<p style="text-align: justify;">The Supreme Court has given three orders on Friday (November 7, 2025) on the issue of stray dogs. The court has said that the state should work on the report of the amicus curiae and file an affidavit. In the second order, the court said that the order of Rajasthan High Court regarding stray animals on the roads should be implemented in the entire country. Remove stray animals from highways and roads. Keep them in a shelter. Municipal Corporation should form patrolling team and keep surveillance 24 hours. The court has also ordered to issue a helpline number.</p>
<p style="text-align: justify;">In the third order, the Supreme Court said that stray dogs should be prevented from entering educational institutions, sports complexes, hospitals, bus stands, railway stations by installing fences and adopting other measures. Do not allow stray dogs to live there. After vaccination and sterilization, keep them in a shelter home. The court has asked to implement its order in 8 weeks.</p>
<p style="text-align: justify;">On August 11, the bench of Justice JB Pardiwala and Justice R Mahadevan, taking a strict stance on the incidents of dog bites, had ordered the closure of all stray dogs in shelter homes in Delhi, Noida, Ghaziabad, Gurugram and Faridabad. Animal lovers reached the Supreme Court in protest against this and presented the matter before the Chief Justice, after which the matter was sent to a bench of three judges.</p>
<p style="text-align: justify;">Changing the old order, a bench of three judges had ordered to catch and sterilize and vaccinate the stray dogs in Delhi-NCR and release them back in their area. Also, on August 22, increasing the scope of hearing, the court transferred the cases pending in various High Courts to itself and asked the states to file affidavits, but in two months only two states filed the affidavits.</p>
<p style="text-align: justify;">The judges expressed surprise that no one, except two states, filed an affidavit in response to its notice. Even the affidavit of Delhi government has not been filed. Only MCD (Municipal Corporation of Delhi) has filed it.</p>
<p style="text-align: justify;">In the hearing held on October 27, the court said that incidents related to dogs are continuously happening across the country. A bad image of India is being created in the world. In such a situation, the lax attitude of the state governments is wrong. Expressing objection over the non-filing of the states&#8217; replies, the court asked whether state officials do not read newspapers or use social media? Even if the copy of the order did not reach his table, he must have definitely got information about this important matter.</p>
