<p style="text-align: justify;">The government is preparing to make big changes regarding Panchayati Raj and Urban Municipal Body elections in Rajasthan. If this proposal is approved then now illiterate person will not be able to contest elections for posts like Sarpanch, Councilor, Mayor, Chairman, Municipality President, District Head, Pradhan, Zilla Parishad member and Panchayat Samiti member. The government believes that if there are educated public representatives in local self-government, the functioning will be better and more transparent.</p>
<h3 style="text-align: justify;">Proposal sent to Chief Minister</h3>
<p style="text-align: justify;">UDH Minister Jhabar Singh Kharra has sent the proposal related to implementing educational qualification in Panchayati Raj and Urban Municipal Body elections to Chief Minister Bhajanlal Sharma. Now the final decision on this will be taken at the Chief Minister level. As soon as the decision is taken, the department will start the further process. There are indications that the government may approve this proposal soon.</p>
<p style="text-align: justify;">According to the proposal, it will be made mandatory to have at least 10th pass to become a Sarpanch. Whereas for the post of councilor, the condition of 10th or 12th pass can be kept. There is a preparation to fix the minimum educational qualification for the posts like Mayor, Chairman and Municipality Chairman in urban bodies. Its direct effect will be that illiterate candidates will not be able to contest in the upcoming Panchayat and civic elections.</p>
<h3 style="text-align: justify;">The law will have to be amended</h3>
<p style="text-align: justify;">If the government implements educational qualification, then the Panchayati Raj Act and the Municipality Act will have to be amended for this. Both the bills related to the amendment will be presented in the Assembly. This rule will be legally implemented only after it is passed by the Assembly. After this, the Election Commission will also decide the election process according to the new rules.</p>
<h3 style="text-align: justify;">The rule has been implemented in 2015 also</h3>
<p style="text-align: justify;">This is not the first time that the issue of educational qualification has been raised in the state. In the year 2015, during the tenure of the then Chief Minister Vasundhara Raje, this rule was implemented in the Panchayati Raj and Urban Body elections. At that time there was no education requirement for Ward Panch, but for Sarpanch it was necessary to have passed eighth standard.</p>
<p style="text-align: justify;">Even in tribal (TSP) areas, eighth pass was made mandatory for Sarpanch and 10th pass for Panchayat Samiti and Zilla Parishad members. The qualification of 10th pass was also fixed for councilor and body head.</p>
<h3 style="text-align: justify;">Congress had removed the rule</h3>
<p style="text-align: justify;">This decision, implemented in 2015, was strongly opposed by the Congress. Later in the year 2019, when the Congress government was formed, the condition of educational qualification was completely removed. Congress&#8217;s argument was that the condition of education is against democratic rights and this will exclude the poor and deprived class people from the elections.</p>

<p style="text-align: justify;">In a major reshuffle at the administrative level, the Rajasthan government has issued orders for transfer and new postings of five senior IAS officers. This order was issued by the Personnel Department on Wednesday (24 December). This administrative change is being seen as part of the regular process of the state government.</p>
<p style="text-align: justify;">The most important name among these transfers is that of senior IAS officer Siddharth Mahajan. He has been appointed the new commissioner of Jaipur Development Authority (JDA). It is noteworthy that Siddharth Mahajan had recently returned from central deputation and was waiting for a new posting in the state for a long time. Now he has been entrusted with the responsibility of an important development authority like Jaipur.</p>
<h3 style="text-align: justify;">IAS Anandi got these big responsibilities</h3>
<p style="text-align: justify;">IAS officer Anandi, currently posted as JDA Commissioner, has been transferred and appointed to the post of Registrar (Cooperative). Before this she was handling the responsibility of Jaipur Development Authority.</p>
<h3 style="text-align: justify;">Rakesh Sharma becomes Commissioner of Information and Public Relations Department</h3>
<p style="text-align: justify;">In the same sequence, Additional Commissioner of Jaipur Development Authority Rakesh Sharma has also been transferred. He has now been made the Commissioner and Joint Secretary of the Information and Public Relations Department. This department plays an important role in providing information about government schemes and policies to the public.</p>
<h3 style="text-align: justify;">Manju Rajpal took up this post in the State Human Rights Commission</h3>
<p style="text-align: justify;">Apart from this, the charge of Cooperative Department has been removed from Manju Rajpal, Principal Secretary and Cooperative Registrar of Cooperative Department. Devasthan Department Commissioner Babulal Goyal has been transferred and appointed to the post of Secretary in the State Human Rights Commission.</p>
<p style="text-align: justify;">According to the information, these transfers made by the Rajasthan government are being considered as a step towards further strengthening the administrative system.</p>

