On June 23, 2026, the United Nations Commission of Inquiry released a 100-page report which caught the attention of the entire world. In this report, Israel was seriously accused of deliberately targeting Palestinian children in Gaza, committing genocide, crimes against humanity and war crimes. The person behind this report is none other than Justice Srinivasan Muralidhar, a former Justice of India, who is the Chairman of this Commission. The question is, who is Justice Muralidhar? How has his judicial career been and what is there in the report that has angered Israel so much?

Who is Justice S Muralidhar?

Justice Srinivasan Muralidhar is an Indian jurist, who is counted among the most independent-minded judges of India. He was born on 8 August 1961. He graduated in Chemistry from Vivekananda College, Chennai and then obtained a law degree from Madras University. Later he also did PhD from Delhi University.

Beginning of legal career: He started practicing law in Chennai in 1984. Three years later, in 1987, he came to Delhi and started practicing in Delhi High Court and Supreme Court. In 1990, he topped the Advocate-on-Record examination of the Supreme Court. He also served as counsel for the National Human Rights Commission (NHRC) of India and assisted the court as amicus curiae in several public interest litigations.

Tenure as Justice: In May 2006, he was appointed judge of Delhi High Court. After staying in Delhi High Court for 14 years, he was transferred to Punjab and Haryana High Court. In January 2021, he became the Chief Justice of Orissa High Court. After retirement in August 2023, the Supreme Court appointed him as Senior Advocate.

History making decisions of Justice Muralidhar

Some of the decisions of Justice Muralidhar set precedents in the judicial system of the country:

1. Historic decision decriminalizing homosexuality (2009): Justice Muralidhar joined Chief Justice A.P. in the Naz Foundation case. Gave a historic decision together with Shah. He rejected Section 377 of the IPC, which criminalized homosexual relations. Although later the Supreme Court temporarily overturned it, but in 2018, on the basis of this decision, the Supreme Court permanently decriminalized homosexuality. Recalling this decision, Muralidhar had said, ‘That day of July 2, 2009 was the most emotional moment of my career as a judge. When we announced the verdict, the relief on the faces of the people present in the court room was priceless.

2. Punishment of culprits in Hashimpura case (2018): In 1987, dozens of Muslim men were arrested and killed by the police in Hashimpura, Uttar Pradesh. In 2018, Justice Muralidhar overturned the acquittal of the lower court and convicted 16 former policemen. He clearly said that the state’s accountability cannot end with the passage of time.

3. Sajjan Kumar convicted in 1984 anti-Sikh riots (2018): Justice Muralidhar was part of the bench that convicted Congress leader Sajjan Kumar in the 1984 anti-Sikh riots.

4. Midnight hearing during 2020 Delhi riots: When communal violence broke out in Northeast Delhi in February 2020, Justice Muralidhar held an emergency hearing after midnight at his home. He ordered to find a safe way for the victims. The next day he also made strong comments on the action of Delhi Police. Immediately after this, he was removed from Delhi High Court and transferred to Punjab and Haryana High Court.

How to reach United Nations?

In November 2025, the President of the United Nations Human Rights Council (UNHRC) appointed Justice Muralidhar as a member of the International Commission of Inquiry on ‘the Occupied Palestinian Territories (including East Jerusalem) and Israel’. He was also made the chairman of this three-member commission. This commission was established in 2021 under Human Rights Council resolution S-30/1. Its task is to investigate violations of human rights law in the occupied Palestinian territories and Israel from 13 April 2021 till now.

Gaza Report: The 100-page document that shook the world

On June 23, 2026, the Justice Muralidhar-led commission released a 100-page report with the headline ‘The essence of childhood has been destroyed’. During a press conference in Geneva, Muralidhar said that the commission had found ‘indisputable evidence of war crimes and atrocity crimes’. In this report:

Figures of deaths and injuries of children: At least 20,179 Palestinian children were killed and 44,143 were injured in Gaza between 7 October 2023 and 7 October 2025. This is approximately 30% of the total conflict deaths during that period.

