Pakistan Army Chief Field Marshal Asim Munir has prepared a new ‘defense doctrine’ for the security of the Muslim world. Under this doctrine, Pakistan is increasing aggressive defense and strategic partnerships with Muslim countries. This includes big arms deals, sale of fighter aircraft and missiles. India’s defense and intelligence sources have described it as a new principle of ‘defense diplomacy’.

Pakistan’s nuclear umbrella will provide security

According to sources, due to increasing instability in the world, many Muslim countries are looking for security under the nuclear umbrella of Pakistan. Pakistan is the only Islamic country in the world with nuclear weapons. However, so far no deal has been made to transfer or share nuclear weapons with any country. But Pakistan is giving strategic assurance to those countries which are under threat from Israel or any other country.

Pakistan wants to become protector of Muslim countries

Indian security sources say that the Saudi-Pakistan agreement may change the balance of power in the Middle East. Asim Munir is taking this strategy forward rapidly. Pakistan is trying to make itself the ‘protector’ of Muslim countries.

Pakistan gets defense export orders worth $8 billion

Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar has said that about 8 Muslim countries have explored the possibility of defense partnership with Islamabad. These countries want to buy arms and military cooperation. Pakistan has secured defense export orders worth $8 billion in the current financial year 2025-26 and aims to sell arms up to $20 billion in the next 3-5 years.

What big deals is Pakistan making with which countries?

Pakistan has signed a strategic military agreement with Saudi Arabia. The deal for the potential JF-17 Thunder fighter plane could be worth $3.7 billion. Saudi Arabia is relying on Pakistan due to regional instability (Yemen, Israel-Palestine, Libya, Sudan etc.) and tensions with UAE. Saudi can call Pakistani army to fight at any time at its behest. Other than this-

Azerbaijan: A deal for 40 JF-17 aircraft worth $4.6 billion has been finalized, which is currently in the delivery stage.

Libya: Arms deals worth $1.25-1.4 billion through UAE banking channels.

Sudan: Arms deal worth $1.1 billion.

Bangladesh: Defense agreement worth about $1 billion, which may include JF-17 and other weapons.

Turkey also wants to join the Saudi-Pakistan agreement. Apart from this, Jordan and Egypt are also showing interest in Pakistani weapons. With these deals, Pakistan is trying to create a NATO-like structure among Muslim countries.

Highlights of JF-17 defense deal

JF-17 Thunder fighter aircraft is a joint project of Pakistan and China. It is a light, multi-role fighter jet, which is cheap and easily available. JF-17 is the main attraction in many deals. Missiles, drones, helicopters and air defense systems are also part of these deals.

Since Operation Sindoor, Pakistan has been busy begging for money from different countries. Meanwhile, Saudi Arabia has come forward to fill the coffers of Shehbaz Sharif, which will bring a lot of money to Pakistan’s treasury. A secret defense deal between Saudi and Pakistan has been revealed. Under this deal, Pakistan will deploy 25,000 of its soldiers in Saudi Arabia and in return Saudi will invest 10 billion dollars in Pakistan.

Defense deal between Saudi and Pakistan

Last month, Israel carried out an airstrike in Doha, the capital of Qatar, after which there was a sensation in the Arab countries. Just after the attack, Pakistan PM Shahbaz Sharif and Army Chief Asim Munir suddenly visited Saudi Arabia. During this time, Crown Prince Mohammed bin Salman and Shahbaz Sharif had signed a defense deal.

Pakistan will deploy its army in Saudi Arabia

According to the report of CNN News 18, Pakistani troops will be deployed to protect Saudi Arabia from any attack. It has also been mentioned in this defense agreement that the Government of Saudi Arabia will help in reducing Pakistan’s ongoing tension with India and Afghanistan.

Under this deal, Pakistani Army will deploy its 4 brigades in Saudi Arabia. Apart from this, 2 squadrons of Pakistani Air Force (PAF) and 2 Naval Fleet will also be deployed here. Pakistan is planning to create an advanced air defense system and rocket force command in collaboration with Saudi Arabia.

Pakistan will also provide military equipment, ammunition, mortars, tanks and short-range missiles to Saudi. Initially, Pakistan will deploy 25,000 soldiers in different military bases and cities of Saudi Arabia. Each soldier will be given 6,000 Saudi Riyal (about 1600 US dollars) per month.

Armies of both countries will train together

A Pakistani Army brigade consists of 8 units and each unit has 850 soldiers. These 4 brigades will include armoured, artillery, infantry and rocket force units. Pakistan will appoint one three-star Lieutenant General, two Major Generals and eight Brigadiers to command operations in Saudi Arabia. Air Force and Navy officials will contact their Saudi counterparts and conduct joint operations and training.

Will Saudi buy fifth generation fighter jet?

Saudi Arabia has signed a defense deal with Pakistan so that Chinese military equipment can be purchased to deal with any threat. Saudi Arabia wants to buy JF-17 and J-10 from Pakistan. To counter any possible threat from Israel, Saudi Arabia is also discussing with China the purchase of fifth generation fighter jets.

Saudi Arabia’s investment of $10 billion in Pakistan will be in the fields of infrastructure, mining, energy and security. Additionally, Saudi Arabia will increase its bilateral trade with Pakistan from US$5 billion to US$15 billion annually across all sectors.

