The National Investigation Agency (NIA) has registered another case against Khalistani terrorist Gurpatwant Singh Pannu, who lives in the US. It is alleged that Pannu had announced a reward for those who stopped Prime Minister Narendra Modi from hoisting the tricolor on the Red Fort on Independence Day this year and tried to spread dissatisfaction against India in the Sikh community.

According to NIA’s FIR, Pannu is the general counsel of the banned organization ‘Sikhs for Justice’ (SFJ). At an event organized at the Lahore Press Club in Pakistan on August 10, Pannu issued a video message saying that the Sikh soldiers who will stop the Prime Minister from hoisting the tricolor at the Red Fort will be given a reward of Rs 11 crore. Meanwhile, he also released a new map of Khalistan, in which Punjab, Delhi, Himachal Pradesh and Uttar Pradesh were shown.

Pannu and SFJ started organization against India

The FIR also mentions that Pannu and SFJ announced to create an organization called ‘Shaheed Jatha’ to intensify activities against India. The agency says that it has video proof and strong information in this regard.

The NIA has registered this FIR under the illegal activities (prevention) Act (UAPA) and other sections of Indian law. In this, along with Gurpatwant Singh Pannu, some unknown people have also been accused. This step was taken following the instructions of the Ministry of Home Affairs.

What did the Ministry of Home Affairs say?

The Ministry of Home Affairs said that Pannu challenged India’s sovereignty and propagated Khalistan and tried to deny India’s authority over Punjab. The investigation of this case has been handed over to the NIA so that all aspects of this conspiracy related to national and international level can be detected.

Shazil Imam, accused of riots in Delhi in the year 2020, has moved the Supreme Court on Saturday (August 6, 2025). The Imam was denied bail by the Delhi High Court. Petition in Supreme Court
The Sharjil Imam has filed a petition in the Supreme Court. This petition has been filed challenging the order of the Delhi High Court, in which he was not granted bail. Along with this, the bail petitions of seven other accused have also been dismissed. A bench of Justice Naveen Chawla and Justice Shalinder Kaur dismissed the bail petitions of seven others including the Imam. According to the PTI report, the court reserved its verdict on the petitions filed in 2022, 2023 and 2024 on 9 July.

Whose bail petitions were rejected?
The Delhi High Court has rejected the bail petitions of Shajil Imam, Omar Khalid, Gulfisha Fatima, Athar Khan, Abdul Khalid Saifi, Mohammad Salim Khan, Shifa-ur-Raaman, Miran Haider and Shadab Ahmed. At the same time, the bench of Tasleem Ahmed’s bail yachtis Subramaniam Prasad and Justice Harish Vaidyanathan Shankar rejected.

What did the prosecution claim

Arshad Madani on Udaipur Files: The petition filed against the film ‘Udaipur Files’ in the Delhi High Court was heard on Wednesday. On behalf of Maulana Arshad Madni, President of Jamiat Ulama-e-Hind, senior advocate Kapil Sibal made arguments before the bench of Chief Justice Devendra Kumar Upadhyay and Justice Aneesh Dayal. The petition claimed that the film hurts the religious sentiments of a particular community and is going to spread hatred in the society.

Film scenes objectionable- Sibal
Kapil Sibal said that there are scenes in the film which incorrectly reflect the Muslim community and this can promote religious fanaticism in the society. He requested the court that publicly displaying such a film is a violation of the basic principles of the Constitution.

Censor board claims- disputed scenes removed
The lawyer of the censor board informed the court that all those scenes have already been removed from the film which could be considered objectionable. Now there is nothing in the film that hurts the spirit of a community.

Court directive – The entire film should be shown to the petitioner
The Chief Justice clarified that freedom of expression does not mean that religious sentiments were hurt. He directed that the petitioner’s lawyers should be screened for the entire film so that it can be decided whether there is some objectionable left in the film.

Arshad Madani expresses satisfaction, next hearing tomorrow
Maulana Arshad Madani said that the court proceedings were satisfactory. He also said that the censor board and the filmmaker accepted our objections and claimed that the disputed scenes have been removed from the trailer. He hoped that after the screening, the court would give a decision that will maintain the dignity of the Constitution and respect the religious sentiments of Muslims.

Tahawwur rana extradition: Credit war has also started for the Mumbai attack terrorist Tahawwur Rana being brought to India and sending NIA on remand. On the one hand, the Congress is claiming that Tehwavur Rana has been brought to India today due to efforts to the UPA government. On the other hand, the BJP said in response to this that the Congress did nothing to punish the terrorists.

‘Result of UPA government’s diplomacy’

On the extradition of Tahwwur Rana, during the UPA government, P Chidambaram, who was the Union Home Minister, issued a statement saying that bringing Tahwwur Rana to India is the result of the UPA government’s diplomacy, while the Modi government is trying to take credit for it. At the same time, Kapil Sibal, who was a minister during the UPA government, also informed about this and said that I wish the government that today Tahwavur Rana was brought to India.

Kapil Sibal said, “The NIA was formed during the UPA government itself. Chidambaram was the home minister at that time. A case was registered against Headley and Tahwwur Rana. There was a case registered. Tehwwur Rana was arrested in Chicago. He was released in some allegations. He was first taken in Pakistan Army.”

