Six agendas have been approved in this meeting chaired by Chief Minister Nitish Kumar. The meeting also focused on employment. Overall, many important agendas have been passed in the public interest. After the cabinet meeting, Chief Secretary Pratyaya Amrit gave information about this.</span></p>
<h3 style="text-align: justify;"><strong>A total of 25 sugar mills will be started in Bihar</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">In this first cabinet meeting, a big decision has been taken regarding the sugar mill. It has been decided that the closed sugar mills in Bihar will be started. Also new sugar mills will be established. 9 sugar mills are closed in Bihar. Now the government has decided to open a total of 25 (this includes closed mills) sugar mills. Its approval has been received from the cabinet. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">On the other hand, under urban development, 11 new satellite/greenfield townships will be constructed in the state for well-planned and quality urban development. Bihar will be developed as the new technology hub of Eastern India. For this, Defense Corridor, Semiconductor Manufacturing Park, Global Capability Centres, Mega Tech City and Fintech City will be established in Bihar.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">A high level committee will also be formed with the aim of making Bihar a global workplace, in which there is a plan to include the talented youth of the state and provide them opportunities at the national and international level. Apart from this, it has been decided to form another special committee to promote Artificial Intelligence.</span></p>
<h3 style="text-align: justify;"><strong>Assembly session will start from December 1</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">After the formation of the new government, the assembly session is also to continue. Bihar Assembly session will be held from 1st to 5th December. During this, all the newly elected MLAs will be sworn in. There will also be an election for the Assembly Speaker.</span></p>

<p style="text-align: justify;">Chirag said that the election mandate has also entrusted the party with big responsibilities to work towards a developed Bihar. He told journalists, &#8216;Today is the day to remember Ram Vilas Paswan ji and work to develop Bihar. This is a big day and on this day I first remember my leader and father Honorable Ram Vilas Paswan ji.</p>

<p style="text-align: justify;">Janata Dal United (JDU) chief Nitish Kumar took oath as the Chief Minister of Bihar for a record 10th time at Gandhi Maidan on Thursday. Nitish led the National Democratic Alliance (NDA) government and returned to power by winning 202 seats in the 243-member assembly. The NDA government includes 89 MLAs from BJP, 85 from JDU, 19 from Lok Janshakti Party (Ram Vilas), five from Hindustani Awam Morcha (Secular) and four from Rashtriya Lok Morcha (RLOM). A total of 27 ministers including Chief Minister Nitish took oath at the ceremony.</p>

<p style="text-align: justify;">With the swearing in of the new NDA government in Bihar, it has become clear which party has got the maximum number of ministerial posts in comparison to its seats. BJP and JD(U) are the largest parties in the NDA alliance which returned to power with 202 seats, but there seems to be an interesting balance between the two in the distribution of ministerial posts. Nitish Kumar took oath as Chief Minister for the 10th time, while BJP&#8217;s Samrat Chaudhary and Vijay Sinha became Deputy Chief Ministers.</p>
<p style="text-align: justify;"><strong>How many seats does which party have?<br /></strong>NDA has a total of 202 seats in the new assembly, in which BJP is the largest party with 89 seats. On the other hand, JDU has 85 seats. Apart from these, LJP (Ram Vilas) has 19 seats, HAM has 5 and RLM has 4 seats.</p>
<p><strong>NDA seat distribution in Bihar elections 2025<br /></strong>In the Bihar Assembly elections 2025, NDA had contested all 243 seats. In this alliance, BJP and JDU were given equal number of 101-101 seats. Apart from these, LJP (Ram Vilas) got 29 seats, HAM (HAM) got 6 seats and Rashtriya Lok Morcha (RLM) also got 6 seats. </p>
<p style="text-align: justify;"><strong>How many ministerial posts have come to JDU&#8217;s account?</strong><br />Talking about ministerial posts, JDU has got a total of nine posts including the Chief Minister. Apart from Nitish Kumar, JDU&#8217;s Vijay Kumar Chaudhary, Vijendra Yadav, Shravan Kumar, Leshi Singh, Ashok Chaudhary, Madan Sahni, Sunil Kumar and Mohammad Jama Khan have been made ministers. JDU has been given a balanced and adequate representation as per its proportion of seats.</p>
<p><strong>Most ministers from BJP quota?<br /></strong>BJP has got two Deputy Chief Ministers and apart from this, twelve more leaders have been made ministers. These include Mangal Pandey, Dilip Jaiswal, Nitin Naveen, Ramkripal Yadav, Sanjay Singh Tiger, Arun Shankar Prasad, Surendra Mehta, Narayan Prasad, Rama Nishad, Lakhendra Roshan, Shreyasi Singh and Pramod Kumar. In this way, BJP got a total of 14 ministerial posts, which is more than JDU in number, but considering BJP&#8217;s seat count (89), its minister per seat ratio is slightly less than JDU.</p>
<p><strong>Even small parties are in trouble<br /></strong>LJP (Ram Vilas) has secured two ministerial posts despite only 19 seats, which is considered a strong bargain compared to its size. Jitan Ram Manjhi&#8217;s party HAM has five seats and has got one ministerial post, which is considered a good representation for a small party. Similarly, RLM has four seats and has also got a ministerial post.</p>
<p style="text-align: justify;"><strong>Chief Ministers of many states including PM Modi were present at the swearing in.<br /></strong>Prime Minister Narendra Modi, Union Home Minister Amit Shah, BJP President JP Nadda were present in the swearing-in. Apart from this, Chandrababu Naidu of Andhra Pradesh, Rekha Gupta of Delhi, Naib Singh Saini of Haryana, Himanta Biswa Sarma of Assam and Nephew Rio of Nagaland were also present.</p>

