Amitabh Kant, former CEO of NITI Aayog and India’s Sherpa at the G20 conference, has made a strong comment on the air quality of Delhi on Tuesday (October 21, 2025). He said that Delhi’s air has reached a critical state and only with rigorous and sustained efforts can the city be saved from a health and environmental disaster.

At the same time, Abitabh Kant also commented on the Supreme Court’s order to burst crackers on Diwali. He said that the Supreme Court has given priority to the right to burst crackers over the right to live and breathe.

His sharp comment came at a time when the national capital woke up the next morning with a thick layer of poisonous smog after continuous bursting of firecrackers. According to the Central Pollution Control Board (CPCB), the air quality index (AQI) in the country’s capital Delhi was recorded at 357 at 1 pm on Tuesday (October 21, 2025), which falls in the very poor category.

Supreme Court gives permission to burst firecrackers in Delhi

Earlier this month, the Supreme Court had partially lifted the ban on firecrackers and allowed Delhiites to burn green firecrackers. The court had said that it is adopting a balanced approach so that the religious and social sentiments of the people can be taken into account without compromising on environmental concerns.

The Supreme Court had given permission to burst firecrackers for two nights of Diwali, from 6 to 7 am and from 8 to 10 pm, but in many areas of Delhi-NCR, firecrackers continued to burn till after midnight.

The argument behind increasing H-1B visa fees

The Trump administration said that the $ 100,000 fee is to ensure that the people being brought to the country are really highly skilled and do not replace American workers. The H-1B visa is valid for three years and can be renewed for the next three years.

गर्मी अपने चरम पर है तो ठंडी हवाओं और बर्फीली वादियों का लुत्फ उठाने के मकसद से पहाड़ों पर सैलानियों का पहुंचना भी शुरू हो चुका है. हालांकि, दिल-ओ-दिमाग को सुकून पहुंचाने वाले इन पहाड़ों का हलक भी अब गर्मियों में सूखने लगा है. गर्मियों के दौरान पहाड़ों की रानी शिमला में पानी की किल्लत की खबरें पिछले कई साल से आम हैं. अहम बात यह है कि यह संकट सिर्फ शिमला में नहीं है. हिमाचल के बाकी पहाड़ी इलाकों में भी पानी की किल्लत आम हो चुकी है.

नीति आयोग ने अपनी रिपोर्ट में 50 फीसदी से ज्यादा वॉटर स्प्रिंग्स सूखने की जानकारी दी है. ऐसे में कई जगह वॉटर स्प्रिंग्स को रिवाइव यानी पुनर्जीवित भी किया गया है. कई जगह तो महिलाओं ने यह जिम्मेदारी अपने कंधे पर ले ली. हालांकि, सवाल यह उठता है कि पानी के साथी कहे जाने वाले पहाड़ आखिर क्यों प्यास से जूझ रहे हैं? कैसे इसका असर मैदानी इलाकों पर भी पड़ रहा है और इन्हें कैसे रिवाइव किया जा रहा है? आइए जानते हैं इस स्पेशल रिपोर्ट में.

नीति आयोग दे चुका खतरे की आहट

गौर करने वाली बात यह है कि नीति आयोग ने इंडियन हिमालयन रीजन (IHR) यानी भारतीय हिमालयी क्षेत्र में वॉटर स्प्रिंग्स के सूखने को लेकर दिसंबर 2017 में एक रिपोर्ट जारी की थी. इसमें बताया गया कि आईएचआर में करीब 50 फीसदी वॉटर स्प्रिंग्स सूख चुके हैं. इसका सीधा असर जम्मू-कश्मीर, उत्तराखंड, सिक्किम, अरुणाचल प्रदेश, मणिपुर, मेघालय, मिजोरम, नागालैंड और हिमाचल प्रदेश में रहने वालों पर पड़ा, जो रोजमर्रा के कामों से लेकर सिंचाई तक के लिए निर्भर हैं.

वहीं, इसका खमियाजा मैदानी इलाकों में रहने वालों को भी भुगतना पड़ रहा है. दरअसल, मैदानी इलाकों के लोग भी साल-दर-साल पानी की कमी से जूझ रहे हैं. नीति आयोग की रिपोर्ट सामने आने के बाद अलग-अलग पहाड़ी जिलों में पानी बचाने की मुहिम शुरू हुई.

पहाड़ों में कैसे बनते हैं वॉटर स्प्रिंग्स?