How children were targeted: The report said that the children were killed in two ways. First, through large-scale air strikes in densely populated areas and second, through drones and sniper rifles targeting the head and upper body.

Infrastructure destruction: 97% of schools in Gaza have been completely destroyed. Orphanages, maternity wards and intensive care nurseries have also been destroyed.

Attacks even after ceasefire: Even after the ceasefire in October 2025, Israeli security forces continued to target and kill children.

Custodial torture: Palestinian children were arrested, tortured and ill-treated in Israeli prisons.

Sexual violence: Israeli security forces also used sexual violence against children.

Starvation: Due to Israel’s blockade and siege, children died and the health of many children was compromised.

Hamas crimes: The Commission also recorded that Palestinian armed groups also committed serious violations against children, including the killing of five Israeli teenagers by Hamas in October 2023.

What did Israel feel about this report?

Israel has completely rejected this report. The Israeli Foreign Ministry termed it ‘promotional material’. Israel’s ambassador to the United Nations called it ‘a blood libel disguised as a UN document’ (false accusation).

What did Justice Muralidhar say about the report?

Justice Muralidhar said, ‘The evidence shows that Palestinian children were deliberately targeted and killed by Israeli security forces. Even after the October 2025 ceasefire, children are being killed and seriously injured, Israel is flouting the ceasefire and the protection given to children under international law. By targeting children, Israel is attacking the Palestinian people’s existence and ability to decide their own future.

Pakistan Occupied Kashmir (POJK), which it calls ‘Azad Kashmir’, but the reality has turned out to be something else. The anger of the common people here is now on the seventh sky. When people, troubled by inflation, unemployment and electricity bills, took to the streets, the Pakistani Army and Rangers opened fire on them indiscriminately. In areas like Rawalkot, Gilgit-Baltistan, Muzaffarabad and Mirpur, there are only screams and mourning everywhere. Internet was down, phone lines were closed and hospitals were filled with injured. Now this matter has reached the United Nations (UN). India has taken a strong stand and demanded intervention from the UN and Farooq Abdullah has also broken his silence and raised his voice against the atrocities…

How did the whole controversy start?

This dispute in POJK starts from 5 June 2026. The POJK administration banned a civil group called the Joint Awami Action Committee (JAAC). JAAC had been continuously raising its voice against inflation, power cuts and rising prices of flour for the last two years. He had a total of 38 demands. The administration had accepted 37 of them, but drew a line on one demand and that was the demand to abolish 12 refugee seats.

These seats are reserved for the refugees who went to Pakistan from India in 1947. JAAC says that Pakistan uses these seats to seat its puppets in the assembly. As soon as JAAC was banned, people got angry. On June 6, a businessman died in a police clash and then the volcano erupted.

The story of the black night of Rawalakot

This was the night which added a dark story to the history of POJK. On June 8, JAAC supporters held a big demonstration in Rawalakot. Pakistani Rangers were already deployed there. Within no time the security forces started firing indiscriminately at the protesters.

It is alleged that bullets were fired not just in the air but directly on the chests of people. Many people were sleeping in their homes and bullets were fired at them too. Hospitals were captured, so that the details of the injured were not known. Mobile internet and phone lines were shut down simultaneously. POJK plunged into darkness and silence.

Kashmir, which was once known as our coronary artery, today is witnessing scenes of state coercion on the same land in Azad Jammu and Kashmir.

Thousands of people came out on the streets and staged a strong protest after the funeral prayers of Brahmin Kashmiri who was martyred by the Rawalkot ranger’s bullet.#क्षमीर_की_अवाज_बंद_नही_क्रो… pic.twitter.com/R0QQuXwYTp

How many people were killed in this attack?

Talking about the exact number of dead people in the firing, the answer is difficult because when the media is closed, it is very difficult to verify the truth. But the figures from media reports are shocking:

Official statement of Pakistan administration: In this attack, 11 people including 7 civilians and 4 policemen were killed, while more than 70 people were said to be injured.

