He says that this will provide financial security to retired employees and their families. <p style="text-align: justify;"><strong>Option to choose between OPS, NPS and UPS?</strong><br />According to Live Mint reports, employee organizations have also raised the demand that employees should be given the freedom to choose the pension plan as per their needs. There are three options for this:</p>

<li style="text-align: justify;">OPS (Old Pension Scheme)</li>
<li style="text-align: justify;">NPS (National Pension Scheme)</li>
<li style="text-align: justify;">UNS (Unified Pension Scheme)</li>
</ul>
<p style="text-align: justify;"><strong>OPS (Old Pension Scheme)</strong><br />This is an old pension scheme, in which pension is definitely given after retirement. In this, pension is decided on the basis of last salary and DA, the entire expense of which is borne by the government. For this the employee does not have to make any separate contribution.</p>
<p style="text-align: justify;"><strong>NPS (National Pension System)</strong><br />Both employees and government contribute in this scheme. The amount received after retirement depends on the accumulated funds and market performance. There is no guarantee of fixed pension in this pension scheme.</p>
<p style="text-align: justify;"><strong>UPS (Unified Pension Scheme)</strong><br />This pension scheme is a mixed model of OPS and NPS. There is contribution in this and provision for fixed pension has also been made. Many employee organizations believe that the pension received after retirement should not depend on the ups and downs of the stock market.</p>

<p style="text-align: justify;">Instead of peace of mind after retirement, hundreds of employees in Jammu and Kashmir are facing waiting and uncertainty. Many government employees who retired in the last two years have not yet received their gratuity and General Provident Fund (GPF) amount. Which has been disclosed by the government itself in response to a legislative question.</p>
<p style="text-align: justify;">In a written reply to Starred Assembly Question No. 651 asked by MLA Rameshwar Singh, the J&#038;K government has confirmed that hundreds of employees have retired in the last two years and their gratuity, GPF and other claims are still pending payment. The total outstanding liability for outstanding gratuity and GPF claims as on January 31, 2026 is Rs 1,635 crore and Rs 3,471 crore, respectively. The total is more than Rs 5,106 crore.</p>
<h3 style="text-align: justify;">Bills related to Gratuity and GPF are being cleared from time to time – Government</h3>
<p style="text-align: justify;">The government said that bills related to gratuity and GPF are being cleared from time to time as per the availability of resources. But no specific time limit was given to clear the entire backlog. When asked when the outstanding liabilities would be cleared, officials replied that the clearance of bills related to gratuity and GPF of employees depends on the overall liquidity position of the government.</p>
<h3 style="text-align: justify;">Retired employees depend on gratuity and GPF for survival</h3>
<p style="text-align: justify;">The revelations also highlight the financial constraints faced by the Union Territory Administration and the hardship experienced by retired employees, who are dependent on these statutory benefits for their post-retirement living. Gratuity and GPF payments are legally mandated benefits meant to provide financial security to government employees retiring after decades of public service.</p>
<p style="text-align: justify;">The government&#8217;s acceptance that clearance depends on liquidity. Raises serious concerns about J&#038;K&#8217;s financial health and its ability to meet its basic legal obligations towards its former employees.</p>
