In the meeting of the Business Advisory Committee (BAC), it was decided that there will be a discussion on Vande Mataram in the House on coming Monday (8 December 2025), which will be initiated by Prime Minister Narendra Modi. It was agreed to discuss election reforms on Tuesday and Wednesday.

PM Modi will start the discussion

After this consensus was reached in the meeting of the ruling party and opposition leaders with Speaker Om Birla, the ongoing deadlock in the Lok Sabha is likely to end. After the BAC meeting, Congress chief whip in Lok Sabha Kodikunil Suresh told reporters, “After the BAC meeting, it was decided to discuss Vande Mataram and election reforms.” There will be a discussion on Vande Mataram on Monday and the Prime Minister will initiate this discussion. After this, election reforms will be discussed on Tuesday and Wednesday and the time can be extended if necessary.

When will electoral reforms be discussed in the House?

Parliamentary Affairs Minister Kiren Rijiju said, in the all-party meeting chaired by Lok Sabha Speaker Om Birla, it was decided that the 150th anniversary of the national song Vande Mataram will be discussed in the Lok Sabha on Monday, December 8 from 12 noon. After this, a discussion on election reforms will be organized on Tuesday 9th December from 12 noon.

There was a deadlock in the Lok Sabha on Monday and Tuesday on the issue of Special Intensive Revision (SIR) of voter lists. Members of opposition parties created ruckus in the House on this issue.

On the first day of the winter session of Parliament, the opposition created a ruckus demanding discussion on many issues including SIR, due to which the first day was marred by uproar. In such a situation, it is now considered almost certain that the issue of SIR is going to dominate the Parliament on Tuesday (2 November 2025) also. In the all-party meeting on Sunday (30 November 2025) before the commencement of the Parliament session, the opposition parties indicated that they will strongly raise the SIR issue during the session and the responsibility for disruption of the proceedings will be on the government.

What was said by the government on SIR?

Kiren Rijiju (Parliamentary Affairs Minister): “The opposition’s demand for discussion on SIR is under consideration of the government. It has not been rejected. The government is not against discussing any topic including SIR, election reforms, some time should be given to respond. Do not put any condition on the time limit for discussion on SIR election reforms.”

Chirag Paswan (Union Minister and LJP MP): “Just on an issue like SIR, the opposition will spoil the entire session of Parliament. Such things affect first-time MPs who really want to work for their constituency and raise issues in the House. The Prime Minister’s concern is justified because we have only five years to work for our people and the country.”

Sanjay Jha (JDU MP): “The last session was also wasted on the issue of SIR. At that time the SIR process was going on in Bihar. The Election Commission had asked all the parties to lodge their complaints if there was any disparity in the process, but no party lodged any complaint.”

Jagdambika Pal (BJP MP): “If they (opposition) create ruckus in the House and gather in the well, they do not want discussion on SIR, they want to stop the proceedings. What discussion do they want on SIR? The people of Bihar have given their mandate and answer on the issues of SIR.”

What did the opposition say?

Priyanka Gandhi (Congress MP): “The electoral situation and pollution are big issues. Let’s discuss them. What is Parliament for? This is not drama. Speaking on issues and raising them is not drama. Drama means not allowing democratic discussion on issues of public concern.”

Saugata Roy (TMC MP): “The opposition will stick to its principles. There are major issues like SIR and terrorist attack in Delhi, which the opposition will continuously raise. We will also talk about the issue of non-payment of dues to the states.”

Abhishek Banerjee (TMC MP): “The opposition is demanding a debate on SIR. Is this a drama? If raising people’s voice is drama then people will answer them in the next elections. 40 people including BLOs were killed. They have blamed the Election Commission. Where is the accountability of the government? We are not against SIR, but we are against the way and the way it is being implemented.”

Akhilesh Yadav (MP Samajwadi Party): “The concern about SIR is becoming real today. How will a person fulfill his dreams if votes are cut? The SIR that is going on right now is not to strengthen democracy but to cut votes. BLOs at the grassroots level are not even able to fill the forms. Many of them are under stress. When there are no immediate elections in UP then why this hurry?”

