<p style="text-align: justify;">There is news of great relief for lakhs of property taxpayers falling under the jurisdiction of Municipal Corporation of Delhi (MCD). Mayor Sardar Raja Iqbal Singh has appealed to take maximum benefit of the property tax settlement scheme &#8216;Sunio&#8217; for the year 2025–26. Under this scheme, an opportunity is being given to get complete relief from old outstanding taxes, interest and penalties.</p>
<p style="text-align: justify;"><strong>What is Sunio Scheme and who will get the benefit?</strong></p>
<p style="text-align: justify;">The Mayor said that under the Sunio scheme, the entire interest and penalty on property tax for the period before the financial year 2020–21 is being waived. For this, taxpayers will have to deposit the basic tax amount only for the current financial year 2025–26 and the preceding five financial years i.e. from 2020–21 to 2024–25. There will be no interest or penalty on this amount.</p>
<p style="text-align: justify;"><strong>Opportunity to avail benefits till 31 January 2026</strong></p>
<p style="text-align: justify;">Keeping in mind the convenience of the taxpayers, Delhi Municipal Corporation has extended the deadline of Sunio Scheme till January 31, 2026. However, if payment is made after the stipulated period, a late fee of 5 percent will be applicable. The corporation believes that with this more and more people will be able to take advantage of this scheme.</p>
<p style="text-align: justify;"><strong>Mayor&#8217;s direct appeal to taxpayers</strong></p>
<p style="text-align: justify;">Mayor Sardar Raja Iqbal Singh said that this is a golden opportunity for property owners. He appealed to all the taxpayers to settle their old dues without any interest and penalty and cooperate with the corporation.</p>
<p style="text-align: justify;"><strong>Effect of Sunio scheme visible in tax collection</strong></p>
<p style="text-align: justify;">The Mayor said that citizens are participating enthusiastically in this scheme. Till December 31, 2025, a total of 1,66,587 taxpayers have availed the benefit of Sunio scheme. A total property tax of Rs 803.61 crore has been collected from these taxpayers. According to the data, tax of Rs 188.28 crore has been collected from 1,20,157 residential properties. At the same time, property tax of Rs 615.32 crore has come into the corporation&#8217;s account from 46,430 non-residential properties. It is clear from this that participation of commercial properties has also been very important.</p>
<p style="text-align: justify;"><strong>Big increase in the number of first time tax payers</strong></p>
<p style="text-align: justify;">The Mayor said that 90,139 new taxpayers have paid property tax for the first time by taking advantage of the Sunio scheme. Tax collection of Rs 312.45 crore has been done from these new taxpayers, which shows the success of the scheme.</p>
<p style="text-align: justify;"><strong>Record increase in total tax collection</strong></p>
<p style="text-align: justify;">In the current financial year, including Sunio scheme, a total property tax collection of Rs 2,642.80 crore has been done till 31 December 2025. This amount has been received from 12,42,875 taxpayers. In the same period last year, tax collection of Rs 1,859.77 crore was made from 10,31,177 taxpayers. In this way, a significant increase of 42.1 percent has been recorded in tax collection and 20.52 percent in the number of taxpayers.</p>
<p style="text-align: justify;"><strong>Better performance than last year</strong></p>
<p style="text-align: justify;">It is noteworthy that the total property tax collection in the entire financial year 2024–25 was Rs 2,132.29 crore, which was received from 11,33,161 taxpayers. Whereas the collection so far in the current financial year has far exceeded this figure.</p>
<p style="text-align: justify;"><strong>Appeal to settle taxes on time</strong></p>
<p style="text-align: justify;">The Mayor appealed to all property tax payers to settle their outstanding property tax within the extended time limit of Sunio Scheme and take full advantage of this relief opportunity.</p>

<p style="text-align: justify;">To control the increasing air pollution in the capital Delhi, the Municipal Corporation has prepared to choose a new and traditional path. With the aim of promoting environmental protection and clean process, the use of cow dung cakes in cremation is now being made mandatory. This decision will see a big change in the functioning of cremation grounds.</p>