<p style="text-align: justify;">Many important decisions were approved in the meeting of Rajasthan Cabinet and Council of Ministers held on Wednesday (December 3) under the chairmanship of Chief Minister Bhajan Lal Sharma. The government approved the Rajasthan Public Trust Amendment Act on the lines of the Centre, after which one will no longer have to go to jail for minor mistakes. In many laws, the provision of only fine has been made instead of imprisonment. Major decisions were also taken in the meeting on tourism, compassionate appointment, Overseas Rajasthani Policy and airport development.</p>
<h3 style="text-align: justify;">Jail sentence abolished, only fine in many laws</h3>
<p style="text-align: justify;">The government has abolished such provision in 11 laws, in which one had to go to jail even for a minor mistake. Now in such situations only financial penalty will have to be given.</p>
<p style="text-align: justify;">Cabinet Ministers Jogaram Patel and Sumit Godara said that the purpose of these changes is to end the situation of sending people to jail unnecessarily and to promote ease of living and ease of doing.</p>
<h3 style="text-align: justify;">Now 10 times more fine for cutting trees</h3>
<p style="text-align: justify;">Major changes have been made in the rules related to forest area. The fine for cutting trees for the first time has been increased from Rs 100 to Rs 1000. For doing this for the second time, the fine has been increased from Rs 200 to Rs 2000.</p>
<p style="text-align: justify;">Now there will be no jail time for cutting wood from the forest or causing damage to forest wealth, only fine. Now there will be no jail term but only fine for grazing animals in forest department forests. The government says that people will follow the rules due to stiff fines, but there will be no need to send them to jail for common mistakes.</p>
<h3 style="text-align: justify;">Now only fine for wastage of water</h3>
<p style="text-align: justify;">Changes have also been made in the law regarding unnecessary wastage of water. Earlier in some cases there was a provision for jail sentence, but now it has been changed to only financial penalty. Similar amendments have been made in many other laws also.</p>
<h3 style="text-align: justify;">New tourism policy approved in Rajasthan</h3>
<p style="text-align: justify;">The state government gave green signal to the new tourism policy in the meeting. This time, plans have been prepared comprehensively linking tourism with religion, culture and bravery. Religious places will be promoted and tourism activities will be developed around them. Tourism circuit and bravery circuit will be established in the state.</p>
<p style="text-align: justify;">In the Bravery Circuit, stories of bravery of brave fighters will be taken to the tourists. The government&#8217;s aim is to include Rajasthan among the top-2 states of the country in terms of tourism. Currently it is at number five.</p>
<p style="text-align: justify;">District level tourist development committees will be formed in all the districts. The chairman of this committee will be the Collector and its main objective will be to improve the safety, facilities and arrangements of tourists.</p>
<h3 style="text-align: justify;">Relaxation in rules of compassionate appointment</h3>
<p style="text-align: justify;">Earlier, the dependents of the deceased had to apply for compassionate appointment within 90 days. Now this period has been increased to 180 days, which will provide great relief to the affected families. Changes in the already decided policy for Overseas Rajasthanis and Non-Residential Rajasthanis (NRRs) have been approved.</p>
<p style="text-align: justify;">Investment coordinators will be appointed in Rajasthan Foundation chapters. It has also been decided to organize Pravasi Rajasthani Diwas on a grand scale this time. At the same time, the government has increased the validity of waiting list in recruitment examinations from 6 months to 12 months. This will increase flexibility and transparency in the selection process.</p>
<p style="text-align: justify;">Kishangarh Airport in Ajmer district will be developed as an alternative to Jaipur Airport. This will provide convenience to the passengers traveling to and from the capital and will also reduce traffic pressure.</p>

<p style="text-align: justify;">Rajasthan High Court has adopted a strict stance regarding the liquor vends running on the national and state highways of the state. The bench of Justice Dr. Pushpendra Singh Bhati and Justice Sanjit Purohit has given strict instructions that all the liquor vends within 500 meters of the highway should be removed. The court has given two months time to the state government to remove or relocate these 1102 liquor shops.</p>
<p style="text-align: justify;">The state government had argued in the court that these 1102 shops located on the highway fall in urban or municipal areas, from which the government gets a revenue of about Rs 2221.78 crore. But the High Court rejected this argument outright. The court said that the orders of the Supreme Court cannot be flouted in the name of urban limits. Making a scathing comment, the court said that the government has misused the classification of &#8216;municipal area&#8217; and made the highway a &#8216;liquor-friendly corridor&#8217;, which is not acceptable.</p>
<h3 style="text-align: justify;">HC expressed concern regarding road accidents</h3>
<p style="text-align: justify;">In its order, the court expressed deep concern over the increasing road accidents in the state. The court mentioned the horrific accidents that took place in Harmada (Jaipur) and Phalodi, in which 28 people lost their lives in just two days. The court said that drunk driving and over-speeding are the main reasons for these accidents. Statistics show that in 2025, there will be an increase of about 8% in &#8216;drunk and drive&#8217; cases.</p>
<ul style="text-align: justify;">
<li style="text-align: justify;"><strong>Mandatory radius of 500 meters:</strong> No liquor shop will operate within a radius of 500 meters of the National and State Highway, even if it is in the municipal area.</li>
<li style="text-align: justify;"><strong>1102 shops will shift:</strong> The government admitted that there are 1102 such shops on the highway. These will have to be compulsorily removed within 2 months.</li>
<li style="text-align: justify;"><strong>Advertisement also banned:</strong> There will be a complete ban on liquor advertisements, hoardings and sign boards visible from the highway. If found so, strict action will be taken.</li>
<li style="text-align: justify;"><strong>Life is bigger than revenue:</strong> The court said that the right to life is fundamental under Article 21 of the Constitution. People&#8217;s safety cannot be put at stake just to earn revenue.</li>
</ul>
<h3 style="text-align: justify;">When is the report to be submitted?</h3>
<p style="text-align: justify;">The compliance report of the case will have to be presented to the Excise Commissioner by 26 January 2026 for the next hearing. </p>
<h3 style="text-align: justify;">What is the argument of the petitioner?</h3>
<p style="text-align: justify;">Advocate M.M. appeared on behalf of petitioner Kanhaiya Lal Soni and others. Dhera advocated. He told the court that the Supreme Court&#8217;s &#8216;K. Despite the decision of the &#8216;Baalu&#8217; case, the Excise Department allotted contracts on the highways by distorting the rules, due to which the accidents are increasing.</p>
<p style="text-align: justify;">He said, &#8220;Highways cannot be allowed to become centers of liquor sales by ignoring road safety and public safety. If every highway is exempted by treating it as an &#8216;urban area&#8217;, then the very purpose of the Supreme Court order will be defeated.&#8221;</p>