हिमाचल प्रदेश में काफी वॉटर स्प्रिंग्स को रिवाइव करने में अहम भूमिका निभा चुके व्हील ग्लोबल फाउंडेशन संस्था के सदस्य और 1979 बैच के आईआईटियन योगेश आंदले ने बताया कि पहाड़ों में मौजूद चट्टानों के कहीं क्रैक होते हैं और कई जगह गैप होते हैं. बारिश होने पर इन्हीं क्रैक और गैप में पानी इकट्ठा हो जाता है. यही पानी पहाड़ों के अंदर से रिस-रिसकर एक जगह से बाहर निकलता है. इसी पानी को पहाड़ के लोग इस्तेमाल करते हैं, जिसे वॉटर स्प्रिंग कहा जाता है.

हिमालयन रेंज में जगह-जगह इसी तरह के वॉटर स्प्रिंग्स बने हुए हैं, जो समय के साथ रखरखाव नहीं होने की वजह बंद होने लगे हैं. नीति आयोग ने अपनी रिपोर्ट इन्हीं वॉटर स्प्रिंग्स के सूखने की जानकारी दी है. अहम बात यह है कि काफी वॉटर स्प्रिंग ऐसे होते थे, जो सालभर पानी देते थे. जब बारिश होती तो ये रिचार्ज हो जाते और वॉटर फ्लो बढ़ जाता था. बता दें कि व्हील ग्लोबल फाउंडेशन को आईआईटी एल्युमिनाई ने भूतपूर्व राष्ट्रपति अब्दुल कलाम आजाद की प्रेरणा से बनाया था.

पहाड़ों में क्यों होने लगी दिक्कत?

योगेश आंदले के मुताबिक, वॉटर स्प्रिंग्स के सूखने की कई वजह हैं. इनमें पहाड़ों में होने वाला कंस्ट्रक्शन, डिवेलपमेंट के नाम पर जंगलों की कटाई आदि शामिल हैं. वहीं, रोजगार की वजह से पहाड़ में रहने वाले काफी लोग बड़े शहरों का रुख करने लगे हैं, जिसके चलते पहाड़ के उन हिस्सों को सफाई कम हो गई, जिससे पानी को गैप या क्रैक में समाने की जगह मिलती रहे. धीरे-धीरे यह समस्या बड़ी होती चली गई और तमाम वॉटर स्प्रिंग्स सूख गए.

इसका नतीजा यह हुआ कि पहाड़ में रहने वाले भी पानी के लिए तरसने लगे और मैदानी इलाकों पर भी इसका असर नजर आने लगा. दरअसल, पहाड़ों से लगातार बहने वाला पानी ही नदियों की मदद से मैदानी इलाकों में आता है, जो खेतीबाड़ी से लेकर जीवनयापन के काम आता है. 

पानी को लेकर क्या कहते हैं बुजुर्ग?

बचपन में बुजुर्गों से सुना था कि पहाड़ है तो पानी हमेशा रहेगा.  शायद यही वजह रही कि किसी ने इस पानी की कद्र नहीं की और धीरे-धीरे यह पानी पहाड़ के लोगों से ही रूठने लगा. यह कहना है हिमाचल के मंडी जिले में बसे धर्मशाला की नरवाणा पंचायत के गांव सालिग में रहने वाली 75 साल की सत्या देवी का.

उन्होंने बताया कि पहाड़ की बदहाली देखते-देखते मेरी उम्र गुजर चुकी है. एक वक्त था, जब पानी के लिए भटकना नहीं पड़ता था, लेकिन अब कई बार ऐसे हालात बन चुके हैं, जिससे पीने के लिए पानी मिलना ही मुश्किल होने लगा. ऐसे में सरकार ने वॉटर स्प्रिंग्स को रिवाइव करने का प्रोसेस शुरू किया, जिससे गांव के लोगों को राहत मिली है. हालांकि, आसपास के सभी गांवों के लोग इस पर ध्यान नहीं दे रहे हैं, जिससे फ्यूचर में काफी दिक्कत हो सकती है.

महिलाओं ने यूं उठाई जिम्मेदारी

खिड़कू गांव में रहने वाली बीना देवी ने बताया कि वॉटर स्प्रिंग्स की देखभाल उन्होंने एक ग्रुप बना रखा है, जिसमें 24 महिलाएं हैं. इसी तरह के ग्रुप अलग-अलग गांवों में हैं. इन ग्रुपों में शामिल महिलाएं अपनी-अपनी जिम्मेदारी के हिसाब से काम करती हैं. अगर नाले में गंदगी हो जाती है तो उसे साफ किया जाता है.

