<p style="text-align: justify;"><strong>Pakistan Foreign Loan Rises:</strong> Neighboring country Pakistan may have somehow escaped from the brink of bankruptcy two years ago, but its economic condition still remains extremely critical. Dependent on the help and loans of international organizations, Pakistan is continuously taking foreign loans to manage its economy and meet the basic needs of the people. The situation is so serious that despite the special relief package received from the International Monetary Fund (IMF), if it does not get new loans from time to time, a famine-like situation may arise in the country. This has been revealed in the report of Pakistan&#8217;s leading newspaper &#8216;Dawn&#8217; itself.</p>
<p><strong>Pakistan&#8217;s increasing debt</strong></p>
<p style="text-align: justify;">According to the report, between the first five months of the current financial year i.e. July to November 2025, there has been an increase of about 14 percent in the loans and grants taken by Pakistan from foreign countries and this amount has increased to $ 3.032 billion, whereas in the same period last year it was $ 2.667 billion. During this period, there was a sharp increase of 46.2 percent in foreign debt and it reached 2.521 billion dollars, while there was a huge decline of 43 percent in grants and it came down to just 54 million dollars.</p>
<p style="text-align: justify;">In the month of November alone, Pakistan took a foreign loan of $ 511 million, which was more than the $ 471 million taken in October, although it was about 46 percent less as compared to November 2024. It is noteworthy that earlier this month, IMF had approved additional assistance of 1.2 billion dollars to Pakistan, but this amount has not been included in the current debt figures.</p>
<p><strong>No relief even from IMF package</strong></p>
<p style="text-align: justify;">The Government of Pakistan has set a target of raising a total of $19.9 billion in foreign funds in this financial year, which is slightly less than last year&#8217;s $19.4 billion. After receiving the new installment of $1.2 billion from the IMF, the total amount Pakistan will receive from this international organization will increase to $3.3 billion.</p>
<p style="text-align: justify;">However, along with the relief, the IMF has also increased the pressure on Pakistan and asked it to accept 11 new conditions in exchange for monetary support, taking the total number of conditions imposed in the period of 18 months to more than 64. These conditions include important issues like curbing corruption, tax reforms, transformation of power and energy sector, administrative reforms and better governance, which show that the path to improving Pakistan&#8217;s economic health still remains very difficult and uncertain.</p>
<p style="text-align: justify;"><strong>Dependence on foreign loans</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The latest financial assistance received by Pakistan from the IMF has come at a time when its economy is becoming completely dependent on foreign loans and international aid. Even though Pakistan may have technically been saved from bankruptcy in the year 2023, even after that no concrete improvement has been seen in the situation. Increasing current account deficit, weak foreign exchange reserves, high inflation and continuously falling value of rupee have further weakened the economic foundation of the country. </span>The situation is that today Pakistan has become one of the most indebted countries in the world after Argentina and Ukraine.</p>
<p style="text-align: justify;"><span style="font-weight: 400;">  The growing gap between the government&#8217;s income and expenditure, weak tax collection system and persistent deficit in the energy sector are deepening its financial troubles. The loan from the IMF provides short-term relief, but the strict conditions imposed in return increase the burden on the general public, which include subsidy cuts, tax increases and inflation. In such a situation, experts believe that if Pakistan does not work seriously on structural reforms and does not make a strategy to get out of the debt-based economy, then its economic situation may become more fragile in the coming years.</span></p>

Meanwhile, the International Monetary Fund (IMF) in its latest assessment has once again presented the real situation of Pakistan before the world.</span></p>

<p style="text-align: justify;"><span style="font-weight: 400;">According to the IMF, Pakistan may have achieved short-term stability, but its economy is still badly affected by serious factors such as heavy debt pressure, weak investment climate and sluggish employment growth. This report came out when IMF announced to release a new installment of about 1.2 billion dollars to Pakistan. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The IMF estimates that Pakistan&#8217;s economic growth could reach 3.2 percent in 2025-26, which is slightly better than 2.6 percent in the previous fiscal year, but this growth is almost equal to the population growth rate of Pakistan&#8217;s population of more than 240 million — about 2.55 percent.</span></p>
<p style="text-align: justify;"><strong>slow pace of per capita income</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">In such a situation, the pace of economic improvement on the basis of per capita income appears to be very slow. At present, Pakistan&#8217;s per capita income is around $1,677, which shows a situation of economic stagnation rather than stability. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">At the same time, the severe inflation of 23.4 percent in 2023-24 has definitely come down to 4.5 percent in 2024-25, but IMF estimates that it may increase to 6.3 percent in 2025-26. Rapid population growth, limited resources and political instability are deepening Pakistan&#8217;s economic challenges, making the country&#8217;s financial revival look extremely difficult.</span>  </p>

He said that Pakistani Army spokesperson is saying that from November 4 to November 28, 4,910 operations were conducted against terrorism. He said, &#8216;I was telling repeatedly that I was not able to count these operations. I thought this figure would be in hundreds, yet I was not able to count them. Now the Army spokesperson says that 4,910 operations were conducted i.e. hundreds of operations were being conducted in a day. These are the circumstances.</p>

