India’s education system is now going to enter a new phase. The institution which till now we knew only as an institution producing school books, may soon become a complete university. The process of granting deemed-to-be university status to the National Council of Educational Research and Training (NCERT) is almost complete.

If this decision is implemented, NCERT will not be limited to just preparing books for classes 1 to 12, but it will also play a big role in the field of higher education, research, teacher training and international cooperation. This is expected to give a new direction to India’s education system.

When can the big decision come?

According to sources, the proposal to make NCERT a deemed university is now with the University Grant Commission (UGC). All necessary documents and formalities have been completed. Now this proposal will be discussed in the next meeting of UGC. It is expected that a final decision on this may come by the end of January. If UGC gives its recommendation, then NCERT will get the status of deemed university as soon as it gets the approval from the Central Government.

What will change in NCERT after becoming a deemed university?
If NCERT gets the status of deemed university, its way of working will completely change. Now NCERT itself will be able to give degrees. After becoming a deemed university, NCERT will be able to award degrees like Graduation (UG), Post Graduation (PG) and PhD (PhD) on its own. Till now the main work of NCERT was limited to school education, but in future educational research will increase, in-depth work will be done on education policy, new courses and programs will be started. Advanced training programs, modern teaching techniques, research based teaching models will be prepared for teachers, which will further improve the quality of school education.

What is a deemed university?

UGC gives recognition to all the universities in India. Deemed-to-be University status is given to those institutions which work in a particular field and demonstrate strong performance in education and research. At present there are about 145 deemed universities in the country. IISc Bangalore first got this status in 1958. Tamil Nadu has the highest number of deemed universities. These institutions have complete freedom to design courses, make syllabus, decide admission rules and determine fees.

This is a big and relieving news for lakhs of daughters of the country. Now no girl’s education will stop just because her college is far from home or there is no safe living arrangement. The central government is working on a scheme under which girls hostels will be built in every district of the country. Its direct benefit will be given to girl students from rural, remote and backward areas, who till now were deprived of higher education due to lack of accommodation.

The government believes that if daughters get safe and accessible accommodation for studies, they will be able to easily access colleges and universities. This scheme is considered very important to increase the participation of girls especially in subjects like Science, Technology, Engineering and Maths (STEM).

Big step of Education Ministry

The Union Education Ministry has prepared the proposal for this scheme and is preparing to send it to the Finance Ministry. It is believed that this scheme can be officially announced in the general budget of the year 2026. If this is approved, new girls hostels will be built in about 700 to 800 districts of the country. These hostels will be kept separate from normal women’s hostels, so that better facilities can be provided especially keeping in mind the needs of college going students.

There will be an important meeting with the states

An important meeting of Chief Secretaries of all the states is going to be held in Delhi between 26th and 28th December to discuss this scheme. Many important issues related to higher education will be considered in this meeting. In particular, there will be discussion on how to increase the Gross Enrollment Ratio (GER) in higher education to 50 percent and reduce the number of girl students dropping out.

States have also been asked to present plans to promote higher education at their respective levels. This will include suggestions like running classes in colleges in two shifts, opening new colleges and promoting online education.

Girls’ participation will increase in STEM education

The Education Ministry believes that many promising girl students living in rural areas are not able to choose courses like science and engineering simply because of lack of accommodation. By building a girls hostel, this problem will be solved to a great extent. When girl students get safe accommodation near the college, they will be able to study difficult but career-making subjects like STEM without fear and worry. Along with this, the government is also working on increasing the number of STEM courses and encouraging girl students for these subjects.

Emphasis on preventing dropout

The meeting will also discuss how to prevent dropouts due to economic, social and infrastructure problems. Providing hostel facility will especially benefit those girl students whose families are hesitant in sending them away. Under the New Education Policy 2020, the government aims to increase the enrollment of girl students in higher education to 50 percent by the year 2035. At present this figure is around 29 percent. To reduce this gap, the role of girls hostel is considered very important.

Now even a third class child in school will understand AI before using a mobile. Actually, the Education Ministry has taken such a decision, which is expected to bring changes in the education system. Let us tell you that now Artificial Intelligence (AI) will be taught from class 3 itself. This means that children who are currently learning ABCD will soon start understanding how a robot thinks. How machines talk and how technology can make the world better.

What is the planning of the Education Ministry?

According to the Department of School Education and Literacy (DoSE&L) of the Ministry of Education, in today’s world AI is not just technology but the basis of the future. If children understand this from the beginning, not only will their thinking increase, but they will also become expert in making new things.

What is this new course?

This project has been named AI & Computational Thinking (AI & CT). In simple language, this course will teach children to think, understand and solve problems with the help of technology. For example, if a child is asked how to operate a robot, he will not only learn to press buttons, but will also understand what is going on inside the robot. The ministry has clearly said that AI will be taught to be used not just for profit but for the good of the society.

When will it start?

This course will be implemented in schools across the country from the 2026-27 session.

It will start from class 3, then it will increase by one class every year.

Books, handbooks, videos and digital materials will be ready by December 2025.

Training of teachers has also started through NISHTHA and other institutions.

Who is making the course?

CBSE, NCERT, KVS, NVS and all the state governments are working together to prepare this entire project, but the most important thing is that the command of the course is in the hands of Professor Karthik Raman of IIT Madras. A special expert team is preparing the curriculum under his leadership. This course is being prepared according to the National Education Policy (NEP 2020) and National Curriculum Framework (NCF SE 2023).

Why is this step necessary?