हमारे बुजुर्गों ने बताया कि पानी की अहमियत कितनी ज्यादा है, जिसे हम लगातार फॉलो कर रहे हैं. यही बात हम अपने बच्चों को सिखाते हैं. इसके लिए फॉरेस्ट विभाग से लेकर तपोवन आदि के लोगों ने काफी मदद की. उन्होंने पानी की क्वालिटी से लेकर उसके फ्लो का ध्यान रखने का तरीका बताया. पानी की क्वालिटी चेक करने के लिए कई मशीनें भी दी गईं, जिनसे हर महीने पानी को चेक किया जाता है. वहीं, दूसरे गांव के लोगों को भी पानी बचाने की मुहिम के लिए जागरूक किया जाता है. इसके तहत सालिग, अंद्राड, खुलुई और बाडग आदि गांवों के लोगों को पानी की अहमियत और उसे बचाने का तरीका सिखाया गया. 

कैसे बदलते चले गए हालात?

सालिग गांव में ही रहने वाले सुरेंद्र कुमार का कहना है कि वॉटर स्प्रिंग्स तो हम बचपन से इस्तेमाल कर रहे हैं, लेकिन काफी वॉटर स्प्रिंग्स अब सूख चुके हैं. ऐसे में ज्यादातर लोग अब नलों के पानी पर निर्भर रहते हैं. हालांकि, जो वॉटर स्प्रिंग्स रिवाइव हुए हैं, उनका खास ध्यान रखा जाता है. हर 15-20 दिन बाद वॉटर स्प्रिंग्स की सफाई की जाती है, जिससे उनमें पानी की दिक्कत न हो.

गांव के लोग खुद भी वॉटर स्प्रिंग्स खोजते हैं और उन्हें खोलने की कोशिश करते हैं, जिससे भविष्य में पानी की दिक्कत न हो. अहम बात यह है कि गर्मियों के दौरान वॉटर स्प्रिंग्स ही लोगों को पानी देते हैं, क्योंकि उस दौरान नलों में पानी की सप्लाई कई बार नहीं हो पाती है. ऐसे में गांव के लोग ज्यादा से ज्यादा पेड़ लगाने पर फोकस करने लगे हैं और वॉटर स्प्रिंग्स पर भी काम कर रहे हैं.

महिलाएं कैसे रखती हैं वॉटर स्प्रिंग्स का ध्यान?

अंद्राड़ पंचायत के गांव कंडी से ताल्लुक रखने वाले अनिल ने बताया कि वॉटर स्प्रिंग्स का ध्यान ज्यादातर महिलाएं ही करती हैं. दरअसल, घर में पानी की आपूर्ति का काम महिलाओं के जिम्मे ही होता है, जिसके चलते वॉटर स्प्रिंग्स की देखभाल भी महिलाएं ही ज्यादा करती हैं. पूरा गांव इन वॉटर स्प्रिंग्स की देखभाल करता है. हर कोई अपनी जिम्मेदारी समझता है.

अगर किसी को वॉटर स्प्रिंग में पानी का फ्लो कम दिखता है या गंदगी नजर आती है तो वह खुद ही सफाई कर देता है. वहीं, ग्रुप में जुड़ी हर महिला से हर महीने करीब 20 रुपये लिए जाते हैं, जिनका इस्तेमाल वॉटर स्प्रिंग्स की साफ-सफाई और उनके लिए पक्की जगह बनवाने में होता है.

हर कोई समझता है अपनी जिम्मेदारी

खिड़कू गांव में रहने वाली वीना देवी ने बताया कि अंग्रेजों के जमाने से वॉटर स्प्रिंग्स पर ध्यान दिया जाता रहा है, लेकिन धीरे-धीरे इस पर ध्यान देना बंद हो गया. ऐसे में वॉटर स्प्रिंग्स सूख गए. बाद में यह इलाका आर्मी के अंडर आ गया, जिसके चलते उन्होंने वॉटर टैंक बनाए, लेकिन कुछ समय बाद उन्होंने अपना सिस्टम यहां से खत्म कर दिया.

इसके बाद सरकार और कई प्राइवेट संस्थाओं की मदद से वॉटर स्प्रिंग्स को रिवाइव किया गया. वहीं, गांव के लोग भी पानी को बचाने के लिए आगे आए. इसके लिए बच्चे-बूढ़े हो या जवान, हर कोई अपनी जिम्मेदारी समझता है और पानी का ध्यान रखता है.

ऐसे मजबूत किए गए वॉटर स्प्रिंग्स?

