Dr. Praveen Togadia, founder of International Hindu Parishad, has given a big statement regarding the SIR campaign of voter list going on in many states of the country. He has said that if the government does just one thing then there is no need for SIR. The government should just throw out the Bangladeshis.

Praveen Togadia said in a function organized in Pali district of Rajasthan that if the government only expels three crore Bangladeshis living in India, then there will be no need for SIR.

While talking to the media here, Praveen Togadia said that the work of SIR of voter list is not wrong. According to him, two things must be done in this matter. The name of any legal citizen living in the country should not be out of the voter list and also the name of any Bangladeshi should not be in the voter list of the country.

What did Togadia say on unemployed youth and education system?

In the welcome ceremony organized at Somnath Temple Bhatwara, Togadia also spoke on unemployed youth, farmers and education system. He said, serious work should be done on providing employment to youth, making education affordable and giving interest-free loans to farmers. Tough decisions will have to be taken in the national interest.

During the program, Togadia called upon people to recite Hanuman Chalisa every Tuesday and Saturday and made them take a pledge to protect cows. He said that social and religious organizations should together play an active role in the national interest.

Congress Rajya Sabha member Digvijay Singh on Wednesday (26 November) attacked the Election Commission over the Special Intensive Revision (SIR) of the voter list. He alleged that a devious attempt was being made to convert democracy into an ‘autocracy’ through the ‘completely flawed process’ of SIR.

He said this while addressing Congress workers in Indore on Constitution Day. Digvijay Singh said in a meeting organized near the statue of Constitution maker Dr. Bhimrao Ambedkar at Geeta Bhawan intersection of the city that the process of SIR is ‘completely flawed’.

Taking aim at SIR, Digvijay Singh said, “A devious attempt is being made to change the Constitution of India from democracy to autocracy.” Our voter list is being tampered with. This tampering is not limited to the voter list only. Your citizenship is also being questioned.

We have to decide whether there should be dictatorship or democracy in the country?” Giving examples of dictators like Hitler and Mussolini, he said that in ‘autocracy’ only one person rules and the common people are not heard anywhere.

The Rajya Sabha member said that in the SIR that was conducted in the country till 2003, it was the responsibility of the government and the Election Commission to add the name of every eligible citizen to the voter list, but under the current process of SIR, proof of their being voters is being sought from the citizens themselves.

Legal framework behind special intensive review

This process is conducted under Article 324 of the Constitution of India and Section 21 of the Representation of the People Act 1950. These provisions give full powers to the Election Commission to maintain purity and accuracy in voter lists.

Article 324 empowers the Election Commission of the country to supervise, direct and control the entire process of elections to the Parliament, State Assemblies and the posts of President and Vice President. It also includes preparation, maintenance and revision of voter lists. This ensures that the elections are conducted in a free and fair manner. Along with this, the Election Commission has been given the final supervisory power to give orders like special amendments if needed.

Under this, the Election Commission has full authority to prepare and modify the voter list for every constituency. This allows the Commission to order specific amendments to the electoral roll at any time for reasons it deems appropriate. This becomes all the more important when there is a need for comprehensive verification and upgradation of the voter database.

What is the purpose of special intensive revision?

Its objective is to include every eligible citizen above 18 years of age in the voter list. Along with this, duplicate, dead or transferred voters are removed. For this, booth level officers do door-to-door verification and collect information from homes to update the records.

Which form for new voter enrollment

Form 6 is used for those who want to register as a new voter. Form 6 can be submitted through the official Election Commission portal. Apart from this, during special intensive verification, booth level officers also collect enumeration forms from citizens. This helps to verify existing voter information and add new names.

Understanding Special Intensive Review Campaign

Under special intensive verification, the voter list is prepared without any mistakes. In this, a new and pure voter list is prepared by identifying new eligible voters, removing names of dead or migrant persons and correcting incorrect data. This campaign is run on a large scale under the supervision of booth level officials and election registration officers.

In the first step in the SIR process, booth level officials conduct door-to-door verification. After this, every booth level officer visits every house in his polling area and checks the voter details and also registers new entries. During this process they verify the information of registered voters and also identify people who have completed 18 years of age or have recently moved to the area. Along with this, we collect the details of all those people who have passed away or have shifted. To ensure accuracy, necessary documents like Aadhaar card and mobile number are also collected and enumeration forms are distributed to the residents.

Publication of draft voter list

After verifying and compiling the data collected by the officials, the Election Commission prepares a draft voter list. These draft lists are made available to the public through the official Election Commission and Chief Electoral Officer websites. Along with this, it is also displayed at polling stations for voters to observe.

Claims and objections invited

As soon as the draft voter list is published, the Commission opens a special window for claims and objections. During this entire phase, citizens can submit requests if their names are missing or any information is incorrect. Those whose names are not included can apply to get their names added through Form 6. Along with this, other people can submit Form 7 or Form 8 to correct personal details or to object to any wrong entry. Along with this, these applications can be submitted online or in person at the office of the concerned Election Registration Officer.

