This time the reason for the discussion is a hearing held in the Supreme Court, where the court asked a question which started a new discussion regarding reservation and creamy layer. The court asked that if a family has achieved good education, good job and strong economic condition by taking advantage of reservation, then should its children also continue to get the same benefits of reservation?</p>
<p style="text-align: justify;">This comment came to light when the Supreme Court was hearing a case related to a candidate from Karnataka. The candidate was not given the benefit of reservation on the basis of creamy layer, against which he had approached the court.</p>
<p style="text-align: justify;">What did the Supreme Court say during the hearing?</p>
<p style="text-align: justify;">During the hearing, Justice B.V. Nagarathna said that the purpose of reservation is to bring forward those who are socially and educationally backward. But if a family has achieved a good position in the society by taking advantage of reservation, then why should the next generation also need the same benefits continuously?</p>
<p style="text-align: justify;">Giving an example, he said that if both the parents are IAS officers, earning good income and have a respectable position in the society, then the question arises on giving reservation to their children. The court said that with education and economic strength, social status also changes and this aspect cannot be ignored.</p>
<p style="text-align: justify;"><strong>What was the decision of the High Court?</strong></p>
<p style="text-align: justify;">In this case, earlier the Karnataka High Court had ruled that the income of the candidate&#8217;s family exceeds the prescribed limit and he comes under the creamy layer. Therefore he cannot get the benefit of reservation. The High Court had also said that as per the reservation policy of the state government, the candidate is not eligible for reservation. Challenging this decision, the matter reached the Supreme Court.</p>

<p style="text-align: justify;"><strong>Who gets how much reservation in UPSC Civil Services Examination?</strong></p>
<p style="text-align: justify;">There is a system of reservation for different classes in the UPSC Civil Services Examination, so that all classes can get opportunities in government services. According to reports, 15 percent seats are reserved for SC category candidates. ST category is given 7.5 percent reservation. </p>
<p style="text-align: justify;">At the same time, non-creamy layer OBC candidates get the benefit of 27 percent reservation. Whereas 10 percent seats are reserved for EWS category. On the other hand, 4 percent horizontal reservation is given to disabled candidates, which is applicable in all categories.  Many sections receiving reservation get relaxation not only in seats but also in age limit and attempts to appear in the examination.</p>
