MP Government Minister Kailash Vijayvargiya’s statement regarding urban development and city administration has created a stir in the political circles. During a regional review meeting of urban development held in Bhopal, Minister Kailash Vijayvargiya said in clear words that in the past many announcements were made due to political compulsions, but now it has become a big challenge to implement those announcements on the ground. The minister also admitted that adequate budget is required from the central government to carry forward many schemes related to urban development.

Kailash Vijayvargiya said that urbanization is increasing rapidly and along with it the demand for civic facilities has also increased continuously. In such a situation, it is the priority of the state government to fulfill the basic needs like roads, water supply, sewerage, housing and traffic.

However, he also indicated that it is not easy to complete all the schemes on time with only state resources and this requires the cooperation of the Central Government. Political analysts are linking this statement of the minister with the pace of schemes and budget management in the coming times.

Government is not able to fulfill the promises made to the public – Congress

After the statement of Minister Vijayvargiya, the opposition has directly attacked the government. Congress spokesperson Abhinav Barolia said that the BJP government had come to power by making big promises and announcements, but now it is not able to fulfill the promises made to the public.

Calling it a question on “Modi’s guarantee”, he said that it is clear from the minister’s statement that the government now seems incapable of providing basic facilities to the public. Abhinav Barolia said that there is a big difference between the claims made at the time of elections and the reality.

BJP rejected Congress’s allegations

Whereas BJP has completely rejected the allegations of Congress. BJP spokesperson Ajay Yadav said that Congress is doing politics unnecessarily. He claimed that no public welfare scheme has been stopped in the BJP government and the state government and the central government are continuously working together in the interest of the public. Ajay Yadav advised Congress to remember the “divided government” of its tenure and said that instead of doing politics on the issue of development, there should be positive cooperation.

The short winter session of Madhya Pradesh Assembly is starting from Monday (01 December). This session will continue till December 5 and there will be a total of four meetings. On the first day of the session, ordinances, annual reports and notifications of various departments will be laid in the House. Prominent among these are-

House will not function on December 3

There will be no assembly meeting on December 3 due to the anniversary of the Bhopal gas tragedy. This day has been declared a public holiday in Bhopal.

Major changes will be made in the shop and establishment law. According to the amendment proposal-

• Employees will have to be given one mandatory holiday in a week.
• Any employee can be employed only six days a week.
• There is a proposal to increase the Gumasta license fee from Rs 100-500 to Rs 5,000.
• Higher charges may be fixed for larger establishments and hotels.

1497 questions reached Assembly Secretariat

So far, a total of 1497 questions, 194 calling attentions, 6 adjournment motions, 14 non-official resolutions and 52 zero hour notices have been received for the winter session.

Opposition will attack the government on sharp issues

Congress is preparing to corner the government on many issues in this session. The main issues will be-

• Questions related to farmers and unemployment
• Scam-corruption issues
• Increasing atrocities on Dalits and tribals

Congress has also demanded to extend the session by five days, although no decision has been taken on this yet.

Preparations have started to increase the salaries and allowances of MLAs in Madhya Pradesh after nine years. Taking steps in this direction, the government has formed a committee under the chairmanship of Deputy Chief Minister Rajendra Shukla. This committee will meet on November 11 and prepare a report comparing the salaries and allowances of other states. According to sources, the Finance Department has also started preliminary brainstorming on this.

Recently a letter from Chief Minister Mohan Yadav came to light, this letter was written to the Central Government. In which it was written that the state government has a debt of Rs 72 thousand crores, due to which only the central government should buy wheat and paddy. Despite this, there are still preparations to increase the salaries of MLAs.

Currently, allowances up to Rs 75 thousand are being received every month.

At present, the MLAs of Madhya Pradesh get a total of about Rs 75 thousand per month as salary and allowances. Apart from salary, this includes amount for constituency allowance, telephone, medical and other facilities. However, in states like Maharashtra, Telangana and Rajasthan, this amount has reached Rs 2.5 to 3 lakh. In view of this inequality, the committee is now preparing a proposal for a fresh increase.

The report will be submitted to the Chief Minister

After the committee’s report is ready, it will be presented before the Chief Minister. After this, after getting the approval of the Council of Ministers, the proposal will be presented in the Assembly. It is expected that after the implementation of the new system, not only the salaries of the MLAs will increase, but the allowances of the Assembly Speaker, Deputy Speaker and ministers can also be revised.

‘The salary of MLAs is less than that of a peon’

A committee has been formed to increase the salary of MLAs and pension of former MLAs. Committee member and BJP MLA Ajay Bishnoi said that today the salary of MLAs is less than that of a government peon, whereas the expenses and responsibilities of MLAs are high and it is difficult to survive on this salary, hence the salary of MLAs should be studied.

‘Increase in salary of MLAs is necessary for the public’

On the proposal of increasing the salary of MLAs, BJP leader Ajay Singh Yadav said that it is necessary for the public to increase the salary of MLAs. With this they will work only for the public. At present, the proposal will be approved only after all discussions.
