The high level committee of DGCA formed on Indigo case has submitted its report to the government. This committee was entrusted with the responsibility of investigating the operational irregularities in Indigo Airlines on 5 December 2025. DGCA had formed a 4-member special committee to investigate, which included Sanjay K. Brahmane- Joint Director General, Amit Gupta- Deputy Director General, Captain Kapil Manglik (SFOI), Captain Lokesh Rampal (FOI).

The report has been kept confidential for now

According to sources, the committee has prepared the report and now it has been submitted to the Civil Aviation Ministry. At present the report has been kept confidential. The committee was given time till 26 December 2025 to submit its report. It was also asked to investigate under what circumstances such a large number of flights were affected and what was the real reason for this.

This report has been given to the committee mainly on these questions

1. Why were such a large number of flights canceled and delayed?

2. Was the airline’s planning and manpower management weak?

3. Was there negligence in implementing the new Flight Duty Time Limit (FDTL)?

4. Did IndiGo not do crew planning and roster management in time?

5. Were the DGCA instructions followed properly or not?

6. Who bears responsibility for operational failure?

Lakhs of passengers faced difficulties due to Indigo crisis

India’s largest airline IndiGo was stuck in a huge scheduling crisis in December 2025, due to which thousands of flights were cancelled. Due to this, lakhs of passengers were stuck at different airports across the country and there was chaos. Indigo has more than 60 percent stake in domestic airlines, due to which it has a big impact on air travel.

After the IndiGo crisis continued for several days in December, the government’s policy regarding flights came under question. Congress alleged that people had to face problems due to the monopoly policy of the government. Aviation Minister Ram Mohan Nayud had said that the government is committed to a strong ecosystem in the aviation sector.

A meeting was held in the Ministry of Civil Aviation (MoCA) with the top management of Indigo Airline on Tuesday (December 9, 2025) regarding the IndiGo crisis in India. In this meeting, along with Civil Aviation Minister Ram Mohan Naidu, Ministry Secretary Sameer Sinha was also present. In the meeting, the ministry called Peter Elbers, CEO of Indigo Airline and took a complete update on the Indigo crisis from him.

In the Lok Sabha, Civil Aviation Minister K. Rammohan Naidu said that IndiGo’s flight services are being restored rapidly. He told that the airline had suddenly increased the number of its flights, which caused disruption. The minister made it clear that responsibility for this negligence will be fixed.
Why did the problem occur? The government gave the reason
In response to a question asked in the Rajya Sabha, the Minister said that this situation has happened due to shortcomings in the internal operating system of IndiGo, especially the crew rostering system and planning. He said that the changes in the rules were already in effect and the airlines were aware of it. A meeting was also held with IndiGo on this issue on 1st December, but they did not mention any problem. After the review meeting held on Monday night, the Union Minister said that the situation is serious, hence the Ministry and DGCA are continuously monitoring.

180 flights canceled from Bengaluru and Hyderabad
Disruption in IndiGo flights continued for the eighth day. About 180 flights from Bengaluru and Hyderabad were canceled on Tuesday.

Decision to cut winter program
Civil Aviation Minister K. Rammohan Naidu said that the government will cut IndiGo’s winter flight schedules and they will be allocated to other operators. He said that Indigo is currently operating around 2,200 flights per day, which will definitely be reduced.

Paying huge amount for canceled flights
The minister said that Rs 745 crore has been given to the passengers for 7,30,655 PNRs canceled from December 1 to 8. Apart from this, out of 9,000 passenger bags, 6,000 bags have been returned and the remaining bags will be received by the customers by Tuesday morning.

DGCA orders 5% reduction in flights
Aviation safety regulator DGCA on Tuesday said IndiGo’s flight services have been reduced by 5 percent following massive disruptions. There have been cuts across all sectors, especially on high demand routes. DGCA has also directed IndiGo to submit the new revised schedule by 5 pm on Wednesday.