Pakistan’s Defense Minister Khwaja Asif has said that the possibility of other Arab countries to be involved in the mutual defense agreement between his country and Saudi Arabia cannot be ruled out. He said that doors are not closed for such developments.

Pakistan and Saudi Arabia have signed a ‘strategic mutual defense’ agreement on Wednesday (September 17, 2025), according to which any attack on any of them will be considered as ‘attack against both’. According to a joint statement, the agreement was signed by Pakistan Prime Minister Shahbaz Sharif and Saudi Arabia’s crown prince Mohammed bin Salman during a one -day visit to the Gulf of the Pakistani leader on Wednesday.

What did Khwaja Asif say when other Arab countries joined?

The agreement has been reached a few days after the Israeli attack on Hamas leadership in Qatar, which is a major ally of America in the Gulf region. Defense Minister Khwaja Asif and said on a question on the possibility of Arab countries becoming a part of this agreement, “I cannot answer it right now, but I will definitely say that the doors are not closed.”

In an interview to ‘Jio News’, on Tuesday (September 16, 2025), Asif said that he has always advocated an agreement like NATO, as there has been more danger situation for Pakistan. He said, ‘I believe that the countries and people, especially the Muslim population, have a fundamental right to protect their territory and nations together.’

Khwaja Asif said about the rules of the agreement?

He said that there is no such section in this agreement that prevents any other nation from joining or stops Pakistan from making a similar agreement with someone else. He was asked whether Pakistan’s nuclear property would also be available under this agreement, to which Asif said, “The abilities we have will definitely be available under this agreement.”

He said that Pakistan has always provided its nuclear facilities for inspection and never violated. Asked if the other country will be involved in its defense when an attack on one country is attacked, the Defense Minister said, “Yes, of course there is no doubt.”

Pakistan trains Saudi forces

Asif said that this is not an ‘aggressive agreement’, but a defensive system like NATO. He said that Pakistan has been training Saudi forces for a long time and recent developments are only a formal expansion. He said, “If there is an attack, whether it is on Saudi Arabia or Pakistan, we will jointly compete with it.”

Asif said that Pakistan’s big military and air force contingent have been present in Saudi Arabia for decades. He said, ‘I believe that the relationship that (pre -existing) is now further defined and that understanding has been given the form of a defense agreement.’

India committed to ensure broad national security

Reacting to the agreement, India, Foreign Ministry spokesman Randhir Jaiswal has said that India will study the effects of this agreement on its national security as well as regional and global stability. Jaiswal said that India is committed to protecting its national interests and ensuring widespread national security in all fields.

When Asif was asked whether America was taken into confidence in this matter, he said that he feels that there is no role or justification of any third party. He said, “This agreement will not be a part of any dominance system, but a defensive system.”

Pakistan’s duty to protect Islamic sites

Asif also said that we have no plans to capture or attack anyone’s land, but we cannot be deprived of our fundamental right and we used it yesterday. Protecting holy Islamic sites in Saudi Arabia is an ultimate duty of Pakistan.

On the question of terrorist attacks on security forces, Asif reiterated Pakistan’s claim that Afghan land is being used to spread terrorism in the country. He said, ‘We were entangled in two wars in Afghanistan. On both occasions, America left the region and we are still suffering its consequences, whether it is Taliban, TTP (Tehreek-e-Taliban Pakistan), BLA (Balochistan Liberation Army) or someone else.

Enemy country told Afghanistan

Describing Afghanistan as’ enemy country ‘, Asif said,’ I am completely clear that the Kabul government is not innocent in it. Through these people, they are blackmailing us. When he was asked whether the Arab countries would respond to the aggression of Afghanistan, Asif said that he would not have any objection to it.

Saudi Crown Prince Mohammed bin Salman and Pakistani Prime Minister Shahbaz Sharif signed a historic defense agreement on Wednesday (17 September 2025), named Strategic Mutual Defense Agreement. The main condition of this agreement is that if one of the Saudi Arabia or Pakistan is attacked, it will be considered an attack on both countries. That is, both countries will protect each other under shared security.

On the matter, American expert Michael Kulegmen said that it is not just a defense agreement but a strategic message. Pakistan now stands with three big colleagues like China, Turki and Saudi Arabia. However, it is difficult to say that it will stop India from attacking Pakistan. At the same time, West Asia affairs expert Jahak Tanveer says that Pak -Sudi Defense Agreements are not new, even before. In the past, these agreements have been mostly focused on Saudi security, but not on Pakistan. Pakistan’s army has been called the army of fare of Saudi interests many times. However, the possibility of direct military cooperation against India is extremely low.

Historical relations of Pakistan-Saudi Arabia
Pakistan-Saudi Arabia’s relationship is quite old. During the year 1980-88, Pakistan assured Saudi security in the Iran-Iraq War. In 2014-15, Saudi formed an Islamic military alliance, in which the leadership was handed over to former Pakistan Army Chief General Raheel Sharif. Saudi provided financial and diplomatic assistance to Pakistan in the Indo -Pak wars (1965, 1971, Kargil 1999), but did not send the army directly to the Indian front.

Impact on India -Saudi relations
Saudi Arabia never supported terrorism against India. India and Saudi have strong strategic and economic relations (Energy Business, Overseas Indian, Investment). The Saudi official has clearly stated that relations with India will remain strong and contribution to regional peace will continue. India’s Foreign Ministry said, “We are monitoring this agreement and will look at it in terms of global and regional security.”
