<p style="text-align: justify;">The by-elections for 12 wards of the Municipal Corporation of Delhi (MCD) concluded peacefully on Sunday (November 30) with 38.51 percent voting recorded till 5.30 pm. In the MCD elections of 2022, 50.47 percent voting was recorded. The State Election Commission said that voting was completely peaceful and no untoward incident or uproar was reported from any polling station. The highest turnout of 55.93 percent was recorded in Chandni Mahal.</p>
<p style="text-align: justify;">Along with this, officials also said that voting was not disrupted due to technical fault in EVM. Meanwhile, the Aam Aadmi Party (AAP) accused the BJP of &#8216;mishandling&#8217;, saying a former police station in-charge was campaigning for the BJP candidate in Dakshinpuri ward. However, BJP hit back saying that AAP has already prepared an excuse for its defeat.</p>
<h3 style="text-align: justify;">BJP is confident of good performance – Virendra Sachdeva</h3>
<p style="text-align: justify;">BJP&#8217;s Delhi unit president Virendra Sachdeva, citing the response received from party workers during his visit to seven wards, said that the party is confident of a good performance. Delhi Mayor Raja Iqbal Singh thanked citizens for voting and expressed confidence that the BJP would emerge as a &#8220;clear and decisive winner&#8221;.</p>
<h3 style="text-align: justify;">What allegations did Saurabh Bhardwaj make?</h3>
<p style="text-align: justify;">Meanwhile, AAP&#8217;s Delhi unit chief Saurabh Bhardwaj alleged that a former police station in-charge was &#8220;campaigning for the BJP candidate in plain clothes&#8221;. He accused the Election Commission of inaction. Sachdeva issued a statement rejecting the allegations and accused AAP of trying to conduct &#8220;fake voting&#8221;. Voting started at 7.30 in the morning.</p>
<h3 style="text-align: justify;">What is the percentage of voting in 12 wards?</h3>
<p style="text-align: justify;">The Election Commission said that during the voting held in total 12 wards, the highest turnout of 55.93 percent was recorded in Chandni Mahal. The lowest turnout was recorded in Greater Kailash. Only 26.76 percent voters voted there. Voting was 44.50 percent in Mundka, 36.53 percent in Shalimar Bagh-B, 33.82 percent in Ashok Vihar and 35.65 percent in Chandni Chowk. </p>
<p style="text-align: justify;">29.76 percent voting was recorded in Dwarka-B, 37.20 percent in Dichaun Kalan, 42.76 percent in Naraina, 44.40 percent in Sangam Vihar-A and 40.23 percent in Dakshin Puri. 36.47 percent voting took place in Vinod Nagar.</p>
<h3 style="text-align: justify;">CM Rekha Gupta also voted</h3>
<p style="text-align: justify;">Delhi Chief Minister Rekha Gupta had appealed to the citizens to vote in large numbers. The Chief Minister described voting as a democratic duty, which strengthens governance and development. Gupta cast his vote along with his family at his local polling booth. The Chief Minister said that by voting he fulfilled his &#8220;democratic responsibility&#8221;.</p>
<p style="text-align: justify;">&#8220;Voting is an integral part of the sacred process of our democracy and our active participation in it further strengthens democratic values,&#8221; he said in a post on social media platform &#8216;X&#8217;.</p>
<h3 style="text-align: justify;">Results will come on December 3</h3>
<p style="text-align: justify;">Counting of votes will take place on December 3. The results are expected to indicate where the voters of the national capital are headed after the Bharatiya Janata Party (BJP)&#8217;s big victory in the assembly elections held at the beginning of the year. The State Election Commission had set up a total of 580 booths at 143 polling stations for the by-election. 2,320 Election Commission personnel, 580 home guards and 2,265 other employees were deployed for fair and free voting. Along with this, 13 companies of Central Armed Police Forces were also deployed.</p>
<p style="text-align: justify;">51 candidates including 26 women were in the fray in the MCD by-election. BJP had fielded eight women candidates in the election contest. At the same time, Aam Aadmi Party (AAP) had given tickets to six women candidates and Congress to five. In the assembly elections, BJP returned to power in Delhi after 27 years by winning 48 out of 70 seats and ousted AAP from power.</p>

