<p style="text-align: justify;">The Telangana High Court on Thursday (October 09, 2025) stayed the implementation of the state government order (GO) MS No. 9, which provided for 42 percent reservation for backward classes (OBCs) in the upcoming local body elections. In its interim order, the court suspended the operation of this GO till further orders.</p>
<p style="text-align: justify;">The court directed the state government to file a counter affidavit within four weeks and allowed the petitioners to file their objections within two weeks thereafter. The next hearing of the case has been scheduled after six weeks.</p>
<p style="text-align: justify;"><strong>Court raised questions on government order</strong></p>
<p style="text-align: justify;">This decision came after two days of debate in the High Court on the legality and proportionality of the OBC quota. The court questioned the validity of the government order and asked whether adequate deliberation was done in the data collection and analysis. </p>
<p style="text-align: justify;">The court said in its observation, &#8216;After the data is published and the report is submitted by the Commission, should not the process of public publication, inviting objections and then addressing them be followed?&#8217;</p>
<p style="text-align: justify;"><strong>67 percent reservation violates constitutional limits</strong></p>
<p style="text-align: justify;">Last month, the Telangana government had issued an order for 42 per cent OBC reservation for local body elections to be held in multiple phases in October and November. On September 27, the vacation bench heard a House motion petition and questioned the urgency of the order and the absence of the Governor&#8217;s assent to the bill. After this the case was listed for hearing on October 8.</p>
<p style="text-align: justify;">The petitioners argued that increasing the OBC reservation from the existing 25 percent to 42 percent would take the total reservation in the state to 67 percent, which could be a violation of constitutional limits. The court has directed a thorough investigation into this matter and has sought a detailed reply from the government. This decision can have a significant impact on the process of local body elections.</p>

<p style="text-align: justify;">Telangana High Court has canceled the ranking list of Group-1 examinations of Telangana Public Service Commission (TGPSC). This list was released on 10 March 2025. The court has clearly stated that the examination papers will have to be re-examined. Until the investigation is completed, the new result will not be released. If the investigation is not possible again, then the exam will have to be done again.</p>
<p style="text-align: justify;">A division bench headed by Justice Namwarpu Rajeshwar Rao gave the verdict after a detailed hearing on 7 July 2025. The court has given TGPSC eight months to complete this investigation. Thousands of candidates appearing for Group-1 examination will be affected by this decision, who had been waiting for the result for a long time.</p>
<p style="text-align: justify;"><strong>What is the whole matter?</strong></p>
<p style="text-align: justify;">Telangana Public Service Commission (TGPSC) released the result of Group-1 examinations on 10 March 2025. This examination is for the state government jobs, in which recruitment is done for many big posts. However, after the result, many candidates questioned its investigation process. He said that there has been a disturbance in the investigation of the papers and there are many mistakes in the result. The candidates also said that there was a lack of transparency in the entire process. Some candidates filed a petition in the High Court regarding these complaints.</p>
<p style="text-align: justify;">The petition said that TGPSC did not investigate the papers properly. Candidates also gave some evidence to the court, in which claims of disturbances in evaluation were made. The court heard these petitions seriously. In the hearing held on July 7, the bench of Justice Rajeshwar Rao heard the arguments of all the parties and took stock of the evidence. After this, the court ruled to cancel the ranking list.</p>
<p style="text-align: justify;"><strong>What did the court say?</strong></p>
<p style="text-align: justify;">The court clearly stated in its judgment that TGPSC will have to re-examine Group-1 exam papers. This investigation should be completely transparent and fair. The court has given TGPSC eight months for this. In such a situation, TGPSC will have to complete this process by March 2026.  If for some reason the investigation is not done again, the court has also said that TGPSC will have to conduct a fresh examination. This decision of the court is a big relief for those candidates who were not happy with the result. However, those people who had passed the results had passed before. Now they will have to wait for new results.</p>
<p style="text-align: justify;"><strong>What will be the effect on the candidates?</strong></p>
<p style="text-align: justify;">Thousands of candidates appeared in Group-1 examination. These are those young people who are dreaming of government jobs. This decision will directly affect those candidates who passed. If the result changes in the re -investigation, then their ranking can also change.
