Congress held an important and strategic brainstorming session in Delhi regarding Uttar Pradesh. This high-level meeting took place at 10 Janpath, Delhi, in which top Congress leaders Rahul Gandhi and Priyanka Gandhi were present. Many prominent leaders including General Secretary in-charge of Uttar Pradesh Avinash Pandey, State President Ajay Rai, senior leaders Pramod Tiwari, Ujjwal Raman Singh, Imran Masood, Tanuj Punia participated in the meeting.

Major decisions taken in the meeting

According to sources, in today’s meeting Congress will contest the Panchayat elections to be held in Uttar Pradesh alone. This proposal has been agreed upon. The possibilities of alliance were also discussed, where many leaders made it clear that the decision on alliance should not be taken at the last moment, but in time, so that there is no organizational confusion.

Rahul Gandhi’s instructions and strategic focus

In the meeting, Rahul Gandhi said, “We have to contest the Panchayat elections with full strength and stamina.” He emphasized on strongly raising the issues of deprived classes, backward classes and hidden issues of the society. The leaders were entrusted with the responsibility of making the rally to be held at Ramlila Maidan in Delhi on 14th December historic and successful. Clear instructions have been given to strengthen the party from state level to booth level. It has been advised to keep a close watch on the SIR issue and vote theft.

State in-charge and state president given free hand

The state in-charge and the state president have been given a free hand and asked to take major decisions in the interest of the organization. Congress has indicated that the anti-incumbency wave and the failures of the government will be raised strongly among the public. Panchayat elections will be made the first major phase of the revival of Congress by reactivating the organizational structure.

This meeting held in Delhi is not just a formal discussion, but is being considered as the decisive blueprint of Congress’s UP strategy. The decision to go alone in the Panchayat elections shows that Congress is now in aggressive mode to regain its ground in Uttar Pradesh.

Now those winds are blowing at a speed of 12 kilometers per hour. Now in Delhi-NCR, despite being sunny during the day, cold is being felt. Talking about the temperature, no major drop has been seen in the last 24 hours, but from today i.e. Wednesday (November 26), a drop in the maximum and minimum temperatures may be seen.

How will the weather be in UP?
According to the Meteorological Department, the weather in Uttar Pradesh may remain dry for the next one week. Today on Wednesday, the weather is likely to remain clear in the western and eastern parts of the state. During this time, fog may occur at some places in the morning in both parts of the state. The weather is likely to remain dry in western and eastern UP on 27, 28 and 29 November.

There is a continuous change in the minimum temperature of the state. The minimum temperature has started falling in many districts. Due to the effect of this cyclonic system, heavy rains are going to start in Tamil Nadu, Kerala, Lakshadweep and Coastal Andhra Pradesh in the next 5 days. A warning of very heavy rain has been issued in Tamil Nadu along with heavy rain from 25 to 27 November on 28, 29 and 30 November. There is a possibility of heavy rain in Kerala and Mahe till 26 November. There is a possibility of heavy rain in Andhra Pradesh and Yanam on 29 and 30 November.

No respite from poisonous air in Delhi

According to the information received from the Zonal Meteorological Center of Lucknow, on November 4, fog will be seen in the morning in the adjoining districts of Eastern UP including Varanasi, Mirzapur, Sonbhadra, Chandauli, Prayagraj, Pratapgarh, Azamgarh, Ghazipur, Ballia, Gorakhpur, Ayodhya, Basti, Maharajganj, Siddharthnagar, Rae Bareli, whereas in Western UP today the weather is going to be dry.

The Meteorological Department has kept all 75 districts of UP in the green zone on November 5. The weather is going to be similar on 6th and 7th November also. Banaras Hindu University meteorologist Professor Manoj Kumar Srivastava said that in the next 48 hours, a decrease of 2 to 4 degrees Celsius can be seen in the minimum temperature in many districts of UP. The maximum temperature will be around 31 and minimum 18 degrees Celsius. No significant change is expected in the weather today in other districts of UP including Ghaziabad, Mathura, Kanpur, Jhansi, Lalitpur, Aligarh, Rampur, Bareilly.

