Kafala System: The Kafala system has been central to the labor structure in many Middle Eastern countries for many decades. It has also been criticized globally for promoting exploitation and limiting the freedom of migrant workers. After almost 50 years, Saudi Arabia has officially abolished it, but despite this, traces of this system are still present in many Gulf regions. Today we will know what Kafala system is and also in which countries this system is still applicable.

What is Kafala system?

The Kafala system, which means sponsorship in Arabic, is a system that links the legal status of a foreign worker directly to his employer or Kafeel. This system was brought into existence in the 1950s when Gulf economies became increasingly dependent on migrant workers. This system not only simplified administration for the governments but also gave a lot of powers to the employers. In this, the movement of workers, employment and even their right to leave the country was also controlled. Workers were often unable to change jobs or return home without their employer’s permission. This was the reason why workers there were abused and exploited.

why was it implemented

The objective behind implementing this was to skill the recruitment process of foreign workers and also to shift the bureaucratic responsibilities from the governments to the employers. Kafeel was expected to handle everything from visa to voice. Kafeel effectively played the role of both protector and controller. But with time it turned into a system that promoted exploitation. This placed restrictions on labor rights and forced workers into working conditions that are now compared to modern slavery.

In which countries this system is still operational

Despite mild reforms, the Kafala system still exists in Qatar. Earlier, workers needed a no objection certificate to change jobs and an exit permit to leave the country. Although many of these restrictions have now been relaxed, steps are being taken slowly towards complete reform. Minimum wage laws and better job mobility have been implemented but implementation is still inconsistent.

Along with this, the residence of a worker in UAE depends on his employer. However, there are gradual changes in labor laws here too, especially in the private sector. Now it is possible to change employer here under certain conditions. Similarly, this system was partially reformed in Bahrain in 2009. In which the purpose was transferred from individual companies to the Labor Market Regulatory Authority. But despite this step, this system did not end completely and many employers still have a lot of power over workers’ job changes and place of residence.

Even in Kuwait, employers still have complete control over workers changing jobs and leaving the country. Leaving the job without notice may result in arrest or departure. Although a domestic workers law was passed in 2015, its enforcement remained limited. Same is the situation with Oman also. Although Oman claims to have officially abolished this practice, in practice many employers continue to enforce the same restrictions.

Also read: How many countries in the world make submarine engines, where does India come in this work?

A few weeks ago, Pakistan had made a lot of noise about the defense agreement signed with Saudi Arabia. From Prime Minister Shahbaz Sharif to his ministers were calling it a big strategic achievement against India, but now this defense deal seems to be collapsing in just 23 days. When the Taliban attacked Pakistan Army across the border, Saudi Arabia neither provided any support nor made any strong statements – only appealing to both sides to exercise restraint.

Questions raised on defense pact
Regarding the Strategic Mutual Defense Agreement (SMDA) signed between Saudi Arabia and Pakistan, many experts are now saying that it was exaggerated. In reality this agreement had no solid basis or legal effect. Pakistan had claimed that if there is an attack on Saudi, it will be considered an attack on Pakistan and the same rule will apply vice versa. But when Taliban attacked the Pakistani army, Saudi Arabia just issued a simple statement appealing to both the countries to maintain peace, which proved Pakistan’s claim hollow.

Qatar, not Saudi, brokered ceasefire with Taliban
The most interesting thing is that the ceasefire between Taliban and Pakistan was not achieved by Saudi Arabia, but by Qatar with the help of Türkiye. From this it became clear that Saudi no longer wants to interfere in this matter. Not only this, Taliban also won in the ceasefire agreement. He made Qatar ensure that words like ‘Durand Line’ or ‘border’ were not mentioned in the agreement, meaning the Taliban once again rejected Pakistan’s border claim.

Ruckus in Pakistan Parliament
This entire incident has created an upheaval in the politics of Pakistan. Opposition parties have demanded that the government should keep complete information about SMDA in Parliament and an open debate should be held on it. His question is- ‘If there was really a defense agreement with Saudi Arabia, then why did it not support Pakistan during the crisis?’

Saudi’s priority now is India
Many experts say that Saudi Arabia is now moving away from Pakistan and leaning towards the stable economies of India and Gulf countries. Economic stability and investment opportunities are more important for Saudi now, not military alliances.

Important news has come out from Qatar regarding the ongoing war between Pakistan and Afghanistan. Qatar’s Foreign Ministry announced on Sunday morning that Pakistan and Afghanistan have agreed to an immediate ceasefire in the peace talks held in Doha.

The purpose of these talks being mediated by Turkey is to end the fierce border conflict that has been going on for a week, in which dozens of people have been killed and hundreds have been injured. According to Qatar’s statement, both sides agreed to hold meetings in the coming days to ensure the sustainability of the ceasefire and verify its implementation in a credible and sustainable manner.

