<p style="text-align: justify;"><strong>Option to choose between OPS, NPS and UPS?</strong><br />According to Live Mint reports, employee organizations have also raised the demand that employees should be given the freedom to choose the pension plan as per their needs. There are three options for this:</p>

<li style="text-align: justify;">OPS (Old Pension Scheme)</li>
<li style="text-align: justify;">NPS (National Pension Scheme)</li>
<li style="text-align: justify;">UNS (Unified Pension Scheme)</li>
</ul>
<p style="text-align: justify;"><strong>OPS (Old Pension Scheme)</strong><br />This is an old pension scheme, in which pension is definitely given after retirement. In this, pension is decided on the basis of last salary and DA, the entire expense of which is borne by the government. For this the employee does not have to make any separate contribution.</p>
<p style="text-align: justify;"><strong>NPS (National Pension System)</strong><br />Both employees and government contribute in this scheme. The amount received after retirement depends on the accumulated funds and market performance. There is no guarantee of fixed pension in this pension scheme.</p>
<p style="text-align: justify;"><strong>UPS (Unified Pension Scheme)</strong><br />This pension scheme is a mixed model of OPS and NPS. There is contribution in this and provision for fixed pension has also been made. Many employee organizations believe that the pension received after retirement should not depend on the ups and downs of the stock market.</p>

<p style="text-align: justify;"><strong>8th Pay Commission: </strong>There is a lot of buzz regarding the 8th Pay Commission. The schedule of interactions with stakeholders in various cities has also been released on the official website of the Pay Commission. Under this, meetings are being organized in many cities like Delhi, Pune, Dehradun.</p>
<p style="text-align: justify;">The staff side of the National Council-Joint Consultative Machinery (NC-JCM) submitted its 51-page final memorandum on 14 April. This includes demands like increasing the minimum basic salary from Rs 18000 to Rs 69000 and increasing the annual increment from 3% to 6%. According to the report of CNBC TV-18, their demand is also for fitment factor of 3.83 in the 8th Pay Commission. This is a scale which has been used for salary revision. </p>
<h3 style="text-align: justify;">Now I can&#8217;t survive on Rs 18000</h3>
<p style="text-align: justify;">Employee organizations say that the demand to implement 3.83 fitment factor has been made keeping in mind the family of 5 members. According to the current Consumer Price Index (CPI), Rs 18000 (minimum salary under the 7th Pay Commission) is no longer enough to meet the basic needs of an average family. Expenditure on everything from education to health, food, clothing and accommodation has increased. This is the reason why it has been proposed to keep the fitment factor at 3.83 so that it can help in bridging the gap between salary and inflation. </p>
<h3 style="text-align: justify;">When will the salary increase?</h3>
<p style="text-align: justify;">The government constituted the Eighth Pay Commission on 3 November 2025. It was given 18 months time to submit its recommendations. The tenure of the commission is considered to be effective from January 1, 2026, but the increase in salary and payment of arrears is likely to be made only in the beginning of 2027. </p>
<h3 style="text-align: justify;">Employee unions also have these demands</h3>
<p style="text-align: justify;">Among all the demands, one of the major demands is to amend the structure of HRA (House Rent Allowance). It has been suggested to increase the slab of HRA to 30%, 35% and 40% depending on the cities. Cities have been divided into categories X (40%), Y (35%) and Z (30%). This demand has been made so that the minimum HRA of the employee is not less than a certain amount so that even the lower level employees can get decent accommodation.</p>
<p style="text-align: justify;">Apart from this, the unions also demand restoration of the Old Pension Scheme (OPS) and the amount of pension should be 67 percent of the last drawn basic salary of the employee. In the present system this limit is 50 percent. </p>

For this, many important meetings have been scheduled to speed up the process of drafting and consultation. The 8th Pay Commission is going to hold meetings with stakeholders in New Delhi and Pune this month and next month. In this, various topics will be discussed with employee unions, associations and central government organizations and institutions. After this the commission will move towards other states including Mumbai. </p>
<p style="text-align: justify;">To participate in the meetings, any association will have to first take an appointment with the 8th Pay Commission. Also, a memorandum of suggestions related to pay commission will have to be submitted. Efforts are also being made by the Pay Commission to contact the stakeholders for the meeting. Along with this, the commission has also released 20 vacancies for consultants. This will be a full-time job, for which a monthly salary of up to Rs 1.80 lakh has been kept. There are also options for part-time roles (6 days a month and 12 days a month). </p>
<h3 style="text-align: justify;">When and where will the meetings take place?</h3>
<p style="text-align: justify;">The schedule of meetings for direct interaction with employee organizations and stakeholders is as follows:-</p>
<ul>
<li style="text-align: justify;">The meeting will be held in New Delhi on 28, 29 and 30 April.</li>
<li style="text-align: justify;">The commission will hold a meeting in Pune on 4-5 May.  </li>
</ul>
<h3>purpose of the meeting</h3>
<p style="text-align: justify;">The employee unions are demanding increase in fitment factor from 2.57 to 3.25 under the Eighth Pay Commission and increase in minimum wage from Rs 18000 to Rs 41000-51480. All these topics will be discussed in the meeting. To participate in the meeting, go to the official portal 8cpc.gov.in or Innovate India (MyGov). Submit the memorandum online here. The last date for this is April 30, 2026. After submitting the memorandum, you will have to take an appointment by sending an email to participate in the meeting. </p>
