<p><span style="font-weight: 400;">Before the elections in Bihar, after the voter intensive revision i.e. SIR, now the Election Commission says that a new voter IG card will be issued to all the voters whose names will be recorded in the final voter list. At present, the Election Commission has started work on it. But the final decision in this regard will be taken after seeing the status of the final voter list and the photo given by the voters. </span></p>
<p><span style="font-weight: 400;">In such a situation, let us know how the new voter ID cards are to be made, how can it be applied and which documents will be used. </span></p>
<p><strong>Apply online like this?</strong></p>
<p><span style="font-weight: 400;"><strong>step 1:</strong> Go to the website. First of all, visit the National Voters Service Portal (NVSP) or Bihar Chief Electoral Officer&#8217;s website (Ceoelection.bihar.gov.in).</span></p>
<p><span style="font-weight: 400;"><strong>Step 2:</strong> Registration or login on the portal through mobile number and email ID.</span></p>
<p><span style="font-weight: 400;"><strong>Step 3:</strong> Select New Registration for General Electors option and fill Form-6. </span></p>
<p><span style="font-weight: 400;"><strong>Step 4:</strong> Enter your information such as name, date of birth, gender, address, contact details and family information correctly.</span></p>
<p><span style="font-weight: 400;"><strong>Step 5:</strong> Upload the document.</span></p>
<p><span style="font-weight: 400;"><strong>Step 6:</strong> Submit the application. After submitting the form and documents, you will get a reference number. With this number you can track the status of online application. </span></p>
<p><span style="font-weight: 400;"><strong>Step 7:</strong> Your application and documents will be examined by booth level officer (BLO). If everything is correct, your voter ID card will be made and sent to the address. </span></p>
<p><strong>Which documents will work?</strong></p>
<p><span style="font-weight: 400;"><strong>Birth Certificate-</strong> Released by Municipal Corporation, Panchayat or a recognized government authority.</span></p>
<p><span style="font-weight: 400;"><strong>Passport-</strong> Copy of valid Indian passport.</span></p>
<p><span style="font-weight: 400;"><strong>Educational Certificate-</strong> Matriculation or higher class certificate, which has been issued by a recognized board or university.</span></p>
<p><span style="font-weight: 400;"><strong>Government ID card/Pension Order-</strong> Documents related to the identity card or pension issued from the Central Government, State Government or PSU (PSU).</span></p>
<p><span style="font-weight: 400;"><strong>Permanent Residence Certificate-</strong> Released by District Magistrate or any equivalent authority.</span></p>
<p><span style="font-weight: 400;"><strong>Forest Rights Certificate-</strong> Where applied, to prove validity there.</span></p>
<p><span style="font-weight: 400;"><strong>Caste Certificate-</strong> For SC, ST or OBC category.</span></p>
<p><span style="font-weight: 400;"><strong>NRC Documents-</strong> Apply only in areas where it is necessary.</span></p>
<p><span style="font-weight: 400;"><strong>Family Register-</strong> Released by local bodies (eg Panchayat/Municipal Corporation).</span></p>
<p><span style="font-weight: 400;"><strong>Land or House Allocation Certificate-</strong> Documents related to allocation issued from a government office.</span></p>
<p><span style="font-weight: 400;"><strong>Government ID card before 1987-</strong> Any valid ID issued before 1987 by Sarkar or PSU. </span></p>

