Bihar Assembly Elections: Preparations for Bihar Assembly elections are in full swing. The first phase of voting is to be held on November 6 and this voting will be done on 121 seats. With this, candidates will have time till October 17 to file nominations. Also, scrutiny of nomination papers will take place on October 18. Those who want to withdraw their nomination will have to do so by October 20. As election excitement is increasing in the state, discussions have started on governance, development and finance. Meanwhile, today we will know how much is the government debt of Bihar and how much debt is actually owed by each resident.

Bihar’s government debt and per capita burden

The total debt of Bihar government has crossed Rs 3.02 lakh crore. This is more than the budget of Rs 3.16 lakh crore presented this year. According to the Union Finance Ministry, Bihar’s debt in March 2024 was approximately Rs 3.19 lakh crore. If we talk about Bihar Caste Census 2023, then according to it the total population of the state is around 13 crores. According to this, the loan per person is more than Rs 24000. The thing to note is that these are the figures of Caste Census 2023. This means this year this debt may be even higher. Meanwhile, the government has announced five major election schemes which are estimated to increase the financial liability of the state by Rs 10,000 crore annually.

Spending on development and infrastructure

However, all this money has been used on infrastructure and public welfare projects. ISRO’s Hariya data shows that night light, a measure of development derived from satellite observations, has increased 47% across the country in the last decade. In Bihar alone this increase has been a remarkable 400%. This means that government investment has been made in infrastructure, power and urban development. These figures show that despite increasing debt, the government has tried to invest in developmental initiatives.

How can debt be reduced?

To get rid of the increasing debt, Bihar needs to increase the revenue collection of its state very carefully. Income tax, withholding tax, stamp duty and registration can be streamlined through a single window system. Not only this but encouraging private sector development can generate additional revenue.

There is a big change in the country regarding the population of India. The report of the World Population Policy has revealed that the fertility rate in India is decreasing. According to the report, by the end of 2025, India’s population can reach 1.46 billion, while the fertility rate has come to 1.9. Even though the fertility rate in India has come down according to the report, there is still a state where the highest berth rate is. Let us know which state is at the forefront of the rise of India’s population.

Which state’s population is the highest

According to the census held in 2011, Uttar Pradesh and Bihar are two such big states where women produce the most children. According to the report, about 2.5 crore children were born in 2022 in India. The number of registered births in Uttar Pradesh was the highest number of 54.5 lakhs. This is followed by Bihar, where the figure is 30.7 lakh and Maharashtra was 19.2 lakhs. In Madhya Pradesh and Rajasthan, berth registration was high. Talking about the south, in the year 2022, there was a comparatively low berth registration in the states of the south. 9.4 lakh in Tamil Nadu, 7 lakh in Telangana, 7.5 in Andhra Pradesh, 10.4 lakh in Karnataka, only 4.4 lakh berths in Kerala.

How much increase in which state

Uttar Pradesh has increased by 40 percent since 2013, while Bihar has seen more than 16 lakh increase in 2013. Which has almost doubled in 10 years. Rajasthan and Madhya Pradesh have seen a gradual increase. In 2013, 10.4 lakh births were recorded in Karnataka, which increased to 11 lakhs by 2017, but then in 2022, to 10.4 lakhs. Tamil Nadu also had a decline trend. In Tamil Nadu in 2013, where birth registration was 11.9 lakhs, which was reduced to 9.4 lakhs in 2022.

Who ahead in sex ratio

Talking about the sex ratio, unfortunately many of these states are struggling with poor sex ratio. Despite the huge birth rate in Bihar, 891 women per thousand men are one of the lowest sex ratio in the country. Similarly, this sex ratio in Maharashtra is 906, Telangana 907, Gujarat 908, 916 in Haryana. At the same time, Nagaland has 1068 sex ratio which is the highest in India.
