge started to speak with the permission of the posture. He mentioned the front taken by the opposition on the issue of SIR today and said that this is an important issue.</p>
<p style="text-align: justify;">Kharge could not even complete his talk that the members of the ruling party started protesting. Opposition members objected to this. He walked out of the House, alleging that the Leader of Opposition is not allowed to speak. </p>
<p style="text-align: justify;"><strong>Opposition surrounded the issue of Manipur</strong></p>
<p style="text-align: justify;">Nadda said, &#8220;This behavior of the opposition is condemnable. The government is ready to discuss every subject. At the beginning of the session, we had said that we are ready to discuss the issue of operation vermilion and Pahalgam attack. During the discussion on these issues, everyone saw how the opposition&#8217;s attitude was. &#8221;</p>
<p style="text-align: justify;">The Union Minister said, &#8220;It has to be said with sadness that those who were the champions of Manipur today expressed strong opposition instead of discussing the issue of Manipur.&#8221; Their attitude is that either they should be heard or they will disrupted. This is not correct.&#8221;</p>
<p style="text-align: justify;">After this, after brief discussion, the House passed the re -adjustment bill of &#8220;Goa State, Assembly Constituency Scheduled Tribes Representation&#8221; after brief discussion. After the passage of this bill, many members raised their issues related to public importance through special mention. <p style="text-align: justify;"><strong>Security agencies in manipur:</strong> Security agencies in Manipur have intensified the investigation against the arms smuggling gang from Myanmar after the arrest of a senior leader of the Equarius Group (VBIG) in Imphal Valley, as it is likely to have a nationwide impact.</p>
<p style="text-align: justify;">The investigation mainly focuses on the campaign being run by some members of the banned organizations with alleged guns, receiving weapons from Myanmar and allegedly distributed them throughout India with the help of fake documents and registered gun store.</p>
<p style="text-align: justify;"><strong>Manipur police arrested four people in the case</strong></p>
<p style="text-align: justify;">The case was exposed by the Manipur police in the last week of June and as a result four people were arrested. The arrested accused included the banned militant organization United National Liberation Front (UNLF-P) self-proclaimed Lieutenant Colonel and Project Secretary Sinum Somndra Meeti alias Richard.</p>
<p style="text-align: justify;">Richard&#8217;s arrest exposes a worrying aspect of the current participation in the peace processes of the UNLF-P. However, the organization announced a ceasefire in November 2023 and signed an agreement with the Manipur government, but since then it has been accused of delaying the surrender negotiations.</p>
<p style="text-align: justify;"><strong>Action started after getting intelligence information</strong></p>
<p style="text-align: justify;">Officials said that according to the group ceasefire agreement, the group has failed to deposit its weapons or provide a list of its members. He alleged that some members of the group have been involved in forcible recovery and other anti -social activities. Action in the current case began on 24 June after receiving specific intelligence about arms smuggling-Bichaulia gang in Imphal area.</p>
<p style="text-align: justify;"><strong>Smuggling of foreign weapons from Myanmar-India open border</strong></p>
<p style="text-align: justify;">Officials said, &#8220;After the revelation of the arms smuggling middleman gang, the owner of the Nongthombam gun house, Lanchenba Nongthombam, was detained, which was found selling firearms without proper documents and reached the police Richard on the basis of information received from it.&#8221;</p>
<p style="text-align: justify;">He said, “Foreign-made weapons were smuggled by some members of the alleged UNLF-P to India through an open border from Myanmar and then they were sold across the country using fake documents.</p>
<p style="text-align: justify;">Officials said that one such case has already been revealed in Punjab and investigation is going on to find out the sale of these foreign weapons in other parts of the country. It is a serious offense under the Arms Act. There is a ban on import of foreign weapons in India under Section 10 of the Arms Act, except in the case of players and that too after prior approval.</p>
<p style="text-align: justify;"><strong>Police raided Richard&#8217;s house</strong></p>
<p style="text-align: justify;">Police recovered four US-made revolvers and pistols, an Austrian-made revolver, an Indian pistol, several rounds of ammunition for foreign weapons, several rounds of ammunition for foreign weapons, a wireless set and high-level mobile phones during a raid at Richard&#8217;s residence.</p>
<p style="text-align: justify;">Police said Richard&#8217;s criminal history is two decades old and was first arrested in 1995 under the Unlawful Activities (Prevention) Act (UAPA).</p>
<p style="text-align: justify;"><strong>Meghalaya Police arrested Richard in 2006</strong></p>
<p style="text-align: justify;">He said that he was arrested in 2005 and 2006 on charges of extortion and violation of UAPA. In September 2006, he was also arrested by the Meghalaya Police in Shillong.</p>
<p style="text-align: justify;">According to the police, Richard was allegedly involved in the introduction of militants between Guwahati and Bangladesh and illegal financial transactions in July 2003, including converting currency into taka and dollars.</p>
<p style="text-align: justify;">Officials said, &#8220;After the arrest, Richard tried to take advantage of the alleged UnLF-P affiliation and the ongoing ceasefire talks with him. However, police officers are not paying any attention to it, as he suspects to join the arms smuggling gang, which may have national consequences.&#8221;</p>
<p style="text-align: justify;">Under the leadership of Kh Pambei, the UNLF-P created history in 2023, when it formed the first Manipuri armed group in the Imphal Valley, signing the ceasefire agreement with the government and resolved to give up violence. The security officials, however, warned at the time that it could be made by the group to avoid the increasing pressure of police and other security agencies, as many of its workers are allegedly involved in extortion and other activities.</p>
<p style="text-align: justify;"><strong>More than 200 people lost their lives in ethnic conflict in Manipur</strong></p>
<p style="text-align: justify;">The demand for the UNLF to set up camps near the cookie populous areas faced resistance from the security agencies, as they were feared to have increased ethnic conflicts. So far more than 200 people have died due to ethnic conflict in the state.</p>
<p style="text-align: justify;">Despite the ceasefire agreement, some incidents in 2024 indicated that UNLF-P members are carrying out violent activities without any punishment and even robbing arms from security forces.</p>