Talking about voting percentage, a total of 38.51% (provisional) voting was recorded till 5:30 pm. Voting was completely peaceful and there was no news of any kind of disorder or uproar anywhere. At the same time, there was no disruption in voting due to technical problems or malfunction in EVM machines.</p>

West Delhi MP Kamaljeet Sehrawat and BJP candidate from Dwarka-B ward Manisha Rajpal Sehrawat went to the polling booth and cast their votes. Meanwhile, Chief Minister Rekha Gupta along with her husband Manish Gupta and other family members went to a polling booth in Shalimar Bagh area on Sunday and cast her vote. </p>
<h3 style="text-align: justify;">The fate of the candidates will be decided on December 3.</h3>
<p style="text-align: justify;">In this election, BJP has fielded maximum 8 women candidates, followed by AAP 6 and Congress 5 women. In the assembly elections held earlier this year, BJP performed brilliantly and formed the government under the leadership of Rekha Gupta. After the assembly elections, there is a contest between Aam Aadmi Party, BJP and Congress in the MCD by-elections. The fate of all the candidates will be decided on 3rd December.</p>

The highest turnout was in Sangam Vihar ward, 9.44 percent. At the same time, the lowest turnout was in Greater Kailash ward at 2.77 percent.</p>

<p style="text-align: justify;">In view of the by-election, for the convenience of the polling staff and voters, Metro and DTC had changed their services and started the Metro services from 4 am on Sunday morning, so that the polling parties could reach the booth on time. Whereas the last train will run at around 11:30 pm.</p>
<p style="text-align: justify;">DTC had also started special services from 3 am with additional buses on 35 routes. Night service will continue normally. For which the Commission has expressed gratitude for the help of both the institutions.</p>
<h3 style="text-align: justify;">Due to this reason 12 seats were vacant</h3>
<p style="text-align: justify;">Out of the by-elections of 12 seats being held today, 11 seats became vacant because their councilors became MLAs by winning the 2025 assembly elections. Shalimar Bagh-B seat was vacated by Chief Minister Rekha Gupta after becoming MLA. At the same time, Dwarka-B seat became vacant last year when councilor Kamaljit Sehrawat became Lok Sabha MP. </p>

<p style="text-align: justify;">Friday (28 November) is the last day of campaigning for the Municipal Corporation of Delhi (MCD) by-election. As time is running out, both BJP and Aam Aadmi Party (AAP) have put their full strength into the field. Chief Minister Rekha Gupta held a public meeting in Chandni Mahal ward in support of BJP candidate Sunil Sharma.</p>
<p style="text-align: justify;">He said that if development is wanted in MCD then it is necessary for BJP candidates to win. Rekha Gupta claimed that BJP is the only party which can take cleanliness, roads and basic facilities in the area in the right direction.</p>
<h3 style="text-align: justify;">Efforts to strengthen BJP&#8217;s penetration in local communities</h3>
<p style="text-align: justify;">Delhi BJP President Virendra Sachdeva addressed a large gathering of Punjabi and Sindhi community in Ashok Vihar ward. He said that the people of Delhi have understood that choosing BJP means choosing better maintenance and better development. He appealed to the people to vote in support of Veena Asija and said that BJP&#8217;s victory in the by-elections is important for the future of Delhi.</p>
<h3 style="text-align: justify;">Public will use bulldozer on BJP- AAP</h3>
<p style="text-align: justify;">On the other hand, Aam Aadmi Party also intensified its campaign on the last day. Sanjay Singh, the party&#8217;s Rajya Sabha MP and Aam Aadmi Party leader from Ashok Vihar Ward 65, said that the BJP government is running bulldozers on the slums, but now the public is ready to run bulldozers on the BJP.</p>
<h3 style="text-align: justify;">Atishi did roadshow in two wards</h3>
<p style="text-align: justify;">Leader of Opposition in the Assembly, Atishi campaigned in Mundka Ward 35 and Dakshinpuri Ward 164. He appealed to the people to give a chance to AAP in the by-elections so that cleanliness, health and local works in MCD get a boost. Atishi said that till now AAP has only done politics of work and the same model will be implemented in MCD also.</p>