अनिल ने बताया कि पहले गांव में बावड़ी थी, लेकिन उसमें पानी ज्यादा नहीं टिकता था. ऐसे में वॉटर स्प्रिंग को पाइपों से जोड़ते हुए उनके मुहाने पर नल लगा दिए गए, जिससे पानी बर्बाद नहीं होता है. इसके लिए गांव के लोगों ने आपस में पैसा जुटाया और वॉटर स्प्रिंग के मुहाने को सीमेंटेड कराकर रिजर्व पॉइंट बनवा दिया, जिससे यह मजबूत हो गया. अगर कोई पैसा नहीं दे पाता है तो उनके पास मौजूद चीजें ली गईं. जैसे कुछ लोगों ने रेत दिया तो किसी ने ईंटें दीं. इस तरह हर किसी की मदद से रिजर्व पॉइंट तैयार किए गए.

रिवाइवल के बाद भी सूख गए कई वॉटर स्प्रिंग्स

गांव के कुछ लोगों ने बताया कि कई वॉटर स्प्रिंग्स रिवाइवल के बाद भी सूख गए. इसकी वजह उनकी देखभाल न होने से लेकर जंगल में लगने वाली आग तक जिम्मेदार है. उन्होंने बताया कि शुरुआत में तो लोगों ने वॉटर स्प्रिंग्स को लेकर अपनी जिम्मेदारी समझी, लेकिन समय के साथ कुछ गांवों में जोश ठंडा पड़ता चला गया. इसका असर वॉटर स्प्रिंग्स पर भी नजर आया. कुछ वॉटर स्प्रिंग्स में पहले अच्छा-खासा वॉटर फ्लो था, लेकिन अब वे लगभग सूख चुके हैं. 

 

कैसे शुरू हुआ वॉटर स्प्रिंग्स को रिवाइव करने का काम?

योगेश आंदले ने बताया कि नीति आयोग की रिपोर्ट सामने आने के बाद इस समस्या की गंभीरता का पता लगा. ऐसे में दिक्कत को दूर करने की कवायद शुरू हुई. इसके तहत सरकार, एनजीओ, एक्सपर्ट्स और कम्युनिटी को एकजुट किया गया. दरअसल, सरकार के पास साधन होते हैं और स्केल है, लेकिन कुछ कमियां भी हैं.

एनजीओ के पास लोगों की समस्याएं सुनने की संवेदना है और उन्हें जोड़ने की ताकत है, लेकिन सरकार जैसा स्केल नहीं है. इनके अलावा कई एक्सपर्ट्स हैं, जिन्होंने हिमालय के स्प्रिंग स्ट्रक्चर से लेकर इलाके की जियोलॉजी और हाइड्रो-जियोलॉजी पर काफी रिसर्च की है. वहीं, लोकल कम्युनिटीज को भी साथ जोड़ा गया, क्योंकि उनके पास इन स्प्रिंग्स और प्राकृतिक संसाधनों को सहेजने का अनुभव था. ऐसे में स्थानीय समुदायों को प्राथमिकता देते हुए ऐसा मॉडल बनाया गया, जिसमें इन सभी ने मिलकर वॉटर स्प्रिंग्स को रिवाइव करने का बीड़ा उठाया.   

कितने वॉटर स्प्रिंग्स किए गए रिवाइव?

योगेश आंदले के मुताबिक, उनकी संस्था ने वॉटर स्प्रिंग्स रिवाइव करने के लिए 26 अप्रैल 2021 के दिन हिमाचल सरकार के साथ एक एमओयू साइन किया. इसके तहत संस्था ने सरकार को एक्सपर्ट्स की मदद से तमाम डेटा, समस्या और समाधान मुहैया कराया.

योजना के तहत हिमाचल के चार जिलों मंडी, बिलासपुर, सोलन और कांगड़ा में कई गांवों को चुना गया और वहां आने वाले करीब 45 वॉटर स्प्रिंग्स पर काम शुरू किया गया. उस दौरान वॉटर सप्लाई डिपार्टमेंट ने अपने 10 वॉटर स्प्रिंग्स भी रिवाइव कराए. इस तरह 55 वॉटर स्प्रिंग्स को रिवाइव किया गया. 