<h3 style="text-align: justify;">Fare of roadways buses increased</h3>
<p style="text-align: justify;">Explain that Rajasthan State Road Transport Corporation (RSRTC) has increased the fares of various category buses. The increased fare has been implemented from 5 August midnight. </p>
<p style="text-align: justify;">RSRTC President Shubhra Singh said that this amendment in the fares has been done according to the notification of the state government. According to this, the fares of ordinary service buses have been increased by 10 paise per kilometer.</p>
<p style="text-align: justify;">This increase is 12 paise for semi-delax buses. The deluxe (non-AC) category buses have been increased by 15 paise per kilometer. The fares of AC buses will also increase by 15 paise per kilometer while the journey in ACKI super luxury buses will be 20 paise per kilometer. After the implementation of new rates of passenger fare, the fare in ordinary buses will now be 95 paise per passenger.</p>

All those training centers are running in departmental papers, where students are being trained.</p>
<p style="text-align: justify;">New admissions have been discontinued in training centers which do not conduct inspection by the government. Preparations are also being made to cancel their recognition. A meeting was held in Jaipur Secretariat today and further action will be taken after the meeting.</p>
<p style="text-align: justify;">Jodhana ITI building and workshops located in Banad area of ​​Jodhpur spoke to nearby people, they said that it has been closed for many years, no work of any kind is going on here.</p>
<p style="text-align: justify;">Talking to the owner of the building, he told that Jawan Singh, who runs Jodhana ITI, is no longer running here. He has shifted many more. Still, names and addresses are written there. Regarding this, the department is also continuously giving notice regarding inspection. The department says that this ITI is going on at this place. We have given notices to it.</p>
<p style="text-align: justify;">Marwar ITI is located in the Banad area, where the name of the ITI training center was written on the upper floor in a building, the religion was put on the bottom of the building where the vehicles were being weighed.</p>
<p style="text-align: justify;">Marwar ITI owner Jaipal said that these are two plots and I have rented a plot. Where I have a training center of ITI. Notices were received from the department for inspection of the training center. Our state institution had decided that we will get inspection done together. At that time I received a notice.</p>
<p style="text-align: justify;">But for some reason my training center had a holiday. So could not happen. After that we have written a letter to the department. He can come and do inspection here, because unless we will be inspected. Till then our admission will not be there.</p>
<p style="text-align: justify;">ITI Director Surendra Khandelwal said that the team was sent for inspection by the department, then the board found outside the campus was not allowed to go to the training center inside the campus.</p>
<p style="text-align: justify;">At one place, the religion was found to be operating, the locks were found in most places because the session is over now. Admission of new sessions is going to start. RSLDC has now started action on ITI institutions, which is included in these fraud. In this session, action has been started to stop the admission process and cancel the recognition.</p>
<p style="text-align: justify;">SC ST Vashistha, which is received by the government at private ITI training centers, is particularly scam about scholarship of the people. 100% scholarship is given by the government. Scams continue in many places regarding that scholarship.</p>
<p style="text-align: justify;">Hundreds of private industrial training institutes ITIs have been established in the districts with the aim of providing trained youth to industries across the state and providing employment to the youth. In the state&#8217;s ITI, fake training is being made fiercely.</p>
<p style="text-align: justify;">Out of 1393 private ITIs in 7 divisions of Rajasthan, 682 ITIs were investigated by the teams of Rajasthan Skills and Livelihood Development Corporation (RSLDC), in which serious irregularities were revealed.