<p style="text-align: justify;">Before BJP, on Sunday (November 9), Aam Aadmi Party had also announced candidates for MCD by-elections. The party fielded candidates in a total of 12 wards. Aam Aadmi Party&#8217;s Delhi unit president Saurabh Bhardwaj released this list.</p>
<p style="text-align: justify;">According to the list, Ram Swaroop Kanojia from Dakshinpuri ward, Anuj Sharma from Sangam Vihar A, Ishna Gupta from Greater Kailash, Geeta Rawat from Vinod Nagar, Babita Ahlawat from Shalimar Bagh B, Seema Vikas Goyal from Ashok Vihar and Harsh Sharma from Chandni Chowk have been made candidates.</p>
<p style="text-align: justify;">Whereas, Muddasir Usman Qureshi from Chandni Mahal, Rajbala Sehrawat from Dwarka B, Anil Lakra from Mundka, Rajan Arora from Naraina and Neetu Keshav Chauhan from Dichaun Kalan have been made candidates.</p>
<h3 style="text-align: justify;">Voting will take place on 30 November</h3>
<p style="text-align: justify;">Let us tell you that votes will be cast for the Municipal Corporation (MCD) by-election in 12 wards of Delhi on November 30 from 7:30 am to 5:30 pm. Whereas, the counting of votes will be done on December 3. Let us tell you that in this by-election to be held in Delhi MCD, there is a tough contest between BJP, Congress and Aam Aadmi Party.</p>
<p style="text-align: justify;">Shalimar Bagh-B ward was represented by the current Chief Minister of Delhi Rekha Gupta as a councilor, but after assuming the post of Chief Minister, this seat remained vacant. At the same time, this seat became vacant after BJP councilor of Dwarka-B ward, Kamaljit Sehrawat, was elected MP from West Delhi Lok Sabha constituency.</p>

<p style="text-align: justify;">Aam Aadmi Party has suffered a setback before the MCD by-elections in Delhi. Former MLA Shoaib Iqbal has resigned from AAP. Shoaib&#8217;s son Aale Iqbal is the current MLA from AAP. Sources related to Shoaib Iqbal say that in the corporation by-election, &#8216;AAP&#8217; announced the candidate for the area seat without the consent of Aale Iqbal and Shoaib Iqbal, due to which Shoaib Iqbal got angry and decided to resign. He said that he was resigning after being fed up with the party&#8217;s policies.</p>
<p style="text-align: justify;">Expressing his displeasure, Shoaib Iqbal said, &#8220;Aam Aadmi Party could not live up to the expectations of the people of Delhi and being fed up with the policies of the party, I am resigning.&#8221; Now he has no connection with Aam Aadmi Party and will never have any connection with AAP.</p>
<h3 style="text-align: justify;">Shoaib Iqbal was MLA from Matia Mahal 7 times.</h3>
<p style="text-align: justify;">Shoaib Iqbal of Matia Mahal assembly constituency of the national capital Delhi has been MLA seven times. In the 2020 assembly elections, Shoaib had won the election from Matia Mahal on AAP ticket, but for the 2025 elections, the party had given ticket to his son Aale Iqbal and he also won. Shoaib Iqbal says that the party did not respect the sentiments of the local workers while announcing the candidates for the MCD by-election.</p>

<p style="text-align: justify;">AAP has released the list of candidates for the upcoming MCD by-election in Delhi on Sunday (09 November). <p style="text-align: justify;">The election bugle has been sounded to fill the vacant seats in 12 wards of Municipal Corporation of Delhi (MCD). Announcing the by-election on Tuesday (28 October), the State Election Commission has fixed the voting date as 30 November. Voting will take place from 7:30 am to 5:30 pm and along with this, the code of conduct has also been implemented in these wards. </p>
<p style="text-align: justify;">According to the State Election Commission (Delhi), by-elections will be held in 12 wards out of 250 wards of MCD on November 30. Election notification will be issued from November 3 and the nomination process will also begin on the same day. The last date for filing nominations has been fixed as November 10 and the last date for withdrawal of nominations has been fixed as November 15. </p>
<p style="text-align: justify;">The Election Commission has appointed 7 District Election Officers (DEO), 11 Returning Officers (RO), 11 Election Observers and Accredited Observers. Out of 12 wards, 6 are reserved for general category, 5 for women and 1 for Scheduled Caste category.</p>
<h3 style="text-align: justify;">Candidates will be able to spend maximum up to Rs 8 lakh</h3>
<p style="text-align: justify;">According to the Election Commission, general category candidates will have to deposit Rs 5,000 and Scheduled Caste candidates will have to deposit Rs 2,500 as security money at the time of nomination. Each candidate will be allowed to spend a maximum of Rs 8 lakh on publicity.</p>
<h3 style="text-align: justify;">About seven lakh voters will cast their votes</h3>
<p style="text-align: justify;">A total of 6,98,751 voters will exercise their franchise in the by-election. These include 3,74,988 men, 3,23,710 women, 53 third gender voters, 60 disabled voters, 14,529 senior citizens (above 80 years) and 4,458 youth (18 years). </p>
<p style="text-align: justify;">A total of 580 polling stations have been made for voting. The maximum number of polling stations (55) will be built in Shalimar Bagh-B, the former ward of Chief Minister Rekha Gupta.</p>
<h3 style="text-align: justify;">Slight difference between male and female voters</h3>
<p style="text-align: justify;">According to the data of the Commission, there is very little difference in the number of male and female voters in the three wards. Interestingly, the number of voters above 80 years of age (2.07%) is more than that of 18 year old youth (0.63%), which shows the active participation of senior citizens in the elections.</p>