JAAC and local sources claim: The number of dead is more than 27 and more than 200 are injured. JAAC also said that Rangers entered houses and shot people.

Intelligence Dossier: According to a secret intelligence report, 26 people have been killed, including 19 children and 7 pregnant women. This report was prepared within Pakistan, but when it came out it created a stir.

International media reports: Reuters has confirmed 11 deaths, while AFP has reported 7 dead. But Indian websites like The Week and The Hitwada have estimated the death toll to be around 30.

It is clear that this is the biggest violence that has happened in POJK in the last several years. Unless communication is restored, the real picture will not emerge.

What did the Government of India and Pakistan say on POJK violence?

Veteran Kashmir leader and National Conference President Farooq Abdullah broke his silence on this matter and said, ‘Pakistan occupied Kashmir is going through a very difficult phase. Atrocities are taking place there. Many people have been martyred till now. I would appeal to the United Nations Human Rights Council (UNHRC) to go there and see what troubles are beingfall those people. The only solution is the path of dialogue.

Farooq Abdullah further said that the pain of the people of POJK is absolutely real and ignoring it will prove suicidal for Pakistan. His statement has come at a time when Pakistani media is trying to portray the situation there as ‘normal’.

#WATCH | Srinagar, J&K: On protests in PoK, National Conference President, Farooq Abdullah says, “This state is in a difficult situation. The part that is with Pakistan is where oppression is happening today. Many people have been martyred there. Full details of the news are not… pic.twitter.com/gEAea7Gla3

 — ANI (@ANI) June 11, 2026

A major reversal has been seen in the statements of POJK Prime Minister Faisal Mumtaz Rathore:

On June 6-7, Rathore described JAAC as a ‘non-political and anti-national’ group and ordered action against its leaders. He said, ‘There will be no talks now.’

Then on June 9, as international pressure mounted and the death toll increased, Rathore reversed course. He said, ‘We are ready for talks with JAAC. The issue of 12 seats is not fatal. Come, let’s sit and talk.

There is an important thing here. The real power lies not with the POJK government but with the Pakistani Army. Pakistan’s Union Minister Atta Tarar made it clear that ‘the intentions of the protesters are bad and they cannot be compromised’, that is, the POJK PM’s offer of talks fell on deaf ears.

What did India demand from UN?

India has raised this entire issue at the international level. Kashmiri activist Javed Baig submitted a memorandum to the United Nations Military Observer Group (UNMOGIP). It said, ‘Pakistan is carrying out state terrorism in Rawalakot.’ The memorandum demands that the UN immediately conduct an independent investigation.

Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal fiercely targeted Pakistan in the press briefing. He said, ‘We are seeing serious reports of police brutality in POJK. Many protesters have been killed. Pakistan is taking help of fake videos and false propaganda. This is a desperate attempt to hide his failures. The international community should hold Pakistan accountable for its human rights violations.

India’s clear message is that Pakistan is killing its own people and then calling it an ‘Indian conspiracy’. India wants the world to look at the real face of POJK.

What is the world saying about Pakistan’s actions?

Britain: Large demonstrations took place outside the Pakistani Consulate in Bradford city. About 30 British MPs have demanded their government to put pressure on Pakistan.

Human Rights Commission of Pakistan: HRCP issued a statement saying that it is shocked by the violence of POJK and imposing terrorist law on JAAC is barbaric.

Amnesty International: Strongly criticized the ‘large scale repression’ of Pakistani Army.

America: Kashmiri activists living there attacked US President Trump and said that the friendship between Trump and Pakistani Army Chief Asim Munir has become a problem for Kashmiris.

Pakistan Army’s ‘Crush and Eliminate’ order

The most scary news is that Pakistani Army has given orders to ‘crush and eliminate’ JAAC leaders. More than 14,000 security personnel have been deployed in POJK. A reward of 1 crore Pakistani rupees (about 30 lakh Indian rupees) has been placed on the heads of four main leaders of JAAC. Media blackout continues i.e. no TV channel, no internet and no mobile network.