During the winter session of Parliament, Union Civil Aviation Minister Ram Mohan Naidu has given a big statement on the Indigo crisis in the Rajya Sabha on Monday (December 8, 2025). Naidu has clarified in the Rajya Sabha that the recent flight cancellations and delays were the result of internal problems of the airline. He said that the Central Government will not compromise on the safety of passengers, pilots and crew. This message has been given strictly to all airlines.

The Union Minister said that Indigo Airline should have handled its crew management and roster properly in the beginning, but due to its internal complexities it created large-scale problems in the country. He clarified in the Rajya Sabha that the Central Government is not taking this situation lightly and full responsibility will be fixed for all the passengers who have faced problems.

Civil Aviation Minister’s strong message in Rajya Sabha

Union Minister Ram Mohan Naidu gave a strong message in the Rajya Sabha saying that strict action will be taken against any airline company violating the rules. He said that such an example will be set which all other airlines will take seriously.

He also said that more airlines should come into the Indian market, there is huge potential in the country. It is mandatory for all airlines to follow the strict rules (CARs) made for the passengers who faced difficulties due to flight cancellations and delays.

Investigation shows 5 lakh PNRs were cancelled: Ram Mohan Naidu

The Union Minister also informed that investigation has been started into the issues of software and technical glitches in IndiGo airline. Investigation has shown that 5,00,000 PNRs have been cancelled, which is sad and ultimately the aim of the Central Government is to bring India’s aviation sector to the highest safety and service standards in the world.

Civil Aviation Minister Rammohan Naidu said that IndiGo will have to process all refunds by 8 pm on Sunday (December 7) and also settle baggage claim requests within the next 48 hours.

Question: Flight cancellations and irregularities continue in IndiGo, causing problems to passengers. When will this problem be solved? What steps has the ministry taken?

answer: We have been working continuously on this issue for the last three days. IndiGo is coordinating with airport operators and all other stakeholders. Our focus is on reducing the hassles of passengers and travelers at the airport. I can say that today, operations at all airports have become normal to a great extent. You can see for yourself that things have returned to normal, although IndiGo has temporarily reduced some of its operations.

He said, “We have also directed them to normalize operations as soon as possible. We also do not want the airfares to increase. We have issued an advisory regarding fares, which should be based on distance. We have issued strict instructions in this regard. The ministry has issued strict orders regarding issues related to baggage claims and refunds.”

He said, “We have directed IndiGo to process all refunds by 8 pm on Sunday. All baggage claim requests must be settled within 48 hours. Our main focus is on passengers and we are working diligently to ensure that they do not face any inconvenience.”

Question: What action will be taken against Indigo? According to the passengers, the airline has broken their trust. How do you see it?

answer: We are doing a thorough investigation of Indigo. We will take all necessary steps with utmost caution. The ministry has also formed a team of four members for this.

The Central Government has now adopted a tough stance to curb the arbitrary behavior of the airlines. Considering the problems of the passengers, the government has said that action will be taken. Civil Aviation Minister Ram Mohan Naidu has said that the government is not going to make any kind of compromise. It is not a matter of technical glitches. This is about accountability. Such action will be taken that it will set an example for future.

What did the Aviation Minister say?

Naidu has said that the government will take such steps that it will set an example for the entire aviation sector. He has said that such action will be taken that no aviation operator will be able to take the ministry lightly.

Civil Aviation Minister Ram Mohan Naidu said in a conversation with Aaj Tak that all kinds of financial and punitive actions will be taken. A high level committee is investigating for this. After the entire process is completed, specific steps will be taken. The entire incident and responsibility is of Indigo. It also raised questions as to why the problem started only from December 3, when the rules were already in place.

He said that how this happened is very surprising. Indigo is a big airline. After working on OTP for 20 years, their performance falling below two points is a matter of concern.