<p style="text-align: justify;">Pakistan&#8217;s efforts to manage its economy have suffered a major setback. The International Monetary Fund (IMF) has raised serious questions on the functioning, transparency and structure of Pakistan&#8217;s Special Investment Facilitation Council (SIFC). This council was formed under the leadership of Army Chief Field Marshal Asim Munir, so that foreign investment could be brought into the country, but according to the IMF, it has not yet been able to achieve its goals.</p>
<p style="text-align: justify;"><strong>IMF&#8217;s displeasure<br /></strong>The IMF has demanded from the Pakistan government that the annual report of SIFC should be made public, in which it should be clearly stated how many investments it brought and on which projects work was done. IMF says that this institution is working without any constitutional status and is not capable of taking responsibility for its decisions.</p>
<p style="text-align: justify;"><strong>SIFC failed on foreign investment<br /></strong>Even after three years, SIFC has failed to bring any major foreign investment. Many foreign companies have closed their businesses from Pakistan, which include big companies like Pfizer, Procter &#038; Gamble, Shell, Telenor, Careem, Sanofi-Aventis, and Eli Lilly.</p>
<p style="text-align: justify;"> <strong>Concern over increasing military interference<br /></strong>The role of the army in SIFC is quite prominent. IMF and economic analysts have expressed concern about this. He says that if wrong economic decisions are taken then no organization will take responsibility for it.</p>
<p style="text-align: justify;"><strong>economic condition of pakistan<br /></strong>After the departure of Imran Khan government, Pakistan&#8217;s economy is continuously becoming weak. Inflation is increasing in the country, foreign exchange reserves are decreasing and the rupee is continuously weakening.</p>
<p style="text-align: justify;"><strong>SIFC official himself admitted shortcomings<br /></strong>Council&#8217;s National Coordinator Lieutenant General Sarfaraz Ahmed has also admitted that policies like heavy taxes and super taxes are hindering economic development. He said that Pakistan will have to improve its economic model and investment policies.</p>
<p style="text-align: justify;"><strong>Now what next?<br /></strong>SIFC was created to bring foreign investment so that there is speed and transparency in decisions, but now after the displeasure of IMF, there is pressure on the Pakistan government to make major reforms in this institution or change it completely.</p>

<p style="text-align: justify;"><strong>India-pakistan:</strong> India and Pakistan may be the neighboring countries of each other, but there is a difference of ground and sky between the conditions of both. A new data of the World Bank has revealed that in the last ten years where poverty in India has decreased on a large scale. At the same time, Pakistan is surrounded by economic troubles. </p>
<p style="text-align: justify;">NDTV, quoting the World Bank&#8217;s data, said in its report, where India&#8217;s development model focused on growth and poverty removal, while Pakistan drowned in increasing debt due to financial mismanagement. Financing of terrorism related activities also continued to grow here. </p>
<h3 style="text-align: justify;">Increasing poverty in Pakistan  </h3>
<p style="text-align: justify;">The World Bank has recently placed the global poverty line between $ 2.15 to $ 3 per person to find out economic conditions and inflation. India&#8217;s speed towards development on this high benchmark was also worth seeing.</p>
<p style="text-align: justify;">According to the World Bank&#8217;s Poverty and Shared Prosperity report, excessive poverty in India has come down from 27.1 percent to 2022 in 2012 to only 5.3. The number of people living in excessive poverty in the country has come down from 344.47 lakh to 75.24 lakh in 2022-23 in 2011-12. That is, there has been a decrease of 269 lakhs, which is more than the entire population of Pakistan. </p>
<h3 style="text-align: justify;">Pakistan&#8217;s economy on debt dependent</h3>
<p style="text-align: justify;">In contrast, the ratio of its population in excessive poverty between 2017 and 2021 in Pakistan increased from 4.9 percent to 16.5 percent. The comprehensive poverty rate on the basis of income of $ 4.2 per day increased from 39.8 percent to more than 44.7 % in 2021.</p>
<p style="text-align: justify;">Pakistan&#8217;s economy is very much dependent on the assistance from other countries and loans of foreign banks. Pakistan has taken a $ 25 bailout package of $ 44.57 billion from IMF. Apart from this, a loan of $ 38.8 billion has been taken from the World Bank, Asian Development Bank and Islamic Development Bank. </p>
<p style="text-align: justify;">Along with this, Pakistan has also taken more than $ 25 billion loans from China. It also has $ 7.8 billion $ Eurobond and Sukuk borrowings. Pakistan has also got financial assistance from countries like Saudi Arabia, UAE and members of Paris Club.</p>
<h3 style="text-align: justify;">The army is the doer of politics and economy</h3>
<p style="text-align: justify;">Speaking to NDTV, Ajay Bisaria, who was India&#8217;s high commissioner in Pakistan, said, &#8220;The world cannot solve the problem of Pakistan until the problem of being present in a large number of Pakistani army in politics and economy. Resource allotment work in Pakistan is in the hands of the army, so the funds to be sent are misused by the army and in the construction of terrorist system. All donors should be aware of data which shows that only Pakistan&#8217;s army is flourishing with the bailout package.  </p>