<h3 style="text-align: justify;">Why were these seats vacant?</h3>
<p style="text-align: justify;">Of these 12, 11 seats became vacant after the councilors became MLAs, while the Dwarka-B seat became vacant after MP Kamaljit Sehrawat became a Lok Sabha member in May last year. These include the seat of Shalimar Bagh, which became vacant after Chief Minister Rekha Gupta was elected as MLA.</p>
<h3 style="text-align: justify;">Which party had which seats?</h3>
<p style="text-align: justify;">Of these 12 wards, three seats — Chandni Mahal, Chandni Chowk and Dakshinpuri were earlier held by the Aam Aadmi Party (AAP). While nine seats – Shalimar Bagh, Dwarka B, Greater Kailash, Dichaun Kalan, Narayana, Sangam Vihar, Vinod Nagar, Ashok Vihar and Mundka were in the possession of BJP.</p>
<h3 style="text-align: justify;">Current situation and political equations of MCD</h3>
<p style="text-align: justify;">In the year 2022, all three MCDs were integrated, in which elections were held on 250 seats. Then AAP had won 134, BJP 104, Congress 8 and 3 independent candidates. Subsequently, in 2024–25, many AAP councilors joined the BJP and 16 councilors formed a new party, Indraprastha Vikas Party (IVP). In this changed political equation, BJP won the mayoral elections held in April 2025 on the basis of majority.</p>
<p style="text-align: justify;">At present, out of total 250 seats of MCD, 12 are vacant. The party-wise position on the remaining seats is as follows:<br />● BJP – 116 seats<br />● AAP – 98 seats<br />● Congress – 8 seats<br />● Indraprastha Vikas Party – 15 seats</p>
<h3 style="text-align: justify;">All three parties have their eyes on these 12 seats</h3>
<p style="text-align: justify;">BJP, AAP and Congress – all three parties are considering these by-elections as very important. BJP is seeing this as an opportunity to strengthen its dominance in the corporation, while Aam Aadmi Party is trying to regain its lost seats. Whereas Congress is also hoping to make a comeback in this elections. Interestingly, all the parties claim that they will win all 12 seats.</p>

<h3 style="text-align: justify;">Congress prepared for candidate selection</h3>
<p style="text-align: justify;">Delhi Pradesh Congress Committee President Devendra Yadav called an important meeting at Rajiv Bhawan today. In this, the selection of candidates for the by-elections to be held in 12 wards of MCD was discussed. During this, Devendra Yadav said that in the last 9 months, Rekha Gupta government of BJP has proved to be a failure in every field. People are now waiting for change. Anger against BJP is clearly visible in Delhi and Congress may get a chance for a big victory in these by-elections.</p>
<h3 style="text-align: justify;">Attack on BJP, comparison with AAP</h3>
<p style="text-align: justify;">Devendra Yadav taunted that Rekha Gupta&#8217;s government turned out to be worse than the previous corrupt Aam Aadmi Party government. The promises made in the assembly elections – solving the problems of electricity and water, controlling cleanliness and pollution, repairing roads, solving the issue of demolition of houses and giving monthly honorarium of Rs 2500 to every woman – all hung in the balance.</p>