<p style="text-align: justify;">Delhi Municipal Corporation has decided that cremation in the major crematoriums of MCD of the capital will be done only with cow dung cakes. For this, clear instructions have been given to the concerned authorities to ensure the availability and use of cow dung cakes as an alternative to wood. The corporation believes that this will lead to a significant reduction in the pollutants spread in the air.</p>
<h3 style="text-align: justify;">Important decision taken in the standing committee meeting</h3>
<p style="text-align: justify;">The high-level meeting regarding air pollution was chaired by Standing Committee Chairperson Satya Sharma. In the meeting, clear instructions were given to the Public Health Department that in future, permission to operate cremation grounds should be extended to only those institutions which will use cow dung cakes in cremation. This condition will be considered mandatory in the coming years.</p>
<h3 style="text-align: justify;">Emphasis on traditional and environment friendly process</h3>
<p style="text-align: justify;">After the meeting, Satya Sharma said that cow dung cakes have been a part of Indian tradition and are also an environmentally safe option. He appealed to the corporation to install modern machinery for manufacturing the cakes and molding them into the shape of wooden logs, so that the cremation grounds get continuous supply.</p>
<h3 style="text-align: justify;">Pilot project will expand throughout the city</h3>
<p style="text-align: justify;">According to the plan of the Municipal Corporation, in the first phase the pilot project will be implemented in four cow sheds and four cremation grounds. If this experiment is successful, it will be implemented in the whole of Delhi in a phased manner. Along with this, dairies can also be forced to make cow dung cakes, and the veterinary department will take action against those who do not follow the rules.</p>
<h3 style="text-align: justify;">Limited experiments are already taking place in some cremation grounds.</h3>
<p style="text-align: justify;">Cow dung cakes are already being partially used to reduce wood consumption at Panchkuinya Road and Nigam Bodh cremation grounds. However, till now the complete system of cremation with only ashes is not implemented anywhere. At present, cow dung cakes and sticks are given mixed with wood.</p>
<h3 style="text-align: justify;">Pollution increases due to heavy consumption of wood</h3>
<p style="text-align: justify;">Hundreds of cremations take place every year in Delhi, each of which consumes approximately 500 to 700 kg of wood. According to experts, burning such large amounts of wood increases carbon emissions. The corporation hopes that the use of cow dung cakes will not only save wood but will also keep the air cleaner than before.</p>

<p style="text-align: justify;">Delhi High Court has expressed strong displeasure over the negligence being done regarding the repair and safety of drains in Delhi. The court clearly said that this is not just an administrative issue, but a matter related to people&#8217;s lives. The court reprimanded both MCD and Delhi Jal Board and directed them to take immediate action.</p>
<p style="text-align: justify;">During the hearing, the court was told that MCD does not have enough money for essential works like covering the flood chamber, installing barricades along the drains and preventing waterlogging. On this, the High Court directed the Delhi Government to immediately investigate the financial condition of the corporation.</p>
<p style="text-align: justify;">MCD Commissioner Ashwini Kumar told the court that the corporation is going through a serious financial crisis and it is becoming difficult to implement many of the court&#8217;s instructions.</p>
<p style="text-align: justify;">The matter is actually related to the suo motu cognizance which was taken on waterlogging in a residential colony in Delhi. The court was told that as per earlier instructions, porous drains have been made so that water does not stagnate, but the work of barricading has stopped due to lack of budget.</p>
