The Supreme Court has given three orders on Friday (November 7, 2025) on the issue of stray dogs. The court has said that the state should work on the report of the amicus curiae and file an affidavit. In the second order, the court said that the order of Rajasthan High Court regarding stray animals on the roads should be implemented in the entire country. Remove stray animals from highways and roads. Keep them in a shelter. Municipal Corporation should form patrolling team and keep surveillance 24 hours. The court has also ordered to issue a helpline number.

In the third order, the Supreme Court said that stray dogs should be prevented from entering educational institutions, sports complexes, hospitals, bus stands, railway stations by installing fences and adopting other measures. Do not allow stray dogs to live there. After vaccination and sterilization, keep them in a shelter home. The court has asked to implement its order in 8 weeks.

On August 11, the bench of Justice JB Pardiwala and Justice R Mahadevan, taking a strict stance on the incidents of dog bites, had ordered the closure of all stray dogs in shelter homes in Delhi, Noida, Ghaziabad, Gurugram and Faridabad. Animal lovers reached the Supreme Court in protest against this and presented the matter before the Chief Justice, after which the matter was sent to a bench of three judges.

Changing the old order, a bench of three judges had ordered to catch and sterilize and vaccinate the stray dogs in Delhi-NCR and release them back in their area. Also, on August 22, increasing the scope of hearing, the court transferred the cases pending in various High Courts to itself and asked the states to file affidavits, but in two months only two states filed the affidavits.

The judges expressed surprise that no one, except two states, filed an affidavit in response to its notice. Even the affidavit of Delhi government has not been filed. Only MCD (Municipal Corporation of Delhi) has filed it.

In the hearing held on October 27, the court said that incidents related to dogs are continuously happening across the country. A bad image of India is being created in the world. In such a situation, the lax attitude of the state governments is wrong. Expressing objection over the non-filing of the states’ replies, the court asked whether state officials do not read newspapers or use social media? Even if the copy of the order did not reach his table, he must have definitely got information about this important matter.

The Supreme Court changed its decision on stray dogs and gave a big order on Friday (August 22). The apex court said that dogs should be released back after sterilizing, waxinate (sterilization). In every area, the feeding area (place to eat) should be made, that is, dogs should not be given food anywhere. This decision of the Supreme Court has been welcomed by animal rights activist and BJP leader Maneka Gandhi.

He told the news agency ANI that I am very happy with this scientific decision. The cause of dog bites is only displacement and fear. There is no question of leaving dogs infected with rabies.

Who will be called an aggressive dog?- Maneka Gandhi

He also said, “The court has not defined who will be called an aggressive dog.” It is necessary to define it. (The order to create a prescribed feeding area is absolutely correct. The corporation will also have to install signboards for such scheduled areas. The court has said that its decision will apply to the whole country. ‘

Maneka Gandhi said, “As per the order, the municipal corporations will have to set up a proper ABC (Animal Birth Control) center. For the first time in 25 years, the government has said in Parliament that it is allocating Rs 2,500 crore for this program. “

At the same time, former MP and son of Maneka Gandhi, Varun Gandhi said that today we should express deep gratitude to the Supreme Court. By showing the ability of his self-improvement, he has shown foresight, sensitivity and true generosity. Every living being is capable of blessing. For all those who raised their voice for Bay Juban. Hug yourself. You are amazing. ”

What did the Supreme Court say?

A bench of Supreme Court Justice Sandeep Mehta and Justice NV Anjaraiya has amended their instructions to ban stray dogs from shelter sites in Delhi-NCR. The bench said that the caught dogs should be sterilized, they should be vaccinated and they should be released back in the same areas.

The case of stray dogs of Delhi-NCR remains a matter of discussion in the whole country. The Supreme Court of India has ordered to hold stray dogs roaming in Delhi and the entire NCR area and put it in the shelter. At the same time, the government aims to sterilize and vaccinate 70 percent stray dogs of the country in the next one year. The purpose of this initiative of the government is to ensure the safety of the people and also control the increasing population of dogs.