Why is this matter so important?

First of all, POJK elections are going to be held on 27th July 2026. The question of 12 refugee seats can directly change the electoral equation. This is the reason why Pakistani Army does not want to make any compromise.

Secondly, the China-Pakistan Economic Corridor (CPEC) passes through this POJK. If the rebellion spreads here, China’s billion-dollar project will be in danger. This is the reason why China is silent till now, but its eyes are in this direction.

The situation still remains critical. JAAC has again announced a march on June 11. Pakistani Army has put up barricades on the march routes. Only time will tell how bloody this conflict will be, but it is certain that the silence in POJK is the silence before the storm.

Qasim Khan, son of former Pakistan Prime Minister Imran Khan, has appealed to the United Nations Human Rights Council (UNHRC) to meet his father. His recommendation has exposed Pakistan. The rulers are furious and are calling it an insult to their country, while Qasim Khan’s comment is being termed as ‘a child’s plea’.

On Thursday (March 26, 2026), Information Minister Ataullah Tarar accused Imran Khan’s party Pakistan Tehreek-e-Insaf of flouting the honor of the country under the guise of political disagreement. He said that these efforts of the party are unacceptable. Qasim Khan had said on Wednesday that the treatment meted out to Imran Khan violates international human rights conventions as well as the promises made under the GSP+ framework (Generalized Scheme of Preferences).

The GSP+ framework is a special European Union (EU) trade policy that provides vulnerable developing countries with zero duty access on approximately 66 percent of tariff lines in the EU market in exchange for commitments to sustainable development, human rights and good governance. Qasim Khan mentioned this and there is visible irritation over this.

According to the report of Pakistani newspaper Dawn, in a press conference on Thursday, Ataullah Tarar said that although every political party has the right to criticize, but the honor of the country should not be put at stake. He said, ‘No political leader is bigger than Pakistan.’ He accused PTI of not putting the country’s interest first. He said, ‘It is not acceptable for opponents to make fun of the country.’

Ataullah Tarar said, ‘The world is giving importance to Pakistan while a political party of the country is engaged in propaganda.’ He also reminded that PTI has been doing such things in the past also. He claimed that PTI had written a letter to the International Monetary Fund (IMF) appealing that Pakistan should not be given a bailout package in 2022.

Referring to Qasim Khan’s speech, Ataullah Tarar said that this was not a one-time incident – I wish he had done it without paper in his hand, but never mind, he is a child. Someone must have written this for him.

Baloch National Movement (BNM) organization has appealed to the international community to take immediate action against the widespread human rights violations taking place in Balochistan. The organization alleges that the government of Pakistan and its security apparatus are using the law to suppress dissent, target civilians and suppress the voice of the entire region.

Addressing the 61st session of the United Nations Human Rights Council in Geneva, BNM representatives said that cases of enforced disappearances, fake encounters or killings without judicial process and restrictions on freedom of expression are continuously increasing in Balochistan.

According to him, all this is part of a planned effort to suppress the voice of the Baloch people. BNM member Mahra Baloch said that common people in Balochistan are being given collective punishment just because they live there and exist with their identity. An entire population in Balochistan is being punished just for its existence. In the name of anti-terrorism action against them, Pakistan has weaponised the law.

Those who disagree are being criminalized, people’s lives are being destroyed and the voice of an entire community is being suppressed. Mahra Baloch alleged that Pakistan’s anti-terrorism law is being misused to mark Baloch students, social activists and human rights defenders as banned or suspicious persons. According to them, this takes away their freedom. The right to travel is affected and they are forced to live in constant danger.

He claimed that in the year 2025 itself, BNM’s human rights department ‘PANK’ registered 1,355 cases of enforced disappearances and 225 extrajudicial killings in Balochistan. Mahara said that these are not just figures, but behind them are the people who were picked up from their homes, the students who were abducted from the campus and the bodies which were returned to scare others.

