<p style="text-align: justify;">Amidst the ongoing election activity in Bihar, the Election Commission will start the Special Intensive Revision (SIR) process in 12 states of the country from Tuesday (4 November 2025). The work of verification of Voter ID will start in many states including West Bengal, Uttar Pradesh, Rajasthan, Madhya Pradesh. This time, like Bihar, only Aadhar card is not valid in the SIR process. Under this, the work of distributing enumeration forms from door to door of voters will be started and these forms will be submitted on December 4, 2025.</p>
<p style="text-align: justify;"><strong>Election Commission will visit Bengal</strong></p>
<p style="text-align: justify;">A team of the Election Commission may visit West Bengal from 5 to 8 November to review the SIR. According to the report of news agency PTI, the team led by Election Commission Principal Secretary SB Joshi and Deputy Secretary Abhinav Aggarwal can inspect Cooch Behar, Alipurduar and Jalpaiguri districts of Bengal. Will assess how the BLO and Returning Officer RO are performing their duties.</p>
<p style="text-align: justify;">During the second phase, SIR is to be conducted in Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Uttar Pradesh, Tamil Nadu and West Bengal. Assembly elections are going to be held in four of these states, Tamil Nadu, Puducherry, Kerala and West Bengal next year. During this period, the concerned BLO will visit people&#8217;s homes three times. The final publication of the voter list will be done next February 2025.</p>
<p style="text-align: justify;"><strong>These 13 documents are necessary for SIR</strong></p>
<p style="text-align: justify;">For SIR, documents like birth certificate, 10th or any other examination certificate, passport, government land and house papers, caste certificate, domicile certificate, government job identity card or pension payment order, copy of family register, Commission&#8217;s guidelines related to Aadhar card, NRC entry, any identity card issued before July 1, 1987, land or house allotment certificate issued by the government will be valid. There are 51 crore voters in the 12 states and union territories where SIRs are to be held.</p>
<p style="text-align: justify;"><strong>Draft voter list will be released on December 9</strong></p>
<p style="text-align: justify;">The Election Commission will release the draft voter list on 9 December and the final voter list will be published on 7 February 2025.  Earlier SIR was done in 2002-04.  The Commission believes that SIR will ensure that no eligible voter is left out and no ineligible voter&#8217;s name remains in the voter list. The primary objective of SIR is to delist illegal foreign immigrants by checking their place of birth.</p>

<p style="text-align: justify;">Article 324 empowers the Election Commission of the country to supervise, direct and control the entire process of elections to the Parliament, State Assemblies and the posts of President and Vice President. It also includes preparation, maintenance and revision of voter lists. This ensures that the elections are conducted in a free and fair manner. Along with this, the Election Commission has been given the final supervisory power to give orders like special amendments if needed. </p>
<p style="text-align: justify;"><strong>Section 21 of the Representation of the People Act 1950 </strong></p>
<p style="text-align: justify;">Under this, the Election Commission has full authority to prepare and modify the voter list for every constituency. This allows the Commission to order specific amendments to the electoral roll at any time for reasons it deems appropriate. This becomes all the more important when there is a need for comprehensive verification and upgradation of the voter database. </p>
<p style="text-align: justify;"><strong>What is the purpose of special intensive revision?</strong></p>
<p style="text-align: justify;">Its objective is to include every eligible citizen above 18 years of age in the voter list. Along with this, duplicate, dead or transferred voters are removed. For this, booth level officers do door-to-door verification and collect information from homes to update the records. </p>
<p style="text-align: justify;"><strong>Which form for new voter enrollment </strong></p>
<p style="text-align: justify;">Form 6 is used for those who want to register as a new voter. Form 6 can be submitted through the official Election Commission portal. <p style="text-align: justify;"><strong>Understanding Special Intensive Review Campaign </strong></p>
<p style="text-align: justify;">Under special intensive verification, the voter list is prepared without any mistakes. In this, a new and pure voter list is prepared by identifying new eligible voters, removing names of dead or migrant persons and correcting incorrect data. This campaign is run on a large scale under the supervision of booth level officials and election registration officers.</p>
<p style="text-align: justify;"><strong>door to door verification </strong></p>
<p style="text-align: justify;">In the first step in the SIR process, booth level officials conduct door-to-door verification. After this, every booth level officer visits every house in his polling area and checks the voter details and also registers new entries. During this process they verify the information of registered voters and also identify people who have completed 18 years of age or have recently moved to the area. Along with this, we collect the details of all those people who have passed away or have shifted. To ensure accuracy, necessary documents like Aadhaar card and mobile number are also collected and enumeration forms are distributed to the residents. </p>
<p style="text-align: justify;"><strong>Publication of draft voter list </strong></p>
<p style="text-align: justify;">After verifying and compiling the data collected by the officials, the Election Commission prepares a draft voter list. These draft lists are made available to the public through the official Election Commission and Chief Electoral Officer websites. Along with this, it is also displayed at polling stations for voters to observe.</p>
<p style="text-align: justify;"><strong>Claims and objections invited </strong></p>
<p style="text-align: justify;">As soon as the draft voter list is published, the Commission opens a special window for claims and objections. During this entire phase, citizens can submit requests if their names are missing or any information is incorrect. Those whose names are not included can apply to get their names added through Form 6. Along with this, other people can submit Form 7 or Form 8 to correct personal details or to object to any wrong entry. Along with this, these applications can be submitted online or in person at the office of the concerned Election Registration Officer.</p>
<p style="text-align: justify;"><strong>Review and Verification of Claims </strong></p>
<p style="text-align: justify;">As soon as objections are received, the Electoral Registration Officer and the Assistant Electoral Registration Officer review each case carefully. Along with this, applicants or objectors can also be called for personal hearing and the decision is taken on the basis of all the documents provided.</p>
<p style="text-align: justify;"><strong>Final publication of voter list </strong></p>
<p style="text-align: justify;">When all the objections and corrections are completed, the final version of the voter list is prepared. The final voter list is officially published on a scheduled date and re-shared with political parties and the public through information displayed on the website or at polling stations.</p>

