Adopting a tough stance on terrorism, India gave two major blows to Pakistan in recent years. On one hand, action was taken against terrorist hideouts through Operation Sindoor and on the other hand, a decision was taken to postpone the Indus Water Treaty. Since then, anxiety regarding water is increasing in Pakistan.

Due to reduction in the water flow of rivers flowing from India, water crisis has started deepening in many areas of Pakistan. The situation is such that Pakistan is repeatedly trying to raise this issue on international forums. The interesting thing is that the country which does not take any concrete steps on terrorism, is now seen crying out for morality and law. This is the third time on New Year that Pakistan has tried to threaten India. Before this, Asim Munir and Shahbaz Sharif had given anti-India statements twice in the last 4 days.

Pakistan claims there is no basis to suspend the treaty

Pakistan’s Commissioner for Indus Waters, Syed Muhammad Mehar Ali Shah, while giving a statement on January 4, said that India’s claim of suspending the Indus Waters Treaty is not valid under international law. According to him, this treaty is fully in force and it cannot be stopped like this.

India’s tough decision after Pahalgam attack

After the terrorist attack on tourists in Pahalgam, Kashmir in April 2025, India had decided to postpone the Indus Water Treaty. In response, Pakistan called it a war-like action, but India clearly said that blood and water cannot flow together.

Pakistan’s anxiety increased due to Dulhasti project

India has recently approved the 260 MW Dulhasti Phase-II Hydroelectric Project located on the Chenab River. Pakistan is further upset by this decision, because it fears that this will affect its share of water.

Pakistan is citing international law

Speaking in Pakistani channel Geo News’ program Jirga, Syed Mehar Ali Shah said, ‘There is no word like moratorium in international treaty law. According to him, India knows that it can neither abolish nor suspend the treaty, hence such words are being used.

India’s clear message

India has already made it clear that unless Pakistan takes concrete action on terrorism, normality in relations is not possible. Even on the issue of water, India’s stand is clear that national security and the lives of citizens cannot be compromised.

India has strictly rejected Pakistan’s objections for suspending Indus Water Treaty after the Pahalgam terror attack on 22 April. In the Geneva session of the United Nations Human Rights Council (UNHRC), Indian diplomat Anupama Singh said that permanent cooperation rests on trust, not terrorism.

India’s clear message on treaty

Anupama Singh said that the Indus Water Treaty signed in 1960 was done in a sense of goodwill and friendship, but today is completely different. He said, “The world of 1960 is not the world today. Pakistan sponsored terrorism is constantly hollowing out the basic spirit of this treaty.”

Direct attack on Pakistan

The Indian representative accused Pakistan that he tries to give political color to the council’s proceedings repeatedly, while his own record is filled with violation of the principles of the treaty. He said, “The country which continuously and deliberately violates the basic spirit of the treaty, has no right to accuse others.”

Pakistan is struggling with water crisis

India suspended the treaty on 23 April, when Pakistan-backed militants killed 25 tourists and a local pony operator in the Besaran Valley of Pahalgam in Jammu and Kashmir. After this move of India, a serious water crisis has arisen in Pakistan. According to reports, both the major reservoirs of Pakistan have reached dead storage level and there has been a huge decline in agricultural production.

The treaty was done by World Bank mediation

The Indus Water Treaty, which took place in the World Bank’s mediation in 1960, has been considered a symbol of cooperation in Indo-Pak relations. Under this treaty, India was given control of Eastern rivers, Ravi, Beas and Sutlej, while Pakistan got the rights of Western rivers- Indus, Jhelum and Chenab.

PM Modi’s blunt statement

Let me tell you that after the Pahalgam attack, Prime Minister Narendra Modi said in the name of the nation in May, “Water and blood cannot flow together.”

Indus water treatment: The impact of India suspending the Indus Water Agreement is clearly visible on Pakistan. The water crisis in Rawalpindi and Islamabad is getting deeper. The water level in Khanpur Dam is decreasing rapidly. Officials say that at present, the remaining water in the dam will be able to fulfill only 35 days of needs.

If it does not rain in 15 days, the situation will be serious

According to the report of Don News, the officials said that if there is no rain in the next 10 to 15 days, then the situation can become even more serious. Rocks and mounds are visible in many parts of the reservoir. According to a report by News18, an official of the Water and Power Development Authority (WAPDA) said that the water level of the dam was recorded at 1,935 feet (AMSL) on Tuesday (May 7), which is just 25 feet above the dead level of 1,910 feet. He said that due to low rainfall and drought in the area, natural waterfalls of the catchment area have also dried up.

Currently, the Capital Development Authority (CDA) is being supplied 90 cusecs of water per day, while the University of Engineering and Technology (UET) Taxila and other small consumers are getting 6.18 cusecs of water.

And the water level of the dam may fall

According to another report by Dawn, the Water and Saints Agency (WASA) plans to start water rationing from the second week of May. If there is no rain soon, the water level of the dam may fall further, which can have a serious impact on the supply of drinking water in Rawalpindi and Islamabad. This dam is located about 40 km from Islamabad and 15 km from Haripur.

PM Modi made a big statement

Addressing the ‘India at 2047’ summit of ABP Network on 6 May (Tuesday), PM Modi said that earlier the water of India’s rights was also going out. Now India’s water will be in favor of India. Will stop in India’s rights and will be useful for India. The Prime Minister said that now when people see the country, they can proudly say that results can be found in democracy.