We tried to take Tahawwur into custody- Kapil Sibal

Kapiv Sibal said, “Then we opposed it and we attempted to take it into custody. Then the charge sheet was filed in 2009. The NIA team reached America and on our request, the NIA team got a chance to interrogate Headley. It was a whole conspiracy, which was revealed in NIA’s inquiry. ”

Kapil Sibal said that after this there was a continuous attempt to extradition. But now this success was found. Both the UPA government and the current government were trying that today Tahwwur Rana has been brought to India.

On the credit war that broke out about Tehwwur Rana, Kapil Sibal said that the UPA government was trying to get everything during interrogation to Headley, which will now be kept as evidence in the court. He said, “The then government had also met Hillary Clinton in this matter to pressurize the US government. Whatever is happening in this matter today is due to the efforts of the then government. We should be happy that it has been brought to India. It should not have politics.”

‘Fast tracks should be arranged soon’

Kapil Sibal said, “Wherever there is terrorism, the governments should raise their voice together, but the governments have become selective. The government should make arrangements to make a quick hearing by tracking it fast. During interrogation of Tahwwur Rana, it will also be known which people of Pakistan were involved in this.”

Congress leader Udit Raj’s statement also came out on this credit war. He said that in 2011, the dosier was given in this case, it was given during Manmohan Singh’s government. The main accused in this was Headley. Udit Raj said, “Headley did not bring this government. It took 11 years to bring Rana. What happened to Dawood? All these are gimmick.

‘BJP did not contribute even one percent’

Udit Raj targeted the Bijpi and said that the Modi government does not contribute even one percent in bringing Tahwavur Rana. Since 2014, he has not moved any inquiry forward. The work that the Congress government had given, which was done, was done on the same.

Chidambarama on tahawwur rana extradition: Former Union Home Minister and Congress leader P. P Chidambaram said that the first major action in this direction took place on 11 November 2009, when the NIA filed a case against David Coleman Headley (American citizen), Tawwur Rana (Canadian citizen) and others in New Delhi. In the same month, the Foreign Minister of Canada confirmed intelligence cooperation with India, which was the direct result of the efficient foreign policy of the UPA government.

‘UPA government maintained pressure’

The Congress leader further said, the FBI arrested Rana from Chicago in 2009, when he was helping Lashkar-e-Taiba in a conspiracy for a failed terrorist attack in Copenhagen. Although in June 2011, the US court acquitted him of the accusation of directly involved in the 26/11 attack, he was convicted in other terrorist conspiracies and sentenced him to 14 years. The UPA government publicly expressed disappointment on this decision and maintained code-power pressure.

‘NIA team went to America for questioning Headley before 2011’

Chidambaram further said that despite the legal hurdles, the UPA government continued continuously through institutional diplomacy and legal processes. Before the end of 2011, a three -member team of NIA went to America and questioned Headley. Under the mutual legal aid Treaty (MLAT), the US handed over the important evidence of investigation to India, who became part of the NIA charge sheet in December 2011. The NIA special court issued non-bailable warrants and also issued Interpol Red notices against the absconding accused. All this was not for showing, but part of serious and disciplined legal diplomacy.

Chidambaram said that in 2012, Foreign Minister Salman Khurshid and Foreign Secretary Ranjan Mathai firmly demanded Rana and Headley’s extradition to US State Secretary Hillary Clinton and Under Secretary Wendy Sherman. By January 2013, Headley and Rana had been sentenced. The UPA government expressed displeasure over Headley’s punishment and reiterated the demand for extradition. Nirupama Rao, the then Ambassador of India to the US, continuously raised the issue to the US administration. This was an ideal example of handling sensitive matters related to international justice in a diplomatic methods.

What happened after changing the government in 2014?

Chidambaram said that even after changing the government in 2014, the process that was going on, lived due to the institutional initiative started during the UPA government. In 2015, Headley offered to become a government witness. In 2016, the Mumbai court gave him a pardon, which strengthened the case against Zabiuddin Ansari alias Abu Judal. In December 2018, the NIA team went to the US to resolve the legal obstacles related to extradition and in January 2019 it was told that Rana would have to complete his sentence in America. Rana’s release date was fixed at 2023, in which the period of prison already was added. This was not a quick action of the “strong leader”, but the process of justice moving beyond the hard work of years.

He said that when Rana was released on health basis in June 2020, the Government of India immediately sought his extradition. The Biden administration supported India’s request. In May 2023, the US court justified India’s request. Rana filed several petitions against it, including a petition in the US Supreme Court on the basis of Habius Corpus and Double Geopardy. All these petitions were dismissed. The final rejection took place on 21 January 2025, the next day of Donald Trump’s swearing in.

‘Modi government is taking credit’

P Chidambaram, accusing the Modi government of taking credit for this, said that in February 2025, Prime Minister Modi and President Trump stood in a press conference and trying to take credit for the whole matter but the truth is that this achievement is the foundation of the years old UPA government and the hard work done. By 17 February, Indian officials confirmed that Rana was involved in the 26/11 conspiracy with Lashkar and ISI since 2005. Finally on 8 April 2025, US officials handed Rana to Indian agencies, and he reached New Delhi on 10 April.

In his statement, former Home Minister P Chidambaram further said that know the facts clearly: The Modi government neither started this process nor achieved any new success. She is taking advantage of the institutional structure only, which was created by the UPA government with years of hard work, understanding and diplomatic foresight. This extradition is not a victory for any propaganda, but a proof that when the Indian state works with honesty, seriousness and international cooperation, it can also make the world’s most complex criminals in the dock of law.
