There are 1800 places of worship for Hindus and Sikhs in Pakistan, out of which only 37 are functioning. That means 1763 places of worship are closed. On December 3, Pakistan’s parliamentary committee was told that out of a total of 1800 sites, only 37 were active. There are two big reasons for this…

• The population of Hindus and Sikhs in these areas is very less.
• The government agency doing maintenance is not working properly.

On December 3, the first meeting of the Parliamentary Minority Caucus was held in Islamabad, Pakistan. Its chairman is Senator Danesh Kumar. The rights of Hindus, Sikhs and other minorities were discussed in the meeting. The committee adopted its rules of work unanimously. The committee has demanded from the government that these sites should be restored. Better facilities should be provided to minorities in education and jobs.

What are the statistics of places of worship in Pakistan?

• A total of 1285 places of worship (temples) of Hindus.
• 532 Gurudwaras of Sikhs.
• In total about 1800 sites.
• But only 37 are operational.

Actually, after the partition of 1947, Hindu-Sikh communities left these areas and now their numbers are less there. Also, the government organization named Evaki Trust Property Board (ETPB) is not taking proper care of them. Dr. Ramesh Kumar Vankwani (leader of the Sikh community) criticized ETPB and said that this institution has failed in fulfilling its responsibilities.

What recommendations did the committee make?

• The Chairman of ETPB should be made a non-Muslim.
• All 1800 sites should be restored.
• This place should remain as heritage and Hindu-Sikh people coming from other areas can worship there.
• Scholarships for minority students should be increased.
• Hateful and discriminatory material should be removed from school books (in English and Urdu).
• Religious studies should be limited to books of that religion only.
• The 20 numbers extra which are given for Hifz-e-Quran, should be the same for minorities also.
• Job quota for non-Muslims should be increased.
• Senior officers of at least Additional Secretary level should attend the committee meetings.

Senator Danes Kumar said, ‘This caucus will work to implement the guarantees of the Constitution in real life, so that practical protections and policy changes can be achieved for non-Muslims.’

MNA Kesu Mal Khial Das told Pakistani newspaper Dawn that most of the temples and gurudwaras were abandoned in 1947 as the local communities left. But the government should take care of them, so that people from all over the country can come and worship.

Voice raised for minorities in Pakistan
This meeting is a big step for the minorities. The committee has promised that work will be done expeditiously on repair of places of worship, equality in education-jobs and heritage conservation. If these recommendations are implemented, the Hindu-Sikh community in Pakistan will get more security and respect.

The National Human Rights Commission (NHRC) has taken cognizance of the complaint of serving only Halal meat in Indian Railways. A notice has been issued to the Chairman of the Railway Board and instructions have been given to submit the action taken report within 2 weeks.

NHRC has received a complaint that only meat prepared in halal manner is served in the catering services of Indian Railways. Due to this, human rights of Hindus, Sikhs and Scheduled Caste people are violated. The complainant has also told NHRC in his complaint that due to serving of Halal meat, the meat traders belonging to Hindu, Sikh or Scheduled Caste do not get proper opportunity for food supply and business in the Railways.

Livelihood rights of Hindu SC communities affected
The complaint states that this practice affects the livelihood rights of Hindu SC communities, who are traditionally associated with the meat trade. This violates their religious freedom and right to choose food.

Notice issued to Railway Board Chairman
Taking cognizance of the complaint, the Commission held that the allegations made in the complaint prima facie appear to be a violation of human rights and that this policy may be against the principles of secularism, equality, non-discrimination and right to livelihood of the Constitution. Taking cognizance of the complaint, the National Human Rights Commission has instructed the Chairman of the Railway Board to issue a notice and send the Action Taken Report within two weeks.

There have been complaints many times before as well

The National Investigation Agency (NIA) has registered another case against Khalistani terrorist Gurpatwant Singh Pannu, who lives in the US. It is alleged that Pannu had announced a reward for those who stopped Prime Minister Narendra Modi from hoisting the tricolor on the Red Fort on Independence Day this year and tried to spread dissatisfaction against India in the Sikh community.

According to NIA’s FIR, Pannu is the general counsel of the banned organization ‘Sikhs for Justice’ (SFJ). At an event organized at the Lahore Press Club in Pakistan on August 10, Pannu issued a video message saying that the Sikh soldiers who will stop the Prime Minister from hoisting the tricolor at the Red Fort will be given a reward of Rs 11 crore. Meanwhile, he also released a new map of Khalistan, in which Punjab, Delhi, Himachal Pradesh and Uttar Pradesh were shown.

Pannu and SFJ started organization against India

The FIR also mentions that Pannu and SFJ announced to create an organization called ‘Shaheed Jatha’ to intensify activities against India. The agency says that it has video proof and strong information in this regard.

The NIA has registered this FIR under the illegal activities (prevention) Act (UAPA) and other sections of Indian law. In this, along with Gurpatwant Singh Pannu, some unknown people have also been accused. This step was taken following the instructions of the Ministry of Home Affairs.

According to the rules made under CAA 2019 and it, non-Muslim refugees from Pakistan, Afghanistan and Bangladesh can get Indian citizenship only if they have come to India by 31 December 2014. That is, the cut-off date of CAA is the same, there is no change in it.

No one will get citizenship under this law

According to experts, the latest order of the Union Home Ministry is not to give citizenship but to exemption from Departation. This means that the non-Muslim foreigners who come to India till 31 December 2024 will not be removed immediately as illegal migrants. In contrast, this discount will not apply to Muslim illegal migrants, against whom the path of action is cleared.

Illegal Muslim migrants will be evacuated out of the country

The government recently reiterated from Parliament and public forums that all intruders from the country would be taken out of the country, but after the order it has become clear that non-Muslim migrants living illegally in the country will not be included in it, that is, the process of illegally living Muslim migrants will continue to continue outside the country.

According to the order issued by the Ministry of Home Affairs, “Minority communities of Afghanistan, Bangladesh and Pakistan- Hindus, Sikhs, Buddhists, Jains, Parsis and Christians, who were forced to take shelter in India due to religious harassment or fear of it and entered the country without legitimate documents on or before 31 December 2024, will be exempted from the rules of valid passports and vehicles.”

What are the rules for the citizens of Nepal and Bhutan?

It has been clarified in the order that citizens of Nepal and Bhutan will not need passports and visas to go to India or live here, provided they enter India by border route. This system will continue as before. However, if a Nepali or Bhutani citizen comes to India from China, Macau, Hong Kong or Pakistan, then it will be mandatory for him to have a valid passport.

Similarly, Indian citizens also do not require passport or visa to go to India from the border of Nepal or Bhutan. But if they return to India from any other country other than Nepal or Bhutan (except China, Macau, Hong Kong and Pakistan), then they have to show valid passports. At the same time, Indian Army, Navy and Air Force personnel who are going to India on duty or out of duty, and their family members (if they are traveling with government transport) will not need passport or visa.
