Actually, the board of any country does not decide who will be the umpire in international matches. These umpires come under the ICC and only the ICC decides who will be the umpire in an international match and from which country. Therefore, Bangladesh Cricket Board cannot interfere in the matter of Sharafuddaula coming to India even if it wants to.

How did Bangladeshi umpire come to India?

Those who play the role of umpiring in international cricket matches have a contract with ICC. The International Cricket Council divides umpires into two categories. Umpires are divided into ICC Elite Panel and ICC International Panel categories.

These umpires are appointed by ICC and only ICC can remove them. Therefore, it is not decided by BCCI, BCB or the cricket board of any other country as to which country and who will be the umpire in an international cricket match. This is the work of ICC, so even if Bangladesh Cricket Board wanted, it could not have stopped Sharafuddaula from coming to India.