Relief to Indigo from DGCA

A large number of Indigo flights have been canceled on Saturday also. More than 800 flights of airlines have been cancelled. However, this is much less than the canceled flights in the past few days. She is refunding the customers. Along with this, the airlines have said that they are trying to normalize their operations again. DGCA has relaxed the new flight duty and rest period rules. While sharing its problems, the airlines had said that they are facing serious challenges regarding roster planning and crew shortage.

Government’s strict instructions on refund
Here, the Aviation Ministry has given strict instructions to the airline in the refund matter. There are orders to refund tickets of all canceled flights by Sunday evening. If the airline does not refund, immediate action will be taken. Refunds for all flights must be made by 8 pm on Sunday night.

Civil Aviation Minister K.K. Rammohan Naidu said that there is no rigging in the investigation of the Air India aircraft accident on June 12. Aircraft Accident Investigation Bureau (AAIB) is investigating this aircraft accident. The Union Minister’s statement comes at a time when questions are being raised on the investigation of AAIB.

‘There is no rigging in investigation’

Union Minister Naidu said on Tuesday (October 7, 2025) about the Ahmedabad plane crash that everyone will have to wait for the final investigation report of AAIB to know what was really happened. He said, “There is no rigging or any disturbance in the investigation. This is a very clean and intensive process, which we are doing according to the rules. ”

He said, “The final report will take some time to come. AIB is doing a very transparent and independent study on the final report. We do not want to pressurize them to prepare a report in a hurry so they will take the necessary time for it.”

Pilot Association had made allegations

The Airline Pilots Association of India (ALPA) had alleged that the AAIB’s initial report on the Air India AI-171 aircraft accident in Ahmedabad was prepared in a hurry and under pressure.

RAM Air Turbine (RAT) was deployed after a technical alert on Saturday (October 4, 2025) in flight AI117 from Amritsar to Birmingham. RAT (Ram Air Turbine) is automatically active in the aircraft when an emergency comes in electricity or hydrophical system.

Regarding this, the Union Minister said, “Whenever such incidents happen, we try to find out the root cause of the problem. Once we understand the main reason, we will contact stakeholders, OEMs and whoever is related.

Ahmedabad plane crash

Air India aircraft (AI-171) going from Ahmedabad to London crashed after colliding with the BJ Medical College on 12 June 2025. 260 people including former Gujarat Chief Minister Vijay Rupani were killed in this accident. Only one passenger was left alive. In this, the hostel of the medical college and the people around was also killed.

The Ahmedabad Air India aircraft accident on June 12 has not only affected the passengers, but has also made a profound impact on the airline employees, especially the pilots. After this accident, mental pressure has increased in the pilots of Air India, due to which the number of holidays taken due to illness has increased rapidly.

Just four days after the accident, 112 pilots reported to be ill on 16 June. These included 61 first officers (co-pilots) and 51 commanders (chief pilots). This situation is not only a matter of concern for Air India, but has become a serious issue for the entire aviation industry.

DGCA issued important instructions to Airlines

In view of the increasing mental pressure in the pilots, the Directorate General of Civil Aviation (DGCA) has issued important instructions to all airlines. DGCA has advised that airlines should start special training related to mental health for their flight crew, ie pilots and co-pilots as well as air traffic controllers (ATCOS).

The purpose of this training is to recognize and solve mental health problems. Also, DGCA has suggested airlines to create a system in which employees can increase each other’s cooperation.

Civil Aviation Minister responded in Parliament

Civil Aviation Minister Ram Mohan Naidu, while replying to the issue in Parliament, said that mental health is an important part of security in the aviation industry. He informed that DGCA has instructed all airlines to promote mental health awareness for their employees. In this, emphasis will be laid on the employees dealing with stress, understanding mental health problems and encouraging time to seek help on time.

The Dreamliner 787-8 aircraft of Air India going from Ahmedabad to London had a crash, in which more than 260 people lost their lives. The aircraft crashed into a medical college campus 32 seconds after the take-off. The investigation of this accident is still going on.
