The bill passed in 2008 was not approved by the then Governor Shailendra Kumar Singh himself and sent it to the then President Pratibha Devi Singh Patil. This bill remained stuck for 10 years in Rashtrapati Bhavan. In the year 2018, Rashtrapati Bhavan sent this bill back with some objections.

However, apart from approved or returning, the governor can also send the bill to the President. There is no obligation to approve the second time before the President.