Review and Verification of Claims

As soon as objections are received, the Electoral Registration Officer and the Assistant Electoral Registration Officer review each case carefully. Along with this, applicants or objectors can also be called for personal hearing and the decision is taken on the basis of all the documents provided.

Final publication of voter list

When all the objections and corrections are completed, the final version of the voter list is prepared. The final voter list is officially published on a scheduled date and re-shared with political parties and the public through information displayed on the website or at polling stations.

India Sir: On October 27, the Election Commission of India has announced the special intensive revision of the second phase. After Bihar, now this second phase revision is to be done in 12 states and union territories between November and February.

The process of the second phase of SIR will start from November 4 and will continue till February 7, in which all the processes from enumeration to releasing the final draft list will be done. In which states will SIR Phase 2 be conducted?

Phase 2 of Special Intensive Revision is to be conducted in a total of 12 states and UTs. These 12 states include Andaman Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. Out of these 12, assembly elections are also to be held in Tamil Nadu, Kerala, Puducherry and Uttar Pradesh in 2026. This time the SIR process is going to start from 4th November and continue till 4th December. Then the draft of electoral rolls will be released on 9th December. After this, time has been given till January 8, 2026 for corrections and objections in this list. Finally, the final draft list of SIR Phase 2 will be released on February 7, 2026. The people included in this list will be the final voters and will be able to cast their vote. For this process, BLOs will visit everyone’s house at least 3 times so that no eligible voter is left out. During this process, new electors will have to fill Form 6. Also, Form 7 will be filled for deletion and Form 8 for correction.

The Election Commission has announced the second phase of Special Summary Revision (SIR) on Monday (27 October). Now Jammu and Kashmir Chief Minister Omar Abdullah has given a statement regarding SIR. He has said that the Election Commission should not be hasty in doing the SIR of the voter list across the country, but should wait for the Bihar Assembly elections to be over. He said that SIR will put the image of the Election Commission at stake.

Talking to journalists after the House proceedings were adjourned for the day, CM Abdullah said that there are already apprehensions regarding SIR in Bihar. It is not yet clear whether people doing this practice will get any benefit from it or not. He said, “Let the elections be completed in Bihar, then we will see if there is any benefit from it. Then we can talk about implementing it in the rest of the country.”

Chief Minister Omar Abdullah advised the Election Commission, “Do not rush into the nationwide SIR, otherwise it will appear as if the ECI has lost its independence and is working under the pressure of a particular political party. We have seen this before as well.”

‘SIR will put the image of the Election Commission at stake’

Accusing the ECI of being biased on delimitation and other issues after the abrogation of Article 370 and bifurcation of Jammu and Kashmir on August 5, 2019, Omar Abdullah said that the SIR will also put the image of the ECI at stake.

‘Delimitation done for one party’

The Chief Minister of Jammu and Kashmir said, “The delimitation in Jammu and Kashmir was not done for the benefit of the people but for the benefit of one political party. The way new seats were distributed and new seats were created, it directly benefited only one political party. The Election Commission should not make such a mistake.”

All India Special Intensive Review (SIR) campaign will be announced soon in many states of the country. An Election Commission official said that the Election Commission will hold a press conference on Monday evening (October 27, 2025) regarding the special intensive revision of the voter list. 10 to 15 states included in the first phase

Elections will be held in Assam, Tamil Nadu, Puducherry, Kerala and West Bengal in 2026 and all these will be in the list of states where the work of purifying the voter list will start first. Officials said that the Commission will announce the first phase of SIR on Monday, which will include 10 to 15 states.

He said that the Election Commission will not undertake the work of purification of electoral rolls in those states where local body elections are being held or about to be held, as the grassroots level election machinery is busy with it and may not be able to concentrate on SIR.

SIR will be implemented in two phases

He said that SIR in such states will be conducted in later phases. The work of purifying the voter list has been completed in Bihar, where the final list containing about 7.42 crore names was published on September 30.

Voting will take place in Bihar in two phases, on November 6 and November 11, and counting of votes will take place on November 14. The Commission has already held two meetings with state Chief Electoral Officers (CEOs) to decide on the roadmap for implementing SIR. Many Chief Electoral Officers (CEOs) have already put on their websites the voter lists published after their last SIR.

Why is SIR being implemented in the states?

The last SIR of voter lists in most states is between 2002 and 2004. The primary objective of SIR is to screen out foreign illegal immigrants by investigating the place of birth. This step is important in view of the crackdown in various states on illegal immigrants from other countries including Bangladesh and Myanmar.

The controversy over the voter list verification before the Bihar assembly elections has heated up the political atmosphere. Congress leader Rahul Gandhi has clearly denied the instructions of the Election Commission seeking an affidavit.

Allegations of historical reference and opposition leaders