At the same time, before the assembly elections, the Election Commission of India (ECI) is running a special intensive revision (SIR) campaign to remove all the errors from the voter list of Bihar. Due to which political buzz is going on in Bihar and the leaders of all opposition parties are accusing the Election Commission about Bihar SIR.</p>
<p style="text-align: justify;">In the Lok Sabha, the Leader of the Opposition and Congress MP Rahul Gandhi is traveling in Bihar, accusing the Election Commission of theft and rigging the voter list. Along with Rahul Gandhi, Leader of Opposition in Bihar Legislative Assembly Tejashwi Yadav is also traveling with him. Meanwhile, a survey has been conducted in Bihar regarding the special intensive revision (SIR) of the voter list. In which the people of Bihar have made shocking revelations</p>
<p style="text-align: justify;"><strong>People of Bihar gave answers about SIR</strong></p>
<p style="text-align: justify;">Vote Vibe has conducted a survey amid the SIR process of the Election Commission in Bihar. In the survey, some questions related to the SIR process have been asked to the people of Bihar. On which the people of Bihar have expressed their opinion.</p>
<p style="text-align: justify;"><strong>Question-</strong> Did you have any kind of problem with adding or removing the name in the voter list?</p>
<p style="text-align: justify;"><strong>answer- </strong>On this, 37.2 percent of the people of the state replied yes. At the same time, 42.2 percent people said that they did not have any problem, while 20.6 percent people said that they could not say.</p>
<p style="text-align: justify;"><strong>Question-</strong> Do you believe that SIR is done in the right and transparent way?</p>
<p style="text-align: justify;"><strong>answer-</strong> On this, 39.9 percent people of Bihar have given their response in yes. At the same time, 39.9 percent people have replied in not. While 20.4 percent cannot say, he has given his opinion.</p>
<p style="text-align: justify;"><strong>Question-</strong> Is one month&#8217;s time given to raise objection to the voter list?</p>
<p style="text-align: justify;"><strong>answer-</strong> On this question, 38.3 percent people said that yes, so much time is enough and more than enough. At the same time, 40.9 percent people reacted in not. While 20.8 percent people said that they cannot say.</p>
<p style="text-align: justify;"><strong>Question-</strong> What is your opinion on the nationwide SIR in view of the disturbances in the voter list?</p>
<p style="text-align: justify;"><strong>answer-</strong> 49.2 percent people of Bihar said on this question that it should be implemented immediately. At the same time, 39.1 percent people said that there is no need. While 11.6 percent of the people cannot say.</p>
<p style="text-align: justify;"><strong>Question-</strong> Do you have anyone in the 11 documents offered for ECI?</p>
<p style="text-align: justify;"><strong>answer-</strong> 74.7 percent people of Bihar said that yes, he gave his response. At the same time, only 11.8 percent people gave their reply not. While 13.5 percent people said that they cannot say.</p>

<p style="text-align: justify;">The Supreme Court has directed the Election Commission of India (ECI) during the hearing of the Bihar Special Intensive Revision (SIR) case on Friday (August 22, 2025). The Supreme Court said that it should also accept the Aadhaar card with 11 documents in the SIR process and make this entire process friendly to the voters. </p>
<p>The Election Commission of India announced the names of 65 lakh people on Monday (August 18, 2025) whose names have been removed from the voter list under the Bihar Special Intensive Revision Process (SIR).</p>
<p><strong>What did the Supreme Court say during the hearing</strong><strong>,</strong></p>
<p>The Supreme Court said that the voters whose names have been removed during the Special Intensive Revision (SIR) in Bihar can submit online claims with Aadhaar card or 11 other acceptable documents. The court has also allowed voters excluding from the list that they can submit their claims through physical (offline) as well as online.</p>
<p>The court said, &#8220;We will allow those who have been removed from the voter list during SIR in Bihar to register claims online, who have Aadhaar card or any other acceptable document.&#8221;</p>
<p><strong>What instructions were given to Election Commission</strong></p>
<p>The Supreme Court directed the Election Commission (ECI) to provide a receipt by booth level agents (BLA) of political parties in lieu of claims. At the same time, the Chief Election Officer of Bihar (CEO) directed to make political parties a party and present the status report about claims in the court proceedings.</p>
<p><strong>What did the Supreme Court say to political parties</strong><strong>,<br /></strong>At the same time, the Supreme Court has asked political parties to help the voters out of the voter list in Bihar and register their claims. The court said, &#8220;It is surprising that political parties are not able to improve the names of voters&#8217; names under the special intensive revision (SIR) of the voter list in Bihar. It is a matter of surprise. The entire process of SIR should be compatible with voters, political parties should come forward for this.&#8221;</p>
<p><strong>What did Election Commission argue in Supreme Court</strong><strong>,</strong></p>
<p>The Election Commission (ECI) told the Supreme Court during the hearing, &#8220;The names of 85 thousand new voters were revealed in SIR in Bihar, but the booth level agents (BLA) of political parties lodged only two objections.&#8221; The Commission said, &#8220;Maintain confidence. The matter will be heard on September 15. We will show that no voter has been excluded.&#8221;</p>