Kanimozhi (DMK MP): “The opposition wants a discussion about the SIR, the country’s electoral process and the protection of democracy. This is what we are requesting.”

A special discussion will be organized in the winter session of Parliament later this week on the completion of 150 years of India’s national song Vande Mataram. A time of 10 hours has been set for discussion on this in the Lok Sabha, in which Prime Minister Narendra Modi will also participate. ‘Congress tampered with Vande Mataram song’

PM Modi said, ‘Unfortunately, in 1937, the Congress Party under the leadership of Nehru had removed important stanzas from the original ‘Vande Mataram’ song. ‘Vande Mataram’ was broken into pieces. It also sowed the seeds of division. Why was this injustice done?’

On the occasion of completion of 150 years of the composition of Vande Mataran, the Central Government had also issued a special commemorative coin and postage stamp. Congress General Secretary Jairam Ramesh hit back at PM Modi’s statement and accused him of insulting the Congress Working Committee of 1937 and Rabindranath Tagore. He posted on X and wrote, ‘The Prime Minister’s insult to CWC and Tagore is shocking, but not surprising. This is because RSS did not play any role in the freedom struggle led by Mahatma Gandhi.

Jairam Ramesh wrote on Many senior leaders including Kripalani, Bhulabhai Desai, Jamnalal Bajaj and Narendra Dev had participated.

He wrote, ‘The CWC statement on Vande Mataram was issued on 28 October 1937, which was deeply influenced by the advice of Gurudev Rabindranath Tagore. The Prime Minister has insulted both this historical committee and Tagore.

When did Bankim Chandra Chatterjee write the song Vande Mataram?

India’s national song Vande Mataram was written by Bankim Chandra Chatterjee and was published in the literary magazine Bangadarshan on November 7, 1875. It was later included in his famous novel Anandamath. This novel is based on the background of the Sanyasi rebellion. This was a rebellion against the British East India Company in Bengal Presidency. At that time Bihar and Orissa were also part of Bengal.

JP Nadda said – go to the doctor

Leader of the House JP Nadda did not like his statement and called it off topic. He said, ‘We should maintain the dignity of the welcome ceremony. If this happens, then there will be discussion from our side also that no-confidence motion should be brought against him (Dhankhar) twice. I think our opposition leaders are very respectable. You have suffered a lot due to defeat in Bihar, Haryana and Maharashtra. The problem should be discussed with the doctor. When the time comes, express your problems to the doctor.

When did Dhankhar resign?

This year, on the first day of the monsoon session, Jagdeep Dhankhar had resigned from the post of Vice President, which created a stir in political circles. He had submitted his resignation to President Draupadi Murmu citing health issues and the need to follow medical advice, citing Article 67 (A) of the Constitution.

We will definitely discuss every topic, but it is the responsibility of the opposition to maintain the dignity of the House and allow the session to continue.”

LJP (Ram Vilas) MP Arun Bharti said, “Policies are made here for the country. All citizens have expectations that the Parliament will function and policies will be made in the interest of the country…” MP Shambhavi Choudhary said, “This is the biggest temple of democracy and people’s representatives come here by electing them to make policies for the country and to raise the voice of their region. Plans are made here…this is a place to discuss…”

Dilip Jaiswal’s attack on Rahul Gandhi

On this entire issue, Bihar BJP state president Dilip Jaiswal said that more than seven crore voters of Bihar rejected the SIR. The vote theft campaign undertaken by Rahul Gandhi in the name of SIR in Bihar sent a message across the country that Rahul Gandhi is involved in spreading rumours. Rahul Gandhi should think that purification of voter list is necessary. The names of those who have died should be removed. Those who are voters from two places, their names should be removed from one place.

Attacking the opposition, JDU’s working president Sanjay Jha said, “We had gone to Bihar elections on the issue of SIR. Where did people go to make us sit? SIR took place in the entire Bihar. The Election Commission kept saying that if anyone’s name has been removed from the voter list, then let us know. No party went with a complaint. After this Bihar elections were held. Before the elections, there was a yatra in Bihar in the name of SIR. After that, what happened in the elections is in front of everyone.”
