People’s Democratic Party (PDP) leader and Jammu and Kashmir MLA Waheed Para has accused the government led by Jammu and Kashmir Chief Minister Omar Abdullah of showing no interest in resolving the reservation issue. Para says that the current reservation policy has now become a matter of survival, which is directly affecting the future of the young generation.

He further said, “Unfortunately, throughout this period, the government has shown no intention of resolving this issue, which has further increased the tension and uncertainty among our youth.”

Para’s comments come at a time when general category students are planning to resume their peaceful protest against the delay in rationalizing the quota policy.

Committee formed, but report not released

Para reminded that Chief Minister Omar Abdullah had constituted a committee on this issue and it has been a year since, but till now its report has not been made public. He says that this protest reminds the government of its responsibility to act with transparency and change the existing reservation policy.

Waheed Para said, “At least the reservation report should be made public.” He also said that there is no justification for not making public the report of the Cabinet sub-committee constituted by the Chief Minister, even if its recommendations have not yet received the approval of the Lieutenant Governor.

“Moreover, even if the elected government says that the matter is currently with the Lieutenant Governor, there is no justification for keeping the report away from public review,” Parra said.

PDP President and former Chief Minister Mehbooba Mufti has urged Jammu and Kashmir Chief Minister Omar Abdullah to raise with the Central Government the issue of alleged ill-treatment of Kashmiri students and workers across the country after the blast at the Red Fort in Delhi on November 10.

Mehbooba Mufti said that the entire people of Jammu and Kashmir cannot be punished for the crime of one person. He has appealed to Chief Minister Omar Abdullah to talk to the Prime Minister and the Home Minister on this serious issue because Kashmiris living outside the state are scared.

‘Anger over the blast is justified, but harassing innocents is wrong’

Speaking to the media after meeting the family of Bilal Ahmed, who was injured in the Red Fort blast in Kangan in Ganderbal district, Mehbooba said, “There is anger in the entire country over the blast at the Red Fort, in which innocent people were killed. But this does not mean that Kashmiris who have gone to earn their livelihood or study should be made victims of this anger.”

He said that videos and news coming on social media show that Kashmiris living outside are facing difficulties. In such a situation, it is important to ensure their safety.

‘It is worrying for the doctor to become a human bomb’

Referring to the blast accused Dr. Umar Nabi, Mehbooba Mufti described it as very worrying for the society. She said, “As a mother, I feel pained to think why an educated youth like Dr. Umar Nabi, who should have been saving people’s lives, is choosing the path of death?”

He said that the doctor has not only taken his own life and that of others, but has also put the lives of the common people of Jammu and Kashmir in trouble. Mehbooba has appealed to religious leaders like Ulemas and Mirwaiz to come forward and explain to the youth not to adopt the path of violence and suicide.

‘Suffocation due to removal of Article 370, but violence is not the solution’

Taking aim at the policies of the central government, Mehbooba said that there is an “atmosphere of fear and suffocation” in Jammu and Kashmir after the removal of Article 370 in 2019. Arrests are being made and there is pressure on people. However, he clarified that, “This suffocation does not mean that our youth should become suicide bombers. Giving up one’s life and taking the lives of others cannot be the way to fight any situation.”

Injured Bilal’s family hopes for help

Talking about Bilal Ahmed who was injured in the blast, Mehbooba said that he had gone to Delhi to earn his living and his family is very poor. He expressed hope from the administration that proper care will be taken of Bilal and his family.

In the end, the PDP chief reiterated that those involved in terrorism should be given strict punishment, but oppression of common Kashmiris in its name is not acceptable.

He further said, “Unfortunately, when we start looking at every Jammu and Kashmir person and every Kashmiri Muslim in the same light and start giving the picture that every Kashmiri Muslim is a terrorist, then it becomes very difficult to keep people on the right track.”

Not only this, CM Omar Abdullah further said, “I feel that those who are guilty of this accident should be given strict punishment, but the innocent people should be kept out of this.”

The Election Commission has announced the second phase of Special Summary Revision (SIR) on Monday (27 October). Now Jammu and Kashmir Chief Minister Omar Abdullah has given a statement regarding SIR. He has said that the Election Commission should not be hasty in doing the SIR of the voter list across the country, but should wait for the Bihar Assembly elections to be over. Accusing the ECI of being biased on delimitation and other issues after the abrogation of Article 370 and bifurcation of Jammu and Kashmir on August 5, 2019, Omar Abdullah said that the SIR will also put the image of the ECI at stake.

‘Delimitation done for one party’

The Chief Minister of Jammu and Kashmir said, “The delimitation in Jammu and Kashmir was not done for the benefit of the people but for the benefit of one political party. The way new seats were distributed and new seats were created, it directly benefited only one political party. The Election Commission should not make such a mistake.”

