8th Pay Commission: The tenure of the Seventh Pay Commission is ending on 31st December 2025, the last date of this month, hence lakhs of central employees and pensioners of the country are now eagerly waiting for the implementation of the Eighth Pay Commission. Questions are constantly arising in the minds of employees that when will the new pay commission be implemented, what will be its process and how much increase will they see in their salaries.

Taking the first important step in this direction, the government has approved the Terms of Reference of the Eighth Pay Commission through the Union Cabinet in October. After this, the Commission has been given 18 months time from November 2025 to prepare its recommendations, during which an in-depth study will be done on the pay structure, fitment factor, revision of allowances and other financial aspects.

When will the 8th Pay Commission be implemented?

Although it is officially expected that the Eighth Pay Commission may be implemented from January 1, 2026, but in reality it may take some more time for the increased salary to reach the accounts of the employees. According to economic experts, it seems difficult to start the payment of revised salaries probably before the end of 2026 or the financial year 2026-27.

This will not be the first time, because even before this, delays have been seen in implementing the recommendations of many pay commissions. If there is a delay, the government can generally pay the arrears considering January 1, 2026 as the date.

How much will the money increase?

As far as salary increase is concerned, it will completely depend on the fitment factor, revision in basic pay and restructuring of allowances. It is believed that this time the salary increase may be slightly higher than the previous pay commission, although its final decision will depend on the recommendations of the commission and the approval of the government.

Overall, the Eighth Pay Commission may bring a big change for central employees and pensioners, but they may have to wait a little longer to get its real benefits.

Eighth Pay Commission New Updates: This is big news for more than one crore government employees and pensioners, who have been waiting for the recommendations and salary increase of the Eighth Pay Commission for a long time. The Joint Consultative Committee (NC JCM) of the National Council (Staff Side) has written a letter to Prime Minister Narendra Modi demanding significant amendments in the Terms of Reference (ToR) of the Eighth Pay Commission.

NC JCM’s letter

This letter has also been marked to Union Finance Minister Nirmala Sitharaman. In this, a request has been made to restore the Old Pension Scheme (OPS). Besides, a demand has been made to amend the pension of retired employees and include important clauses of the previous Pay Commission.

According to the report of Economic Times, after the declaration of ToR of the Eighth Pay Commission, many central employee organizations have also sent letters to the Central Government demanding amendments. This week, Confederation of Central Employees & Workers had also written a letter to the Finance Ministry raising similar demands.

Major demands for changes in TOR

NC JCM Secretary Shiv Gopal Mishra said that the amendment in the ToR will ensure protection of the interests of the armed forces, both current and retired personnel. According to the Economic Times report, the major changes that NC JCM has demanded from the government are:

The “Expectation of Stakeholders” clause of the Seventh Pay Commission should be included in the ToR of the Eighth Pay Commission.

The pension of all pensioners should be amended.

About 26 lakh employees covered under NPS should be included in the Old Pension Scheme (OPS).

The date of implementation of the Old Pension Scheme should be declared as 1 January 2026.

Interim relief of 20% should be provided to the employees.

Eighth Pay Commission Updates: The Central Government has finally formally constituted the 8th Pay Commission. This commission will review the salaries, pensions and allowances of central government employees and pensioners and recommend amendments. The Commission’s recommendations are expected to impact more than one crore employees and pensioners.

What is the work of the Eighth Pay Commission?

The government has also notified its Terms of Reference (ToR) with the Commission. Commission under this –

Will review the existing salary structure, service conditions and retirement benefits.

Will give new recommendations keeping in mind the country’s financial condition, inflation rate and economic development.

During wage revision, the government will pay attention to maintaining balance between the financial burden and the income of the employees.

Pay Commission is constituted every ten years so that the salaries of government employees can be fixed in accordance with inflation and other economic factors.

When will the Eighth Pay Commission be implemented?

The Seventh Pay Commission was implemented from January 1, 2016. In this sequence, the Eighth Pay Commission is expected to be effective from January 1, 2026. If there is a delay in the Commission’s report or implementation, employees may receive increased wages along with arrears. The government has given the commission 18 months time to submit its report after consultation with various ministries, departments and employee organizations.

How much will salary and pension increase?

The most important factor will be Fitment Factor – i.e. the ratio between the old and new pay structure. In the Seventh Pay Commission, the fitment factor was kept at 2.57. According to experts, in the 8th Pay Commission it can remain between 2.8 to 3.0. This means that a significant increase in the basic pay of employees is possible. However, the actual increase in salary and pension will also depend on what amendments are made in Dearness Allowance (DA), House Rent Allowance (HRA), and other allowances.

The aim of the Eighth Pay Commission is that the increase in the salaries of government employees should be fiscally sustainable, so that it neither puts excessive pressure on the government budget nor affects the real income of the employees. Overall, this decision is being considered as a big relief and encouraging news for the central government employees and pensioners, due to which they may see a significant increase in their income from 2026.

