There is continuous discussion regarding the eighth pay scale in these meetings. In which fitment factor, discussion related to pensioners and many other issues are being discussed. Recently a meeting was held in Kolkata on Thursday i.e. 9 July 2026. In which meaningful discussions are going on regarding many such issues.</p>

Earlier, the Commission had held similar meetings in cities like Bhubaneswar, Delhi, Lucknow, Hyderabad, Srinagar and Ladakh, where important discussions were held regarding the salaries of employees. So now the employees are keeping an eye on this meeting going on in Kolkata, let us tell you what issues can be discussed in this meeting.</p>

<p style="text-align: justify;"><strong>Issues discussed in the Kolkata meeting of the 8th Pay Commission </strong><br />In this meeting of the 8th Pay Commission, the discussion is going on regarding the salary of employees, pensioners and others, pension of pensioners including dearness allowance. During this time, many issues are going to be discussed in the meeting. The important issues in which are as follows:</p>

<li style="text-align: justify;">Employee organizations are demanding maximum increase in fitment factor. Currently in the 7th Pay Commission it was 2.57. There is a demand to increase it to 3.8.</li>
<li style="text-align: justify;">Bharatiya Immunity Mazdoor Sangh (BPMS) has demanded 4 times fitment factor. With this the minimum basic salary can be Rs 72,000.</li>
<li style="text-align: justify;">Whereas the National Council (JCM) Staff Side (NCJCM) has proposed a fitment factor of 3.833.</li>
</ul>
<p style="text-align: justify;"><strong>Basic salary will also increase</strong><br />If approval is given to increase the fitment factor in this meeting, then the basic salary of the employees will also increase. At present the minimum basic salary of central government employees is Rs 18,000, there is a demand to increase it. At the same time, many employee organizations can also raise the demand for re-implementation of the Old Pension Scheme (OPS). Although the government has implemented the Unified Pension Scheme (UPS), many organizations still want to bring OPS back.</p>

After continuous rounds of meetings, their demands are being asked from the employee organizations. For which after all the praise was on 31st May. Now recently once again the last date for this has been changed. Now employees can send their suggestions, memorandum and demands till June 15, 2026.</p>
<p style="text-align: justify;"><strong>Update on fitment factor</strong><br />At present, the most discussed thing is the fitment factor, because on the basis of this the new basic salary of the employees will be decided. Fitment factor is a multiplier by which the existing basic salary is converted into the new basic salary.</p>

<p style="text-align: justify;"><strong>Demands of 8th Pay Commission</strong><br />The government has not yet declared any official fitment factor for the 8th Pay Commission. However, employee organizations, pensioners&#8217; groups and experts have put forward their demands before the government. At present, proposals ranging from 1.92 to 3.83 have come forward regarding fitment factor. It is clear from this that the expectations of the employees are very high, while the government will also have to keep in mind the financial burden.</p>
<ul>
<li style="text-align: justify;">The staff side of the National Council of Joint Consultative Machinery (JCM) has demanded a fitment factor of 3.83, which is one of the biggest demands so far.</li>
<li style="text-align: justify;">National Pensioners Organization (NPO) has suggested a fitment factor of 3.25 and Indian Trade Union Congress (ITUC) has suggested 3.0.</li>
<li style="text-align: justify;">Many employee organizations of Jammu and Kashmir have demanded fitment factor between 2.86 to 3.68.</li>
<li style="text-align: justify;">On the other hand, former Finance Secretary Subhash Chandra Garg believes that the government can ultimately approve 1.92 fitment factor.</li>
</ul>

The 8th Pay Commission can bring a new structure by changing the existing pay matrix. There will be an equal increase in the basic salary of all pay levels.</p>
<p style="text-align: justify;"><strong>When will the 8th Pay Commission be implemented?</strong><br />Let us tell you that the Central Government had announced the 8th Pay Commission on 17 January 2025. It has been considered effective from January 1, 2026. However, the commission has got 18 months to submit its report. Therefore the report is expected to come by mid-2027. After this, after getting the approval of the Union Cabinet, the benefit of actual salary increase can be available in mid-2027 or early 2028.</p>