आग से बर्बाद हो जाते हैं वॉटर स्प्रिंग्स

हिमाचल प्रदेश के सिद्धबाड़ी स्थित कॉर्ड (CORD) यानी चिन्मय ऑर्गनाइजेशन ऑफ रूरल डिवेलपमेंट में कार्यरत विशाल ठाकुर ने बताया कि कई बार जंगलों में आग लग जाती है, जिनकी वजह से वॉटर स्प्रिंग्स को नुकसान होता है. दरअसल, आग लगने की वजह से पेड़-पौधे जल जाते हैं, जिससे बारिश के पानी को रोकने के लिए मिट्टी पकड़ नहीं कर पाती है. ऐसे में पानी बह जाता है और उसका कोई भी फायदा गांव के लोगों को नहीं मिल पाता है.

गांव के लोगों ने बताया कि कुछ शरारती तत्व जानवरों के लिए ताजी घास उगाने के मकसद से जंगल में आग लगा देते हैं. इससे पर्यावरण को काफी नुकसान पहुंचता है. ऐसे लोगों की शिकायत पुलिस से भी की जाती है.

कॉर्ड ने ऐसे निकाला रास्ता

चिन्मय ऑर्गनाइजेशन ऑफ रूरल डिवेलपमेंट यानी कॉर्ड की नेशनल डायरेक्टर और ट्रस्टी डॉ. क्षमा मैत्रेय ने बताया कि हमारी संस्था ने लोगों को जल, जंगल, जमीन, जीवन, जीविका और जंतु के बारे में समझाया गया. जब गांवों में काम शुरू किया गया तो सबसे पहले वॉटर शेड पर काम किया गया. इसके बाद स्प्रिंग्स शेड्स पर फोकस किया, जिसमें रिचार्ज एरिया से लेकर डिस्चार्ज एरिया का ध्यान रखा गया. हाइड्रोजियोलॉजिस्ट्स की मदद से पहाड़ों में एक्यूफायर खोजे गए.

इस काम में व्हील ग्लोबल फाउंडेशन संस्था, स्थानीय प्रशासन और राज्य सरकार को जोड़ा गया. इसके बाद लोगों को वॉटर स्प्रिंग्स के प्रति जागरूक किया गया. उन्हें पानी की क्वालिटी और फ्लो के बारे में सिखाया गया. अब गांव के लोग ही इन वॉटर स्प्रिंग्स का ख्याल रखते हैं. समय-समय पर संस्था के कर्मचारी भी गांव के लोगों को पानी के बारे में समझाने के लिए भेजा जाता है. 

स्थानीय लोग भूल गए अपनी जिम्मेदारी

कॉर्ड में सीईओ नरेंद्र पॉल ने बताया कि पहाड़ी इलाकों के लोग इन नैचुरल रिसोर्स का ध्यान रखते हैं, लेकिन रोजगार आदि की वजह से इसमें कई बार लापरवाही भी होती है. वहीं, कई जगह सरकारी विभागों और प्रशासन से पर्याप्त मदद नहीं मिलती, जिसका असर वॉटर स्प्रिंग्स पर नजर आता है. अगर हम सभी ने मिलकर वॉटर स्प्रिंग्स का ख्याल नहीं रखा तो पानी की किल्लत मैदानी इलाकों में भी होगी. हम सभी को नैचुरल रिसोर्स के प्रति अपनी जिम्मेदारी समझनी होगी, तभी अगले 20 या 50 साल बाद या आने वाली पीढ़ियों को हम नैचुरल रिसोर्सेज दे पाएंगे.

अगर ऐसा नहीं होता है तो सिर्फ मैदानी इलाके ही नहीं, बल्कि पहाड़ भी सूख जाएंगे. हर कोई पानी के लिए तरसता हुआ नजर आएगा. नीति आयोग की रिपोर्ट के बाद कॉर्ड समेत कई संस्थाएं और स्थानीय कम्युनिटीज पहाड़ी इलाकों में पानी को लेकर एक्टिव हुई हैं, जिसका असर नजर आने लगा है.

फॉरेस्ट विभाग भी लगातार कर रहा काम

धर्मशाला के नरवाणा ब्लॉक फॉरेस्ट विभाग के डिप्टी रेंजर प्रकाश चंद ने बताया कि धर्मशाला एरिया में जितने भी वॉटर स्प्रिंग्स हैं, उन्हें पुनर्जीवित करने के लिए फॉरेस्ट विभाग भी लगातार काम कर रहा है. गांव के लोगों से मदद से इस काम की शुरुआत की गई. कई गांवों के लोग आज भी इन वॉटर स्प्रिंग्स की देखभाल करते हैं. नरवाणा पंचायत में भी कई वॉटर स्प्रिंग्स अब भी सही काम कर रहे हैं.