<p style="text-align: justify;">MCD Commissioner said that Rs 1 to 1.5 crore is required for covering the drains and barricading. The corporation has liabilities of about Rs 15,791 crore. The Finance Commission has not even been constituted. MCD says that it is trying to raise resources at its level, but the economic situation is very bad.</p>
<h3 style="text-align: justify;">High Court made strict remarks</h3>
<p style="text-align: justify;">Expressing concern over the arguments of MCD, the court said that this situation directly impacts the safety of children, elderly and common people. Justice Prabhat M. Singh said during the hearing that you have to hold your hand at every step, it is very difficult. The court issued a tender and ordered to complete the work of covering the drain and barricading within three months.</p>
<h3 style="text-align: justify;">Delhi Jal Board also fell under attack</h3>
<p style="text-align: justify;">Delhi Jal Board (DJB) also got reprimanded in the hearing. The court said that DJB did not raise objection in time, and is now bringing to light the existence of two big pipelines at the site of reconstruction of the drain.</p>
<p style="text-align: justify;">The court directed that MCD and DJB should work together. Find solutions instead of blaming each other. The court made it clear that such disputes halt work and cause harm to the public. The High Court has fixed the next hearing of the case for December 19 and expressed hope that by then both MCD and Delhi Jal Board will show concrete progress.</p>

<p style="text-align: justify;">The by-elections for 12 wards of the Municipal Corporation of Delhi (MCD) concluded peacefully on Sunday (November 30) with 38.51 percent voting recorded till 5.30 pm. In the MCD elections of 2022, 50.47 percent voting was recorded. The State Election Commission said that voting was completely peaceful and no untoward incident or uproar was reported from any polling station. The highest turnout of 55.93 percent was recorded in Chandni Mahal.</p>
<p style="text-align: justify;">Along with this, officials also said that voting was not disrupted due to technical fault in EVM. Meanwhile, the Aam Aadmi Party (AAP) accused the BJP of &#8216;mishandling&#8217;, saying a former police station in-charge was campaigning for the BJP candidate in Dakshinpuri ward. However, BJP hit back saying that AAP has already prepared an excuse for its defeat.</p>
<h3 style="text-align: justify;">BJP is confident of good performance – Virendra Sachdeva</h3>
<p style="text-align: justify;">BJP&#8217;s Delhi unit president Virendra Sachdeva, citing the response received from party workers during his visit to seven wards, said that the party is confident of a good performance. Delhi Mayor Raja Iqbal Singh thanked citizens for voting and expressed confidence that the BJP would emerge as a &#8220;clear and decisive winner&#8221;.</p>
<h3 style="text-align: justify;">What allegations did Saurabh Bhardwaj make?</h3>
<p style="text-align: justify;">Meanwhile, AAP&#8217;s Delhi unit chief Saurabh Bhardwaj alleged that a former police station in-charge was &#8220;campaigning for the BJP candidate in plain clothes&#8221;. He accused the Election Commission of inaction. Sachdeva issued a statement rejecting the allegations and accused AAP of trying to conduct &#8220;fake voting&#8221;. Voting started at 7.30 in the morning.</p>
<h3 style="text-align: justify;">What is the percentage of voting in 12 wards?</h3>
<p style="text-align: justify;">The Election Commission said that during the voting held in total 12 wards, the highest turnout of 55.93 percent was recorded in Chandni Mahal. The lowest turnout was recorded in Greater Kailash. Only 26.76 percent voters voted there. Voting was 44.50 percent in Mundka, 36.53 percent in Shalimar Bagh-B, 33.82 percent in Ashok Vihar and 35.65 percent in Chandni Chowk. </p>
<p style="text-align: justify;">29.76 percent voting was recorded in Dwarka-B, 37.20 percent in Dichaun Kalan, 42.76 percent in Naraina, 44.40 percent in Sangam Vihar-A and 40.23 percent in Dakshin Puri. 36.47 percent voting took place in Vinod Nagar.</p>
<h3 style="text-align: justify;">CM Rekha Gupta also voted</h3>
<p style="text-align: justify;">Delhi Chief Minister Rekha Gupta had appealed to the citizens to vote in large numbers. The Chief Minister described voting as a democratic duty, which strengthens governance and development. Gupta cast his vote along with his family at his local polling booth. The Chief Minister said that by voting he fulfilled his &#8220;democratic responsibility&#8221;.</p>