Talks between leaders of Pakistan and Afghanistan in Doha

Let us tell you that after the return of Taliban to power in Kabul in 2021, there is the biggest conflict between the two neighbors (Pakistan-Afghanistan). Afghan officials confirmed that a Kabul delegation led by Defense Minister Mullah Muhammad Yaqoob participated in the Doha talks, while Pakistan Defense Minister Khawaja Muhammad Asif led discussions with Taliban representatives.

Pakistan made allegations

Pakistan’s Foreign Office said the talks focused on immediate measures from Afghanistan to end cross-border terrorism against Pakistan and to restore peace and stability along the Pak-Afghan border. The violence began after Islamabad demanded Afghanistan to rein in terrorists who were carrying out attacks from across the border into Pakistan.

What answer did Taliban give?

The Taliban denied harboring terrorists and accused Pakistan of spreading misinformation to destabilize Afghanistan and supporting Islamic State-linked groups. Islamabad rejected these allegations, saying that terrorists have been waging a long-term campaign to overthrow the Pakistani government and impose strict Islamic rule.

International demand for old fighter planes of Qatar’s Air Force has suddenly increased. While India...

International demand for old fighter planes of Qatar’s Air Force has suddenly increased. While India has shown interest in Qatar’s Mirage 2000 jets, Turkey has expressed its desire to buy its Eurofighter Typhoon aircraft. Interestingly, relations between India and Turkey have been strained in recent years, yet both are showing interest in purchasing used jets from the same country.

According to a Eurasian Times report, Middle East Eye claimed on October 7 that Turkey is discussing a deal with Qatar to buy second-hand Eurofighter Typhoon jets. Negotiations are still going on and it is expected that this deal can be finalized soon. However, the governments of both the countries have not said anything officially on this.

Turkey eyes Eurofighter Typhoon

Turkish Defense Minister Yasar Gular and Air Force Commander General Zia Cemal Kadioglu recently visited Doha. It is believed that the purpose of this visit was to discuss the deal for 10 to 15 Tranche 3A Eurofighter Typhoon aircraft from Qatar. Qatar currently operates 24 Eurofighter Typhoon Tranche 3A jets and has also ordered 12 additional Tranche 4 jets. Apart from this, Qatar’s Air Force also has modern aircraft like F-15QA and French Rafale.

Turkey needs the deal because its American F-16 fighter jet fleet is now aging and it has been phased out of the F-35 program. Its own KAAN stealth fighter is still in the early stages of development. Therefore, these jets received from Qatar can prove to be a big relief for the Turkish Air Force.

How are the relations between Turkey and Qatar?

Turkey and Qatar have long had strong strategic relations. Military and economic partnership between the two countries has increased since the beginning of the 2010s. A Turkish military base is located in the Tarkiya area of Qatar, where about 3,000 soldiers are deployed. Qatar has also purchased drones and armored vehicles from Turkey. Both countries are also allies of each other in defense production. Due to this strategic partnership, Qatar is openly negotiating with Turkey for the sale of its old aircraft.

India also wants Qatar’s Mirage 2000 jets

The Indian Air Force has been in talks with Qatar since June last year for the purchase of 12 second-hand Mirage 2000 fighter jets. These aircraft include 9 single seat Mirage 2000-5EDA and 3 twin seat Mirage 2000-5DDA. These aircraft were delivered to Qatar in the mid-1990s and were used very limitedly, so the condition of their airframes is considered to be good. According to an ANI report, Qatar has offered this jet to India at an estimated cost of around Rs 5000 crore (about 600 million dollars). However, India wants to buy them at a lower price than this.

Why are these aircraft important for India?

Mirage-2000 aircraft have long been considered the backbone of the Indian Air Force. Their headquarters is at Gwalior Airbase. These French-made aircraft joined the Indian Air Force in 1985 and since then have proved their reliability in many missions. India currently has about 45 to 50 Mirage-2000 aircraft. If the deal is made with Qatar, this number will exceed 60, which will further increase the strength of the fleet. Mirage aircraft also played an important role in historical operations like Balakot airstrike, which has further increased their usefulness and importance.

Strategic competition between India and Turkey

The effort of both India and Turkey to buy jets from the same country is also interesting from geopolitical point of view. While Pakistan is known for its military aid and anti-India rhetoric, India has in recent years strengthened ties with anti-Turkish countries such as Greece, Armenia and Cyprus.

Like the Schengen Visa System of Europe, all the 6 countries of the Gulf Cooperation Council (GCC) will soon be traveled with a visa. GCC is going to start testing single integrated tourist visa this year. After this, there will be no need to take separate visas to roam in Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE).

Indians will directly benefit the single integrated tourist visa, as a large number of people from India go to these countries of Arabs for employment and tourism. Abdullah bin Tauk al Marri, the UAE economy minister and president of the Emirates Tourism Council, confirmed this pilot project during World Tourism Day 2025.