Today India’s technology sector is on its way to becoming number one in the world. India’s AI market is expected to reach $17 billion by 2025, and will cross $100 billion by 2030. The Education Ministry believes that if children learn AI from now on, they will become creators and not just users. There will be opportunities for new jobs like AI Engineer, Data Scientist, Robotics Expert. Technology will reach every village.

Also read: NCERT added Ayurveda to the science syllabus, now children will learn the principles of daily routine and overall health.

The central government has taken a big step to bring digital transparency in schools. A letter has been issued by the Central Government to the schools of all the states and union territories. In this, the Education Ministry has requested all the education institutions like NCERT, CBSE, KVS and NVS to adopt digital payment mode, especially UPI, for paying fees. The Education Ministry says that in this way, not only will the long queues for paying fees in schools end, but this step will also keep the school administration updated in terms of technology.

Why is UPI necessary in schools?

Fees in schools are always paid by cash. In such a situation, parents have to set aside time to come to school to pay the fees. Also, at the time of new admissions and examinations, there is a lot of crowd at the fee counters, due to which parents and children have to wait in long lines to pay the fees. Moreover, sometimes this problem increases even more if fee receipt is not received or cash is not available. In such a situation, in online mode, parents can deposit the fees sitting at home with one click without any delay and its record also remains safe forever. Also, through this, cashless payment will be done easily.

How will UPI bring change?

This system also promotes the idea of Digital India. With this initiative, not only will school administration become better but parents will also become more and more digitally literate. To create a developed India by 2047, it is very important to bring changes in the field of education. Be it teaching children through smart classes or using UPI to pay school fees.

In India, entrance examinations like JEE and NEET are like a dream for millions of students. These examinations are necessary for admission to prestigious fields like engineering and medical. But the difficulty and competition of these exams is so much that most students resort to expensive coaching classes for their preparation. Gradually coaching has become an option but a need. Increasing dependence on coaching has also created many problems, such as mental stress, family pressure, suicide cases, arson incidents and chaos of coaching institutes.

In view of such a situation, the government has taken an important step. Now the central government is going to review the level of difficulty of examinations like JEE and NEET. Its purpose is to ensure that these exams are according to class 12 and students can pass these exams only without coaching.

What is the new plan of the government?

The government has formed an expert committee, whose job is to check the difficulty level of entrance examinations like JEE and NEET and to see if these exams are according to class 12 syllabus or not, this committee was formed in June 2025. The committee consists of experts and school representatives of several major educational institutions. It is headed by Higher Education Secretary Vineet Joshi.

Why is this review important?

In the last few years, it has been observed that most of the students have become dependent on coaching for JEE and NEET. The burden and pressure of coaching institutes is affecting the mental health of the students. Apart from this, serious cases like suicide have also come up, especially from cities like Kota, while formal schools made for coaching are stopping the complete development of students. This entire step is related to the thinking of new education policy, which aims to make education understand, to highlight the talent of every student and motivate them to creative and practical thinking.

In many states of the country, the number of students in government schools is decreasing, while admissions in private schools are increasing continuously. This has become a matter of concern. The Ministry of Education of the Central Government discussed this in meetings with states in March and April. Especially under the overall education scheme, this issue arose while talking on projects of 2025-26.

Ministry officials made it clear that students are migrating from government schools in many states like Maharashtra, Kerala, Andhra Pradesh, Telangana, Uttarakhand. In Maharashtra, enrollment in government and aided schools has decreased in 2023-24 compared to 2018-19. In Kerala too, the number of students studying in government schools is decreasing compared to 2022-23.

Statistics from Andhra Pradesh show that out of a total of 61,373 schools, about 73 percent are government, but only 46 percent of the students are in government schools, while in private schools more than 52 percent. Out of 42,901 schools in Telangana, 70 percent of the schools are government schools, but their stake in enrollment is only around 38 percent. At the same time, private schools have more than 60 percent students. The situation in Uttarakhand is also similar, where despite the high number of government schools, enrollment is less.

The Ministry of Education has asked these states to take concrete steps to go to the root of this problem and improve. The ministry said that the demand for private schools has increased after Kovid, as parents have started giving priority to private schools for better facilities and studies.

In Tamil Nadu too, government schools take only 37 percent in enrollment, despite being 64 percent of the total schools, while 46 percent of the students are admitted in private schools. The ministry has emphasized on branding of government schools in this situation so that the number of children there can increase.

Private schools are increasing popularity in young children

Kerala and Maharashtra have talked about cleaning data (through Aadhaar verification) regarding this deficiency, but the ministry is still concerned about this decline. In Mizoram, Nagaland, Tripura, Arunachal Pradesh and Meghalaya, enrollment in government and aided schools has also decreased. In union territories like Delhi, Andaman-Nicobar, Ladakh, Puducherry and Dadra Nagar Haveli, admission in private schools is more than government schools.

A senior official of the ministry said that small children have more admission in private schools in classes. We are requesting the states to find out the reasons for this migration and find solutions. The demand for private schools has increased as the parents’ aspirations have increased.

UDISE+ 2023-24 data

According to the data of UDISE+ 2023-24, out of a total of 24.80 crore students in the country, about 9 crore (36 percent) are studying in private schools. This percentage was 33 percent in 2022-23 and 2021-22. It was 37 percent in 2019-20 before Kovid.

This warning of the Ministry of Education states that the government will have to take fast steps to improve the quality of government schools, increase facilities and win confidence, otherwise the government education system can weaken. The challenge for the country is that he can provide equal and good education to all children, especially those families who are out of reach of private schools.