Along with PM Modi, many top leaders and Union ministers of NDA can participate in this. Preparations are being made for the swearing-in ceremony at Gandhi Maidan in Patna. Chief Minister Nitish Kumar will submit his resignation as the head of the outgoing government to the Governor on November 19. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Bharatiya Janata Party (BJP), which has emerged as the largest party in the Bihar Assembly elections (2025), will also select the leader of the legislature party in the proposed meeting of its newly elected MLAs on Wednesday. In this regard, information has been sent by the party to all 89 newly elected MLAs and 21 Legislative Council members.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The historic Gandhi Maidan has been closed for the general public till November 20 for the swearing-in ceremony. According to Patna district administration, entry of common people has been restricted and extensive security arrangements have been made. Union Home Minister Amit Shah and Defense Minister Rajnath Singh can also be present in this ceremony.</span></p>
<h3 style="text-align: justify;"><strong>5-6 new faces from BJP-JDU can be seen in the cabinet</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">On the other hand, the efforts to get a place in the cabinet have intensified among the NDA constituents in the new government. According to sources, five to six new faces from Bharatiya Janata Party (BJP) and Janata Dal United (JD-U) are likely to be included in the cabinet. JD(U) state president Umesh Singh Kushwaha, elected from Mehnar seat, is also likely to get a place in the new team of Chief Minister Nitish Kumar. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Sources said JD(U) may retain most of its ministers, while BJP may induct some new faces. Apart from JD(U) and BJP, Union Minister Chirag Paswan&#8217;s Lok Janshakti Party (Ram Vilas), Jitan Ram Manjhi&#8217;s Hindustani Awam Morcha (HAM) and Upendra Kushwaha&#8217;s Rashtriya Lok Morcha (RLMO) will also be part of the new government. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">According to sources, LJP (Ram Vilas) is likely to get three ministerial posts, while HAM and RLMO are likely to get one ministerial post each. A maximum of 16 ministers from BJP and 14 from JD(U) can take oath along with the Chief Minister on November 20.</span></p>

<p style="text-align: justify;">The important meeting of the Nitish Sarkar cabinet concluded before the election model code of conduct in Bihar was implemented. A total of 129 proposals have been approved in the meeting of the Council of Ministers under the chairmanship of the Chief Minister. This meeting of the cabinet is considered to be the last meeting of the election.</p>
<h3 style="text-align: justify;">Dearness allowance increased from 55% to 58%</h3>
<p style="text-align: justify;">Before the election, the Nitish government gave a big gift to the personnel of the state government. Dearness allowance of government employees increased by three percent. The dearness allowance of the workers to be taken under the seventh pay scale was 55% earlier, which has been increased to 58%. It will be under influence from 1 July 2025. It has been approved in the cabinet.</p>
<p style="text-align: justify;">At the same time, for the construction of Green Field Airport in Bhagalpur, 931 tax is Rs 472 crore 72 lakh for acquiring land and a cabinet of Rs 147 crore 76 lakh 56 thousand 180 has been approved to acquire an additional 12 acres for the runway expansion of Saharsa Airport.</p>
<h3 style="text-align: justify;">Mokama will become a tourist place, cabinet approval</h3>
<p style="text-align: justify;">In order to develop cultural, religious and tourist facilities in Mokama city of Patna district, the approval has also been received in the cabinet to transfer 10 acres of 11 decimis land of the Road Construction Department to the Tourism Department for free.</p>

In the meeting, it was decided to increase the honorarium of Anganwadi servant and assistant. Now the servant will get 9000 per month and the assistant will get 4500 per month. </p>
<h3 style="text-align: justify;">Nitish Kumar took many big decisions</h3>
<p style="text-align: justify;">Apart from this, Chief Minister Nitish Kumar took a big decision in the cabinet for the approval of Rs 73 crore 66 lakh 15 thousand for this, for this, for this. Also, the increase in honorarium of Anganwadi servant and assistant, the servant will get 9000 per month and the assistant will get 4500.</p>
<p style="text-align: justify;">Earlier the honorarium of the sevika was 7000 and the honorarium of the assistant was 4000. The Social Welfare Department has received approval to spend 345 crore 19 lakh 20 thousand additional per year for this. The increased honorarium will be effective from 1 October 2025. At the same time, under the Chief Minister Kanya Vivah Mandap Yojana, an approval of 50 crore has been received in the cabinet to construct the marriage pavilion in 8053 gram panchayats of the state.</p>
<p style="text-align: justify;">Under the Revenue and Land Reforms Department, the creation of 3303 additional posts of Revenue Employees in the Regional Office was approved and the government will have an additional burden of Rs 121 crore 74 lakh 21,368 crores per year. Its approval has been found in the cabinet. The revenue and land reform department had decided to increase the number of employees for execution of quick works and the government considered it appropriate and it has been approved in the cabinet today.</p>
<h3 style="text-align: justify;">Travel allowance of state government employees will increase</h3>
<p style="text-align: justify;">At the same time, under the Chief Minister&#8217;s Rural Solar Street Light Scheme, one billion for the financial year 2025-26 for installing solar lights in many blocks of the state has been approved in the cabinet on Tuesday. The travel allowance of the government personnel of the state will be increased. Currently, approval has also been received to amend the current travel rate and the estimate of the journey.</p>
<p style="text-align: justify;">LPG gas -based crematorium will be established in six cities of the state Patna, Gaya, Chapra, Saharsa, Bhagalpur and Begusarai. Its establishment and operations have been given to Isha Foundation Coimbatore. The state government will issue land with a token amount of one rupee to Isha Foundation Coimbatore to build a crematorium in these cities. There will be 33 years of lease for this. Its approval has been received in the cabinet today.</p>