<p style="text-align: justify;">The Election Commission of India (ECI) has released new figures under SIR on Thursday (July 24, 2025) amid the political fierce political fierce consequences of the special intensive revision (SIR) of the voter list in Bihar. Along with this, the Election Commission has also given a statement about the importance and purpose of SIR. The Election Commission of India (ECI) said that the aim of the voter SIR in Bihar is not to leave any qualified voters.</p>
<p style="text-align: justify;">The Election Commission released new data under Bihar SIR and said that so far 99 percent of the voters have been verified. According to the report of booth level officers (blo) and political parties appointed by political parties,</p>
<ul style="text-align: justify;">&#13;</p>
<li>6 lakh voters have been found who have died.</li>
<p>&#13;</p>
<li>Names of 5 lakh such voters have been reported, which have been permanently transferred to another place.</li>

<li>7 lakh voters have been found in more than one place.</li>

<p style="text-align: justify;">Apart from this, according to the report of local BLO and BLA, there are 1 lakh voters that have not been traced. In such a situation, it can be said that the names of more than 61.1 lakh people will be cut in the draft electoral role prepared on August 1.</p>
<p style="text-align: justify;"><strong>Forms of at least 7 lakh voters were not received</strong></p>
<p style="text-align: justify;">The Election Commission said, &#8220;However, under SIR, voters are being contacted from BLO and BLA from house to house, yet we have not received the forms of at least 7 lakh voters yet.&#8221;</p>
<p style="text-align: justify;"><strong>7.21 crore form has been digitized</strong></p>
<p style="text-align: justify;">ECI said, “We have received the forms of 91.32 percent of the total voter number in Bihar, ie 7.21 crore voters and they have been digitized. The names of all those whose forms have been digitized will be included in the draft electoral roles published on August 1. In addition, the remaining forms are also being digitized with BLO/Bla reports. They can be verified on claiming claims and objections. &#8220;</p>

<p style="text-align: justify;">Fresh data has been released by the Election Commission of India (ECI) under the special intensive revision i.e. SIR process running in Bihar. According to these data, the names of more than 52 lakh voters of Bihar will not be in the voter list on August 1. Maybe this figure will increase further during the next three days.</p>
<p style="text-align: justify;">More than 52 lakhs found during special intensive revision are the voters who are no longer found at their address. Apart from this, these include dead voters, transferred voters, voters whose names are recorded in more than one place and whose names could not be known.</p>
<p style="text-align: justify;"><strong>Data came up under Bihar Voter Sir</strong></p>
<p style="text-align: justify;">According to the new official data released by the Election Commission of India, 18,66,869 dead voters have been found during the special intensive revision (SIR) in Bihar. Apart from this, 26,01,031 transferred voters in the new data, 7,50,742 voters whose names are registered in more than one place and 11,484 are voters which could not be known.</p>
<p style="text-align: justify;"><strong>More than 7 crore forms digitized</strong></p>
<p style="text-align: justify;">In this context, this number belongs to more than 52 lakh voters. This number is 6.62 percent of the total voters (7,89,69,844). At the same time, 7,16,04,102 counting forms have been received so far, which is 90.67 percent of the total voters. Of these, 90.37 percent i.e. 7,13,65,460 forms have been digitized.</p>

In such a situation, based on the report of BLA appointed by political parties, the Election Commission will decide whether the names of voters will be included in the voter list on August 1.</p>