Eighth Pay Commission: The Central Government has taken a big step regarding the formation of the Eighth Pay Commission. The government has approved the Terms of Reference (ToR) of the Commission. Along with this, the Commission has been given 18 months time to prepare its report after consulting the Central Government employees and pensioners.

This decision has excited not only the 50 lakh existing central government employees but also about 68.72 lakh pensioners, who are curious to know how much their pension and salary can increase.

How will the pension amount be decided?

According to the government pensioners portal, at present there are about 68.72 lakh pensioners in various departments including Postal, Railways, Telecommunication, Defense and Civil Services. In the recommendations of the Pay Commission, pension is calculated on the basis of Fitment Factor – that is, the new salary and pension are decided by multiplying the previous basic salary by a certain coefficient.

In the Seventh Pay Commission, this fitment factor was kept at 2.57. That is, the new basic salary and pension was decided by increasing the basic salary of the Sixth Pay Commission by 2.57 times.

How much can pension increase this time?

The recommendations of the Eighth Pay Commission will be finalized only after the approval of the Union Cabinet, but it is estimated that this time the fitment factor may be increased from 2.57 to 3.0 or 3.68.

See below example of possible pension calculation –

Old Basic Salary (Rs) Fitment Factor New Basic Salary (Rs) Revised Basic Pension (50%) (Rs)
40,000 2.57 1,02,800 51,400
40,000 3.00 1,20,000 60,000
40,000 3.68 1,47,200 73,600

According to Manjit Singh Patel, national president of All India NPS Employees Federation, pensioners are not just expecting an increase in the fitment factor, but they are also demanding resolution of pending issues – such as parity in pension, regular updating process of dearness allowance (DA) and discrepancies related to medical benefits.

Eighth Pay Commission: There is big news for more than one crore central salaried employees and pensioners. The Central Government on Tuesday formally approved the formation of the Eighth Pay Commission. Justice Ranjan will be the chairman of the commission, while IIM Bengaluru Professor Pulak Ghosh and Secretary, Ministry of Petroleum and Natural Gas (MoPNG) Pankaj Jain have been appointed as its members.

18 months time to send recommendations

The commission will submit its recommendations to the government within the next 18 months, after which the increase in salaries and pensions can be implemented from the year 2027. In the press note issued after the cabinet meeting, it has been said that the term of resignation has been approved for the Eighth Pay Commission. The Pay Commission will have a Chairman, one member (part time) and one member Secretary. After its formation, the Pay Commission has been given eighteen months time to send recommendations.

NC-JCM (Staff Side) Secretary Shiv Gopal Mishra says that there may be a delay in implementing the 8th Pay Commission, but it will be considered effective from January 1, 2026. That is, if there is a delay in this, then arrears can be added to the staff from January 1, 2026.

Salary increased with arrears in 2027!

Earlier, when the Seventh Pay Commission was implemented, there was a delay and arrears were given to all the employees and salaried people. The term of reference has been submitted to the Central Government in January itself by NC-GCM, the forum representing Central Government employees and pensioners.

Eighth Pay Commission: This can be a relief news for more than one crore salaried and retired employees. New information has come to light regarding the 8th Pay Commission. According to reports, while its formation was announced in January this year, now its formal formation can be done by next week.

According to reports, it may take 6 to 12 months for the Pay Commission to send its recommendations to the Central Government. Before this, aspects like fitment factor, pay structure, allowances and pension reforms will be discussed with all the concerned parties.

When will it be implemented?

According to the report of Financial Express, the Central Government has almost finalized the Terms of Reference (ToR), and the names of the Chairman and members of the Pay Commission are also being finalized. However, no formal announcement has been made by the government in this regard till now.

NC-JCM (Staff Side) Secretary Shiv Gopal Mishra has said that even if there is some delay in the formation of the commission or the recommendations, the recommendations of the Eighth Pay Commission will be considered effective from January 1, 2026. He said that if there is a delay in implementation, employees will get salary hike along with arrears — as was the case at the time of the Seventh Pay Commission.

The proposal has been submitted to the government

NC-JCM, the forum representing central employees and pensioners, has already submitted the draft Term of Reference (ToR) to the central government in January 2025. The forum says that now the formal notification regarding the formation of the commission is awaited from the government.

8th pay commission update: The 8th pay commission has been announced by the central government. The central employees and pensioners are waiting for. However, the process of commission formation is very slow. Due to which central employees and pensioners may have to wait long. So far, the Term of References of the Commission have not been decided. In the TOR, it is known that on which issues the Commission will work. Which includes information about pension, allowance and salary changes. The 8th Pay Commission was announced on 16 January 2025 under the chairmanship of Prime Minister Narendra Modi. However, not much work has been done on this subject yet.

How long will the new pay system take to implement?

The new pay system may take 2 to 3 years to implement. However, there is no official information about how long these changes will happen. As it was during the 7th Pay Commission, it seems that the salary increase will take 2-3 years. For example, the 7th Pay Commission was formed in February 2014. The Commission submitted its report to the government in November 2015, after which the 7th increment was implemented in 2016. If we follow this parton too, then the increment can be expected by 2027.

