<p style="text-align: justify;">After just a few weeks of violent unrest in Pakistan Occupied Kashmir (POK), a new wave of protests has once again broken out in the area. This time the protests are being led by Generation Z, which mostly consists of young students. This movement was started against education reforms, increasing fees and evaluation process, but now it has turned into a widespread protest against the Pakistani government led by Prime Minister Shehbaz Sharif, which has exposed the pent-up discontent and anger within the youth of the area.</p>
<p style="text-align: justify;">The protest against education reforms was initially peaceful, but the situation worsened when an unidentified gunman allegedly opened fire on a group of students. A student was injured in this incident. In a viral video on social media platforms, a man can be seen firing at protesting students in Muzaffarabad, Pakistan Occupied Kashmir (POK). After the firing, there was chaos in the entire area. However, it is also being said that when this incident happened in Muzaffarabad, policemen were present there.</p>

<p style="text-align: justify;">This widespread protest in Pakistan Occupied Kashmir (POK) started with the demand of increasing fees and better facilities in a major university of Muzaffarabad. As student protests escalated, the university administration banned all political activities.</p>
<p style="text-align: justify;">A similar movement took place in the month of January 2024, when students alleged that lakhs of rupees were being collected in the name of semester fees every 3-4 months. The agreement has been reached on the basis of the 38 point charter introduced by Jammu and Kashmir Joint Awami Action Committee (JKJAAC).</p>
<p style="text-align: justify;">The protests that started after the talks broke after the talks between the officials and the committee on September 29 took a violent form, which so far killed at least 10 people (including three policemen) and hundreds of people were injured.</p>
<p style="text-align: justify;"><strong>How the protest movement started</strong></p>
<p style="text-align: justify;">The government was given a 38 -point charter by JKJAAC. It was warned that if these demands are not accepted, then the general public will come out on the streets. When the talks failed, the protests took violent form and heavy disturbance spread in the area. During this time public transport came to a standstill, daily life was interrupted and the situation worsened due to communication blackout.</p>
<p style="text-align: justify;"><strong>Shahbaz Sharif sent a high level team</strong></p>
<p style="text-align: justify;">To bring the situation under control, Pakistan Prime Minister Shahbaz Sharif on Wednesday sent a high -level delegation to Muzaffarabad. This team was led by former Prime Minister Raja Parvez Ashraf. This team kept meeting till late night for two consecutive days. The talks ended at midnight on Friday night and the agreement was announced.</p>
<p style="text-align: justify;"><strong>Agreement between Pakistan government and protesters</strong></p>
<p style="text-align: justify;">Pakistan&#8217;s Parliamentary Affairs Minister Tariq Fazal Chaudhary said on the social media platform x, &#8216;The negotiators have signed the final agreement with the action committee. The protesters are returning to their homes. All roads have been opened. This is the victory of peace. Chaudhary also shared a copy of the agreement, including 25 point points. These include compensation to those killed in violence, investigations in violence cases in the sections of terrorism, and many development announcements.</p>
<p style="text-align: justify;"><strong>Major points of agreement</strong></p>
<p style="text-align: justify;"><strong>Education Reform:</strong> Two new intermediate and secondary education boards will be set up for Muzaffarabad and Tail Divisions.</p>
<p style="text-align: justify;"><strong>health services:</strong> The local government will issue health cards within 15 days, which will provide free treatment to the patients. In every district, MRI and CT scan machines will be installed in a phased manner.</p>
<p style="text-align: justify;"><strong>power system</strong>: The central government will provide 10 billion Pakistani rupees (PKR 10 billion) to improve the power system in POK.</p>
<p style="text-align: justify;"><strong>Administrative Reforms:</strong> The size of the POK cabinet will be reduced to 20 ministers and advisors. The number of administrative secretaries will also be kept at a maximum of 20. Some departments will be merged so that the governance system can be simplified.</p>
<p style="text-align: justify;"><strong>Basic structure development:</strong> A study will be conducted to check the possibility of construction of two tunnels Kahori/Kamsar (3.7 km) and Chaplani (0.6 km) in the Neelam Valley. Steps will be taken towards the construction of international airport in Mirpur.</p>
<p style="text-align: justify;"><strong>tax reform:</strong> Property transfer tax will be brought in three months at the same level as Punjab and Khyber Pakhtunkhwa.</p>
<p style="text-align: justify;"><strong>Monitoring Committee:</strong> A high -level monitoring and implementation committee will be formed to follow the agreement, which will work with the consent of both sides.</p>
<p style="text-align: justify;"><strong>Legal Expert Committee:</strong> A committee of legal experts will be set up to consider constitutional and legal issues related to POK Assembly members.</p>

<p style="text-align: justify;">At least 12 civilians have died due to security forces being shot at protesters in Pakistan-promoted Kashmir (POK). The region has been facing the biggest protests in recent years. These demonstrations started against not meeting 38 major demands of the government, but now it has turned into a broad movement against arbitrary and other atrocities of the army.</p>
<p style="text-align: justify;">On Thursday, the protest entered its third day. There was a clash between the protesters and the army in Dadiyal, while the government deployed thousands of additional soldiers to control the situation. Apart from Muzaffarabad, the violence has spread to Rawalakot, Neelam Valley and Kotli.</p>
<p style="text-align: justify;"><strong>Meeting of Joint Awami Action Committee</strong></p>
<p style="text-align: justify;">Chaudhary Anwarul Haq and Federal Minister of Parliamentary Affairs Tariq Fazal Chaudhary on Wednesday invited the United Awami Action Committee (JAAC) to negotiate to establish peace between the protesters and the government. According to reports, 5 protesters were shot dead in Muzaffarabad, 5 in Dhirkot and 2 in Dadiyal. Apart from this, at least 3 policemen have also been killed. More than 200 people have been injured, many of whom are in critical condition.</p>
<p style="text-align: justify;">The demonstration is being led by the Jammu and Kashmir Joint Awami Action Committee (AAC), and due to this, life has stopped in the entire PoK. The main reason for this movement is the demand to abolish 12 assembly seats, which are reserved for Kashmiri refugees living in Pakistan. Other demands include tax relief, flour and subsidy on electricity, and development projects.</p>
<p style="text-align: justify;"><strong>Markets, shops closed from September 29</strong></p>
<p style="text-align: justify;">Markets, shops and local businesses are closed since 29 September. Mobile, internet and landline services are also completely closed. Thousands of people are demonstrating, throwing stones and dropping large containers, which were tried to stop march by putting on bridges.</p>
<p style="text-align: justify;">In other cities, despite the security arrangements, the protesters took out marches and raised slogans like &#8220;Rulers, Beware, We Are Your Doom&#8221; and &#8220;Kashmir is Ors, we will decide its fate&#8221;. This is the first time that PoK citizens are directly targeting the Pakistani government and the army.</p>
<p style="text-align: justify;">Pakistan Prime Minister Shahbaz Sharif said that the government is ready to solve the issues and a dialogue committee has been formed to establish peace. He also directed to take restraint with the protesters.</p>
<p style="text-align: justify;">Also, the United Kashmir People&#8217;s National Party (UKPNP) spokesman Nasir Aziz Khan appealed to the United Nations and the international community for immediate intervention. He said that human rights crisis can arise in PoK and member countries should take action under their international agreements. Prior to this development, 30 civilians were killed in the airstrikes of Pakistan Air Force in Khyber Pakhtunkhwa, causing this tension to increase further.</p>