<p style="text-align: justify;">&#8220;Voting is an integral part of the sacred process of our democracy and our active participation in it further strengthens democratic values,&#8221; he said in a post on social media platform &#8216;X&#8217;.</p>
<h3 style="text-align: justify;">Results will come on December 3</h3>
<p style="text-align: justify;">Counting of votes will take place on December 3. The results are expected to indicate where the voters of the national capital are headed after the Bharatiya Janata Party (BJP)&#8217;s big victory in the assembly elections held at the beginning of the year. The State Election Commission had set up a total of 580 booths at 143 polling stations for the by-election. 2,320 Election Commission personnel, 580 home guards and 2,265 other employees were deployed for fair and free voting. Along with this, 13 companies of Central Armed Police Forces were also deployed.</p>
<p style="text-align: justify;">51 candidates including 26 women were in the fray in the MCD by-election. BJP had fielded eight women candidates in the election contest. At the same time, Aam Aadmi Party (AAP) had given tickets to six women candidates and Congress to five. In the assembly elections, BJP returned to power in Delhi after 27 years by winning 48 out of 70 seats and ousted AAP from power.</p>

<p style="text-align: justify;">Voting was held on Sunday (November 30) in the by-election 2025 for 12 wards of the Municipal Corporation of Delhi (MCD). Talking about voting percentage, a total of 38.51% (provisional) voting was recorded till 5:30 pm. Voting was completely peaceful and there was no news of any kind of disorder or uproar anywhere. At the same time, there was no disruption in voting due to technical problems or malfunction in EVM machines.</p>
<p style="text-align: justify;">Voting started at 7.30 am on Sunday and ended at 5.30 pm. The fate of 51 candidates, including 26 women, is to be decided. The results of the by-election will be declared on December 3.</p>

<p style="text-align: justify;">Many BJP leaders including Chief Minister Rekha Gupta voted in the by-elections held in 12 wards of Delhi Municipal Corporation. West Delhi MP Kamaljeet Sehrawat and BJP candidate from Dwarka-B ward Manisha Rajpal Sehrawat went to the polling booth and cast their votes. Meanwhile, Chief Minister Rekha Gupta along with her husband Manish Gupta and other family members went to a polling booth in Shalimar Bagh area on Sunday and cast her vote. </p>
<h3 style="text-align: justify;">The fate of the candidates will be decided on December 3.</h3>
<p style="text-align: justify;">In this election, BJP has fielded maximum 8 women candidates, followed by AAP 6 and Congress 5 women. In the assembly elections held earlier this year, BJP performed brilliantly and formed the government under the leadership of Rekha Gupta. After the assembly elections, there is a contest between Aam Aadmi Party, BJP and Congress in the MCD by-elections. The fate of all the candidates will be decided on 3rd December.</p>

<p style="text-align: justify;">The election bugle has been sounded to fill the vacant seats in 12 wards of Municipal Corporation of Delhi (MCD). Announcing the by-election on Tuesday (28 October), the State Election Commission has fixed the voting date as 30 November. Voting will take place from 7:30 am to 5:30 pm and along with this, the code of conduct has also been implemented in these wards. </p>
<p style="text-align: justify;">According to the State Election Commission (Delhi), by-elections will be held in 12 wards out of 250 wards of MCD on November 30. Election notification will be issued from November 3 and the nomination process will also begin on the same day. The last date for filing nominations has been fixed as November 10 and the last date for withdrawal of nominations has been fixed as November 15. </p>
<p style="text-align: justify;">The Election Commission has appointed 7 District Election Officers (DEO), 11 Returning Officers (RO), 11 Election Observers and Accredited Observers. Out of 12 wards, 6 are reserved for general category, 5 for women and 1 for Scheduled Caste category.</p>
<h3 style="text-align: justify;">Candidates will be able to spend maximum up to Rs 8 lakh</h3>