At the same time, there are many different ways of cases about the population of dogs around the world. According to the WorldAls and government data, there are a large number of dogs both pet and stray in many countries. Today, let us tell you about the ranking of 10 countries of the world, where most of the dogs are.

 Romania

There are about 41 lakh (4.1 million) dogs in Romania. In the 1980s, when many people moved from villages to cities and left their pets, the population of stray dogs suddenly increased. Earlier there was a policy of killing stray dogs on a large scale, but animal rights groups objected to this.

 France

There are about 74 lakh (7.4 million) dogs in France. In France, every dog is required to have a microchip for identification and rabies cases are extremely low due to strict rules of vaccination.

 Argentina

Argentina has about 92 million (9.2 million) dogs. Here the practice of keeping pets is increasing considerably, even people are keeping pets in the apartment. At the same time, the government is running vaccination and sterilization programs so that their number and security can be controlled.

 Philippines

The Philippines has 1.16 crore (11.6 million) dogs. There have been incidents of prolonged rabies deaths in the Philippines. The government, leaving the policy of killing stray dogs, took steps towards controlling the number through vaccination and sterilization.

 Japan

There are about 1.2 million (12 million) dogs in Japan. A large number of people in Japan adopt pets instead of children and here dogs are considered as members of the family. Japan’s pet business is $ 10 billion.

 Russia

There are about 1.5 crore (15 million) dogs in Russia, including famous metro dogs. These dogs navigate public transport. The number of stray dogs is increasing here and the citizens as well as the authorities also take care of them.

 India

The number of stray dogs in India is around 1.53 crore (15.3 million). Here the government has planned to vaccinate and sterilize 70 percent dogs in a year, so that their number can be controlled.

 China

The total number of dogs in China is 2.74 crore (27.4 million). However, the trend of keeping pets in China is increasing rapidly. Once in cities like Beijing, where there was a ban on raising a dog, it is now being accepted more.

 Brazil

At the same time, there are 3.57 crore dogs in Brazil and a dog is reared in about half of the houses here. While the government ensures the safety of pets through vaccination programs.

 America

America has the most dogs in the world. There are about 7.58 crore (75.8 million) dogs in the US. There are dog parks, grooming services and even stringent animal welfare laws for dogs. Apart from this, strict action is also taken in cases of any kind of cruelty here.

Stray dogs in delhi: On the order of the Supreme Court, Delhi Minister Kapil Mishra said that we will implement it in the city in a timely manner. In fact, on Monday (August 11), the country’s largest court should send the stray dogs of the city to the shelter home. Kapil Mishra said that this order of the court will clear Delhi to get rid of the fear of rabies and stray animals.

What did Kapil Mishra say in X post?

The Supreme Court has clearly stated that stray dogs should be started from every area of Delhi-NCR and they should be shifted to another safe place. After the court order, the minister said in the X post, “This order of the Supreme Court shows Delhi’s freedom from the fear of rabies and destitute animals. Under the leadership of CM Rekha Gupta, the Animal Department of Delhi Government along with all the agencies will study this order and move towards applying it properly. This order will also be taken care of by applying time -bound methods completely.”

What did the Supreme Court say in its order?

The Supreme Court said that strict action will be taken in this process on obstructing any organization or person.

The court has warned that if someone blocks the dogs forcibly catching, they may have to face legal consequences.

The court also said that the reason behind this is the growing attacks of stray dogs in Delhi-NCR in recent times, due to which there is an atmosphere of fear among the people. This danger has become more serious, especially for children and the elderly. The risk of deadly disease like rabies is also increasing.

According to the court, it is necessary to free the roads from stray dogs so that people can feel safe.

At the same time, the court has ordered MCD and NDMC to take this step with immediate effect. I

It has been asked to make a systematic plan, which includes arrangements to catch dogs, treat them and send them to a safe place.