<h3 style="text-align: justify;"><strong>In which states will SIR Phase 2 be conducted?</strong></h3>
<p style="text-align: justify;">Phase 2 of Special Intensive Revision is to be conducted in a total of 12 states and UTs. These 12 states include Andaman Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. Out of these 12, assembly elections are also to be held in Tamil Nadu, Kerala, Puducherry and Uttar Pradesh in 2026. This time the SIR process is going to start from 4th November and continue till 4th December. Then the draft of electoral rolls will be released on 9th December. After this, time has been given till January 8, 2026 for corrections and objections in this list. Finally, the final draft list of SIR Phase 2 will be released on February 7, 2026. The people included in this list will be the final voters and will be able to cast their vote. For this process, BLOs will visit everyone&#8217;s house at least 3 times so that no eligible voter is left out. During this process, new electors will have to fill Form 6. Also, Form 7 will be filled for deletion and Form 8 for correction.</p>

In the second phase, 12 states of the country will be covered under SIR. Although Maharashtra has not been included in these states, civic elections are to be held in Maharashtra in the coming days.</p>
<p style="text-align: justify;">According to the Election Commission, under the second phase, SIRs are proposed in Andaman and Nicobar besides West Bengal, Uttar Pradesh, Tamil Nadu, Rajasthan, Puducherry, Madhya Pradesh, Lakshadweep, Kerala, Gujarat, Goa, Chhattisgarh. The announcement of SIR in these 12 states was made by Chief Election Commissioner of India (CEC) Gyanesh Kumar in a press conference on Monday. He also made it clear that the voter lists of these states will be frozen on Monday night.</p>
<h3 style="text-align: justify;">Questions are arising for this</h3>
<p style="text-align: justify;">Actually, questions are being raised regarding Maharashtra because earlier it was believed that SIR could be conducted in Maharashtra also before the BMC elections. However, it was said by the State Election Commission and political parties that at present SIR should not be conducted in Maharashtra.</p>

<p>The Election Commission said that from tomorrow Tuesday (October 28, 2025), the Special Intensive Revision (SIR) process of voter list will start in Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. Apart from this, if we talk about Union Territories, the SIR process will start in Andaman and Nicobar, Lakshadweep and Puducherry.</p>
<p><strong>How many voters will be investigated under SIR process?</strong><strong>,</strong></p>
<p>According to the Election Commission data, the total number of voters in all these 12 states and union territories is around 51 crore, who will go through this special intensive vetting process. Of these, the maximum number of 15 crore 44 lakh 24 thousand voters are in the state of Uttar Pradesh alone. After this, West Bengal is in second place with 7 crore 66 lakh 24 thousand voters. Whereas Tamil Nadu is at third place with 6 crore 41 lakh 15 thousand voters.</p>
<p>At the same time, a total of 5,33,093 Booth Level Officers (BLOs) will be deployed by the Election Commission for the verification work of this number of voters, out of which 1,62,486 Booth Level Officers (BLOs) will be deployed in Uttar Pradesh, 80,681, 68,467 in West Bengal, 65,014 in Madhya Pradesh, 52,490 in Rajasthan and 50,963 Booth Level Officers (BLOs) in Gujarat.</p>