<p style="text-align: justify;">According to the Election Commission, general category candidates will have to deposit Rs 5,000 and Scheduled Caste candidates will have to deposit Rs 2,500 as security money at the time of nomination. Each candidate will be allowed to spend a maximum of Rs 8 lakh on publicity.</p>
<h3 style="text-align: justify;">About seven lakh voters will cast their votes</h3>
<p style="text-align: justify;">A total of 6,98,751 voters will exercise their franchise in the by-election. These include 3,74,988 men, 3,23,710 women, 53 third gender voters, 60 disabled voters, 14,529 senior citizens (above 80 years) and 4,458 youth (18 years). </p>
<p style="text-align: justify;">A total of 580 polling stations have been made for voting. The maximum number of polling stations (55) will be built in Shalimar Bagh-B, the former ward of Chief Minister Rekha Gupta.</p>
<h3 style="text-align: justify;">Slight difference between male and female voters</h3>
<p style="text-align: justify;">According to the data of the Commission, there is very little difference in the number of male and female voters in the three wards. Interestingly, the number of voters above 80 years of age (2.07%) is more than that of 18 year old youth (0.63%), which shows the active participation of senior citizens in the elections.</p>

<h3 style="text-align: justify;">Why were these seats vacant?</h3>
<p style="text-align: justify;">Of these 12, 11 seats became vacant after the councilors became MLAs, while the Dwarka-B seat became vacant after MP Kamaljit Sehrawat became a Lok Sabha member in May last year. These include the seat of Shalimar Bagh, which became vacant after Chief Minister Rekha Gupta was elected as MLA.</p>
<h3 style="text-align: justify;">Which party had which seats?</h3>
<p style="text-align: justify;">Of these 12 wards, three seats — Chandni Mahal, Chandni Chowk and Dakshinpuri were earlier held by the Aam Aadmi Party (AAP). While nine seats – Shalimar Bagh, Dwarka B, Greater Kailash, Dichaun Kalan, Narayana, Sangam Vihar, Vinod Nagar, Ashok Vihar and Mundka were in the possession of BJP.</p>
<h3 style="text-align: justify;">Current situation and political equations of MCD</h3>
<p style="text-align: justify;">In the year 2022, all three MCDs were integrated, in which elections were held on 250 seats. Then AAP had won 134, BJP 104, Congress 8 and 3 independent candidates. Subsequently, in 2024–25, many AAP councilors joined the BJP and 16 councilors formed a new party, Indraprastha Vikas Party (IVP). In this changed political equation, BJP won the mayoral elections held in April 2025 on the basis of majority.</p>
<p style="text-align: justify;">At present, out of total 250 seats of MCD, 12 are vacant. The party-wise position on the remaining seats is as follows:<br />● BJP – 116 seats<br />● AAP – 98 seats<br />● Congress – 8 seats<br />● Indraprastha Vikas Party – 15 seats</p>
<h3 style="text-align: justify;">All three parties have their eyes on these 12 seats</h3>
<p style="text-align: justify;">BJP, AAP and Congress – all three parties are considering these by-elections as very important. BJP is seeing this as an opportunity to strengthen its dominance in the corporation, while Aam Aadmi Party is trying to regain its lost seats. Whereas Congress is also hoping to make a comeback in this elections. Interestingly, all the parties claim that they will win all 12 seats.</p>

<h3 style="text-align: justify;">Congress prepared for candidate selection</h3>
<p style="text-align: justify;">Delhi Pradesh Congress Committee President Devendra Yadav called an important meeting at Rajiv Bhawan today. In this, the selection of candidates for the by-elections to be held in 12 wards of MCD was discussed. During this, Devendra Yadav said that in the last 9 months, Rekha Gupta government of BJP has proved to be a failure in every field. People are now waiting for change. Anger against BJP is clearly visible in Delhi and Congress may get a chance for a big victory in these by-elections.</p>
<h3 style="text-align: justify;">Attack on BJP, comparison with AAP</h3>
<p style="text-align: justify;">Devendra Yadav taunted that Rekha Gupta&#8217;s government turned out to be worse than the previous corrupt Aam Aadmi Party government. The promises made in the assembly elections – solving the problems of electricity and water, controlling cleanliness and pollution, repairing roads, solving the issue of demolition of houses and giving monthly honorarium of Rs 2500 to every woman – all hung in the balance.</p>