Indus water treatment: After Pakistan’s audacious steps in Pahalgam, Kashmir, the kind of tough action India took out the air of neighboring country and forced it to come on his knees. India has postponed the Indus Water Treaty with Pakistan. This treaty is an important water-sharing agreement implemented from the year 1960. Even during the three wars fought between India and Pakistan, this treaty was not brake. In such a situation, this move of the Government of India has forced the neighboring country to think and it is getting out.

A day after the attack on tourists in Pahalgam, Foreign Secretary Vikram Misri announced this tough decision on Wednesday. The Government of India has said that this Indus Water Agreement will continue till Pakistan ends its support for terrorism across the border. The decision against Pakistan has been taken by India’s Top Security Body CCS (Cabinet Committee on Security) after preliminary inquiry. In the investigation, connections of groups at the border of the attackers were found.

What is Indus Water Agreement?

This is the first time India has officially stopped the Indus Water Treaty despite many years of political tension and conflict between the two countries. In such a situation, the question arises that what is this Indus water will be used? In fact, the Indus Water Treaty was signed after years of talks between India and Pakistan in 1960 and the World Bank served as an intermediary.

The treaty divides six rivers of the Indus basin between the two countries- Eastern Rivers: Ravi, Beas and Sutlej were given to India while Western rivers: Indus, Jhelum and Chenab were given to Pakistan. India is allowed to use Western rivers for non-consumption objectives such as irrigation and hydroelectric, but it is not allowed to storage or bend a large amount of water from them.

Under this agreement, India gets about 20 percent of the total water in the system – ie about 33 million acres of acre (MAF), or 41 billion cubic meters (BCM), while Pakistan gets about 80%, which is about 135 MAF or 99 BCM.

What will be the effect on Pakistan?

The neighboring country Pakistan is already facing water crisis. In such a situation, there is very little water storage in the country, with two main dams- Mangala and Turbella, only about 14.4 MAF has the capacity to deposit. This is only 10 percent of the annual water part of Pakistan under the treaty. The Indus Water Samajat plays an important role in Pakistan’s economy. About 80% of its agricultural land, or 16 million hectares, is irrigated by the Indus system. 93% of water from these rivers is used for cultivation including wheat, rice, sugarcane and cotton. It mainly contributes about 25% to Pakistan’s GDP through agriculture.

In such a situation, Pakistan is already one of the most water-stunned countries in the world. The average amount of available water per capita there is decreasing rapidly. In such a situation, if any sudden or large cut in the flow of water will spoil the situation. Experts believe that serious consequences of brakes on the Indus Water Agreement can be revealed.

This may cause a steep fall in food production in Pakistan, affecting prices and availability. Power cuts may increase, especially in rural areas, there may be a shortage of drinking water in cities, which will increase pressure on urban systems. In addition, unemployment may increase, especially between farmers and daily wage workers. Migration from rural areas may increase in cities, which will put congestion and more pressure on resources.

Pahalgam terror attack: In a meeting of Cabinet Committee on Security (CCS) held on Wednesday (23 April 2025) under the chairmanship of Prime Minister Narendra Modi, India has decided to stop the Indus Water Agreement. BJP MP Nishikant Dubey has reacted to this decision of the central government. He has compared this agreement made by Pandit Nehru to feed the snake. BJP MP Nishikant Dubey wrote on X that Nehru ji, the protagonist of the agreement to feed the snake, was who shed the blood of Hindustani by drinking our water of Indus, Ravi, Vyas, Chenab, Sutlej, but today PM Modi has stopped the water. Pakistani will die without water. This is 56 inch chest hookah, grain water will turn off all. We are Sanatani BJP workers. Will suffer to suffer.

Foreign Secretary Vikram Misri said that India has decided to stop the Indus Water Agreement at the moment. This step has been taken in view of increasing tension in India-Pakistan relations. Along with this, the government has also decided to cancel all visa exemption issued to Pakistani citizens under SAARC. Apart from this, the process of closing the Pakistani Embassy in India is being started. The central government has directed Pakistani diplomats to leave India within 48 hours. Along with this decision, the attic border checkpost will also be closed, which will also eliminate ground connectivity between India and Pakistan. All these decisions have been taken keeping in mind India’s national security and internal stability.

Order to leave the country for Pakistani officials
Defense, Navy and Air Force advisors of the Pakistani High Commission in New Delhi have been declared ‘unwanted person’. They have to leave India within a week. Similarly, India will also call back its military advisors and five assistant employees located in Islamabad. The total number of employees of the two countries will be reduced from 55 to 30, which will be effective by 1 May.

PM Modi gave a tough message
Earlier, PM Modi posted on the social media platform X and said that those who have done this attack will get punishment. He posted that I strongly condemn the terrorist attack in Pahalgam in Jammu and Kashmir. My condolences to those who have lost their loved ones. I pray that the injured should recover as soon as possible. Every possible help is being provided to the affected people in the attack. Those behind this heinous act, they will be brought to the dock of justice. They will not be spared. Their nefarious agenda will never succeed. Our resolve to fight terrorism is firm and it will be stronger.
