Winter Session 2025: As the winter session of Parliament is entering its 11th day and is nearing its conclusion on December 19, one question has become a topic of discussion among the people. This question is being raised among the people that how much does it cost to run the Parliament. Let us know what is the answer to this question.

hourly cost of running parliament

Running the Indian Parliament is a very expensive task. Parliamentary proceedings cost approximately Rs 2.5 lakh per minute. This means that the expenditure of 1 hour of Parliament is approximately Rs 1.5 crore. This figure is mainly for the Lok Sabha. Rajya Sabha usually meets for less time and has fewer members. It costs approximately Rs 75 lakh per hour.

What is included in this huge expense

The expenditure of Parliament is not limited only to the MPs speaking inside the House. A large part of this also goes towards the salary and daily allowances of MPs. Along with this, expenses are also spent on the travel and accommodation of MPs coming from across the country. Apart from all this, thousands of employees are involved in keeping the Parliament running. Such as secretariat staff, translators, reporters, marshals and technical teams. Security alone involves several agencies such as the Parliament Security Service, Delhi Police and the Central Armed Forces. Infrastructure expenses like electricity, air conditioning, water supply, cleaning, maintenance of the Parliament complex and stationery also form a major part of the bill. Not only this, there are technical and broadcasting costs associated with live broadcasting.

Daily expenses during a session

When Parliament works throughout the day, the estimated expenditure is around Rs 9 crore per day. This figure has been assumed to be an average meeting of about 6 hours.

How much did the winter session cost?

The winter session of Parliament 2025 is scheduled for 15 meetings from 1 to 19 December. Based on the estimated military expenditure of Rs 9 crore, the total cost of this session is expected to be around Rs 135 crore. By the 11th day, Parliament has already spent around Rs 99 crore, assuming normal sittings on most days. These figures explain why frequent disruptions in Parliament are criticized publicly. This is because the money spent in Parliament is the money of tax paying people only. Whenever Parliament’s time is wasted due to disruption, not only is there a delay in making a law, but tax payers’ money is also wasted.

On Sunday (November 30), just a day before the winter session of Parliament, the government called an all-party meeting, in which leaders of all major political parties participated. In this meeting held in the Parliament House, the opposition presented the issues of its agenda before the government, in which topics like Delhi blasts, Special Revision Process (SIR) of voter list, foreign policy concerns and national security were prominent. The government presented its priorities and appealed for cooperation in the smooth conduct of the session.

15 meetings, shortest session? Opposition’s question

The winter session will start from Monday and continue till December 19. This time the session will be of only 15 meetings, which is much less than the normal 20 meetings. Congress alleged that the government wants to ‘derail’ Parliament by keeping the session short.

Rijiju appealed for peaceful discussion

Before the meeting, Parliamentary Affairs Minister Kiren Rijiju held separate talks with the leaders of all the parties. He said, “It is winter season, hopefully everyone will work with a cool mind. There should be debate, but not disruption. A calm atmosphere will be beneficial for the country and Parliament will run smoothly.”

“The government is burying parliamentary traditions”

After the all-party meeting, Congress MP Gaurav Gogoi alleged that the central government was deliberately shortening the session. He said, “Discussion is possible only for 15 days in the total session of 19 days. Perhaps this will be the shortest winter session ever. It seems that the government itself wants to derail the Parliament.” He further said, “This government is engaged in burying the traditions of Parliament. That is why the opposition is united. Tomorrow we will have a meeting with Kharge ji.”

What issues does the opposition want discussed?

Gogoi enumerated six major demands of the opposition, which included-

1. Debate on Delhi blasts- He said that this is a sign of failure of security agencies.

2. Democratic Security- Review of voter lists, election security and SIR process.

3. Health Security- Emergency discussion on increasing pollution across the country.

4. Economic security- Detailed debate on inflation and employment.

5. Natural security- Demand for discussion regarding climate crisis.

6. Foreign Policy- The opposition alleges that India is running its foreign policy on the terms of other countries.

List of 14 bills ready for Lok Sabha and Rajya Sabha

The government has prepared a list of 14 bills for the Lok Sabha and Rajya Sabha.

1. Public Trust (Amendment) Bill, 2025
2. Insolvency and Bankruptcy Code (Amendment) Bill, 2025 (IBC)
3. Manipur Goods and Services Tax (Second Amendment) Bill, 2025- To replace the Ordinance
4. Repealing and Amending Bill, 2025
5. National Highways (Amendment) Bill, 2025
6. Atomic Energy Bill, 2025
7. Corporate Laws (Amendment) Bill, 2025
8. Securities Markets Code Bill (SMC), 2025
9. Insurance Laws (Amendment) Bill, 2025
10.
Which big leaders attended the all party meeting

Top leaders of many parties attended the all-party meeting. On behalf of the government, Home Minister Amit Shah, Defense Minister Rajnath Singh, Parliamentary Affairs Minister Kiren Rijiju and Union Minister Arjun Ram Meghwal were present.