Chances of snowfall in the mountains
There is a possibility of increase in cold in the hilly areas of Uttarakhand. Due to this, there will be increase in cold in the plains also. There are chances of snowfall in high altitude areas on Tuesday and Wednesday. Light rain may occur in some parts of Uttarkashi, Chamoli, Bageshwar, Rudraprayag and Pithoragarh districts on 4-5 November. There is a possibility of snowfall in the mountainous areas at an altitude of more than 4000 meters.

Amidst the ongoing election activity in Bihar, the Election Commission will start the Special Intensive Revision (SIR) process in 12 states of the country from Tuesday (4 November 2025). The work of verification of Voter ID will start in many states including West Bengal, Uttar Pradesh, Rajasthan, Madhya Pradesh. This time, like Bihar, only Aadhar card is not valid in the SIR process. Under this, the work of distributing enumeration forms from door to door of voters will be started and these forms will be submitted on December 4, 2025.

Election Commission will visit Bengal

A team of the Election Commission may visit West Bengal from 5 to 8 November to review the SIR. According to the report of news agency PTI, the team led by Election Commission Principal Secretary SB Joshi and Deputy Secretary Abhinav Aggarwal can inspect Cooch Behar, Alipurduar and Jalpaiguri districts of Bengal. Will assess how the BLO and Returning Officer RO are performing their duties.

During the second phase, SIR is to be conducted in Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Uttar Pradesh, Tamil Nadu and West Bengal. Assembly elections are going to be held in four of these states, Tamil Nadu, Puducherry, Kerala and West Bengal next year. During this period, the concerned BLO will visit people’s homes three times. The final publication of the voter list will be done next February 2025.

These 13 documents are necessary for SIR

For SIR, documents like birth certificate, 10th or any other examination certificate, passport, government land and house papers, caste certificate, domicile certificate, government job identity card or pension payment order, copy of family register, Commission’s guidelines related to Aadhar card, NRC entry, any identity card issued before July 1, 1987, land or house allotment certificate issued by the government will be valid. There are 51 crore voters in the 12 states and union territories where SIRs are to be held.

Draft voter list will be released on December 9

The Election Commission will release the draft voter list on 9 December and the final voter list will be published on 7 February 2025. Earlier SIR was done in 2002-04. The Commission believes that SIR will ensure that no eligible voter is left out and no ineligible voter’s name remains in the voter list. The primary objective of SIR is to delist illegal foreign immigrants by checking their place of birth.

Due to the cyclonic storm Montha formed in the Bay of Bengal, changes in weather were seen from Andhra Pradesh to Uttar Pradesh. Rain was seen in many states of North India in the beginning of November, but now the weather seems to be normal. Cold has started increasing in the capital Delhi. Fog has started in Uttar Pradesh and Bihar in the morning and evening. Apart from this, there is a possibility of cold wave in the mountains.

According to the India Meteorological Department (IMD), there is a possibility of severe cold in Delhi-NCR on Monday night (November 3), because the minimum temperature of Delhi today is expected to be 14 degrees Celsius. After November 3, there is no possibility of fog for the next few days. The weather is likely to remain clear in the state till November 8. Due to the changed weather after the rains in the capital Lucknow, the timing of schools has been changed.

The weather will be dry in the western and eastern parts of the state today. During this period, there is a possibility of moderate fog at some places. However, there is no possibility of rain anywhere in the state during this period, nor is there any possibility of strong wind. There are chances of clear weather in the state on 5th and 6th November also. The weather is expected to remain clear in the state on 7th and 8th November.

Meteorologist Atul Kumar Singh said that after the cyclone, there is no possibility of rain in the state for the next one week, although mist and fog conditions are likely to persist in the morning. He said that in the last 48 hours, an increase of 6 to 8 degrees Celsius has been recorded in the maximum temperature, due to which the temperature has now reached close to normal.

How will the weather be in Bihar?
Talking about Bihar adjacent to UP, there is a possibility of clear sky in entire Bihar on 3rd and 4th November. There is a possibility of a new system forming in the Bay of Bengal between 5th and 7th November. Although this system will remain weak, due to this, light and sporadic rain may again be seen in some areas of Bihar.
