<h3 style="text-align: justify;">Bill came for the first time in Vasundhara Raje&#8217;s government</h3>
<p style="text-align: justify;">The conversion bill in the Rajasthan Legislative Assembly was first passed by the then Vasundhara Raje government in 2005. After passing the bill from the assembly, it was sent to the then Governor of the state Pratibha Patil for approval. Opposition and all the organizations had objected and appealed to the governor not to approve it. Governor Pratibha Patil sent this bill to the then President Dr. APJ Abdul Kalam.</p>
<p style="text-align: justify;">When the bill remained pending in Rashtrapati Bhavan for a long time, the government withdrew it. The Vasundhara Raje government again passed the conversion bill from the assembly before the assembly elections in 2008, but this law could not be made for the second time. The bill passed in 2008 was not approved by the then Governor Shailendra Kumar Singh himself and sent it to the then President Pratibha Devi Singh Patil. This bill remained stuck for 10 years in Rashtrapati Bhavan. In the year 2018, Rashtrapati Bhavan sent this bill back with some objections.</p>
<h3 style="text-align: justify;">The exercise started again in Bhajan Lal Sharma government</h3>
<p style="text-align: justify;">After the formation of the BJP government led by Bhajan Lal Sharma in Rajasthan in December 2023, the exercise started again on the anti -conversion law. In February this year, the bill was also introduced in the budget session of the assembly, but it could not be discussed. The Rajasthan cabinet made a major change in the proposed bill on 31 August this year and approved it and the revised bill was introduced in the monsoon session. On September 9, the government passed it by a sound vote amidst the uproar of the opposition. After passing from the assembly, this governor is being sent for approval.</p>
<p style="text-align: justify;">Now it will be seen whether the current Governor Haribhau Bagde approves this bill and gives it an consent to become a law or like the last two times, this time it also gets objections on it. By the way, along with opposition parties, all the social and human rights organizations are raising questions about the bill passed from the assembly.</p>
<h3 style="text-align: justify;">PUCL protested</h3>
<p style="text-align: justify;">People&#8217;s Union for Civil Liberty i.e. PUCL has described it as completely unconstitutional and human rights. Kavita Srivastava, president and social activist of the institution, says that the provision given in it is a violation of human rights. Are against the Constitution and stop the fundamental rights. Kavita Srivastava has clearly stated that even the last twice her organization had strongly objected, due to this the bill could not be approved. This time also a letter is being sent to the Governor and the President. Despite this, if it is approved, then it will also be challenged in the court.</p>
<h3 style="text-align: justify;">What do constitution experts say?</h3>
<p style="text-align: justify;">Constitution expert and Senior Advocate R.K. N. Mathur says that any bill is necessary for the approval of the Governor or President. It is only after their approval that this law is made and gazette notification is done. According to him, once the governor can send the bill back to the assembly, but if the House passes it for the second time, then it has to be approved. However, apart from approved or returning, the governor can also send the bill to the President. There is no obligation to approve the second time before the President. </p>
<p style="text-align: justify;">Expert R. N. According to Mathur, even after the law is enacted, it can be challenged in the High Court and the Supreme Court. According to the information, so far, the 11 assemblies of the country which have enacted a separate law on conversion, all the matters are pending in the Supreme Court.</p>

Notices were received from the department for inspection of the training center. Our state institution had decided that we will get inspection done together. At that time I received a notice.</p>

<p style="text-align: justify;">ITI Director Surendra Khandelwal said that the team was sent for inspection by the department, then the board found outside the campus was not allowed to go to the training center inside the campus.</p>

<p style="text-align: justify;">Hundreds of private industrial training institutes ITIs have been established in the districts with the aim of providing trained youth to industries across the state and providing employment to the youth. In the state&#8217;s ITI, fake training is being made fiercely.</p>
<p style="text-align: justify;">Out of 1393 private ITIs in 7 divisions of Rajasthan, 682 ITIs were investigated by the teams of Rajasthan Skills and Livelihood Development Corporation (RSLDC), in which serious irregularities were revealed. In this, they were sent for inspection across the state. Talking about the notice, 200 notice returned to the department.</p>