He also raised the issue of action being taken against the leadership of Baloch Yakjahti Committee (BVC). Mahrang Baloch, who was nominated for the Nobel Peace Prize, was arbitrarily arrested, denied medical treatment and targeted simply for raising her voice peacefully, Mahara said. He also said that internet shutdown, mass surveillance and mass punishment have become a common practice there, so that the world cannot know the real situation of Balochistan.

Mahra Baloch called on the international community to put pressure on Pakistan to immediately stop these human rights violations, release arbitrarily detained Baloch activists, and conduct an independent and transparent investigation into the enforced disappearances and extrajudicial killings.

Earlier in the same session on Wednesday (March 18, 2026), PANK’s media coordinator Jamal Baloch had also said that atrocities have intensified amid projects related to China-Pakistan Economic Corridor (CPEC). He said, “I have come to present before this Council the systematic human rights violations being carried out by Pakistan in Balochistan, which are being strengthened by China’s strategic and economic involvement.

Enforced disappearances are working like a state policy in Balochistan. Pakistan’s army acts as if it is above the law and abducts students, teachers, journalists and political activists.

Jamal Baloch alleged that peaceful protest is being presented as terrorism. She said that women-led civil rights movements are being suppressed and the internet is being shut down in many districts of Balochistan, so that the military operations and the voices of the victims cannot reach the world. He also claimed that repression has increased along with CPEC-related projects, as the lives of civilians are being militarized to protect these projects and control resources.

These days, America is continuously taking action against drugs in coastal waters. Recently, America targeted a boat in the Pacific Ocean. Regarding this, UN Secretary General Antonio Guterres has reiterated a statement issued by the UN Human Rights Chief. UNHRC has appealed to America to stop air attacks on boats in the Caribbean and Pacific region.

Earlier, UN High Commissioner for Human Rights Volker Turk said in a statement, “The United States must stop such attacks and take all necessary steps to stop the extrajudicial killing of people aboard these boats, no matter what criminal acts they are accused of.”

‘More than 60 people were killed in the attacks’

“More than 60 people have been killed in a series of attacks by US armed forces on boats in the Caribbean and Pacific since the beginning of September, in circumstances that have no justification under international law,” the statement said.

Ravina Shamdasani, a spokeswoman for Turki’s office, echoed the statement of the UN High Commissioner for Human Rights at a regular UN briefing on Friday, saying, “These attacks and their growing humanitarian toll are unacceptable. The United States must stop such attacks and take all necessary steps to stop the extrajudicial killing of people aboard these boats.”

‘Air strikes violate international human rights law’

“The Turks believe that air strikes by the United States against boats in the Caribbean and Pacific violate international human rights law,” he said. According to news agency Xinhua, UN chief’s spokesman Stephane Dujarric told the daily briefing that the Secretary General reiterated Volcker’s point and said that international standards should be followed in these operations.

He said there is a need for international cooperation to combat organized crime as well as innovative public policies to address the root causes of violence and drug addiction.

India has lashed out at Pakistan for the harassment of human rights and minorities in the 60th session of the United Nations Human Rights Council (UNHRC). Representing India, diplomat Mohammad Hussain said that it is ironic that a country with the worst human rights record is trying to give knowledge to others.

India washed Pakistan in UNHRC

India’s representative Mohammad Hussain said that Pakistan should face the oppression of minorities on its land instead of spreading propaganda. He said that Pakistan should remove state sponsored harassment and discrimination against its religious and ethnic minorities. India’s comment came after the death of 12 people in the firing by the Pakistani Army in Pok. In many areas of POK, there is a strong protest against the Pakistan Army and the Shahbaz government at this time.

Earlier, Pakistan once again raised the raga of Kashmir from the United Nations platform. Pakistani representative Abbas Sarwar, using his right to respond, accused India of violating human rights in Jammu and Kashmir. During this, he mentioned the current developments of Ladakh, after which the Indian ambassador took him on his hand.