A day after losing one seat to the BJP in the Rajya Sabha elections, Chief Minister Omar Abdullah on Saturday (October 25) said the National Conference (NC) had tried its best to win all four Rajya Sabha seats from Jammu and Kashmir, but the final result of 3-1 shows both success and disappointment at the end of the polling.

Speaking to the media, Omar Abdullah said that there should be no doubt on the result of 3-1 because we had tried everything possible to win by 4-0, but unfortunately some people cheated us in the last stage of voting.

CM Abdullah said, “Now it is very clear who supported us and who did not, although I do not find it right to take anyone’s name here. It is really sad, but I am thankful to all those who stood with us till the end. As far as those who withdrew their support at the last moment, it is disappointing.”

‘Not a single vote was cross-voted’

However, CM Omar said with full confidence that not a single vote of the National Conference was cross-voted or spoiled and it would not be right to name those MLAs who voted against the alliance and in favor of BJP. He said that I am satisfied that not even a single vote of NC went astray.

NC won 3 out of 4 seats

This came after allegations that some of the seven MLAs either voted for the BJP or ‘deliberately’ spoiled their votes during the Rajya Sabha elections in which the National Conference won three out of four seats, while the BJP managed to win only one seat despite the support of its 28 members.

BJP’s Satpal Sharma won the fourth Rajya Sabha seat by securing 32 votes, while Congress, PDP, CPIM, Awami Ittehad Party, Aam Aadmi Party and six independent members pledged support to the 41 NC members.

NC candidate stuck on 21 votes

During counting, election officials declared 3 votes invalid, while 4 members cross-voted for BJP for the fourth seat, leaving NC’s Imran Nabi Dar stuck at 21 votes. The winning margin for the two seats in the third notification was fixed at 28.2, which means the winner needed 29 votes to cross the line. And the National Conference was promised the support of 59 votes, but this defeat has not yet answered many questions.

86 MLAs from Jammu and Kashmir exercised their franchise on Friday (October 24) in the elections for four Rajya Sabha seats. While one vote was cast through postal ballot. Now all eyes are on the counting of votes to be held at 5 pm today. The grand alliance of National Conference, Congress, PDP, CPIM, AAP, AIP and five independent MLAs is all set to achieve a massive victory in the elections and prevent BJP from winning the only seat which it was expected to win easily.

According to available information, 86 MLAs voted in the Rajya Sabha elections. While People’s Conference President and Handwara MLA Sajjad Lone did not participate in the voting. Two seats are vacant due to the resignation of Omar Abdullah from Budgam and the death of Devinder Rana from Nagrota seat.

Sources have confirmed that the postal ballot of AAP MLA Mehraj Malik, who is in custody, has also reached the returning officer. He will be included in the counting of votes. The returning officer said, “Polling has ended. But voting will formally close at 4:00 pm.”

With the support of National Conference from Congress, People’s Democratic Party, CPI(M) and independent MLAs, the number of MLAs has increased to 58. These numbers are enough to win all four seats.

Given the claims of the ruling coalition MLAs and independent MLAs, especially Sheikh Khurshid and Shabbir Kuli, the chances of BJP winning even a single seat seem slim. The alliance has 29 votes each for the third and fourth seats, while BJP has 28 votes for its candidate.

However, the BJP can win the seat only if MLAs from the alliance factions – National Conference, Congress, PDP or Independents – cross-vote. The People’s Conference’s decision to stay away from the election was primarily motivated by a desire to avoid the blame of any cross-voting and to distance itself from both the NC and the BJP.

Voting is being held on Friday (October 24) for four Rajya Sabha seats in Jammu and Kashmir. National Conference (NC) is hopeful of a clean sweep with the support of 57 members including Congress, PDP, CPI and independents. At the same time, BJP with 28 members is hoping to win the fourth seat.

Let us tell you that the votes of Sheikh Khurshid of All India Anna Dravida Munnetra Kazhagam (AIP) and jailed MLA Mehraj Malik of Aam Aadmi Party will decide the fourth seat, because both National Conference and BJP have 28-28 members.

Alliance of National Conference and Congress
The alliance of National Conference and Congress has majority in the Jammu and Kashmir Assembly, hence two seats are being considered safe for the alliance. A third notification was issued for the remaining two seats. According to the mathematics of the Assembly, it is certain that one of the two members from NC will be elected, but there is competition between BJP and NC for the other one.

Let us tell you that the Election Commission had issued 3 separate notifications for the selection of these four members. This means that each MLA will vote three times to elect Rajya Sabha member. One member will be elected as per the first notification. Another member will be elected under the second notification. There are 2 seats vacant in the 90-seat assembly of Jammu and Kashmir and the process of by-election is going on here. The NC-Congress alliance, which is in power in the state, has the support of 53 MLAs in the House. Of these, there are 41 MLAs from NC, 6 from Congress and one from CPI(M).
