Rajasthan Finance Minister Diya Kumari presented the budget for the financial year 2026-27 in the Assembly on Wednesday (February 11). Opposition party leader and former Deputy CM Sachin Pilot has cornered the state government regarding this budget. The Congress leader said that the public has also become hopeless. Announcements are made again and again and on the budget day all the expectations of the public are dashed. Neither the farmers nor the youth are going to get anything from this budget. Read the long budget speech but no plan will prove effective on the ground.

I found the budget very strange – Sachin Pilot

He said, “There was talk of reducing inflation.” I am surprised that today the government said that our financial management is very good. Your fiscal deficit is increasing, loans are increasing and you will have to borrow Rs 35-40 thousand crore more. The engine is double, your government is at the center, where Prime Minister Narendra Modi says that he is the chief servant of the country, but here we are talking about the king and the people. It seemed like a very strange budget to me.

There is no relief for farmers, youth and women in the budget – Pilot

Congress leader Sachin Pilot further said, “I did not feel that the voice of the public was heard here.” Even the representatives of the ruling party would have many demands but no attention was paid to them. I was not expecting much but today after listening to the budget speech, I felt that the government is just catering to the needs of the people. Read a long speech but none of these plans will prove effective on the ground. The government has not given any relief to those who are troubled today, farmers, youth, women and middle class.

Rajasthan Finance Minister Diya Kumari presented the revised estimates for the state’s financial year 2025-26 and budget estimates for the financial year 2026-27 in the Assembly as soon as the House meeting began on Wednesday. During the budget speech, he said, “With the inspiration of PM Narendra Modi, we are continuously striving to take the state forward on the path of economic prosperity, sustainable and inclusive development by imbibing the basic mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’.”

Bhajan Lal government made many important announcements focusing on infrastructure, education, youth and women empowerment. This time’s budget was described as a big step towards prosperous Rajasthan and developed India.

Special focus on education in the budget!

In this budget, Rajasthan State Test Agency will be formed on the lines of National Test Agency to prevent incidents like paper leaks. Vocational education will start in 500 schools and one vocational school will be upgraded in each district. A provision of Rs 51.10 crore has been made for vocational education in 500 schools.

Meritorious students of class 8, 10 and 12 will be given assistance up to Rs 20,000 through DBT. 800 schools will be upgraded in a phased manner and Rs 20 crore will be spent to set up next generation techno hubs like AI labs in 1000 schools.
Following the instructions of the Supreme Court, toilets will be built for girl students in all government schools. Rs 950 crore will be spent on renovation and maintenance of government schools. Rani Lakshmibai centers will be established in 150 colleges.

Ex-Servicemen, Youth and Women Empowerment

Major Shaitan Singh Training Center will be established in Jodhpur. A provision of Rs 1,000 crore has been made for training the veterans and children of ex-servicemen for competitive examinations. There has also been talk of building a war museum in Jhunjhunu.

Paying attention to women empowerment, the government has now said to give loans up to Rs 1.5 lakh to eligible women under Lakhpati Didi Scheme. A provision of Rs 10 crore has been made for the appointment of women security guards and guides. 1000 youth will also be given training in English, Japanese and Korean languages.

Health, Road Safety and Infrastructure

To reduce road accidents in the state, CPR training will be made mandatory while making driving license. Smart traffic management system will be implemented at a cost of Rs 100 crore and Rs 150 crore will be spent for trauma centres. Abandoned and destitute people will get treatment through Ayushman Arogya Centre.

A new IPD tower with 500 bed capacity will be built in JK Lone Hospital. Folk dance festivals will be organized at the divisional level. Studies will be conducted for new airports in Sikar, Jhunjhunu and Deeg-Bharatpur, which will boost regional connectivity.

Committee on 8th Pay Commission

Finance Minister Diya Kumari has made a big announcement for the economic and professional development of lakhs of employees and pensioners of the state, winning the hearts of them. A special ‘Salary Account Package’ will be introduced for government employees. In this, facilities like advanced digital banking, loans at very cheap (concessional) rates and comprehensive insurance cover will be available. The biggest advantage of this package is that these facilities will be made available not only to service employees but also to pensioners up to the age of 70 years.

Will get international level training

The government has announced the formation of a ‘high level committee’ to implement the Eighth Pay Commission report in Rajasthan in future. This committee will also resolve pay discrepancies and promotion issues. State officials will now be given international level training to improve their efficiency.

The government admitted that the names of farmers of villages governed by Rajasthan Village Act of tribal districts Dungarpur Banswara and other districts are not mentioned in the revenue records, due to which they do not get bank loans under various government schemes. It is proposed in this budget to amend this Act to provide the benefits of Khatedari rights to the farmers of these villages.

Finance Minister Diya Kumari announced that rest houses will be built in the hospital for the attendants of patients to stay and the panchayats doing better work will get ‘State Award’. Apart from this, cheap electricity has been announced in the districts with availability of salt water for fisheries.

The annual budget of Rajasthan government for the financial year 2026-27 will be presented on 11 February. Deputy Chief Minister and Finance Minister Diya Kumari will present the budget for the third consecutive time in the state assembly at 11 am. This budget session will come amid the ongoing assembly proceedings from January 28 and will decide the economic direction of the state. There is a possibility of a significant increase in the size of the budget compared to last year.

Budget size and political signals

According to the schedule, the size of the budget presented by Finance Minister Dia Kumari may be 7 to 10 percent more than the Rs 5.37 lakh crore of the previous financial year 2025-26. This is being considered as the third budget of Bhajan Lal government, on which special attention is being kept at both political and social levels. Preparations are being made to make the budget development-oriented and balanced.

Before the budget, Deputy Chief Minister Prem Chand Bairwa said that in the upcoming budget, all sections of the society will be taken care of and it will be completely inclusive. Bharatiya Janata Party state president Madan Rathod expressed confidence that this budget will keep the interests of youth, farmers, women and the general public at the center. He described it as dedicated to the overall development of the state.

Public expectations and possible announcements

Social workers and common people expect concrete decisions on employment, infrastructure and farmer welfare from Budget 2026-27. Possible announcements may include a calendar of about 1.50 lakh new government jobs, increase in Kisan Samman Nidhi, expansion of schemes for women, new greenfield expressways and metro projects. Reduction in VAT on petrol and diesel and relief in electricity bills are also expected.

Leader of opposition also surrounded the government on the basis of budget

At the same time, the opposition is already attacking the budget presented today and has described it as a bunch of catchphrases and false hopes. Leader of Opposition Tikaram Julie cornered the government and said that the ground is completely empty amid the noise of advertisements and claims. He said that out of the total 2717 announcements made last year, only 754 were fulfilled and there are 707 announcements (26.02%) which have not been touched by the government even after two years have passed.