Demand for international intervention against Pakistan’s repression

This conversation in Geneva took place at the time of increasing unrest in Pakistan -occupied Kashmir (POK). The United Kashmir People’s National Party (UKPNP) spokesman Nasir Aziz Khan, while addressing the UNHRC, demanded international intervention against Pakistan’s repression in the region. He cited the protests held on 29 September 2025, in which a complete shutdown and chakka was blocked under the leadership of the United Awami Action Committee.

He accused Islamabad of deploying Rangers in POK, closing internet services and blackouts. He said, “POK has more than 30 lakh Kashmiri circle, while 2 million people abroad are cut off from their families.” He called it a deliberate attempt to suppress peaceful resistance.

India has strictly rejected Pakistan’s objections for suspending Indus Water Treaty after the Pahalgam terror attack on 22 April. In the Geneva session of the United Nations Human Rights Council (UNHRC), Indian diplomat Anupama Singh said that permanent cooperation rests on trust, not terrorism.

India’s clear message on treaty

Anupama Singh said that the Indus Water Treaty signed in 1960 was done in a sense of goodwill and friendship, but today is completely different. He said, “The world of 1960 is not the world today. Pakistan sponsored terrorism is constantly hollowing out the basic spirit of this treaty.”

Direct attack on Pakistan

The Indian representative accused Pakistan that he tries to give political color to the council’s proceedings repeatedly, while his own record is filled with violation of the principles of the treaty. He said, “The country which continuously and deliberately violates the basic spirit of the treaty, has no right to accuse others.”

Pakistan is struggling with water crisis

India suspended the treaty on 23 April, when Pakistan-backed militants killed 25 tourists and a local pony operator in the Besaran Valley of Pahalgam in Jammu and Kashmir. After this move of India, a serious water crisis has arisen in Pakistan. According to reports, both the major reservoirs of Pakistan have reached dead storage level and there has been a huge decline in agricultural production.

The treaty was done by World Bank mediation

The Indus Water Treaty, which took place in the World Bank’s mediation in 1960, has been considered a symbol of cooperation in Indo-Pak relations. Under this treaty, India was given control of Eastern rivers, Ravi, Beas and Sutlej, while Pakistan got the rights of Western rivers- Indus, Jhelum and Chenab.

PM Modi’s blunt statement

Let me tell you that after the Pahalgam attack, Prime Minister Narendra Modi said in the name of the nation in May, “Water and blood cannot flow together.”

Also read-

Masood Azhar’s brother was killed in Operation Sindoor, now his memorial will be built in Pakistan; What is the plan of Jaish?

India replied to Switzerland in the United Nations Human Rights Council (UNHRC), describing the Swiss delegation’s comments on the behavior with minorities in the country as surprising, superficial and ignorant. On Wednesday (September 10, 2025) in Geneva, in the 60th session of the Human Rights Council, he responded to India on the allegations of the United Nations Human Rights High Commissioner.

Responding to India, Permanent Mission Counselor Kshitij Tyagi dismissed the Swiss statement, saying that since Switzerland is chaired by the United Nations Human Rights Council (UNHRC), it is even more important for him to avoid wasting the time of the council and not wasting on the statements that do not do justice to the reality of India. Instead, he should focus on his challenges like racism, discrimination and foreign-malice.

India’s strong reply to Pakistan in UNHRC
India also responded to Pakistan after the comments made by Islamabad during the debate. Tyagi accused Pakistan of misusing the council for political propaganda and reiterated India’s attitude that Pakistan sponsor terrorism across the border.

Tyagi told the House that we are once again obliged to respond to the provocation of the country, which recently compared it to the ‘dump truck’, which is probably suitable for the country who is inadvertently suitable for the country which keeps repeating lies and wealthy propaganda repeatedly before this reputed council.

We do not listen to anything from the sponsors of terrorism- Tyagi
He referred to several terrorist attacks related to Pakistan -based terrorist groups, which cited Pulwama, Uri, Pathankot, Mumbai and the recently Pahalgam attack in April. Tyagi said that we do not have to hear anything from the sponsor of terrorism. There is no preaching from the atrocities on minorities, we do not want any advice from a state that has lost its credibility.