Employees will not suffer loss

Even if it takes time to implement the 8th Pay Commission by the government, the employees will not be harmed. The government will pay money to its employees as arrears (dues). For example, the government had paid the delay during the 7th Pay Commission. That is, there will be no financial loss to the employees.
Also read: Rule of Atal Pension Yojana changed: Know before starting, otherwise there will be trouble

India vs us salary system: The ways of increasing the salary of government employees in India and America are quite different. India has dependence on the Pay Commission, while Personal Management Office and Federal Law in the US handle salary, dearness allowance and job grades.

Pay Commission in India

The salary commission of central government employees and pensioners in India decides the pay commission. This commission is formed in a few years. Its role is to review the existing salary, allowances and pension and also create the structure of the new salary.

Let us tell you that the Pay Commission uses Fitment Factor. It is a multiplier. This multiplier measures the difference between the current pay structure and the proposed salary hike. For example, the Fitment Factor was kept 2.57 by the Seventh Pay Commission. Now suppose the current salary of an employee is 10 thousand and the fitment factor is 2.57. So not the basic salary will be 10 thousand × 2.57 = 25700.

This simply means that the salary of government employees in India increases only when the new pay commission is formed. This is done every 10 years.

How does salary grow in America?

Unlike India, there is no commission based system in America. In America, the government salary is controlled only through Personal Management Office as well as federal law and departmental rules. Employees in America are divided into different grades and levels. The salary here depends on their work, skill, experience and government grades.

Federal Law and Rules

Non -Labor Standard Act decides minimum wage and overtime rules. Labor Dippering Overn issues rules enhancing salary limits for Chhath. Along with this, the President also affects the salary. For example, the Widen administration had increased the minimum wage of the government contract employee to $ 15 per hour. It also included adjustment according to inflation.

Main difference between India and America

The increase in salary in India is done by the Pay Commission and it is at long intervals. But in the US, salary changes are made only through increases related to inflation, federal rules and performance reviews.

Eighth pay commission updates: Lakhs of employees and pensioners are waiting for the eighth pay commission. The formal announcement of the formation of the Eighth Pay Commission was made earlier this year. But after that, no specific progress has been made in this direction so far. In such a situation, a statement in Parliament was also given by the Finance Ministry on the delay about this. National Council (Staff Side) in this regard. The cabinet secretary written by Joint Consultative Machinery (NC JCM) was caught attention to the dilemma in the minds of central employees and pensioners due to the delay and uncertainties about TOR in a letter.

Why the eighth pay commission is getting delayed

In this regard, NC-JCM Staff Side Secretary Shiv Gopal Mishra said in a conversation with a channel that the government wants the government to make a commission soon. As soon as the commission will be made once and the term of reference i.e. TOR is fixed. Because due to the delay in this, there is tremendous resentment among government employees.

If a step is not taken in this direction in a hurry, then that resentment will also be seen outside. He said that the cabinet secretary has also been told about this. Shiv Gopal Mishra said that when all this is fixed, only then he will go to the government how much minimum veg and fitment factor formula is needed. Apart from this, how many allowances should be increased.

Delay in government employees

Shiv Gopal Mishra says that he hopes that there will be no big difference between the Pay Commission of the last time and this time as soon as the decisions are taken on TOR. He said that term of reference is necessary for any commission. But when it comes to the Pay Commission, it is even more important.

Eighth pay commission: Central employees and pensioners are eagerly waiting for the eighth salary. But there are many questions about this in his mind that after all, how much will his salary and HRA be increased and will some fitment factor be. Along with this, will there be a basic salary and how much will be found on children’s education and travel allowance. In fact, in the Eighth Pay Commission, all these things will be decided on the basis of fitment factor and it will affect from HRA to travel allowance.

How will salary be decided

It is believed that the salary in the Eighth Pay Commission will be decided on the basis of 2.08 fitments. Earlier, the Seventh Pay Commission had a 2.57 fitment factor, while the Sixth Pay Commission had a fitment factor 1.86. In such a situation, this change will happen only after the report and announcement of the Pay Commission. But it is believed that if the fate of 2.08 seems to be there, then the basic and other allowances of all central employees will increase significantly.

How much salary will increase

In this way, after the introduction of Fitment Factor 2.08, the salary of employees up to the Grade 1900 of Eighth Pay Commission Level-2 can increase to Rs 52,555. Whereas the salary of employees up to 2400 of Level-4 can increase to Rs 75,762.

Similarly, the salary of employees up to Grade 2800 of Level-5 will increase to Rs 96,301, while the salary of employees with Grade 4200 of Level-6 will increase to Rs 94,883. Whereas the salary of Grade 4800 of Level-8 will increase to Rs 1,13,190. Whereas the salary of Grade 5400 employees of Level-9 will increase to Rs 1,146,583.

It is worth noting that the Pay Commission consists of Senior Economists, Retired Justice, Experts and Experience Officers, who talk to the trade union and others and submit their reports to the government. After this, the government stays on the government to implement the final decision.