‘Pilot will be fully implemented after phase’
In an interview to UAE’s news agency WAM, Al Marri said that this visa system will be fully implemented after the pilot phase. It is being called GCC Grand Tourist Visa. The official launch date of this visa has not been announced yet. The integrated GCC tourist visa YajiCC Grand Tourist Visa is based on Europe’s Schengen visa system, which allows travelers to move freely in many countries using the same permit.

You will get rid of repeated paperwork
The UAE government says that this visa is a strategic step towards regional integration. It will increase collective attraction as a single tourist destination of the Gulf region. The countries of GCC have made this policy change at a time when they are trying to expand tourism and infrastructure. The integrated visa will eliminate frequent paperwork and many applications.

Abdullah bin Tauk al Marri has said that the integrated visa has received formal approval. Hopefully it will be implemented soon. Although no fixed date for its complete implementation has been given yet, the authorities have consistently indicated that it is expected to start soon.

After this announcement, the international community has reacted to this. From PM Modi to Macron, everyone has welcomed this decision. Other global leaders and institutions have also described this initiative of Hamas as welcome, but at the same time they have urged all the parties to take restraint and take forward the peace process.

US President Donald Trump has signed an executive order to guarantee Qatar’s safety. It says that if a country attacks Doha, then America will take military action on it. Last month, Israel had aims aiming Hamas leaders in Doha, the capital of Qatar. Many countries including America condemned this attack.

‘Qatar attack is a threat to America’

The executive order assured, “If there is any kind of military attack on Qatar, it will be considered a threat to the peace and security of America. In the event of such an attack, the United States and Qatar will take diplomatic, economic and military measures if necessary to restore peace and stability.”

Like many Gulf countries, Qatar also hosts the US Army and in turn guarantees Washington security. The recent attack by America’s ally Israel raises the question as it was a shock for Qatar officials.

Netanyahu accused Qatar

After an aerial attack on Qatar, Israeli Prime Minister Benjamin Netanyahu accused Doha of giving Hamas a safe haven. Qatar has been playing an important role as a mediator in ending the war in Gaza. After the Israeli attack, Hamas claimed that none of his senior leaders were killed. According to The New York Times report, Khalil Al-Hayya’s son, who planned to attack Israel in October 2023, was killed.

‘If Doha is attacked, you will get immediate reply’

Trump has promised to protect Qatar in his order. It said, “The US Defense Minister will plan to protect Qatar by coordinating with the Foreign Minister and National Intelligence Director, so that if a country attacks Doha, he will be replied immediately.”

Israeli Prime Minister Benjamin Netanyahu met US President Donald Trump at the White House on Monday (29 September 2025). Israel attacked Hamas leaders earlier this month and attacked Qatar. America has always been standing with Israel on the issue of Gaza Jung, but Trump has been angry with Netanyahu since attacking Qatar.

Netanyahu apologized for the Doha attack- report

According to the Reuters report, Benjamin Netanyahu called Qatar’s PM Sheikh Mohammed bin Abdulrahman Al-Thani from the White House and apologized for the attack on Doha. Five people were killed in the Israeli attack, including the son of Khalil Al-Hayya, the son of Khalil al-Hayya, the senior leader of Hamas. However, after this, Israeli National Security Minister Ben Gwir has described the Doha attack as necessary and justified.

Qatar provokes terrorism- Ben Guir

Ben Gwir called Qatar an enemy country and said, “Anyone who sends the demons to burn children, raped women and abduct elderly women, he should know that there is no place in the world where he is safe.”

He posted on X and said, “Now the time has come for the world to be told the truth. Qatar is a country that supports terrorism. He funds and provokes it. No money can end terrorism with their hands.”

Qatar played an important role in Gaza’s plan

Qatar has played an important role in the conversation about Gaza’s plan after the release of the hostages in the ceasefire, Gaza between Israel-Hamas. After the September 9 attack, Qatar’s Foreign Ministry said, “This criminal attack is a severe violation of all international laws and norms. There is a serious threat to the protection of residents and residents living in Qatar.”

Digital process and online services
The Ministry of Avakaf has introduced several digital services to make registration easier. The new video of the Ministry explains the registration, Haj operator selection, contract and the process of online payment. This video will be available on the social media platforms of the ministry. Now the payment system has also been upgraded, so that the pilgrims will be able to pay online according to the package of their chosen Haj operators. This year 27 authorized Haj operators will provide services. For any problem or complaint, pilgrims can contact the Haj Department directly or call on helpline number 132.

Selection process and final list
The last date for registration will be 31 October 2025. After this the electronic pruning process will be started. The list of successful applicants will be released in mid -November 2025. Official approval information will be sent to the selected pilgrims.
