Pakistan, which is struggling with economic crisis, terrorism and falling credibility at the global level, is running a large-scale lobbying operation in America to improve its image and save its strategic interests. ABP News has got hold of a confidential document of the Government of Pakistan.

What’s in the document?

It has been told in this document that on May 1, an agreement of Rs 11 crore has been signed between the US Embassy of Pakistan and the American lobbying firm (Irwin Graves Strategy Group LLC) in Washington DC, under which this American lobbying firm will do active lobbying in the White House, US Congress, American media and American think tank for the benefit of Pakistan.

ABP News has an exclusive copy of this 9-page agreement, under which the American lobbying firm will favor Pakistan to those MPs and staff of the US Congress who are included in the committees related to foreign policy, defence, national security, trade and funding. Besides, the firm has also been given the responsibility to organize meetings, briefings and strategic discussions in favor of Pakistan with American lawmakers, White House, senior officials of the Foreign Ministry, Defense Ministry and Trade Ministry.

The CEO of Irwin Graves Strategy Group is former American MP Tom Graves, who belongs to the Republican Party in power in America. Also, Tom Graves has been an MP of the US Congress from 2010 to 2020. The agreement was signed by Tom Graves, CEO of lobby group Irwin Graves Strategy Group, and Pakistan’s Ambassador to the US, Rizwan Sheikh Saeed. It has been decided in the agreement that the American lobbying company named Irwin Graves Strategy Group will work to increase Pakistan’s reach not only in Congress but also within the White House and the US administration.

What was written in the agreement?

It is written in the agreement that the firm will increase high-level contacts for Pakistan with the American Executive Branch Agency i.e. departments and institutions under the Presidential Administration. Which includes the US State Department, Defense Ministry, Finance Ministry, Energy Ministry, Trade Ministry, EXIM Bank and US International Development Finance Cooperation. Due to which Pakistan’s direct interference in these institutions of America can increase.

Firm will lobby for Pakistan

According to the agreement, this lobbying firm for Pakistan will work to strengthen the ‘Congressional Pakistan Caucus’ and add more MPs to it, as well as arrange high-level meetings of the Pakistan Ambassador with senior US officials and parliamentarians, which will include receptions, roundtables, networking events and closed-door policy discussions.

Under the agreement, the lobby firm will prepare for the visits of American parliamentarians and their staff to Pakistan and through these visits, Pakistan will work on the ‘ground narrative’ for the American parliamentarians, that is, it will show them the image of Pakistan that Pakistan wants. Also, to prepare the American parliamentarians for the visit to Pakistan, Irwin Graves Strategy Group will give briefings to the parliamentarians of the US Congress and will handle the coordination of the visit.

Objective: To reach out to influential groups

According to the document, Pakistan also wants to reach out to influential groups like Congressional Black Caucus, Congressional Hispanic Caucus and Congressional Asian Pacific American Caucus, so that it can create a pro-Pakistan network in various influential blocks of American politics and the responsibility of this work will also be handled by this firm.

Pakistan knows that its image across the world is that of a country that nurtures and exports terrorism, hence according to the agreement with the lobby firm, this lobby firm will also work for media management and narrative creation for Pakistan. In which efforts will be made to create a positive image of Pakistan through American media platforms, editorial boards and policy publications and articles will be published in favor of Pakistan, public commentary will be conducted and debates will be influenced.

This firm will also recruit former government officials, think tanks, academicians and policy analysts who influence American policy in favor of Pakistan, so that the American government should make policies in favor of Pakistan. Pakistan, which has been protecting terrorist organizations and running terrorist networks for decades, has given the task to the firm as per the agreement that the lobby firm should present Pakistan in the US as a ‘reliable partner’ in the field of ‘regional stability’, ‘counter terrorism’ and ‘democratic engagement’ and the alleged terrorist threats emanating from Afghanistan against Pakistan should be raised prominently in front of the American policy makers so that Pakistan’s position can be strengthened.

Responsibility for cooperation in defense-security

In the document, responsibility has also been given to the lobby firm regarding defense and security cooperation that Pakistan wants America to continue security cooperation programs with it and give it the status of ‘major non-NATO ally’. The firm will also keep an eye on those human rights related proposals and laws that may affect the sanctions on Pakistan or the amount of security assistance it receives.

According to the agreement, the lobby firm will also monitor for Pakistan the matters and people related to Leahy Laws, which are American laws under which American aid to countries involved in human rights violations by soldiers can be stopped. This clearly indicates that Pakistan also wants to manage the human rights and security related issues arising against it within the American system.

Emphasis on economic lobbying in the deal

Pakistan’s economic lobbying has also been given special importance in the agreement, under which lobby firms will motivate American investors, corporate groups and companies to invest in Pakistan to attract American investment in sectors like rare earth minerals, critical minerals, IT, pharmaceuticals, agriculture and infrastructure. Also, in the section titled ‘Third Party Validation Strategy’ of the agreement, it is clearly written that the firm will identify such influential faces who will present Pakistan as a ‘strategically important partner’ to the US government.

Pakistan will give 50 thousand dollars every month to the firm

Under this agreement, which came into effect from May 1, 2026, Pakistan will give 50 thousand dollars i.e. 48 lakh Indian rupees (1 crore 40 lakh Pakistani rupees) every month to this lobby firm for the next 2 years. That is, in 2 years, Pakistan will spend 12 lakh dollars i.e. 11 crore Indian rupees (33 crore 42 lakh Pakistani rupees) on this one American lobby firm and in the beginning of this month itself, Pakistan has given three months advance payment to the lobby firm to create an environment in its favor within the American government, Congress, media, think tank and corporate network.

What is Pakistan’s motive behind spending crores of rupees?

According to sources, by spending crores of rupees on lobbying, Pakistan will not only improve its image but will also try to influence American policy and narrative against India. In which work can be done to get statements against India from the US Congress parliaments on the issue of Kashmir, human rights, regional security, to publish news against India on think tanks and American media and efforts can be made to portray Pakistan as a country suffering from terrorism.
